Segregation har på senare tid blivit ett ämne som allt mer diskuterats inom den svenska politiska debatten. Regeringen har arbetat fram en strategi för att motverka en ökad segregation, med vision att minska klyftorna och skapa ett tryggare Sverige. En aspekt som regeringen fokuserar på är att öka demokratiseringen i planeringsprocesser, där ett tillvägagångssätt för att öka medborgarinflytande är medborgardialoger. Syftet med denna studie är att undersöka vilken roll medborgarinflytande har i planeringsprocessen, för att öka demokratiseringen i samhället, med fokus på delaktighet i segregerade områden. Då framtidens invånare är dagens ungdomar, kommer studien vidare att titta specifikt på ungdomars delaktighet i stadsplaneringsprocesser. Vi har valt att basera vår studien på två frågeställningar; Hur ser medborgardeltagande respektive medborgarinflytandet ut i segregerade områden? Hur ser ungdomars deltagande i planeringsprocesser ut idag och vilka initiativ tas för att öka deras inflytande? För att kunna besvara våra frågeställningar har vi valt att göra en litteraturstudie baserat på tidigare forskning kring medborgardeltagande och segregation, samt en fallstudie av stadsplaneringsprojekt Järvalyftet. Vi har även valt att hålla intervjuer för att samla empiriskt data, dessa utförda med Moa Tunström, Nazem Tahvilzadeh och Sofia Wiberg. Utifrån studien kan det konstateras att begreppet segregation per definition, inte är ett problem. Problemet ligger i konsekvenserna som följer, däribland diskriminering och arbetslöshet. Studien pekar på att det finns ett medborgardeltagande i de segregerade områdena, men i lägre utsträckning än i områden med invånare av en högre socioekonomisk klass. En slutsats baserad på Järvalyftet är att medborgardeltagande inte nödvändigtvis behöver leda till medborgarinflytande. Det är vid övergången mellan deltagande och inflytande som missförstånd kan uppstå, då medborgarna och involverade aktörer kan ha olika uppfattning om medborgarnas inflytande. Ett ökat intresse hos ungdomar gentemot stadsplanering måste skapas för att öka deras inflytande. Genom att öppna fler forum där de uppmuntras att uttrycka sina åsikter om planeringsfrågor, ökar både intresse och engagemang. / Segregation has recently been a subject of matter in the political debate. The government has been working on a strategy to actively work against increased segregation, in hopes of reducing the gap and creating a safer Sweden. One particular aspect that the government is focusing on is to increase democratization in the planning process, where one approach to increase the public participation is through citizen consultation. The purpose of this study is to examine what part public participation plays in the planning process in order to increase the democratization of society, focusing on segregated areas. Further, since today's young adults are the inhabitants of the future, the report will also analyze this generation’s participation in urban planning processes. The study aims to answer the below two questions; What is the extent of public participation and public influence in segregated areas? What is the extent of young adults participation in the planning process today and how can the engagement be encouraged throughout the planning process? In order to answer the questions posed we have decided to carry out a literature study based on previous research about public participation and segregation, as well as a case study about the city planning project Järvalyftet. We have also chosen to hold interviews to collect empirical data, these with Moa Tunström, Nazem Tahvilzadeh and Sofia Wiberg. A significant conclusion which is drawn is the fact that the term segregation per definition is not a problem, but rather that the problem lies in the negative consequences that follow. The study implies that there is an existing public participation in segregated areas, but not in the same extent as in areas with a higher socioeconomic class. Another conclusion based on Järvalyftet, is that public participation doesn't necessarily lead to public influence. Misunderstanding can occur in the transition between public participation and public influence, since citizens and involved stakeholders have different ideas about public influence. An increased interest among young adults towards urban planning needs to be created to increase their influence. By opening more forums where they are encouraged to express their opinions on planning issues, both interest and commitment will increase.

The dissertation deals with the roots of civic apathy in local government, and the
main emphasis is to establish the root cause/s of civic apathy. The hypothesis: 'civic
apathy is a phenomenon intensified by ignorance and a feeling of powerlessness and
frustration on the electorate' is tested in this study. To examine further specific
aspects of civic apathy, including establishing the cause/s and effects of apathy, the
author conducted a quantitative research in the Northern Metropolitan Area m
Johannesburg, using questionnaires and literature study as the research method.
The hypothesis advanced in the dissertation has been validated insofar as it has been
argued and demonstrated that indeed people can feel powerless and frustrated if they
are deliberately being excluded from, or denied the opportunity to participate
actively in their local government activities. The main finding is that civic apathy is
intensified by ignorance. However, the most important finding is that there ts a
