Public participation in hostel redevelopment programs in Nyanga and LangaMdunyelwa, Luzuko M. 04 1900 (has links)
Thesis (MA)--Stellenbosch University, 2015 / ENGLISH ABSTRACT: Literature on public participation generally assumes the existence of a causal relationship
between community participation in urban development programs and the satisfaction of
beneficiaries of such programs with the outcomes of these development programs. In this
study, the role played by public participation in fashioning perceptions of satisfaction or
dissatisfaction of beneficiaries is investigated in the cases of two hostel redevelopment
programs.
The role of public participation is investigated by means of the Spectrum of Participation
model of the International Association of Public Participation, a model which propagates a
set of principles to be fulfilled before it may be said that beneficiaries have thoroughly
participated in a program. Satisfaction or dissatisfaction of the beneficiaries is tested by
means of the Hirschmann model of Voice, Exit and Loyalty, a model which hypothesizes that
potential beneficiaries in a program - in order to express satisfaction or dissatisfaction with
the process - may remain loyal to the program, may voice their dissatisfaction, or (as a last
resort) may exit the program.
After an analysis of the concept of public participation, this concept is applied-via interviews
with samples of stakeholders and potential beneficiaries-to two different communities of
interest: members of the Welcome Zenzile Housing Cooperative in Langa and the Ilinge
LabaHlali Housing Cooperative in Nyanga, townships situated not very far from the Cape
Town CBD, and occupied mostly by African communities. These two housing cooperatives
participated in the national Hostel Redevelopment Program, an initiative propagated by the
national Department of Human Settlements. Since these cooperatives participated in
different ways during identifiable phases of the program, public participation by potential
beneficiaries was researched within each phase.
A comparison of research findings in the two programs points to a positive relationship
between public participation and beneficiary satisfaction. Though other factors also play a
role, such satisfaction could be observed in the Nyanga community where levels of
participation by beneficiaries were extremely high. With the Welcome Zenzile beneficiaries,
the same could not be said, inter alia, since most of the decisions associated with beneficiary
interests were made by the City of Cape Town. In essence this second program was
implemented by the City of Cape Town for and on behalf of the beneficiaries. / AFRIKAANSE OPSOMMING: In die algemeen veronderstel die literatuur oor openbare deelname dat daar ‘n
kousaleverband bestaan tussen gemeenskapsdeelname aan stedelike
ontwikkelingsprogramme en die tevredenheid van die begunstigdes van sodanige
programme met die uitkomstes daarvan. In hierdie studie word twee
hostelherontwikkelingsprogramme gebruik om die rol te ondersoek wat openbare deelname
speel in die vorming van persepsies oor begunstigdes se tevredenheid of ontevredenheid.
Die rol van openbare deelname word ondersoek aan die hand van die Internasionale
Vereniging vir Openbare Deelname se Spektrum van Deelname-model, ‘n model wat ‘n stel
beginsels voorhou waaraan voldoen moet word voordat daar gesê kan word dat
begunstigdes doeltreffend aan ‘n program deelgeneem het. Die tevredenheid of
ontevredenheid van die begunstigdes word getoets volgens die Hirschmann-model van
―Voice, Exit and Loyalty‖, ‘n model wat veronderstel dat moontlike begunstigdes van ‘n
program – ten einde hulle tevredenheid of ontevredenheid met die proses te kan uitspreek –
aan die program lojaal kan bly, hulle ontevredenheid daarmee kan betuig, of (as ‘n laaste
uitweg) die program kan verlaat.
Nadat daar ‘n ontleding van die konsep openbare deelname gedoen is, word die konsep
toegepas – via onderhoude en steekproewe met belanghebbendes en potensiële
begunstigdes – in twee verskillende belangegemeenskappe: die Welcome Zenzilebehuisingskoöperatief
in Langa en die Ilinge LabaHlali-behuisingskoöperatief in Nyanga,
twee townships wat nie ver van die Kaapstadse Sentrale Sakegebied geleë is nie en
hoofsaaklik deur swart gemeenskappe bewoon word. Hierdie twee behuisingskoöperatiewe
het aan die nasionale Hostelherontwikkelingsprogram, ‘n inisiatief wat deur die nasionale
Departement van Menslike Vestiging geloods is, deelgeneem. Aangesien hierdie
koöperatiewe op verskillende wyses tydens identifiseerbare fases van die program
deelgeneem het, is openbare deelname deur potensiële begunstigdes in elke fase nagevors.
