L'œuvre de Celso Furtado à Paris : le parcours d'un intellectuel et homme d'Etat / The work of Celso Furtado in Paris : the course of an intellectual and statesman

Cette thèse propose une étude de l’œuvre de l’économiste et historien brésilien Celso Furtado, dans le but de mettre en lumière l’évolution de la pensée et des travaux de l’auteur pendant la période où il a enseigné à Paris (1965-1985). Le parcours de Celso Furtado est retracé dans ce travail depuis la réalisation de ses études doctorales en France, quand il reçoit des influences décisives dans l’évolution subséquente de sa pensée sur le développement économique. Ensuite, est présentée la collaboration de l’auteur à la période de constitution de la Commission économique pour l’Amérique latine (CEPAL-ONU), école de pensée qui propose une approche innovatrice des problèmes des économies sous-développées. Son engagement au gouvernement brésilien (créateur et directeur de la Superintendance pour le développement du Nordeste - SUDENE et premier ministre du Plan), dans un contexte international marqué par les polarisations de la Guerre froide, est également analysé. En exil depuis l’instauration de la dictature militaire au Brésil, il s’installe à Paris, y développant une longue carrière universitaire. Cette thèse met alors en lumière la contribution de Celso Furtado à l’étude du développement économique et des économies latino-américaines en France, ainsi que les nouvelles voies de réflexion sur les problèmes du sous-développement proposées par l’auteur pendant son exil à Paris. / This thesis is devoted to the work of the Brazilian economist and historian Celso Furtado. It traces his career and presents the evolution of his thought and work during the time he taught at Paris (1965-1985). This study first presents Celso Furtado’s doctoral studies in France, when he received decisive influences for the subsequent evolution of his thinking on economic development. Next, it shows the author’s contribution at the formative years of the Economic Commission for Latin America (ECLAC-UN), school of thought that proposed an innovative approach to the problems of underdeveloped economies. His commitment to the Brazilian government (creator and director of the Superintendency for the Development of the Northeast, and first Minister of Planning), in an international context marked by the polarization of the Cold War, is also analyzed. In exile since the establishment of the Brazilian military dictatorship, he moved to Paris, where he develops a long academic career. Finally, this thesis highlights the contribution of Celso Furtado to the study of economic development and Latin American economies in France, as well as the new ways of thinking about the problems of underdevelopment undertaken by the author during his exile in Paris.

Política Nacional de Desenvolvimento Regional no período recente (2003-2010): uma análise crítica dos planos e ações formulados para o Nordeste. / National Regional development policy in the recent period (2003-2010): a critical analysis of the formulated plans and actions for the Northeast

After a long empty period of regional development policies in Brazil, was elected in 2003 Luiz Inacio Lula da Silva as a President, who, among his campaign promises stood out the recreation of SUDENE and combating regional inequalities. In his first year in office, were prepared version for discussion of the National Policy for Regional Development and the project that laid the foundation for recreation of SUDENE. However, the institutionalization of these materialized only four years later, in 2007. This large range leads us to reflect on the priority of these projects for the government and about their real intention in developing the Northeast. Thus, this work has the objective to do a critical analysis of the federal government's role in reducing regional disparities, through the National Regional Development Policy (2003) and the Northeast Sustainable Development Strategic Plan (2006), as well as sectoral actions that benefited the region. Under the aegis of the important contributions of Celso Furtado in the theory of development and underdevelopment, and the applicability of his theory to the Brazilian Northeast, was held initially review the literature on exercise of theorizing. With a view to enriching the debate, a brief history of regional development policies was produced in Brazil, covering the period 1960-2001, ending with SUDENE's extinction. Going to the object of study, was performed a characterization of the Brazilian political-economic trajectory and also the Northeast, from 2003 to 2010, as well as the description of the policy and strategic development plan for Northeast, aiming at the understanding of their structural elements and their strategies. Thus, was found the absence of an economic development project for the country, which, in turn, weakened the implementation of regional policy. In addition, with the approach of inequalities at multiple scales, the policy has to be treated in a unified way the relative backwardness of all macroregions, not giving the real and necessary priority to the Northeast. There was a lack of convergence between the priority lines and planned investments in the strategic plan, as well as several limitations of financing funds, which among other elements, we highlight the low ability to influence the location of investment and sectoral selectivity in induction of strategic segments. However, it was found that the regional policy although well built, failed to materialize. Investments converged to modernize its economy and infrastructure, and not to the actual and necessary structural changes devised by Furtado. / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Após um longo período de vazio de políticas de desenvolvimento regional no Brasil, foi eleito, em 2003, o então presidente Luiz Inácio Lula da Silva que, dentre suas promessas de campanha, destacavam-se a recriação da SUDENE e o combate às desigualdades regionais. Em seu primeiro ano de mandato foram elaborados a versão para discussão da Política Nacional de Desenvolvimento Regional (PNDR) e o projeto que lançou as bases para recriação da SUDENE. Entretanto, a institucionalização dos mesmos só se concretizou quatro anos depois, em 2007. Este grande intervalo leva-nos a refletir sobre a prioridade destes projetos para o governo e sobre sua real intenção em desenvolver o Nordeste. Dessa forma, este trabalho tem por objetivo geral realizar uma análise crítica da atuação do governo Federal na redução das disparidades regionais, através da Política Nacional de Desenvolvimento Regional (2003) e do Plano Estratégico de Desenvolvimento Sustentável do Nordeste (2006), como também de ações setoriais que beneficiaram esta região. Sobre a égide das importantes contribuições de Celso Furtado na teorização do desenvolvimento e subdesenvolvimento, e a aplicabilidade de sua teoria ao Nordeste brasileiro, realizou-se inicialmente uma revisão literária sobre seu exercício de teorização. Com vistas a um enriquecimento do debate, foi elaborado um breve histórico das políticas de desenvolvimento regional no Brasil, compreendendo o período de 1960 a 2001, tendo como marco final a extinção da SUDENE. Indo ao objeto de estudo, foi realizada uma caracterização da trajetória político-econômica brasileira e nordestina, no período de 2003 a 2010, como também a descrição da política e do plano estratégico de desenvolvimento para Nordeste, objetivando a compreensão de seus elementos estruturantes e de suas estratégias. Dessa forma, constatou-se a ausência de um projeto de desenvolvimento econômico para o país, que, por sua vez, fragilizou a implementação da PNDR. Para além, com a abordagem de desigualdades em múltiplas escalas, a política passou a tratar de forma unificada o atraso relativo de todas as macrorregiões, não dando a real e necessária prioridade ao Nordeste. Observou-se uma falta de convergência entre as linhas prioritárias e os investimentos previstos no plano estratégico, como também diversas limitações dos fundos de financiamentos, que dentre outros elementos, destacam-se a baixa capacidade de influenciar a localização dos investimentos e de seletividade setorial na indução de segmentos estratégicos. Contudo, verificou-se que a PNDR embora bem construída, não saiu do papel. Os investimentos realizados convergiram para modernização de sua economia e infraestrutura, e não para as reais e necessárias mudanças estruturais idealizadas por Furtado.
