An assessment of citizen benefits of enterprise resource planning systems in municipalities

Thesis submitted in fulfilment of the requirements for the degree Master of Technology INFORMATION TECHNOLOGY in the Faculty of INFORMATICS AND DESIGN at the Cape Peninsula University of Technology 2013 / In this information age, Enterprise Resource Planning (ERP) system implementation simplifies complexities within organisational heterogeneous Information Systems (IS). Following the early era of computerisation, ERP systems were designed to provide a formal integration of the whole enterprise with a business focussed approach to the application of Information and Communication Technology (ICT). With the advent of ERP systems, organisations in industry have invested substantially in these systems to assist and augment their ability to form more effective management of their resources across corporate walls and business functions through an integration of information and operations. In the public sector, governments at all levels have also turned to ERP systems to address their needs. As such, ERP implementation has become a new solution that many public institutions are venturing into, based on the evidence of benefits in the commercial sector. However, in the public sector, ERP systems should not be focussed on just internal organisational benefits. Due cognisance must be given, during design and implementation, to the citizen, who is the key public sector beneficiary. The benefits from ERP systems implementation and utilisation are well researched and documented by various scholars. However research has mainly focused on the private sector. Given the growing importance of ERP systems in the public sector it has become imperative to advance understanding in the arena of government with regards to public ERP system implementation and utilisation. Thus, an important question that warrants investigation is: ―What are the benefits for the citizen when ERP systems are implemented by municipalities?‖ The empirical work reported in this research investigated, via an in-depth case study, how the citizen benefits from ERP implementations in municipalities. Fifteen respondents, who are employees the City of Cape Town Municipality, were interviewed. Their interview transcripts, together with the other supporting documents they supplied and information from the City‘s website, were analysed through hermeneutical analysis. The analysis of the data was facilitated by the use of Atlas.ti, a computer-aided qualitative analysis software tool. Four key findings emanated from the analysis.  Indirect ERP-system benefits: The benefits in this category denoted those benefits that are generically found in any ERP system regardless of it being implemented in a private or public enterprise setup.  Direct citizen benefits: These are the benefits that are noticeable and directly extended to the citizens even without the knowledge of the existence of the ERP system.  Effective ERP system benefits management: This finding elaborated how the ERP system can be sustainably managed to ensure that it delivers maximum benefits to the citizens in a long term.  Efficient and effective use of public money: This finding explained the outcomes of utilising the ERP system, specifically in public enterprises, such as municipalities. The findings of this study are important in that they would assist to articulate and improve the business cases when municipalities commence with planning for ERP system acquisition. This is especially important given the high cost related to ERP system implementation. More importantly, the findings provide a basis for the identification of citizen benefits which are related to ERP system implementation. This provides municipal management a frame within which to improve the on-going management of ERP systems. The findings thus support improved ERP system benefits management and which would in turn ensure improved service delivery to the citizenry.

The 'global' and the 'local' : a comparative study of development practices in three South African municipalities

On first impression, it would seem that globalisation is producing an increasingly homogenous trans-border world, whereby, as a result of key changes including the impact of technological improvements, foreign travel, the spread of westernised cultural identities, market capitalism, and liberal democracy, the point has been reached where it is now becoming difficult to tell different localities apart. In this process, it is often forgotten what role individual places assume in the creation of this globalised world and that not all will benefit from globalisation. In many respects, locally specific activities, including urban renewal, place promotion, and infrastructural developments pursued within a selection of the planet's most strategically connected cities are now the primary catalysts of, and the influence behind, globalisation. Likewise, community-businesses, rural micro-industries, and alternative livelihoods are some of the key mechanisms that under-privileged localities in developing countries are employing to either respond to the marginalization imposed by globalisation, or to simply ensure survival. The emergence of localisation theory has therefore acknowledged and exemplified the importance of the locality in the context of the global economy as either a key node within it or a point within which people must engage in coping strategies, often as a result of the negative impacts of globalisation. In recent years, varying styles of locality-based development have become central to enhancing both the pro-growth global competitiveness of a number of South African localities, as well as for initiating pro-poor interventions in several of the country's smaller towns and rural areas. In the City of Cape Town, millions of Rands have been invested by the municipality and the private sector in urban regeneration strategies,which have led to an economic rebirth in the city centre and have generated numerous jobs in the tertiary and construction sectors that have helped to enhance the city's global stature. In Ndlambe Municipality, two community-businesses, which have received national funding and have strong municipal support, employ fifty people between them and have demonstrated the advantages of participatory action in propoor local development, within the context of the open market. In Emalahleni Municipality, attempts at locality-based development have been instigated directly by the local poor themselves and have been organised by members of the community in the face of non-existent local government support, which have resulted in the creation of several hundred income-earning opportunities for area residents. In summary, these three cases illustrate a range of approaches to locality-based development cunently undertaken in South Africa by different localities possessing widely differing resources, skills, and degrees of global connectivity in order to initiate growth and enhance standards of living. The retention of scarce skills : the case of City of Cape Town Municipality - an analysis

