A cross-sectional study on sustainable solutions for commercial property in the City of Johannesburg for 2012

ENGLISH ABSTRACT: This study determined the status, in 2012, of the implementation of Sustainable solutions (SS) to commercial buildings in the City of Johannesburg. The term “going green” was seen as an alternative approach to business, but demonstrated necessity in the property industry. As greenhouse gas emissions drive the rising average global temperature at an alarming rate, the business environment cannot only be aware of the impact that business industries have on the livelihood of the growing population, but need to act promptly to ensure sustainability. Environmental sustainability is an important topic in decision making for businesses in South Africa and this study grouped renewable energy (RE) and energy efficiency (EE) to create sustainable solutions as the main concept of environmental sustainability. Renewable energy refers to finding an energy source like the sun or wind, but the main focus is on the purpose of sustainability of the energy resource and the supply. Eskom obtains 97% of their electricity for South Africa from coal power plants, but the reality is that coal is a limited resource that will not be available indefinitely unlike renewable energy. Energy efficiency on the other hand focuses on reducing the energy requirements of commercial buildings. As this concept received sufficient attention in South Africa, the present study was conducted to obtain further information to drive energy efficient practices. With energy efficiency, making basic adjustments in the design of new buildings to use less electricity can greatly contribute to their longevity and reduce the overall running costs that in turn enhance the sustainability for organisations that own or manage properties. By gathering the principals for renewable energy from natural resources and implementing energy efficient practices, the concept of sustainable solutions was conceived. The implementation of sustainable solutions also increases the value of properties, fosters economic enhancement, fosters socioeconomic improvement and most importantly improves the environment by reducing carbon emissions.

The City of Johannesburg is facing the simultaneous challenges of an increased generation of solid waste in the City, unemployment and the running out of land to dispose the waste. Of the solid waste that is generated, 50% is recyclable while only 10% is recycled (SOER, 2003: 69). Solid waste recycling is mainly performed through private sector initiatives in the City of Johannesburg. Consequently, there is no proper coordination with government initiatives. In order for South Africa to increase and sustain economic growth that would decrease unemployment, there should be a culture of entrepreneurship (Mass, G & Herrington M, 2006:7). Solid waste buy-back centres assist in addressing the challenges of dealing with the increased generation of solid waste and the scarcity of land for disposal. These centres also reduce the challenges of unemployment through promoting entrepreneurs to operate solid waste recycling businesses. Developed economies have managed to increase the rate of solid waste recycling to 60%. The problems associated with solid waste have been reduced by promoting recycling through a combination of legislation and setting-up of agencies to deal with solid waste recycling. South Africa has legislation and stated programmes to deal with solid waste recycling. Nevertheless, there has been complexity with implementing recycling. This is the result of a lack of co-ordination between the role-players involved in the value chain of solid waste recycling. In order for the City of Johannesburg to increase the recycling of solid waste from 10% to optimal rates of between 50% and 60%, there should be co-ordination of programmes amongst all the role players. In addition, there should also be skills provision to existing and potential entrepreneurs operating the solid waste buy-back centres. All spheres of government should promote solid waste recycling business to potential entrepreneurs and the public in order to recycle 40% of the recyclable solid waste that is not being recycled. The establishment of a solid waste buy-back centre in the City of Johannesburg is economically viable with some buy-back centre realising a net-profit of least R5 000 and some more than R30 000 per month. In order for the solid waste buy-back centre to realise a net-profit of more than R30 000 per month, there must be more than 40 tons of recyclable solid waste received by the buy-back centre per month. This study has indicated that solid waste buy-back centres rely on the economies of scale. Community participation in the Integrated Development Plan of the City of Johannesburg municipality

