Analysis of the Aboriginal government provisions of the 1992 Charlottetown Accord : self-government in the "post-Charlottetown" era

The 1992 Charlottetown Accord attempted to constitutionalize the inherent Aboriginal right of self-government. The Accord was the result of a long series of public consultations and intense political negotiations which resulted in a document that was rejected by a majority of Canadians. The Aboriginal government provisions of the 1992 Charlottetown Accord do not represent the majority of essential elements for Aboriginal peoples to recognize and implement the inherent right of self-government. However, the Accord represents a major change in thinking for the federal and provincial governments in Canada in that the inherent right was recognized. As well, many of the principles contained in the Accord provide a bench mark for future constitutional discussions regarding self- government. Aboriginal governments must be given a substantive legislative and fiscal base if self-government is to be realized. The Accord failed to meet these fundamental needs.

A spatial-temporal model is developed for modelling the impacts of simulated coastal zone storm surge and flooding using a combined spatial mapping and system dynamics approach. By coupling geographic information systems (GIS) and system dynamics, the interconnecting components of the spatial-temporal model are used with limited historical data to evaluate storm damage. Overlapping cumulative effects layers in GIS (ArcMap) are used for describing the coastal community’s profile, and a system dynamics feedback model (STELLA) is developed to define the interconnecting component relationships of the community. The component-wise changes to the physical environment, community infrastructure, and socioeconomic resources from the storm surge and seal level rise are examined. These changes are used to assess the impacts of the community system as a whole. For the purpose of illustrating this model, the research is applied specifically to the case of Charlottetown, Prince Edward Island, Canada, a vulnerable coastal city subject to considerable impacts from pending sea level rise and more frequent severe storm surge attributed to the changing climate in the coastal zone.

System Dynamics and Statistical Modeling of Severe Storms: The Case of Charlottetown, P.E.I., Canada

Scientific evidence points to a changing global climate. The most vital and visible impacts of this phenomenon for sea-level communities are sea-level rise, coastal erosion, and more frequent severe coastal storms. However, limited research has been conducted to date to project the damage from rising maximum water levels and corresponding storm surges, and their impacts on the sustainability of coastal communities. This research focuses on the urban coastal community of Charlottetown, Prince Edward Island (P.E.I.), Canada as part of the C-Change International Community University research Alliance (ICURA), “Managing Adaptation to Environmental Change in Coastal Communities: Canada and the Caribbean.” The stochastic process that underlies, maximum observed water levels in Charlottetown, is modeled using historical data. Maximum observed water levels and storm surges are represented by fitted conditional and marginal univariate probability density functions. The statistical package “Easy-Fit” is used as a tool for analyzing goodness of fit to the historical data for maximum observed water levels in Charlottetown. A System Dynamics (SD) model, using STELLA, is developed to simulate the projected impacts of maximum observed water levels on the City of Charlottetown. The SD model captures the dynamics of the four pillars of community sustainability, namely Environmental, Economic, Social-Cultural and Human sectors identified for the City of Charlottetown. The model defines and evaluates the robustness of alternative adaptation strategies for various model scenarios to projected storms over a long-term planning period. The results quantify the vulnerability of Charlottetown. The analysis of the results from implementing 3 main adaptation strategies for protection, accommodation, and retreat scenarios as well as the ones from the most common current response of “doing nothing”, provide information on the dynamic and pillar-related impacts of storms on Charlottetown. Analysis of these strategy options clearly indicates that doing nothing in the face of more frequent severe storms is an inefficient strategy. Model results show that the protect strategy is unlikely to deliver complete protection, and the retreat option is costly and not well received. The accommodation strategy including a combination of protection options and controlled retreat will provide the most robust option for the coastal City of Charlottetown. The SD model and analysis provides a framework for the evaluation of adaptation strategies for alternative coastal communities.

Redress through constitutional change: reimagining the Canada Round for its reparative potential

The Canada Round was a period of megaconstitutional politics where many of the perennial topics of Canadian politics were viewed through a constitutional lens. This research analyzes the Canada Round of negotiations for its potential to act as a project in historical justice to address the state’s mistreatment of Indigenous peoples. By viewing constitutional change as a means of engaging in political redress, this research offers a corrective to understanding the dynamics of the Canada Round and provides an expanded understanding of redress to compensate for its limited and non-transformative nature in settler-colonial contexts by introducing the idea of redress constitutionalism. Through an analysis of the primary documents from the Canada Round, this research demonstrates that national Indigenous organizations—the Assembly of First Nations, the Métis National Council, the Inuit Tapirisat of Canada, and the Native Council of Canada—sought to employ constitutional change for its reparative potential to address long-standing injustices against Indigenous peoples in Canada caused or worsened by the constitution. Therefore, the failure to significantly renew the constitution was also a failure to significantly engage in redress, remedy their historical exclusion from decision making, and respond to the suppression of their self-determination. / Graduate

Supply Chain Management in Humanitarian Aid and Disaster Relief

Humanitarian aid and disaster relief are delivered in times of crises or natural disasters, such as after a conflict or in response to a hurricane, typhoon, or tsunami. Different from regular aid programs, aid and relief are provided to deal with emergency and immediate local areas, and to shelter affected people and refugees impacted by sudden traumatic events. There is evidence that natural and man-made disasters are increasing in numbers all around the world, affecting hundreds of millions of people every year. In spite of this fact, only in recent years – beginning in 2005 – has management of the supply chain of resources and materials for humanitarian aid and disaster relief been a topic of interest for researchers. Consequently, the academic literature in this field is comparatively new and still sparse, indicating a requirement for more academic studies. As a key part of the C-Change International Community-University Research Alliance (ICURA) project for managing adaptation to environmental change in coastal communities of Canada and the Caribbean, this thesis develops a framework and analytical model for domestic supply chain management in humanitarian aid and disaster relief in the event of severe storm and flooding in the Canadian C-Change community of Charlottetown, Prince Edward Island. In particular, the focus includes quantitative modeling of two specific aspects during the preparedness phase for emergency management: (1) inventory prepositioning and (2) transportation planning. In addition, this thesis proposes and analyses the characteristics of an effective supply chain management framework in practice to assist Canadian coastal communities in improving their preparation and performance in disaster relief efforts. The results indicate Charlottetown system effectiveness and decreased time to assist affected people are improved by distributing central emergency supply among more than one base station.