‘n Vergelyking van navorsingsbevindinge ten opsigte van die twee programme dui op ‘n
positiewe verband tussen openbare deelname en begunstigdetevredenheid. Ofskoon ander
faktore ook ‘n rol speel, kon sodanige tevredenheid in die Nyanga-gemeenskap waargeneem
word, waar vlakke van deelname deur begunstigdes buitengewoon hoog was. Dieselfde kan
egter nie van die Welcome Zenzile-begunstigdes gesê word nie, onder andere omdat die
meeste van die besluite wat met begunstigdebelange te make het, deur die Stad Kaapstad
geneem is. Op die keper beskou het die Stad Kaapstad hierdie tweede program vir en
namens die begunstigdes geïmplementeer.

lead the spatial development patterns of concentrated activities within
municipalities and metropoles. The assignment studies the spatial
development framework of the Cape Metropole as well as those of the
Tygerberg and Cape Town municipalities. An analyses of the different
locations and characteristics of the corridors and nodes in these models
is made. There are however nodes that are not proposed on the spatial
development frameworks but have nevertheless been approved for.

A comparison of the corridor model is made within the frameworks of
the mentioned municipalities. A study is done on whether the corridor
model is totally ignored by local authorities or whether it only differs in
detail. The effect of the Century City node, which was not proposed in
the spatial development frameworks on the development of corridors, is
discussed.
Backgroud information on the origin and functions of corridors and
nodes is gathered through analyses of international examples.
Comparison is drawn between these precidents and the Cape Metropole
proposals to evaluate their applicability.
The conclusion is drawn that the municipalities' and metropole's spatial
development frameworks are based on the same principle but differ in
their detail structure. Many of the recommendations that are made in the spatial frameworks
are difficult to implement. The approval of nodes such as Century City
which are not proposed on the frameworks have a negative influence
on the economic growth and development of future nodes and corridors
as envisaged.
Proposals on how to strengthen the implementation process of spatial
development frameworks and a possible process for the approval of
potential nodes are given. / AFRIKAANSE OPSOMMING: Daar is verskillende ruimtelike ontwikkelingsraamwerke wat tans opgestel
word om die ruimtelike verspreidingspatrone van gekonsentreerde
aktiwiteite binne munisipaliteite en metropole te lei. Die werkstuk
ondersoek die ruimtelike ontwikkelingsraamwerke van die Kaapse
Metropool asook die munisipaliteite van Tygerberg en Kaapstad. Die
korridors en nodusse wat in die modelle voorgestel word, word ontleed
in terme van hul eienskappe en verskillende liggings. Daar is nogtans
nodusse wat nie in hierdie ontwikkelingsraamwerke voorgestel word nie,
maar dit is nieteenstaande goedgekeur vir ontwikkeling.
Die werkstuk vergelyk die korridormodel van die Kaapse Metropool
(Metropolitaanse Ontwikkelingsraamwerk) met die munisipaliteite se
ontwikkelingsraamwerke.Daar word ondersoek of die korridormodel van
die metropool heeltemal deur plaaslike owerhede verwerp word of dit
net in detail verskil. Die effek van die Century City nodus, wat nie in
die ruimtelike ontwikkelingsraamwerke voorgestel is nie, op die
ontwikkeling van korridors word ook bespreek.