A qualitative research approach was utilised with the goal to explore the views and interpretation of community members concerning the participation in the Integrated Development Plan (IDP) of the City of Johannesburg Municipality. The objectives were to conceptualise the legal and policy framework for the implementation of IDP's in South African municipalities (with reference to community/public participation); explore the nature and extent of community participation in the IDP processes (understanding of the IDP process and its meaning to the community); explore community participation in relation to decision-making in the process of IDP consultation, and make suggestions for advocacy on meaningful community participation to optimise the success of IDP in the City of Johannesburg Municipality. Using applied research made it possible for suggestions of meaningful community participation to optimise the success of IDP in the City of Johannesburg Municipality. A sample of 18 participants was drawn from Region E of which only 10 people participated, focusing on Alexandra as the population. The most suitable research design was a qualitative design with a collective case study. A focus group session was held with each of the two groups of participants. The focus group session with community representatives took place at the AlexSankopano multi-purpose main hall in Alexandra, whilst the session with the representatives of the City of Johannesburg municipality, took place at the boardroom of Region E offices in Sandton. Data collected were analysed using Creswell's data analysis spiral. The findings of the research showed that, although participation in the IDP of the Alexandra community which forms part of Region E of the City of Johannesburg Municipality was acknowledged, it was not meaningful and effective to the community and municipal officials. Culture is increasingly being used to promote destinations and enhance their attractiveness and competitiveness. Many cities are now actively developing their cultural assets as a way of developing comparative advantages over others in the tourism marketplace. In the light of this, there is need to diversify the tourism economy of the City of Johannesburg by strengthening the Cultural tourism aspect. Despite the fact that Greater Johannesburg Metropolitan Area has a good cultural infrastructure which includes a number of theatres, museums and art galleries, cultural tourism is one of the underdeveloped aspects of the local tourism economy. Investigating South African political parties' communication strategies and how they influence voters' decision-making process

Abstracts in English and Venda / This study was an investigation of the effect of political communication strategies on voting behaviour. The area of study was Diepsloot in the north of Johannesburg. Various questions were explored such as; what kind of communication strategies have the top three South African political parties (ANC, DA & EFF) used in the past South African general elections in 1999, 2004, 2009, 2014 and 2019, do political parties pre-election communication strategies influence Diepsloot voters voting decision and lastly how do Diepsloot voters relate to domestic political parties' communications and messages during elections period? The study followed a qualitative research paradigm with the use of interviews to gather information. At an aggregate level, it is often said that what political organisations do, say or do not say have a bearing on their supporters when election time arrives. Voting behaviour theories were also utilised as a theoretical foundation for understanding voters' psychic. Broadly, this study aimed to investigate the effects of political communications on voters' decision-making process. The focus was on the top three political parties in South Africa being the African National Congress, The Democratic Alliance and the Economic Freedom Fighters. Using thematic analysis, this study identified a variety of issues that influence voting behaviour. Among other findings, the study revealed that while political communication affects voters' choice, some voters continuously vote for a political party that has some historical importance. Other findings suggest that political communication alone is not enough to lure voters; voters are looking for material benefits when considering who to vote for. The study also revealed that the young generation of voters, mostly referred to as 'born-frees,' are much more engaging before choosing a party of their choice. Architecture reconnected: the hybrid urbanisation of the physical space and the digital space of Johannesburg

