Nonviolent campaigns in Zimbabwe, 1999 to 2013 : strategies, methods and effectiveness

Submitted in fulfillment of the requirements for the degree of Doctor of Philosophy in Management Sciences (Public Management), Durban University of Technology, Durban, South Africa, 2016. / This study investigates the effectiveness of the strategies and methods that were employed by non-state actors as they engaged the state in nonviolent campaigns in order to address the socio-economic and political challenges experienced in Zimbabwe between 1999 and 2013. Using a combination of exploratory, descriptive and evaluative methods, the study argues that the nonviolent campaigns used in Zimbabwe were in the short term successful despite the state’s violent responses, which were at their peak during the run up to elections. The findings reveal that Women of Zimbabwe Arise, the Zimbabwe National Students’ Union and the National Constitutional Assembly among other non-state actors were effective in the short term. As a result Zimbabwe stands out as a plausible example where nonviolence as a strategy failed to end a brutal regime but enabled the non-state actor (the Movement for Democratic Change) to gain popular civilian support through its effective engagement of nonviolent strategies and methods. It was just its failure to estrange some of the pillars of violence (some members of the military, the police and the intelligence system) which curtailed the democratically elected opposition to get in into power. However, the brutal state responses directly and indirectly triggered a severe socio-economic and political down turn. This became apparent in the health, education, and water and sanitation services that were on the verge of collapse; increased corruption, growing displacement and emigration of Zimbabweans, and withdrawal of external support. The study concludes that the failure of nonviolent campaigns was partly a result of limited knowledge among Zimbabweans about what nonviolence involves, state brutality, poor planning and lack of patience by non-state actors and their resort to violence instead of sticking to nonviolence. It is nonetheless imperative to encourage civic society to cultivate a culture of nonviolence through the use of various agents of socialization which include the: home, school and the media. / M

Peacebuilding among ex-prisoners and their families : enhancing the impact of the Second Chance Rehabilitation Centre, Zimbabwe

Submitted in fulfillment of the requirements for the degree of Doctor of Philosophy in Management Sciences: Public Management (Peacebuilding), Durban University of Technology, Durban, South Africa, 2017. / The retributive justice system has been used in most parts of the world aimed at rehabilitating, deterring and incapacitating offenders. High prison rates reveal that the retributive justice system has not been too effective when it comes to reducing recidivism and addressing causes of crime. The system makes offenders to be accountable to the state, while victims of crime are left out of the picture. Family members of offenders, who are the secondary victims, are also closed out of the system, while in essence; they suffer a lot including loss of family members to imprisonment, which affects the family fabric. This research seeks to enhance the restorative justice work with ex-prisoners done by Second Chance Rehabilitation centre. The question that this research seeks to answer is: can restorative justice models have a positive impact on the lives of ex-prisoners and their families? An Action Research paradigm was used during this study. Eleven restorative justice interventions were implemented with a group of twelve ex-prisoners, while four sessions were implemented with ten family members of the ex-prisoners. The findings of this research reveal that, participants attained new knowledge through these interventions, which influenced their attitudes and behaviour about life and relationships. Additionally, the study revealed that human beings are social beings, who can be socialised into doing right, which is a message that should be passed on to policy makers, so they would implement effective rehabilitative processes which will yield transformative results. / D

Exploring transitional justice options for Zimbabwe

Gross human rights violations which date back to the pre-colonial period could have been abated in 1980 when the magnanimous policy of national reconciliation promised a new start. The watershed opportunity was, however, lost mainly because no deliberate efforts were made to account for the wrongs of the past in order to start afresh. The result was that Zimbabwe won the independence, but peace remained elusive. This is evidenced in the continued instability, insecurity and uncertainty. The non-retributive pledge had inherent weaknesses; it lacked inclusive participation, hence, no broad ownership. Simply drawing a line between the wounded past and the present, meant burying the past without the prerequisite rituals bent on ensuring non-recurrence. The futility of this blanket amnesty is evident in the sustained legacy of gross human rights abuses and impunity. Political violence has been institutionalised through politicisation of all aspects of life. This research is guided by Lederach’s reconciliation theory which uses Psalms 85:10 to emphasise the importance of commitment in converging the seemingly divergent aspects of truth, peace, justice and mercy into a ‘meeting place’ called reconciliation. Using a mixed methods approach, this research established that the invariably top-bottom approaches massage the symptoms rather than address the root causes of conflicts. The victims’ agitations for revenge and retribution prompted me to design action research processes aimed at engaging the research participants in interactive activities. The action research component aimed at sensitising participants to the merits of letting go of the burdens of the past, and to use scars as reminders of hope and not victimhood. The issues of forgiveness without apology, compensation or even remorse were contentious. However, through give-and-take concessions, the dialogue intervention yielded invaluable by-products such as maximisation of indigenous knowledge systems. Building on the participants’ input, sustainable healing and reconciliation can be achieved through deliberate truth-recovery, the right to justice, reparation, forgiveness and non-recurrence assurances. The research outcomes show that Zimbabwe urgently needs a ‘hybrid’ transitional justice framework based on inclusive participation. Inclusivity is critical because politicians are not necessarily experts in peacebuilding. The yet to be implemented National Peace and Reconciliation Commission can be used as a tool to seek public opinion on how to overcome the entrenched ‘fearology and militarism’ (Oberg 2016) ahead of the watershed 2018 general elections. Uncensored national debates can be used to gather information on the way forward. The multiple merits of Information Communication and Technology should be fully maximised in peacebuilding. / D

