Der vorliegende Beitrag fokussiert dabei die definitorische Abgrenzung des Working Capital und des Working Capital Management. Außerdem werden die finanziellen Wirkungen des WCM aufgezeigt. Eine detaillierte Betrachtung der das Working-Capital-beeinflussenden Prozesse verdeutlicht die Komplexität des Prozessgefüges und die Notwendigkeit eines ganzheitlichen Ansatzes zur Working-Capital-Steuerung.

The New Sponsor States: Economic Nationalism & Venture Capital in Quebec and Scotland, 1990-2017

Given the importance that entrepreneurship and start-up businesses operating in technology-intensive sectors (biotechnologies, life sciences, renewable energy, artificial intelligence, information & communication technologies, software, etc.) have come to play as part of the processes of economic development and jobs creation, the access of such entrepreneurs and businesses to appropriate levels of corporate finance has become a major focus of policymakers in recent decades. Yet, this gave way to a wide variety of policy models across nation-states and even within nation-states, as levels of government and market actors adapted to those new challenges by refining or transforming pre-existing policies and institutions as well as by crafting new policy tools to address specific needs or interests. This thesis investigates the roots of such policy diversity within countries, offering in-depth accounts of the evolution of Quebec’s and Scotland’s policy strategies in the sector of development capital and sub-sector of venture capital since 1990. As compared to other regions’ or provinces’ in the United Kingdom (such as South East England) or Canada (such as Ontario), Quebec and Scottish regional venture capital ecosystems rely on a high degree of state intervention, either direct (through public investment funds) or indirect (through government-backed, hybrid or tax-advantaged funds). Hence the description of these two regions as “sponsor states,” heavily involved in the strategic backing of innovative businesses. Whereas most of the literature on venture capital has focused on economic variables to explain variations in such public sector involvement across polities however, this thesis seeks to explain policy divergence in Quebec and Scotland through a political and ideological lens. Its main argument is that the development of the venture capital ecosystems in these regions was underpinned by Québécois and Scottish nationalisms, which induced perceived imperatives and ideological preferences for policy autonomy, policy divergence, and state intervention. / Thesis / Doctor of Philosophy (PhD) / This thesis investigates the impacts of political ideas on economic policymaking. More specifically, it is a study into the effects of Québécois and Scottish nationalisms on regional policies in the sector of corporate finance, and subsector of venture capital. The question it was devised to answer is as follows: why is it that Quebec and Scotland developed particularly dynamic regional venture capital ecosystems, in which the state (through public investment funds) or state-backed investors (such as hybrid or tax-advantaged funds) play a leading role as compared with other Canadian or British regions? Through an in-depth process-tracing effort aimed at the uncovering of rationales underpinning major policy initiatives in this sector since 1990 and beyond, this thesis shows that minority nationalism contributed to the development of such ecosystems in key ways, notably by inducing perceived imperatives and preferences for policy autonomy, policy asymmetry, and state intervention.

Regulatorní přístupy ke kvantifikaci kreditního rizika / Regulatory Approaches to Credit Risk Quantification

Credit risk represents one of the most significant risks which a bank must face, and therefore, its intention is effectively manage and measure this risk. However, management and measurement methods are supervised and influenced by national regulators. Banking regulatory supervision plays a significant role among others in determining minimum capital requirements that serve as buffer against losses stemming from credit risk. This thesis provides theoretical foundation of regulatory approaches - standardized and internal rating based (IRB) approach - used for quantification of regulatory capital to credit risk as well as empirical application of such approaches on created portfolio of corporate loans. As a part of IRB method I suggested a model composed of financial ratios estimating probability of default using logistic regression. I founded out that rather the use of combination of financial ratios from different groups of ratios with slight dominance of profitability ratios forms final model. Therefore, superiority of solvency ratios in modelling cannot be proved on my portfolio. After estimating and determining necessary parameters I quantified the minimum regulatory capital requirements to credit risk under standardized and IRB approaches prescribed by Basel III. Rethinking civil service human capital in a developing context : a capability development perspective

