They share the same goal and purpose to achieve - sustainable water resources management. These Catchment Forums are suppose to give a voice for those who are marginalised, by creating a safe space in smaller gathering of familiar people on water issues.Higher level organisations such as Department of Water Affairs and Forestry and Catchment Management Agencies have a responsibility to look after these forums. The main focus of this research is to develop an in-depth understanding of these catchment forums, elaborate on the role they play in water resources management, what impact or influence they have on governance in the catchment and the difficulties that they experience through the process of acting as custodian of water resources. Another crucial part of this research is to describe public participation approached by Department of Water Affairs and Forestry in the process of writing the proposal to establish a catchment management agency, determine the role of catchment forums in the establishment of catchment management agency in the Olifant-Doorn Water Management Area and the necessity of these forums as an organisational type in the establishment of catchment management agency. Minutes from the meetings of the Reference Group in the Olifants-Doorn Water Management were therefore the primary source of data. Additional data sources were approved proposals and field notes. Consultants who facilitated the public participation process were consulted from time to time to verify information.The National Water Policy hints at an ideal state where all residents of a catchment are in a position to negotiate water allocation and resolve resource-based conflicts in an equitable manner. One of the key themes evident in the Nation Water Policy of South Africa and echoed in the National Water Act and Water Service Act is participatory water management. For the public participation process in the Olifants-Doorn Water Management Area, catchment forums almost seemed unnecessary, since there were 38 other stakeholder groups active. This study has shown that catchment forums in the Olifants-Doorn Water Management Area participated at the level of collaborate. When it is taken into consideration that the higher level includes all the lower levels, catchment forums had sufficient opportunity to influence the decision taken in the process of writing the proposal to establish the Olifants-Doorn Catchment Management Agency, without experiencing the need or having the clout to actually make the decision.Key words: Catchment Forums, Catchment Management Agencies, decision-making,governance, iwrm, public participation.

Institutional challenges in integrated water resources management in Zimbabwe: a case study of the Pungwe sub-catchment area

Magister Philosophiae - MPhil / Integrated Water Resources Management (IWRM) is viewed by policy makers and practitioners as facilitating the achievement of a balance between water resources use and protection, and the resolution of water-related conflicts. The IWRM approach has found particular use in the new water policies of Southern African countries such as Zimbabwe, where water scarcity, after the land question, is perceived to be a major threat to political, economic, social, military and environmental security. Ultimately, IWRM is seen as providing a framework towards ensuring broader security at the local, national, regional and global levels. However, the pilot phase implementation of the new water policy in the various regional countries has revealed that although the legal and institutional frameworks have been put in place, the implementation of the IWRM approach has tended to be problematic (Latham, 2001; GTZ, 2000; Leestemaker, 2000; Savenige & van der Zaag, 2000; Sithole, 2000). This study adopts a case study approach and empirically examines the institutional challenges of implementing the IWRM approach in the post-pilot phase of Zimbabwe's new water policy. The focus is mainly on the institutional arrangements surrounding the Pungwe-Mutare Water Supply Project located within the Save Catchment Area in Eastern Zimbabwe. The major finding of the study is that, while there are some problems associated with the traditional management approach, there have also emerged new challenges to IWRM. These mainly relate to the transaction costs of the water sector reforms, institutional resilience, stakeholder participation, and the achievement of the desired outcomes. There have also been problems emanating from unexpected political developments at the local and national levels, particularly with regard to the government's "fast track" land resettlement programme. The study also raises some questions concerning the ideological bases of IWRM and the conceptualization of the institutional problem.

