First responder identity management policy options for improved terrorism incident response

CHDS State/Local / The analysis of domestic incidents of terrorism has revealed many gaps in our Nation's capability to effectively manage the multi-jurisdictional response. Although many gaps have been addressed through implementation of measures based on lessons learned, the most pervasive unresolved issue remains the ability to properly identify first response personnel on incident scenes. The nature of incidents of terrorism requires force protection to be a priority because of the threat of a secondary attack. Identity must be established and authenticated to protect responders and prevent infiltration to perpetrate a secondary attack. This thesis examines and evaluates several options for closing this pervasive identity management capability gap. The current decentralized identity system, a defined and typed response resource for identity management, and the federal identity project initiated under HSPD-12 are examined and evaluated as mechanisms for improving on-scene identity management in the response to incidents of terrorism. The thesis argues the development of a standardized nationwide responder identity token that can be rapidly authenticated and establishing dedicated identity management response resources are essential to improving the response multi-jurisdictional and catastrophic incidents of terrorism. / Corporal, Frederick County Sheriff’s Office, Frederick, Maryland

The sandbox strategy : the why and how of federal law enforcement integration

CHDS State/Local / This thesis examines the interoperability of federal law enforcement's Big Six investigative agencies, to include the Federal Bureau of Investigation, Immigration and Customs Enforcement, Drug Enforcement Administration, Alcohol Tobacco Firearms and Explosives, Internal Revenue Service-CID, and the United States Secret Service-Investigations. The main issue is whether, in the post-9/11 environment of transnational and terrorist criminal threats, the current administrative and jurisdictional configuration of the Big Six within three executive epartments with overlapping duties marginalizes the nation's investigative work-product. This discussion includes the establishment of metrics used to gauge the functionality of the Big Six and, thus, to determine whether Negative Characteristics are present that materially affect the "total" mission. Ultimately, the conclusion is drawn that the integration of the Big Six into a single agency, namely the FBI, would better serve the nation's federal investigative law enforcement needs. This leads into the next area of discussion, which is how to integrate the Big Six. Critical infrastructure protection : how to assess and provide remedy to vulnerabilities in telecom hotels

CHDS State/Local / America's open society includes a vast array of critical infrastructure and key resources that are vulnerable to terrorist attacks. While it is not possible to protect or eliminate vulnerabilities of all critical infrastructures in the United States, strategic improvements can be made to harden these assets and mitigate any damaging effects if an attack were to occur. Current network assessment methods and protective measures are inadequate. As a consequence, the need for a scientific methodology for implementation of critical infrastructure protection is required. A standardized vulnerability assessment/risk analysis tool needs to be developed and implemented for the Critical Infrastructure Protection Programs to analyze complex networks and examine critical nodes. This will help to prevent, deter, and mitigate the effects against terrorist attack in accordance with HSPD-7. This thesis examines ways that vulnerability analysis is currently conducted and it could be improved to establish an all-encompassing methodology to identify, prioritize, and protect critical infrastructure. Hurricane Katrina : utilization of private, non-governmental health professionals time for new strategies

CHDS State/Local / This thesis focuses on the medical as part of the public health response to Hurricane Katrina, specific to the issues of the private, non-governmental health professional. A brief survey was completed by 39 state level Bioterrorism Hospital Coordinators. Information obtained highlights the issues of the inability to deploy these private health professionals. Traditional governmental mutual aid mechanisms do not cover private non-governmental health professionals for workers compensation and death benefits. A review of the potential deployment mechanisms provides insight to the challenges and complexity specific to private health professionals. The motivation for volunteerism highlights the importance of targeting volunteer activities to the motivation of the individual volunteer. Investigating the impact thwarting the private, nongovernmental health professionals may have on future planning and response activities reinforce the need to modify the structures currently in place. The National Response Plan stresses the importance of including private industry into emergency preparedness and response strategies. This thesis outlines a strategy to pilot a project working with an established state volunteer registry by providing mechanisms to federalize those pre-identified, pre-credentialed volunteer health professionals. Applying network theory to develop a dedicated national intelligence network

CHDS State/Local / Adaptive terrorist organizational structure and the lack of intelligence sharing were to blame for terrorist attacks on September 11, 2001. Because terrorist groups are moving toward a less predictable, but more diverse, dynamic, and fluid structure, effective combativeness of terrorism requires fighting terrorists with a network. This network must be capable of collecting and sharing credible, reliable and corroborative information on an unprecedented scale, transcending geographic, agency, and political boundaries. This thesis demonstrates utilization of a network-theory approach for sharing information, which will be argued, can provide insight into the system dynamics of the U.S. IC because it allows a systematic, comparative analysis of the system representation and fundamental problems associated with information sharing. The problems associated with past intelligence failures can be overcome with such a system because the use of a dedicated, nationally networked system will allow completion of three primary tasks: (1) examination of the strength of criminal/terrorist connections, (2) identification of suspects and mapping of networks, and (3) prediction of future behavior and better likelihood of prevention, response, and prosecution. The United States Department of Homeland Security concept of regionalization-will it survive the test?

