Evaluating holistic management in Hwange communal lands, Zimbabwe : an actor-oriented livelihood approach, incorporating everyday politics and resistance

Thesis (MSc)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: Rangelands in the semi-arid and arid regions of the world support livelihoods through their provision of multiple goods and services. Livestock production, for example, occurs in rangelands both as extensive ranching under freehold tenure and as collective ranching under communal tenure systems. However, the sustainability of rangelands is threatened and has been a major concern this century, leading to a variety of interventions. Holistic management (HM) is one such example, designed by its proponents as a panacea to halt degradation and, recently, climate change effects in the rangelands of Africa and beyond. HM has been implemented in the Hwange Communal Lands (HCLs) of Zimbabwe since 2010. In principle, the programme is aimed at restoring degraded watersheds and croplands through utilising properly managed livestock. To achieve this, two principles are promoted under HM, namely (i) holistic planned grazing (HPG) and (ii) animal impaction of crop fields. However, the effects of HM on the livelihoods of its beneficiaries currently are poorly understood. In order to address this lacuna, this study aimed to determine both the intended and unintended effects of a community-based land restoration programme called Holistic Land and Livestock Management (HLLM) in the HCLs of Zimbabwe on the livelihoods of its beneficiaries through a conceptual framework that combined an actor-oriented livelihoods approach with concepts of everyday politics and resistance. This was done by exploring the impact of HLLM on the six types of farmers’ assets, adoption patterns, farmers’ reactions to the introduction of HLLM, and challenges preventing farmers from adopting HLLM. Case studies employing a qualitative and exploratory research design were undertaken in three communities that were selected purposively from a total of 18 communities in which the HLLM programme had been promoted by the Africa Centre for Holistic Management (ACHM) in order to discover different perspectives on the effects of the programme on the livelihoods of its beneficiaries. The study employed qualitative Participatory Rural Appraisal tools, focus group discussions, participant observation, document analysis, and key informant and semi-structured interviews. These lines of enquiry enabled triangulation and cross-checking of information to enhance the reliability and validity of the research findings. The study showed that adoption levels were disappointingly low across all the study sites. Several challenges, including livestock diseases, predation, cultural stigma, labour constraints and witchcraft fears, were among the barriers explaining the low rate of adoption in the HCLs. The findings reveal that the farmers were concerned more with immediate problems, especially lack of water, than with land degradation, which is the primary focus of HLLM. Thus the farmers responded by complying, accommodating and covertly resisting the ACHM’s efforts to implement HLLM in order to suit their needs, using creative everyday politics and resistance. The study concludes that, although HLLM is required in such semi-arid environments, it is not sufficient to sustain rural livelihoods in its current state. While the main focus of HLLM is to improve the natural capital (i.e. restoring degraded watersheds), it should be complemented by and aligned with the farmers’ other development priorities, especially those relating to water / AFRIKAANSE OPSOMMING:Weiveld in die halfdor- en dor gebiede van die wêreld ondersteun menslike lewensbestaan deur die verskaffing van ’n verskeidenheid goedere en dienste. Veeproduksie, byvoorbeeld, kom in weivelde voor as beide ekstensiewe veldbeesboerdery onder grondbesit en kollektiewe veldbeesboerdery onder gemeenskaplike eiendomsreg. Die volhoubaarheid van weiveld word egter bedreig en het in hierdie eeu ’n groot bron van kommer geword, wat gelei het tot ’n verskeidenheid ingrypings. Holistiese bestuur (Holistic management (HM)) is een van hierdie en is deur sy voorstanders ontwerp as ’n wondermiddel om degradasie, en meer onlangs die effekte van klimaatsverandering op die weivelde van Afrika en verder, stop te sit. Om hierdie leemte aan te spreek, was die doel van hierdie studie om die bedoelde en onbedoelde gevolge van ’n gemeenskapsgebaseerde grondherstelprogram (Holistic Land and Livestock Management (HLLM)) in die HGG’e van Zimbabwe op die lewensbestaan van die begunstigdes te bepaal deur middel van ’n konseptuele raamwerk wat ’n akteur-georiënteerde lewensbestaansbenadering met konsepte van alledaagse politiek en weerstand gekombineer het. Dít is gedoen deur die impak van HLLM op ses soorte van bates wat boere het, hulle aannemingspatrone, boere se reaksies op die invoering van HLLM, en uitdagings wat verhoed het dat boere HLLM aanneem, te ondersoek. Gevallestudies met gebruik van ’n kwalitatiewe en verkennende navorsingsontwerp is in drie gemeenskappe onderneem wat doelbewus uit ’n totaal van 18 gemeenskappe waarin die HLLM-program deur die Africa Centre for Holistic Management (ACHM) bevorder word, geselekteer is om verskillende perspektiewe van die effekte van die program op die lewensbestaan van die begunstigdes te ontdek. Die studie het kwalitatiewe Deelnemende Landelike Takseringsgereedskap (Participatory Rural Appraisal), fokusgroepbesprekings, deelnemerwaarneming, dokument analise en sleutel-informant en semi-gestruktureerde onderhoude gebruik. Hierdie ondersoeklyne het triangulasie en kruiskontrole van die inligting moontlik gemaak, wat die betroubaarheid en geldigheid van die navorsingsbevindings verhoog het. Die studie toon dat aannemingsvlakke teleurstellend laag was in al die studieliggings. Verskeie uitdagings, insluitend veesiektes, predasie, kulturele stigma, arbeidsbeperkings en vrese vir heksery was onder die hindernisse wat die lae aannemingstempo in die HGG’e verklaar. Die bevindinge wys dat die boere meer besorgd was oor onmiddellike probleme, veral die tekort aan water, as oor grondagteruitgang, wat die vernaamste fokus van HLLM is. Die boere het dus gereageer deur instemming, aanpassing en onderlangse weerstandbieding tot die ACHM se pogings om HLLM te implementeer om sodoende hulle eie behoeftes te pas deur kreatiewe alledaagse politiek en weerstand te gebruik. Die studie kom tot die gevolgtrekking dat hoewel HLLM in sulke halfdor omgewings nodig is, dit nie in sy huidige staat voldoende is om landelike lewensbestaan te onderhou nie. Hoewel die vernaamste fokus van HLLM is om die natuurlike kapitaal te verbeter (m.a.w. deur gedegradeerde waterskeidings te herstel), moet hierdie rol gekomplementeer word deur en belyn word met die boere se ander ontwikkelingsprioriteite, veral dié wat verband hou met water.

