Este trabalho aborda as circunstâncias político-culturais da situação atual e, promovendo um diálogo entre a preservação audiovisual e as políticas públicas, bem como entre o patrimônio cultural e o patrimônio audiovisual, busca o lugar da preservação do patrimônio audiovisual brasileiro entre as políticas federais de cultura, com foco no período compreendido entre 1995 até 2010. Utilizando conceitos da policy analysis analisamos a história da preservação do acervo cinematográfico do país e acompanhamos o percurso de algumas instituições relevantes para o setor, em especial da Cinemateca Brasileira, buscando suas articulações com as políticas de cultura. Através da análise da lógica de atuação dos governos, instituições e iniciativas da sociedade civil na área de preservação audiovisual, investigamos as estratégias e valores que atuam no campo cultural em determinados momentos, assim como as interfaces entre cultura, sociedade e poder. / At the present time, the field of audiovisual preservation goes through a period of maturation and transformation; on the other hand, institutions holding collections of moving images spread throughout Brazil have a history marked by a lack of resources and institutional weakness. This work addresses the political and cultural circumstances of the current situation and, promoting a dialogue between the audiovisual preservation and the public policies, as well as between cultural and audiovisual heritage, seeks the place of Brazilian audiovisual preservation among federal policies for culture, focusing on the period from 1995 to 2010. Using concepts of policy analysis, we analyzed the history of movie collections preservation in the country and followed the route of some relevant institutions to the sector, in particular the Cinemateca Brasileira, seeking their articulations with the cultural policies. Through the analysis of the logic of government actions, institutions and initiatives of the civil society in the area of audiovisual preservation, we investigated the strategies and values that operate in the cultural field at determined moments, as well as the interfaces between culture, society and power. / Zur Zeit befindet sich das Fachgebiet der Sicherung des audiovisuellen Erbes in einem Zustand zwischen Reife und Wandel. Zugleich leiden die Institute, die sich in ganz Brasilien mit der Archivierung von Bewegtbildern befassen, unter mangelhafter Finanzausstattung und institutioneller Schwäche. Die vorliegende Arbeit befasst sich mit den politischen und kulturellen Gegebenheiten der aktuellen Situation und untersucht den Platz des brasilianischen Filmerbes in der föderalen Kulturpolitik mit Fokus auf die Jahre 1995 bis 2010. So soll diese Arbeit den Dialog zwischen Filmerbe und Politik ebenso fördern wie den Dialog zwischen kulturellem und audiovisuellem Erbe. Die Geschichte der Bewahrung des kinematografischen Archivs Brasiliens wird mit den Konzepten der policy analysis untersucht. Zugleich wird der Weg einiger relevanter Institutionen des Bereichs kritisch reflektiert und deren Interaktion mit der Kulturpolitik analysiert. Besonderes Augenmerk wird dabei auf die Cinemateca Brasileira gelegt. Durch die Analyse der Logik des Handelns von Regierungen, Institutionen und Initiativen der Zivilgesellschaft im Bereich der Bewahrung und Sicherung des audiovisuellen Filmerbe werden nicht nur die Strategien und Werte untersucht, die im kulturellen Bereich in bestimmten Momenten zum Einsatz kommen, sondern auch die Schnittstellen zwischen Kultur, Gesellschaft und Macht.