Voorbeelde van internasionale stede word ontleed om agtergrond oor

Thesis (MA)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: The noise produced by aircraft during operations around airports represents a senous social,
technical, economic and environmental problem which is only going to get worse as air traffic
volumes increase. Rapid urbanisation, development encroachment and poor planning in the past
have resulted in noisy airport runways being situated too close to residents' living space. Rapid
industrial growth and lack of funding exacerbate noise problems in developing countries. Moreover,
developing countries and especially South Africa tend to have moderate climates and open-window
living, which makes insulation an ineffective solution to the noise problem.
This study aims at employing GIS to establish the potential noise exposure of various sensitive land
use categories and population groups in the noise-controlled area at Cape Town International
Airport. Firstly, options for the demarcation of a noise-controlled area were evaluated. Thereafter,
incompatible land uses and priority areas for land use compatibility projects were identified and
recommendations made for urban renewal projects for these areas. Lastly, the noise-exposed
population were profiled according to vulnerability characteristics and vulnerable groups identified
and located.
A recommendation was made that Cape Town International Airport set up an interactive map-based
website to disseminate information to the public about noise and any other important issues
concerning the airport. An Internet GIS application would empower citizens by providing them with
a dynamic and interactive tool for improved public participation and a better understanding of the
potential environmental and socio-economic effects of the airport. Noise complaints could also be
investigated through the website and prompt feedback given to the communities complaining about
aircraft noise.
At the local community level where people are being annoyed every day and night resulting in
negative health effects, the problem of aircraft noise demands urgent attention, and measures should
be put in place to reduce vulnerability to noise and improve the overall quality of life of noiseweary
residents.

omgewingsprobleme, wat net erger gaan raak namate vlugverkeer toeneem. Snelle verstedeliking,
ontwikkelings-oorskryding en swak beplanning in die verlede het veroorsaak dat raserige
aanloopbane te nabyaan mense se leefruimte gebou is. Vinnige industriële groei en 'n tekort aan
befondsing vererger geraasprobleme in ontwikkelende lande. Bowendien het ontwikkelende lande,
en veral Suid Afrika, 'n matige klimaat en oop-venster-leefwyse wat isolering 'n oneffektiewe
oplossing maak vir die geraasprobleem.
Hierdie studie het ten doelom GIS te gebruik om die potensiële geraas blootstelling van sensitiewe
grondgebruike en bevolkingsgroepe in die geraas-kontrole area by Kaapstad Internasionale
Lughawe vas te stel. Eerstens is opsies vir die afbakening van die geraas-kontrole area geëvalueer.
Daaropvolgend IS onversoenbare grondgebruike en prioriteitsareas VIr grondgebruikversoeningsprojekte
geïdentifiseer en aanbevelings gemaak vir stedelike vernuwingsprojekte vir
hierdie areas. Laastens is 'n profiel daargestel van die geraas-blootgestelde bevolkings volgens
kwesbaarheidskenmerke en kwesbare groepe is geïdentifiseer en hulligging aangedui.
'n Voorstel is gemaak dat Kaapstad Internasionale Lughawe 'n interaktiewe kaart-gebaseerde
webwerf in werking moet stelom inligting oor geraas- en ander belangrike probleme in verband
met die lughawe beskikbaar te stel vir die publiek en ander belanghebbendes. 'n Internet-GIS
toepassing sal mense bemagtig deur hulle te voorsien van 'n dinamiese en interaktiewe meganisme
wat sal lei tot beter gemeenskapsdeelname en ook 'n beter begrip van die potensiële omgewings- en
sosio-ekonomiese uitwerking van die lughawe. Klagte oor geraas kan ook deur die webwerf hanteer
en ondersoek word, en verder hulp verleen word deur vinnige terugvoering aan die gemeenskap wat
die klagtes gelê het.
Op plaaslike gemeenskapsvlak, waar mense elke dag en nag geïrriteerd raak en waar dit dan kan lei
tot negatiewe gesondheidsinvloed, sal die probleem van vliegtuiggeraas dringend aangespreek moet
word, en stappe geneem word ten einde kwesbaarheid van inwoners teenoor vliegtuiggeraas te
verminder. Dit sal dan lei tot die algehele verbetering van die lewensgehalte van geraas-moeë
Inwoners.
