Sustainability assessment for Chinese cities: applicability, effectiveness and implementation scheme. / CUHK electronic theses & dissertations collectionJanuary 2007 (has links)
In less than two decades since the notion of sustainable development has become firmly established in policy and academic domains, the debate within the field of sustainable development has shifted from the issue of definition to one of measurement. From the national to local levels, considerable efforts have been embarked in China to develop appropriate sustainability assessment measures (SAMs). The studies of SAM at the municipal level in China are particularly booming due to the diversity of Chinese cities both in terms of size and function. In spite of the value in generating creative thinking, the overlapping and redundancy in efforts of devising SAMs, partly because of the inapplicability of the devised SAMs, have undermined the usefulness of SAMs to guide policy-making and foster behavioral changes toward sustainable development. Many Chinese academic researchers and professionals have indicated these problems but primarily focused on methodological and technical aspects. This research attempts to address the radical issues embedded in the whole scheme of sustainability assessment with the objective of improving the applicability and effectiveness of SAMs for Chinese cities. Based on a combination of qualitative and quantitative investigations, this research identifies the major problems facing with the development and application of SAM for Chinese cities and the influential factors and proposes an implementation scheme for better appraisal of sustainability of Chinese cities. / The study has revealed a number of key findings. First, the evolvement of the SAMs for Chinese cities, typically characterized by increasing complexity and number of participants, was closely related to the evolvement of people's understanding of, and aspiration for, sustainable development. Second, of the problems identified by the sustainability assessment practitioners, the most crucial ones for SAM development and application respectively, are the unavailability of required data and incomprehensiveness of sustainable development dimensions. Third, the key factors that influence the applicability and effectiveness of SAMs for Chinese cities include difference between SAM developers and users in their understanding of the objectives and criteria of sustainability assessment; the context of the city subject to assessment, the process of decision-making in Chinese municipal governments and various methodological issues, etc. / With the above findings, this research concludes that sustainability assessment is an issue-driven, context-specified and decision-making-tailored task which demands the collaborative efforts of government users, data providers and SAM developers. The implementation scheme of sustainability assessment should preferably go through five phases: preparation for sustainability assessment, establishment of SAM, calculation of SAM results, application of SAM results and lastly the evaluation and improvement of SAM. Of the above, the first, the fourth and the last phases are of particular significances for Chinese cities. The research also highlights issues related to the evaluation of the applicability and effectiveness of SAM through an analysis of the ecological footprint and human development index of five cities in China including Beijing, Shanghai, Shenzhen, Taiyuan and Guilin. The perspectives and insights derived from these case studies have shed some light on the future development and application of similar SAMs for other Chinese cities. / Lu, Jia. / "May 2007." / Adviser: K. Urban architextures : a search for an authentic ShanghaiChen, Jennie, 1976- January 2003 (has links)
As cities have evolved over history as a function of human behaviour, they represent the rich social laboratories of a particular civilization. Because of its ancient roots and its particular historical evolution, the urban tradition in China is appreciatively unique, but yet as China is rapidly thrust into modernity and post-modernity of global interdependence most evident in its urban centres, one can discern clearly the serious cultural disparities that threaten the social fabric of the Chinese people. It is through the massive development of its major metropolises that China is embarking on a disturbing trend of false development, a top-down process which imposes disparate images and illusory expectations on a politically-fatigued society. As the centrepiece of China's entrance onto the international stage, the city of Shanghai represents both the vision of Chinas future, but perhaps also its social demise.

Inter-city cooperation and governance in the Yangtze River Delta Region. / CUHK electronic theses & dissertations collection / Digital dissertation consortiumJanuary 2005 (has links)
For inter-city cooperation at regional scale: (a) The thesis applies the partnership theory to regional scale, especially for inter-city cooperation. In this study, three different mechanisms of inter-city cooperation are identified, namely, spontaneous partnership, hierarchical partnership and hybrid partnership. Their effectiveness in inter-city cooperation is evaluated in the thesis. (b) The thesis argues that inter-city cooperation is also a process. Three stages, information exchange, thematic cooperation, and common market, are identified. (c) The thesis categorizes inter-city cooperation in the Yangtze River Delta region. Five ideal types of partnership arrangements for thematic cooperation are identified: development partnership, promotional partnership, coordination partnership, resource-based partnership and strategic partnership. (d) The thesis reveals some principles of partner (member city) selection for inter-city cooperation. In addition, according to the roles of actors in partnership building, the thesis classifies them into three types: crucial actors, influential actors and ordinary actors. Urban growth/cross-border urban growth at urban scale: (a) The traditional urban growth coalition approach neglects how "forces" operate above the local/urban scale, especially in globalizing and competitive world today. This thesis provides some insights for this problem and extends traditional urban growth coalition approach by considering the case of cross-border urban growth in China. (b) The thesis enhances the understanding of urban growth coalition in China. It is found that local governments play different roles in various stages of the formation of urban growth coalition. (c) It is found that an anti-coalition is emerging and has been strengthened in the context of land expropriation due to rapid industrial and urban expansion in China. The causes of the emergence of anti-coalitions are examined in the thesis. / Inter-city cooperation and cross-border development in the Yangtze River Delta region are new phenomena and have received much governmental and scholarly attention in recent years. The aim of this research is to examine inter-city cooperation taking place at regional scale and cross-border urban growth at urban scale from partnership perspective. In this study, three typical cases of inter-city cooperation, Suzhou-Wuxi-Changzhou Urban Region Planning, the Forum for the Coordination of Urban Economy of Yangtze River Delta Region and Jiangyin Economic Development Zone in Jingjiang are selected to examine three types of partnership arrangements with different mobilizations, namely, hierarchical partnership, spontaneous partnership and hybrid partnership. The three case studies contribute to the study of inter-city cooperation based on Chinese experiences. Meanwhile, the case of Jiangyin Economic Development Zone in Jingjiang is also a case of cross-border urban growth. The findings from this case not only extend the urban growth coalition approach to the case of cross-border urban growth, but also deepen the understanding of urban growth politics in China. After tracing and examining the process of mobilization and actor interaction in each case, the major findings of this research are as follows: / The findings of this thesis enhance understanding of inter-city cooperation and cross-border urban growth in rapidly changing China. They not only help to improve the effectiveness of existing inter-city cooperation in the delta region, but also shed light on inter-city cooperation elsewhere. Lessons and experiences drawn from Suzhou-Wuxi-Changzhou Urban Region Planning and Jiangyin Economic Zone in Jingjiang shed light on urban region planning/coordinative planning and cross-border development respectively. / Luo Xiaolong. / "June 2005." / Adviser: Jianfa Shen. / Source: Dissertation Abstracts International, Volume: 67-07, Section: A, page: 2699. / Thesis (Ph.D.)--Chinese University of Hong Kong, 2005. / Includes bibliographical references (p. 184-192). / Electronic reproduction.