The United States Department of Homeland Security has proposed that the nationâ s system of response to terrorism and catastrophic disasters would be more practical and efficient if handled on a regional basis throughout the country. Regionalization is one of three overall priorities under the National Preparedness Goal. The primary hypothesis is there is a mismatch between the federal governmentâ s expectations of regionalization and the understanding of it by state and local governments. This lack of understanding will negatively impact the expenditure of federal funds in the future. The author proposes that there are six major reasons regionalization may fail and that a change of policy by the federal government will be necessary to increase the chance of success. The reasons include a lack of definition for regionalization; the impact of federalism; the influence of risk-based funding on local interest in regionalization; the impact of home rule and local autonomy; risk and liability questions; and the lack of leadership. Three options are considered including maintaining the same program, creating a Regional Homeland Security Service Agency, and the Regional Council of Governments (RCG) approach.

Utah Wireless Integrated Network (UWIN)

CHDS State/Local / The state of Utah, like all states and the federal government, has had a long-standing need to improve communication capacity in its emergency response and public safety system. As government entities strive to meet this priority in the National Strategy for Homeland Security, it is crucial that communication systems be interoperable. Ironically, the groundwork for establishing an interoperable communication system nationwide is dependent upon effective human communication and coordination among policy makers, homeland security professionals, first responders and technologists. Accurate and complete information, in the right hands at the right time, can prevent, deter or mitigate a terror event or other mass casualty event. As hosts of the 2002 Winter Olympics, Utah understood that communication was critical to incident command and control and created a world-class 800 MHz communication system to support that mission. Since the 2002 Winter Olympics, with the leadership of former Governor Olene S. Walker and hard work and dedication from multiple agencies, Utah has developed that basic Olympic communications blueprint into the Utah Wireless Integrated Network (UWIN). Advisor name noted incorrectly on document as "Bordertsky". / The objective of this thesis is to review and analyze the current Command and Control communications used by the New Jersey Department of Health and Senior Services and provide best business practices of Emergency Preparedness and Response Systems capable of responding to all public health emergencies, act of terrorism and mass casualty incidents. Natural and man-made disasters, such as earthquakes, floods, plane crashes, high-rise building collapses, or major nuclear facility malfunctions, pose an ever-present danger challenge to public emergency services. In order to manage such disasters in a rapid and highly efficient and coordinated manner, the optimal provisions of information concerning any crisis situation is an essential pre-requisite. Local Police, Fire departments, Public Health Department, Civil Defense, Military and other emergency response organizations must react efficiently yet individually but most importantly, in a coordinated manner. These results in the necessity for both intra and inter organization coordination at several hierarchy levels. Since coordination requires current information, such information must be communicated within and between organizations in real-time, the need arises for an integrated communication and information system solely designated or disaster management that provides processing of relevant efficient, reliable and secure exchange of information.

Towards a Homeland Security strategy for the United States Virgin Islands : the terrorism and natural disasters planning group

CHDS State/Local / The VI is under-prepared for major natural disasters and terrorism. Many emergency plans are incomplete, based on inaccurate information, wrongly optimistic and assume an infrastructure that does not exist. The VI is at risk to a direct terrorist attack and also subject to whatever secondary consequences result from a stateside attack, because virtually one hundred percent of food, fuel, medicine, and oil used to make electricity and potable water - and tourists, the economy's lifeblood -- are imported. Also, (1) geographically, help is not readily available from any neighboring city or state; (2) the VI's first responders are likely to be affected by the same disaster they are responding to and unable to assist; (3) the VI must assume more of the emergency preparedness functions that would typically be shared between neighboring communities; (4) the VI must have more funding than similar communities on the mainland; and (5) preparedness planning must include the importing of mainland resources. The purpose of this thesis is to point out how the VI is different from the mainland U.S. This thesis documents vulnerabilities and shows how the Government's existing infrastructure is inadequate. Included is discussion of how the police, social issues, and existing VI Government leadership affect the vulnerabilities. It examines existing preparedness plans. One chapter discusses how management can harm Homeland Security while another chapter deals with change and proposes a Terrorism and Natural Disasters Planning Group. Enhancing homeland security efforts by building strong relationships between the Muslim community and local law enforcement

CHDS State/Local / Following the events of September 11, 2001, law enforcement agencies were struggling to gather the investigative information necessary from the Muslim community to assist in efforts to prevent future attacks. Building a strong relationship between the local police and the Muslim community is essential in defending America against acts of terrorism. Key to this relationship is trust between the groups and bridging the gap of cultural differences. This study sought to determine what factors associated with building relationships with established communities can be applied to the immigrant Muslim community to further public safety and homeland security needs. Specifically, the study examines the best practices used in an outreach effort in the African-American community in the City of Saint Paul and looks at how the application of those practices could produce results in the Muslim community. The research demonstrates that community policing is the cornerstone of community outreach, that individual relationships built by law enforcement representatives form the platform for outreach, and that the complexity of culture in immigrant communities requires law enforcement to go beyond the traditional community policing efforts to attain cultural competency.