Thesis (MPA)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: The scarce skills phenomenon has become a cause for concern and priority for both public and private sectors as discussed in various research studies. Both these sectors have a quest to retain these scarce skills by making use of their limited resources. In the light of the above context, this study focuses on the analysis of the retention of scarce skills within the City of Cape Town Municipality, with the primary objective of ascertaining the effectiveness of its retention strategy on retaining civil engineers. For purposes of this research, a case study design was used to answer the study question. The sample consisted of 30 percent of the present and past civil engineers, from junior to senior levels. This sample also included employees from the human resource department of the municipality. Content analysis was used to analyse data which was gathered through focus groups, exit and personal interviews. The literature investigation explored reasons why employees were leaving their organisations. The study further traced various thoughts and debates related to challenges and strategies associated with scarce skills retention. From the literature review it became evident that although the retention approaches and strategies vary from one organisation to another, they share common traits. However there is no one cap fits all. Results indicate that the majority of respondents expressed satisfaction about all pre-determined themes of the study. These themes were based on aspects related to remuneration and benefits, job satisfaction and working conditions, climate and culture, leadership and career development. Areas of dissatisfaction were raised under common themes which emerged during the study. These themes included, amongst others, outsourcing of major projects, bureaucracy, political environment and human resource policies and procedures. Based on the findings of the study, the research concludes with recommendations applicable to the municipality and also provides those relevant for further study. Due to the technical composition of the sample, the results of the study cannot be inferred to all occupational groups within the organisation. / AFRIKAANSE OPSOMMING: Die skaarsheid van vaardighede het „n kommerwekkende verskynsel geword vir private en publieke sektore. Dit is die taak van albei sektore om skaars vaardighede te behou, deur gebruik te maak van hul beperkte bronne. In die lig van bostaande stellings, fokus hierdie studie op die analise van skaars vaardighede binne die Kaapstadse Munisipaliteit, met die primêre doel om die effektiwiteit van sy behoudstrategie vir die behoud van siviele ingenieurs te bepaal. „n Gevallestudie-ontwerp was gebruik vir hierdie ondersoek, om die studievraagstuk te beantwoord. Die ondersoekgroep het bestaan uit „n samestelling van 30 persent van huidige en voormalige siviele ingenieurs, vanaf junior tot senior vlakke. Die ondersoekgroep het ook werkers binne die departement van personeelbestuur in die munisipaliteit ingesluit. Inhoudsanalise was gebruik om data te analiseer wat deur fokusgroepe, uitgang en persoonlike onderhoude ingesamel is. Die literêre ondersoek het die redes waarom werkers hul organisasies verlaat, verken. Die studie weerspieël verder denke wat verband hou met die uitdagings en strategieë wat met die behoud van skaars vaardighede geassosieer word. Die literêre ondersoek het bewys dat behoudstrategieë onderling eienskappe deel, alhoewel die strategieë van een organisasie van diè van „n ander in geheel verskil. Daar is egter geen jas wat by almal pas nie. Resultate toon dat die meerderheid van respondente tevredenheid toon met alle voorafbepaalde studietemas. Hierdie temas is gebaseer op aspekte wat verband hou met besoldiging en voordele, werktevredenheid en werksomstandighede, klimaat en kultuur, leierskap en beroepsontwikkeling. Areas van ontevredenheid is geïdentifiseer onder algemene temas wat tydens die studie opgekom het. Hierdie temas sluit in, onder andere, eksterne bronontginning vir groot projekte, burokrasie, politieke konteks, asook beleid en prosedures van menslike hulpbronne. Ter afsluiting: voorstelle word gemaak wat gebaseer is op die resultate van die ondersoek, wat van toepassing is op die munisipaliteit en voorsien dit wat relevant is vir verdere studie. Die resultate van die ondersoek kan nie op alle werksgroepe binne die organisasie van toepassing wees nie, weens die tegniese samestalling van die ondersoekgroep.