Currently most municipalities in Sweden venture to increase citizen participation in spatial and social planning inquiries. The fact of the matter is that the population’s involvement in such inquiries is continuously decreasing. Where there is some participation, the representation of different socio-­‐economic groups is low. This is resulting in an uneven distribution of civil influence in societal issues and a weaker democracy. The rearing of the study is the digital era and its influence on the population’s approach towards information and communication. Several functions and services in society have developed extensively due to the impact of digitalization. For instance, the way we communicate and interact, search for new information and search for medical help are all primarily digital today. By using the benefits from digitalization, the Swedish government is aiming to become more democratic and a country of equality. One strategy to improve public participation is by implementing digital aids into the work process of the public administration. This will provide a more representative, democratic and equal planning process. The case study examines how the municipalities of Höganäs and Härnösand in Sweden have integrated citizens in former planning processes; but also how they will meet expectations of digital participation in the future.

“Exploring barriers to citizen participation in development: a case study of a participatory broadcasting project in rural Malawi”

In Malawi, as in many newly-democratic countries in the developing world, donor organisations and NGOs have embarked on projects aimed at making reforms in governance which have generated a profusion of new spaces for citizen engagement. This thesis critically examines one such project in Malawi against the backdrop of a democratic nation emerging from a background of dictatorial regime. For thirty years, until 1994, Malawi was under the one-party regime of Kamuzu Banda which was characterised by dictatorial tendencies, in which participatory processes were non-existent and development was defined in terms of client-patronage relationships between the state and society (Cammack, 2004: 17). In 1994, however, Malawi embraced a multiparty system of government, paving way to various political and social reforms, which adopted participatory approaches to development. Drawing on a number of literatures, this thesis seeks to historicize the relationship which developed during the pre democracy era between the state and society in Malawi to underscore its influence on the current dispositions displayed by both bureaucrats and citizens as they engage in participatory decision making processes. This is achieved through a critical realist case study of a participatory radio project in Malawi called Ndizathuzomwe which works through a network of community-based radio production structures popularly known as ‘Radio Listening Clubs’(RLCs) where communities are mobilised at village level to first identify and define development problems through consensus and then secondly engage state bureaucrats, politicians, and members of other relevant service delivery organisations in making decisions aimed at resolving community-identified development problems (Chijere-Chirwa et al, 2000). Unlike during the pre-democracy era, there is now a shift in the discourse of participation in development, from the participation of ‘beneficiaries’ in projects, to the more political and rights-based definitions of participation by citizens who are the ‘makers and shapers’ of their own development (Cornwall and Gaventa, 2000). The findings of this thesis, however point to the fact that, there remains a gap between normative expectations and empirical realities in that spaces for participation are not neutral, but are themselves shaped by power relations (Cornwall, 2002). A number of preconditions exist for entry into participatory institutions as such entry of certain interests and actors into public spaces is privileged over others through a prevailing mobilisation of bias or rules of the game (Lukes, 1974: I)

The extent of community involvement in tourism development and conservation activities in Eastern Rwanda