Developing Effective Partnerships in Natural Resource Management

This thesis seeks to understand and improve the effectiveness of partnerships formed by industry, community and government members of natural resource management (NRM) groups. The increasing popularity of partnership-based approaches to NRM is reflected in the rise of landcare, catchment management and other social mobilisation approaches throughout Australia and overseas. This thesis uses critical ethnographic methods to identify the characteristics of effective NRM partnerships and the factors influencing their effectiveness. This research also investigates appropriate methods for evaluating the effectiveness of such relationships and for determining when working in partnership with others may be the most appropriate response to a given NRM problem and context. The critical intent of the study means that it sought not only to understand the nature of such issues but also sought to enlighten and empower participants to improve the practice of partnerships in natural resource management. These characteristics and factors are analysed from three perspectives: the coordinators employed to broker and facilitate community-based NRM groups, the groups themselves and individual group members. This was done in order to reflect the importance of the continuous (re)negotiation of power that characterises long-term group relationships. It also enabled theories of power, cultural transformation, citizen participation, social capital and social learning to be used in the analysis of the NRM partnerships investigated in this study. These concepts were used to develop three tools for analysing NRM partnerships: a pendulum of citizen participation, an NRM citizen participation decision tree, and an NRM partnership typology. The study is based upon the analysis of nineteen cases, predominantly in South East Queensland, which were selected as examples of successful and effective NRM partnerships on the basis of referrals from regional managers and coordinators from State and Local Government. The research design was 'T' shaped, with Phase 1 of the study providing breadth through the analysis of fifteen partnerships. Depth was achieved in Phases 2 and 3. Phase 2 was a long-term ethnographic case study of one catchment management group while Phase 3 comprised a detailed analysis of three issue-specific partnerships formed by this group. These three phases concentrated on the viewpoint of coordinators, NRM groups and participants, respectively. Data on each of the nineteen cases were collected through interviews, field observations, workshops, document analyses and a short questionnaire. Data were analysed qualitatively. All data records were systematically coded to reveal themes and concepts relating to the research objectives from the viewpoints of coordinators, NRM groups and participants. Coding also revealed implications for governments seeking to enter into or to facilitate partnerships with others. The coding and interpretation of this data revealed a suite of twelve characteristics typical of effective natural resource management partnerships. These fell into five groups: (i) definitional characteristics (relating to effectiveness and shared power and responsibility) (ii) relationship characteristics (focusing on social capital building processes; communication; processes for knowledge acquisition and social learning; shared values, intent, action and risk-taking) (iii) participant characteristics (high levels of motivation and realistic expectations); (iv) a context characteristic (that the context is appropriate for a partnership) and (v) an 'outsider' perception characteristic (that the partnership is perceive positively by outsiders). A comparative analysis of cases reveals that only one of the nineteen cases exhibited all twelve characteristics. Importantly, three of these characteristics are not mentioned in the literature reviewed for this thesis. Two of these, share values and shared intent are relationship characteristics. Study findings emphasise that effective NRM partnerships are built on good personal relationships, based on shared values and intent. The third new characteristic is that people outside the partnership should perceive the relationship favourably. Since funds and other resources may be under the control of people outside a partnership, it is important that participants are able to effectively communicate their shared values and intent to others. Five factors were found to be significant in the development of effective partnerships (i) the need for participants and those brokering partnerships to realize that effective partnerships are built on positive personal relationships in which (ii) participants have high levels of motivation for being involved, particularly early in the relationship. The study further revealed that such relationships: (iii) need to be supported by a continuity of adequate funding and resources and (iv) the services of skilled, enthusiastic coordinators who (v) enjoy and are skilled at working in 'grey areas', the constantly changing social and organizational environment that is typical of NRM groups. These findings of the study are synthesized through a critical ethnography which depicts three years in the life of a typical, yet hypothetical, NRM group, the Armstrong Narrows-Yarooba Catchment Management Group (ANY Group). Based on the literature review and the analysis of results from this study, this composite story protects the anonymity of those who have participated in this research. Each of the three vignettes that make up this story contains two sections -As it was and As it could be. This 'double take approach' highlights the critical nature of the ethnography, emphasising how the development of collaborations and partnerships among members of NRM groups may be improved and evaluated. Coordinators, NRM group members and agencies supporting their efforts may use this ethnography as a basis for reflection and deliberation on the development of effective partnerships in natural resource management. Recommendations for how different stakeholders in NRM partnerships may develop the effectiveness of the partnerships they form are provided.