In the rapid technological urbanisation of the built fabric of the city during the 21st century it has changed the way we engage spaces within the city. It has had both a positive and negative effect on existing social structures. The more digitally reliant society becomes the more essential the role of architecture and infrastructure networks become. The city is plugged in. The young tech savvy generations have become consumed by technology in the era of mobile phones, tablets and personal computers while the older generations can feel overwhelmed or even rejected by the new technologically orientated processes and functions of the city. The city has become a network of information exchange; environments of high technical performance and reliance. This has created labour and work environments that require a more skilled work force with digital comprehension and technical proficiency. It calls for an education system that includes advance digital literacy as part of basic education requirements to make students well equipped in a technological utopian state of living (Teletopia). In the context of Johannesburg, South Africa, with our diverse cultures and beliefs we struggle with both past and new social inequalities. In the telecommunication global village technology has no bias for race, age or culture if you are not technically proficient you are rejected and left behind. The permanence of architecture gives it strength and integrity. The solidity of concrete, brick, steel and building materials that are assembled aid to the capacity to withstand loads and stresses. A built form that responds to contextual issues and the resolution of construction details that collectively makes for good design. The integration of technology within architecture calls designers to question its value it will add to the spaces created to the initial capital costs. Would a more technological orientated education system be able to address the issues of schooling in South Africa today? Will technical solutions reach students who can’t afford the high cost of education, the shortage of quality teachers or the struggle to get text books to schools and liberate the school of the timetable and the availability of teachers? The role of technology in both schools and architecture will be determined by the demands of society. The internet is an agent like fire and water only given direction and purpose by those who use it. The true influence will how it will encourage spaces in schools to become more fluid and adaptable which will encourage accidental learning and peer-to-peer learning environments. The role of schools is vital to the social development of the younger generation. They are more than just academic institutions but become community catalysts for the areas they serve. The more technical savvy generation growing up today have become a lot more self-absorbed with Facebook and other social media making the youth more concerned about the way other people perceive them. This makes the role of schools even more important to not only prepare students with the relevant technical skills required to engage the digital “Teletopian” city they live in but to develop the social skills that allows them to engage the physical environments of the city too. Society has drawn to technological advancements like a moth to a light bulb but no matter how technologically orientated we become we will always be tangible beings who need physical interaction with the spaces we appropriate from our homes, offices and schools.

Organizations are constantly faced with pressure to make changes. Forecast of changing customer expectation, information processing and communication, and competition force top management to evaluate their organization and consider major changes. Organizational change is a challenge that companies often take on but just as often fail in implementing. Emergency Management Services decided to take on such a challenge when the City of Johannesburg transformed. This was a challenge not only management faced, but all the employees of the Emergency Management Services. The transformation process for the City of Johannesburg began in 1997 and was driven by Political and Social Development. These developments have put emphasis and strain on the relationship between: Municipality, with the unwanted side effects on workers. Societies are getting increasingly intolerant towards poor levels of service delivery. The Emergency Management Services need for change was emphasized through management’s decision to improve on service delivery. The integration of all Johannesburg Metropolitan Local Councils EMS was a big step forward. The integration wasn’t just about growing the City size; JHB EMS also opened various doors for the City to become the World Class African City. When the organization decided to take on the challenge, management needed to review all aspects of the organization. These included culture, values and performance and reward system. Unpacking Johannesburg's international city-to-city partnerships.

In this era of globalisation and rapid urbanisation, can city-to-city partnerships provide a unique approach towards contributing to the development needs of South African cities? There is a growing literature dedicated to North-South and South-South municipal international cooperation, exploring impacts on local governance and development, for either or both of the cities. However, there is a paucity of knowledge on this topic in South Africa. This project hopes to address this critical occlusion by examining Johannesburg’s experience of city-to-city cooperation partnerships. These partnerships will be examined with reference to how they are organised and their implementation. Has cooperation provided social and economic development in Johannesburg as agreements often state? To answer the research questions, an in-depth understanding of city-to-city partnerships in South Africa is required; therefore a qualitative data collection approach was adopted. City-to-city cooperation crosses geographical borders, and this study investigates how it also extends across theories, government spheres and topics. The research traces policy and practice of international city-to-city cooperation relationships, identifying the salient aspects of these city-level engagements and incorporates a critical view of policy documents that frame municipal international relations in South Africa, specifically in Johannesburg. The research shows that international city-to-city cooperation agreements should be greeted with a degree of scepticism in terms of the disparity between the agreement’s objectives, and the practical experience of implementation. Municipal international relations are an interesting exercise in city autonomy in the global economy, yet they are often conscribed by provincial and national government requirements.