Thesis (MTech (Tourism and Hospitality Management))--Cape Peninsula University of Technology, 2010 / This study investigated the extent of local community involvement in tourism development and conservation activities in eastern Rwanda by using Akagera National Park as a case study. The study used a structured questionnaire to collect data from local residents, while face-to-face interviews were conducted with key informants from Rwanda National Tourism and Conservation Agency and local government officials as means to obtain deeper insights. Tosun (2000:626) contends that community involvement in tourism can be considered from at least two viewpoints, namely the decision-making process that would involve community participation and the benefits of tourism development such as employment and business opportunities. Results of this research suggest that community participation in Akagera National Park has been recognised by Rwanda National Tourism and Conservation Agency and the government of Rwanda only in the sense of helping local people to obtain economic benefits via employing them as workers within industry [though, still at a low rate], whilst encouraging them to operate small scale businesses such as curio shops, rather than create opportunities for them to have a say in the process of decision making of tourism management and conservation policies. Although Rwanda has opted for a decentralised system in its rural development plans, it is evident that it has failed to do so in the areas of tourism and conservation - at least in Akagera National Park. The researcher believes that in the light of the research results, the decision making system for Akagera National Park tourism and conservation development plans is still highly centralised, which, conversely, work against participatory development approach. The study recommends that local communities in the Akagera area should be consulted and involved in development programmes within their villages from the start, as this process will present a significant step towards ensuring more adequate participation in conservation and tourism. Finally, the researcher recommends that further studies should be conducted to engage in evaluation of impacts and successes of governmental policy of 5% revenue sharing, which should be implemented in communities around Akagera National Park.

How community participation and stakeholder involvement can improve recycling : an investigation of initiatives and opportunities in Simunye

This report presents the findings of a research project whereby the initiatives and opportunities for municipal solid waste (MSW) recycling were investigated in the town of Simunye, in Swaziland with a view to establish how recycling, in particular household waste recycling, can be improved through stakeholder involvement and community participation during the planning and implementation of a sustainable system for household waste recycling in Simunye. The reason for focusing on household waste was because source separation of household waste was identified as a potential area for improving efficiencies and cutting costs by the local authority. It was deemed necessary to conduct research because there was a history of failure in respect of household recycling. In 2006 an initiative, by the local authority, for separating household waste at source had ended up in failure. The participation rates of the households turned out to be very low even though they had been issued, free of charge, some plastic bags for sorting the waste. Some of the households were found using the bags for other purposes rather than recycling. As a result, the initiative had to be suspended (White, 2010). There is a new move to revive the project in order to cut costs and minimize wastages. This time around the local authority is determined for the new project to be a success story. Since the underlying causes for the failure of the previous initiative were never investigated formally (Khumalo, 2010), the starting point would be to identify and try to eliminate all the potential barriers to recycling through a consultative process to start with.

Evaluating the effectiveness of public participation in the environmental impact assessment process in South Africa

This research is based on reflections of various practitioners and their views on how public participation processes may or may not contribute to effective EIA decisions. It is therefore grounded in what is described as practitioner-based research. To study comparative development activities effectively, one must draw on many disciplines and construct a balanced understanding of historical and contemporary development processes. No single conventional disciplinary area of research is able to integrate the issues of public participation, EIA and decision-making in the context of the current development debate. The emergence of Trans-disciplinary areas of research allows for such integration. The Africa Earth Observatory Network (AEON) institute creates the space for this study to achieve an integrated response to the question of the effectiveness of public participation in EIA and decision-making. This further creates the opportunity to contribute and expand the growing body of knowledge and literature of public participation in the earth stewardship science discipline. Making use of triangulation, this study fulfils four major tasks: firstly, an assessment is made on the historical and theoretical importance, process and outcome of both EIA and public participation internationally and in South Africa. Secondly, three prominent case studies (i) the Coega IDZ, (ii) the Pondoland N2 Toll Road, and (iii) the anticipated Hydraulic Fracturing in the Karoo each focusses on concerns of an environmental, socio-economic, and political nature to assess if the public participation process has had influence, if any, on the final decisions for these projects to go-ahead. Thirdly, a survey was conducted to establish the views and perceptions of practitioners in the EIA and public participation domain on the effectiveness of public participation in EIA processes. Lastly, face-to-face interviews were conducted with various ‘pracademics’, i.e. consultants, practitioners, government, and non-governmental officials to establish their views on how public participation may or may not influence EIA decisions. Utilising the International Association for Public Participation’s (IAP2) participation spectrum as an evaluation tool, this research explores thirteen key criteria normally attributed to effective public participation. This provides a scale (inform, involve, consult, collaborate) to assess whether public participation in EIA in South Africa is least effective (inform) or most effective (collaborate). My research confirms that in South Africa an enabling environment to address impacts on our environment is emerging. One of the main challenges remains putting in place robust, clear and effective regulations, models or approaches that provide for effective public participation and decision-making in EIAs. My research also suggests that the legislation on which EIA is based cannot by itself guarantee the effectiveness of public participation processes. In practice, EIA is an institutional process of power division between different actors, and the practitioner or ‘pracademic’ has to play a more fundamental role to ensure effectiveness and fairness in the public participation process. Academic commentators should therefore call for new approaches that emphasise collaborative interaction between decision-makers and the public as well as deliberation amongst participants.