In recent years, a research consensus has coalesced around the notion that human capital development and an efficient public service are critically important determinants of societal transformation, especially in sub-Saharan Africa (SSA). However, there is no similarly wide agreement on how to systematically drive improvements in the quality of a nation's human capital or its public service. This thesis contributes to this debate and adds to the literature on strategies for effective civil service human capital development and management in a developing context. Specifically, the study interrogates and explores the experience of a developing country - Nigeria, to illustrate the dynamics of a typical civil service human capital and capability development (CD) strategy. I critically examine the social and relational complexities of the policy process and how dominant neo-liberal logic is constituted, forming part of the metanarrative in state identities that perpetuate unequal power relations, elite interests, and ineffective institutional arrangements. Influenced by post structural and social constructivist philosophies, the research challenges the dominant neo-liberal orthodoxy on human capital. In this regard and utilising a case study approach, the study critically explores and reveals how the standards for human capital development are negotiated in the Nigerian federal civil service (NFCS), and examines the discourses and practices they produce. I utilise the sociology of knowledge approach to discourse (SKAD) as well as policy documents and semi-structured interviews with senior policy planners, to capture the nuanced realities and everyday meanings that are lost in dominant metanarratives of civil service human capital reforms in SSA. These explorations are positioned within the broader development debates about the need to adopt social constructivist research frames to better understand contextual issues in the capability development (CD) process. The research findings indicate that while most reform programmes in the NFCS have been captivated by the capacity development and service delivery rhetoric, the complex interplay between the dearth of human capabilities and the politicisation of the implementation process means that the impact of such policies have been very minimal. The study reveals that the relational complexities between policy agents have been engendered largely by the nature of Nigeria's political economy, which appears to have produced dynamic and interweaving unequal power relations that have helped constitute discourses centred on institutional inefficiencies, including: 'patronage', 'intense rent-seeking', and 'personalisation' of the policy process that are currently ongoing. These discourses are actively navigated, produced and reproduced according to Nigeria's social and political contexts. I argue that this socially constituted and re-constituted locale creates a complex and uniquely challenging context for reforms, such that developing civil service capacities has become a major challenge, because 'reform' policies tend to serve the interests of a few powerful elites, who are bent on maintaining the status quo. The thesis makes key recommendations that recognise these challenges and provides policy options and a framework to help the Nigerian federal service embark upon a capability development initiative that will help improve the efficiency of the Service and lead to accelerated national development.

An exploration of strategies used by Malaysian secondary school teachers to promote positive behaviour : professionals' and pupils' perspectives

This research explores the concept of positive and negative behaviour in a Malaysian context and strategies used by secondary school teachers to promote positive behaviour. It also examines strategies that are perceived to be effective and possible factors that have influenced professionals’ attitudes towards positive behaviour. Mixed-method research design was used to complete three different stages. Stage 1 analysed 91 government circulars using content analysis; Stage 2 involved administering a survey to a total of 319 professionals including principals, counsellors and teachers and 494 pupils aged 16 years from 15 selected national secondary schools; Stage 3 focused on two case studies in two selected schools where classroom observations, individual interviews with professionals, and focus groups with pupils were the focal point. Statistical analysis included descriptive and inferential analysis (a chi squared test), while narrative data was analysed by using a thematic approach. Observational data was analysed manually by focusing on the frequency of target behaviour. This study proposes a Socio-ecological Model suggesting that interaction within and between ecological layers constructs the concept of positive and negative behaviour. This study also suggests that bonding and bridging social capital would improve pupil behaviour and develop school community. Findings also suggest that socio-cultural factors and professional experience have influenced professionals’ attitudes towards positive behaviour enhancement strategies. Implications for policy making, practitioners, and future research are also discussed. The research also offers recommendations which could inform policy formulation and further longitudinal research activity.