An assessment of recent changes in catchment sediment sources and sinks, central Queensland, Australia

Spatial and temporal information on catchment sediment sources and sinks can provide an improved understanding of catchment response to human-induced disturbances. This is essential for the implementation of well-targeted catchment-management decisions. This thesis investigates the nature and timing of catchment response to human activities by examining changes in sediment sources and sinks in a dry-tropical subcatchment of the Great Barrier Reef (GBR) catchment area, in northeastern Australia. Changes in catchment sediment sources, both in terms of spatial provenance and erosion type, are determined using sediment tracing techniques. Results indicate that changes in sediment source contributions over the last 250 years can be linked directly to changes in catchment land use. Sheetwash and rill erosion from cultivated land (40-60%) and channel erosion from grazed areas (30-80%) currently contribute most sediment to the river system. Channel erosion, on a basin-wide scale, appears to be more important than previously considered in this region of Australia. Optically stimulated luminescence and 137Cs dating are used to determine pre-and post- European settlement (ca. 1850) alluvial sedimentation rates. The limitations of using 137Cs as a floodplain sediment dating tool in a low fallout environment, dominated by sediment derived from channel and cultivation sources, are identified. Low magnitude increases in post-disturbance floodplain sedimentation rates (3 to 4 times) are attributed to the naturally high sediment loads in the dry-tropics. These low increases suggest that previous predictions which reflect order of magnitude increases in post-disturbance sediment yields are likely to be overestimates. In-channel bench deposits, formed since European settlement, are common features that appear to be important stores of recently eroded material. The spatially distributed erosion/sediment yield model SedNet is applied, both with generic input parameters and locally-derived data. Outputs are evaluated against available empirically-derived data. The results suggest that previous model estimates using generic input parameters overestimate post-disturbance and underestimate predisturbance sediment yields, exaggerating the impact of European catchment disturbance. This is likely to have important implications for both local-scale and catchment-wide management scenarios in the GBR region. Suggestions for future study and the collection of important empirical data to enable more accurate model performance are made.

A political policy analysis of the integrated water resource management approach in South Africa’s water policy (1998 – 2001)

The aim of the study emanates from the research question: Is the incorporation of the integrated water resource management (IWRM) approach in South Africa’s water policy, from a political point of view, appropriate? The IWRM approach, as applied to developing countries, originated in developed countries with predominantly homogeneous societies where there is a broad commitment to democratic principles, the free market system and individualism. Societies in developing countries do not necessarily share the same characteristics associated with those in developed countries. South Africa, classified as a developing country, has a multicultural society that reflects an income disparity and two major cultures, namely a modernised Western and a traditional African culture. As a result two subsidiary research questions follow: Can the commitment and impartiality of all the stakeholders that partake in the decision-making processes of water institutions at all levels be ensured? Is it possible to establish small, efficient and financially viable bureaucratic structures (water institutions) at the level of water management areas (WMA)? The study uses the public choice theory to assess the IWRM approach in selected developed and developing countries. The applicability of public choice concepts with reference to the differences between Western and African cultures are briefly alluded to. It also defines the IWRM approach and certain IWRM elements that have political implications for society at large. The study describes specific elements of the IWRM approach in France and Australia and the relative successes thereof in terms of the public choice theory. The implementation of the IWRM approach in Indochina and selective developing countries in Sub-Saharan Africa are described to highlight certain institutional problems, inadequate financial resources, the lack of capacity and various cultural aspects that inhibit the efficiency and effectiveness of the IWRM approach. In the analysis of South Africa’s water policy, the study found that the multicultural nature of society, the unequal levels of economic development and the limited level of technological and scientific knowledge, will make it extremely difficult to implement the IWRM approach without contextualising it. According to the public choice theory, the net benefits of a policy for a society must outweigh the costs. If not, the policy needs to be either adjusted or abandoned. Since none of the proposed catchment management agencies (CMA) were established between 1998 and 2001, it is not possible to come to a verifiable conclusion. However, the study indicates that the opportunity costs of the IWRM approach are likely to outweigh the benefits for society. Other aspects that necessitate a re-evaluation of South Africa’s water policy are the holistic element of the IWRM approach and the demarcation of WMAs. The study identifies three options: The first option is to revert back to the riparian principle. The second option is to either revisit the concept of public participation, or to re-delineate the WMAs. The third and most favourable option is to abandon the concept of public participation.
