Por um lado, as cidades como principais detentoras e geradoras de ofertas culturais precisam contemplar seu patrim?nio como um eixo de desenvolvimento, encontrando na promo??o tur?stica voltada para a cultura uma estrat?gia para suportar os altos custos de recupera??o e manuten??o de seus centro hist?ricos e suas express?es culturais. Por outro, soma-se as novas exig?ncias da demanda, fazendo com que os projetos tur?sticos se voltem para o fator cultural na forma??o de seus produtos, o que permite aos munic?pios atrair o crescente segmento do turismo cultural. Nesta perspectiva, este estudo se desenvolve em um recorte transversal focado na an?lise do Centro Hist?rico de Natal/RN, com o objetivo de compreender como este patrim?nio cultural tombado tem sido utilizado pela gest?o municipal para fins tur?sticos. Pelo entendimento do patrim?nio como uma refer?ncia ? identidade e ? memoria, bem como s?mbolo cultural da sociedade natalense, caracterizado como um elemento rodeado por situa??es complexas e estritamente particulares, identificou-se a necessidade de uma abordagem qualitativa para sua profunda compreens?o. O estudo aprofundado do caso se desenvolveu em duas etapas, primeiramente a realiza??o de pesquisas bibliogr?fica e documental; e, posteriormente, a interpreta??o dos dados coletados por meio de entrevistas semiestruturadas com gestores p?blicos municipais e moradores locais. Os resultados da pesquisa apontam que os representantes oficiais do patrim?nio est?o preocupados com a preserva??o da dimens?o material do patrim?nio arquitet?nico da cidade, entretanto, ainda n?o conseguem atingir e sensibilizar a popula??o local, que parece estar ? parte de um processo que deveria ser democr?tico e fortalecer o sentimento de pertencimento destes habitantes. Finalmente, indica-se uma aus?ncia de estrat?gias de revitaliza??o por parte da atual gest?o p?blica municipal para o Centro Hist?rico de Natal, revelando um discurso revestido por uma interpreta??o positivista da atividade tur?stica, que trata a utiliza??o dos bens patrimoniais pelo vi?s do empirismo mercadol?gico. / In a globalized society, the relations between heritage and tourism are reflected in an ambiguous reality, shaped between the interests of preservation and the aspirations for economic benefits. On the one hand, the cities as a main generating cultural offerings needs to contemplate its heritage as a development axis, finding in the cultural tourism promotion a strategy to support the high cost of recovery and maintenance of its historical center and its expressions cultural. On the other, adds to the new requirements of demand, causing the tourism projects to turn to the cultural factor in the formation of their products, which allows municipalities to attract the growing cultural tourism segment. In this perspective, this study develops into a focused cross-cut in the analysis of Natal?s Historical City Center, in order to understand how this cultural heritage fallen has been used by the municipal administration for tourism. By understanding the heritage as a reference to identity and memory, as well as a cultural symbol of Natal society, characterized as an element surrounded by complex and strictly private situations, it identified the need for a qualitative approach to his deep understanding. The in-depth case study developed in two stages, first the realization of bibliographical and documentary research; and thereafter the interpretation of data collected through semi-structured interviews with municipal administrators and local residents. The survey results show that the official representatives of heritage are concerned about the preservation of the material dimension of the architectural heritage of the city, however, still can not reach and sensitize the local population, which seems to be part of a process that should be democratic and strengthening the sense of belonging of these people. Finally, it indicates an absence of revitalization strategies by the current municipal public administration for Natal?s Historical City Center, revealing a speech covered by a positivist interpretation of tourism, which deals with the use of assets by the scope of the marketing empiricism.

A metodologia do trabalho foi baseada na an?lise das principais a??es e pol?ticas de turismo e de cultura que ocorreram no centro hist?rico de forma a entender se h? ou n?o uma intersec??o entres as pol?ticas p?blicas e refletir sobre as a??es deliberadas pelos diversos atores presentes na regi?o hist?rica da cidade. Foram realizadas entrevistas com representantes do poder p?blico local, iniciativa privada, sociedade civil e turistas por meio de roteiros de entrevistas n?o estruturados. Trata-se de um estudo transversal, de car?ter descritivo e explorat?rio, onde foi selecionada a t?cnica de an?lise de conte?do para o tratamento dos dados. Percebeu-se que as a??es de preserva??o, apesar de contemplar em seus objetivos a promo??o da atividade tur?stica em centros hist?ricos, n?o conseguem transpor a fase de inventaria??o e diagn?sticos ou se restringem a implanta??o de projetos de forma isolada e sem continuidade, estacionando em etapas consideradas preliminares na avalia??o de pol?ticas p?blicas. Observou-se tamb?m que n?o h? uma gest?o tur?stica do patrim?nio cultural e n?o existe uma a??o espec?fica de promo??o tur?stica do corredor cultural de Natal como ? realizado com o segmento de sol e praia. A ?rea j? est? dotada de projetos suficientes para a sua valoriza??o hist?rica, tur?stica e cultural, no entanto, o conflito de interesse entre os ?rg?os de preserva??o e demais secretarias, a burocracia e o desconhecimento da legisla??o espec?fica por parte dos formuladores de a??es na regi?o hist?rica ainda s?o os principais entraves para a funcionalidade tur?stica no centro hist?rico de Natal. / The main objective of the study is to understand the factors that have hampered the functionalisation of the historical center of Natal between 1976 and 2015, during which time relevant public policies for the preservation of the Brazilian cultural heritage were elaborated to cultural valurization. The methodology of the work was based on the analysis of the main actions and policies of tourism and culture that occurred in the historic center in order to understand whether or not there is an intersection between public policies and reflect on the deliberate actions of the various actors present in the historical region of the city. Interviews were conducted with representatives of local government, private sector, civil society and tourists through unstructured interviews. This is a cross-sectional, descriptive and exploratory study, where the content analysis technique was selected for the treatment of the data. It was noticed that preservation actions, although contemplating in their objectives the promotion of tourist activity in historical centers, can not transpose the inventory and diagnostic phase or are restricted to the implementation of projects in isolation and without continuity, partaking in stages considered preliminary in the evaluation of public policies. It was also observed that there is no tourism management of cultural heritage and there is no specific action of tourist promotion of the cultural corridor of Natal as it is carried out with the segment of sun and beach. The area is already endowed with sufficient projects for its historical, tourist and cultural valorization, however, the conflict of interest between the preservation agencies and other secretariats, the bureaucracy and the lack of knowledge of the specific legislation by the formulators of actions in the region historic are still the main obstacles to the tourist function in the historical center of Natal.
