Civil society's quest for democracy in Zimbabwe: origins,barriers and prospects, 1900-2008

This thesis is a critical examination of the origins, barriers and prospects for a working class-led civil society as it sought to democratise Zimbabwe’s post-colonial state. It is an interdisciplinary but historically informed analysis of how advanced capitalist development promoted the emergence of social movement unionism with a potentiality to advance democracy in Zimbabwe. Despite occurring on a much smaller and thinner scale, the evolution of civil society in colonial Zimbabwe was akin to what happened in 19th century Britain where capitalist expansion presented a foundation for democratisation. However, big underlying barriers exist in Zimbabwe, resulting from various forms of authoritarian structures and forcible mobilisation strategies emanating from colonialism and the protracted war of liberation. ZANU PF’s violent reaction to memory contests by non-participants in the war of liberation seeking an alternative political agenda attest to the controversial and polemical nature of struggles over memory and forgetting in contemporary Zimbabwean politics. These structural impediments forestalled the organic growth of civil society in Zimbabwe, thereby explaining its inchoate status and the failure to significantly determine the course of public policy. While recognising the democratic aspirations and capacities of the working class in precipitating political change, this thesis takes into consideration the impact of other factors on state-society relations. These include deepening state barbarism, globalisation, and technological advances in communication, transnational civil society, a dysfunctional economy, migration and remittances. Finally this thesis presents an optimistic scenario about the prospects for civil society and democratisation in Zimbabwe. I argue that the revival of the productive sectors of the economy can possibly strengthen the labour movement and revive its capacities for ushering in a democracy.

Conflict in perpetuity? Examining Zimbabwe’s protracted social conflict through the lens of land reform

Thesis (PhD)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: This dissertation analyses the relationship between civil society and political leadership within the context of Zimbabwe’s protracted social conflict, particularly through the lens of land policy. Through the use of strategic informants, it yields important insights into the origins, form and impact of political leadership and civil society in a way that will expose the dynamics of elite and grassroots mobilisation and the political context in which land policy is either made or obstructed. Specifically, this dissertation examines two research questions. First, if political leadership is not representative of the citizenry, is land policy more likely to engender overt conflict? Second, if civil society has an autonomous role in the public sphere, is land policy more likely to benefit citizens? This dissertation also confronts an emerging empirical problem: the absence of descriptive data in regards to how civil society and political leadership have engaged in reforming land policy in Zimbabwe during the period of transition from 2008 to 2013. By measuring representation and autonomy – indicators of human needs satisfaction– this dissertation traced each phase of the protracted social conflict as it both helped to create the conditions for a liberation model of representation while simultaneously further exacerbating protracted social conflict within Zimbabwe. / AFRIKAANSE OPSOMMING: Hierdie tesis ontleed die verhouding tussen die burgerlike samelewing en politieke leierskap veral deur die lens van grondbeleid, binne die konteks van Zimbabwe se uitgerekte sosiale konflik. Die word blootgestel in 'n manier wat die dinamika van die elite en mobilisering op grondvlak in ag neem soweel as die politieke konteks waarin grondbeleid óf gemaak is of belemmer word. Hierdie tesis konfronteer ook 'n opkomende empiriese probleem: die afwesigheid van beskrywende data met betrekking tot die betrokkenheod van die burgerlike samelewing en politieke leierskap tydens die grondhervorming proses in Zimbabwe gedurende die tydperk van oorgang tussen 2008 en 2013. An analysis of the role of civil society organisations in promoting good governance and development in Zimbabwe: the case of National Constitutional Assembly (NCA)

This thesis examines the role of civil society in promoting good governance and development in Zimbabwe. This is done through a case study of the National Constitutional Assembly (NCA). Specifically, the thesis looks at the role of constitutionalism as a tool in promoting good governance and development by situating the Zimbabwean struggle for constitutional reform within the context of an unprecedented socio-economic and humanitarian crisis that engulfed Zimbabwe at the beginning of 2000. One of the central questions explored in this thesis is that of the value of the concept of civil society in understanding African post-colonial situations in general and the Zimbabwean situation in particular. The thesis looks at the history of constitutionalism in order to assess if the Zimbabwean crisis could be understood within the context of a constitutional crisis. Therefore, the thesis ventures into the complex dynamics of state-civil society relations while at the same time examining the formation, structure and programmes of the NCA. This is meant to highlight how the NCA’s internal governance system, its leadership style and accountability worked as well as if it reflected good governance or not. An analysis of NCA’s relationship with donors is also presented in order to dispel or validate claims that civil society is just a front for western interests to effect regime change in Zimbabwe. Of critical importance in this study is how civil society (represented by the NCA) interacted with the government and the opposition political parties. The NCA actively participated in opposition politics coming in the open to urge its supporters to vote for the opposition and later ditched the opposition when they had disagreements but their reputation as impartial actors had been destroyed. The thesis concludes by questioning the strategies that are used by civil society in engaging with the government and that in their present structure they should not be antagonistic to the state but should work in tandem with the state for the attainment of good governance and development. Civil society organisations should be politically neutral in their pursuit of developmental goals and ought to practice what they preach by being democratic and accountable themselves. / Development Studies / M.A. (Development Studies)

Non-governmental organisations' role in conflict transformation : the case of Zimbabwe since the inception of the Government of National Unity, 2009-2012.