Rural women's representation and participation in local governance in the Masvingo and Mashonaland central provinces of Zimbabwe

This study focused on the representation and participation of rural women in local governance in the Masvingo and Mashonaland Central provinces of Zimbabwe. It argued that increased representation and participation of women in local governance, particularly as ward councillors and senior administrative employees, is important and should be pursued. This has the potential to change the local governance system. The research further argued that change is more likely to occur when elected women are supported by the presence of more women at the most senior administrative levels in the local governance system. The presence of more women is required if the local governance system is to become inclusive of the diversity of the people it represents, especially women. This study rejected the assumption that rural women are passive recipients of local governance since they contribute significantly in fulfilling household and community needs and interests. Through their knowledge and understanding of the construction of power relations at the local level, rural women have creatively managed to produce, reproduce and use alternative strategies which are based on their sexuality and traditional gender roles in challenging and transforming gender inequality at the local level and in improving the quality of rural women. A National Gender Management System (NGMS) that can be used to effectively promote gender equity, equality and justice in local authorities has been developed. It is desirable that the NGMS be established within the existing organisational framework of central and local governments in Zimbabwe. This should be connected to the national structures to ensure that local level activities are systematically accounted for at the national level. The NGMS recognises the strategic importance of building partnerships with social actors at all levels. Qualitative research method was used in the study. The study used both primary and secondary data in analysing the representation and participation of rural women in local governance in the two selected provinces in Zimbabwe, namely Masvingo and Mashonaland Central. Primary data was collected through in-depth interviews and survey questionnaires, while secondary data was gathered through a literature survey of relevant textbooks, newspapers, and peer-reviewed journals, reports and legislation. The research findings indicated that rural women face a number of constraints in getting access to and participating in local governance. Some of the constraints include; cultural beliefs; violence against women; lack of resources; lack of mutual support among women; domestic responsibilities; and institutional factors. The contributions of the research to the study of women in local governance are discussed. Recommendations to increase the participation of women in local governance are made. These include creating an enabling environment for women’s political empowerment, gender-responsive budgets, capacity-building programmes, establishment of gender focal points, gender management committees and teams, increasing women’s self-worth and changing perceptions by men. The study also found that decentralisation in Zimbabwe has not brought local governance closer to rural women due to the interweaving cultural, structural, physical and financial barriers local government faces in ensuring gender equality.

How community participation influences the success and sustainability of the Ilitha farming project

In recent decades, development thinking has shifted from mainstream development strategies to more alternative development approaches incorporating various aspects of development such as equity, gender, sustainability, and participation. In South Africa, a country emerging from a past of injustice, community participation has become a central theme in social development as a way of addressing past inequalities. However, despite its popularity, there are concerns that its benefits are less visible. The literature on community participation shows that there are a number of factors why community participation in development projects has not been successful in many communities. On the other hand, literature on participatory development also shows that there are benefits of participation in development projects; community participation can be successful when the community has genuine participation in the process. However, there is evidence that even where participatory development has been successful, is not necessarily easy to replicate in other areas. This study sought to evaluate participation and how this affects the sustainability and success of the Ilitha farming project. Using the qualitative and quantitative indicators of participation by Oakley et al. (1991), which were adapted from various sources, I have shown that there was a high level of participation by members of this project who started on a small-scale basis, with minimal contributions in order to address the problem of unemployment, lack of skills and income opportunities, and growing poverty in the Ilitha community. The study has shown that success in participation is linked to the success and sustainability of the Ilitha farming project. This project is a success because it has achieved its initial objectives and has potential for expansion. In addition, the expansion of project activities has increased and sustains the project income throughout the year, benefiting not only project members but other members of the Ilitha community including the old age home, the HIV Aids awareness centre and households with patients needing assistance. Project success can be sustained on a long-term basis with a high level of participation through commitment, hard work, quality leadership, consultation, team work and respect for each project member as an equal partner irrespective of differences in age, gender and length of membership in the project. The level of internal sustainability i.e. the ability for the project to maintain its own developmental momentum is evidently high. The executive has led the project from its inception in 2003 to date with a clear vision and long-term commitment. However, there is a need for a succession plan in order to ensure continuity of the project as the current executive may not be able to continue due to old age. Secondary partnerships in the Ilitha farming project have had a significant impact on the level of success and sustainability of the project through the provision of funds, training and technical assistance.