Zimbabwe as a country has successively been faced with a number of challenges that others argue to be a result of either poor governance or colonial imbalances. However, despite the contestation with regards to the cause of the crisis situation, several armed struggles continued to wreck the economy. This continuous collapse of the economy resulted in the ruling government slowly becoming unpopular to the people, thus it paved way to the formation of the Movement for Democratic Change (MDC); an opposition political party to the dominant Zimbabwe African National Union –Patriotic Front (ZANU-PF). The formation of the opposition party then triggered tensions, which later saw the March 2008 elections’ tension calling for a power-sharing agreement. Therefore, it is against this background that the research critically examines the role played by Civil Society Organisations (CSOs) in conflict transformation since the formation of the unity government. In addition, the study is also conducted against the background of scholarly interest to understand the relationship between CSOs and the Zimbabwean government, during the period that marked the introduction of the inclusive government 2009-2012. The study will also look at the key competencies of CSOs, which are complimentary to the process of conflict transformation and further outline the need for active participation from CSOs and other stakeholders to the process. In addition, it is worth noting that while CSOs make numerous attempts to vigorously participate in conflict transformation, factors such as restrictive government policies, lack of funding and government interference continually undermines their contribution. Developing peacebuilding skills among civil society organisations in Zimbabwe

Submitted in fulfilment of the requirements of the Degree of Doctor of Philosophy: Management Sciences (Peace Studies), Duban University of Technology, 2017. / Local peacebuilding practices require a systematic and reflective analysis in order for them to bring an impact. Successful peacebuilding pivots on the development of a set of skills to attend to the challenges presented by the conflict. The study was inspired by an observation that the emergence of CSOs working on peacebuilding in Zimbabwe was happening in a context where there was no proper training and organisational capacity development. Using an action-research design, and a case study of two CSOs operating in Bindura and Mazowe Districts in Mashonaland Central Province in Zimbabwe, the study involved a sample group of fifty-seven participants, and included a core Action Research Team (ART) of twelve participants to initiate the process of capacity development related to peacebuilding in Zimbabwe. Interviews, Focus Group Discussions, Document studies were used in a triangulation approach to enhance validity and reliability of the process. The preliminary assessment revealed that the peacebuilding environment in the two districts is highly polarised. There is a combination of both direct and indirect violence in the area. The state as well as traditional institutions are active perpetrators of both direct and indirect violence in the two district. The use of Local Peace Committees and the workshop method has not reaped the desired outcomes owing to the polarization. After a preliminary assessment of the peacebuilding environment in the area as well as a critique of the peacebuilding models being used by the two organisations, we then set out on a process of identifying strengths and weaknesses in both the programming as well as the delivery of the projects in the communities. A series of focus group discussions and organisational document analysis of the two organisations, we eventually agreed on the development of a training module for the Action Research Team. Five thematic issues were identified as forming the basis of the intervention programme. The five thematic issues were on the conceptual issues of conflict, violence and peace in a local context, conflict analysis skills, conflict sensitive programming, culture, conflict and change and lastly basic counselling skills for peacebuilders. A three-day training workshop was then held in order to develop capacity relating to the thematic issues. The short term evaluation of the intervention showed that the training was successful as the participants had already started implementing some of the new knowledge and skills. / D

Girls in rural areas face a number of challenges in their pursuit of basic education, empowerment and gender equality. This thesis explores the extent to which gender equality and empowerment of women have been achieved in education in ward 33 of Mt Darwin. At the centre is what Zimbabwean government and civil society organisations such as Campaign for female education (Camfed) have done to implement strategies addressing challenges affecting implementation and achievement of MDG 3. A multi-method research strategy, including focus group discussions, questionnaires administration and interviews, was used in the data collection process. The findings of the study show reciprocal linkage between education, empowerment and gender equality. Ward 33 requires integration in approach from assisting agencies and the general populace if Millennium Development Goal 3 is to be achieved. Results showed the multiple barriers girls face in the process of accessing education within the homes, along the way to school and within the school system itself. Camfed and government’s interventions have been pointed out to contributing to the achievement of MDG 3 in the ward. Women’s quest for equality is evident. Specific actions recommended after this research include the need for MOESAC to strategically post qualified teachers in rural areas, sensitization and empowerment programmes targeting men, civil society organisations and government ministries working with women to intensify advocacy, capacity building and leadership trainings for women. Overall recommendation is that there is need to implement MDG 3 beyond 2015 if rural women are to be integrated into the MDG 3 empowerment and gender equality agenda. / Development Studies / M.