Konflikresolusie in 'n transformasiekonteks : 'n vredebouontleding van die Post-Lancaster House tydvak in Zimbabwe : 4 Maart 1980-2002

Text in Afrikaans / This study aims to analyze the conflict resolution process in Zimbabwe after the Lancaster House Agreement and the subsequent elections from March 4, 1980 up until 2002. The objective is to determine what effect this process has had on all the people in Zimbabwe, both nationally and locally. It also endeavours to evaluate their attempts to transform from a violent culture of guerilla warfare, to an all-inclusive sustainable peaceful environment and culture. The reason for this specific time period of the study lies in the fact that the peace building process of the Zimbabwean conflict resolution process was supposed to be introduced during this time. This is the era during which the root of historic conflict, according to the peace building theory, has had to be transformed. It also implies the start of the implementation of the radical land reform process. From this perspective the following 5 key questions form the raison d‟être of the study and will be analyzed in the different chapters: 1. The requirements for sustainable peace, according to the conflict resolution and peace building theory, as developed by Galtung, Mitchell, Lederach, Burton and Anstey. 2. The characteristics of the historical conflict structure to be transformed during the post-1980 period. 3. An evaluation of the development of an all inclusive, multi-faceted and integrated program for the transformation of the historical conflict structure. 4. An evaluation of the international managers‟ contributions for laying the foundation for the integration of peace-making and the subsequent phases of the peace building process. It also questions the degree of reconciliation and peace building. 5. The lessons learnt from the Zimbabwean experience and its implications for conflict resolutions and peace implementation processes in Southern African societies. Included in this question is to seek clarification and to develop proposals about the roles and contributions of internal and external role players on all levels of society in such processes. Hence the conclusive finding that conflict resolution and peace building is an integrated multi-dimensional process. This conclusion is confirmed in the Zimbabwean situation. Conflict involves the entanglement of needs, unappeased perceptions and codes of conduct during the period of negotiations. In Zimbabwe the escalation and de-escalation of these influences are clearly observed. The evaluation and manipulation of the history of Zimababwe, of which the manipulation is still continuing, is harming the process of reconciliation and peace building. The absence of an inclusive raison d‟être for all parties involved (regarding differences and diversities on ethnical, social, economical and other levels) implies a strong escalating and de-escalating factor in the irreconcilability in Zimbabwe. The initiation of an integrated and multi-dimensional process, mechanism and framework of reconciliation and peace is strongly advised. This process, mechanism and framework has to have an integrated structure starting at international level (United Nations Peace Building Commission) decentralizing into regional, national, provincial and local government structures. The process and mechanism must be part of the establishment of conflict resolution and peace building as an generic management style and approach aimed at the political and governing processes of societies in transformation. This is especially important for the current Zimbabwean situation. / Die oogmerk van die studie is „n ontleding van die konflikresolusie-proses in Zimbabwe sedert die Lancaster House-ooreenkoms en die daaropvolgende verkiesings van 4 Maart 1980 tot en met die jaar 2002. Die doelstelling is om te bepaal in watter mate en op welke wyse, daar op alle vlakke van die gemeenskap nasionaal en op plaaslike vlak, gepoog is om die geweldskultuur, wat kenmerkend van die guerrilla-oorlog was, te transformeer tot „n volhoubare inklusiewe vredesomgewing en -kultuur. „n Primêre motivering vir die keuse van die bepaalde navorsingstydperk is dat dit veronderstel is om die vredebou-periode van die Zimbabwiese konflikresolusie-proses in te lui. Dit is die era waartydens die bronne van die historiese konflik, ooreenkomstig die vredebou-teorie, getransformeer moes word. Non-governmental organisations' role in conflict transformation : the case of Zimbabwe since the inception of the Government of National Unity, 2009-2012.

Zimbabwe as a country has successively been faced with a number of challenges that others argue to be a result of either poor governance or colonial imbalances. However, despite the contestation with regards to the cause of the crisis situation, several armed struggles continued to wreck the economy. This continuous collapse of the economy resulted in the ruling government slowly becoming unpopular to the people, thus it paved way to the formation of the Movement for Democratic Change (MDC); an opposition political party to the dominant Zimbabwe African National Union –Patriotic Front (ZANU-PF). The formation of the opposition party then triggered tensions, which later saw the March 2008 elections’ tension calling for a power-sharing agreement. Therefore, it is against this background that the research critically examines the role played by Civil Society Organisations (CSOs) in conflict transformation since the formation of the unity government. In addition, the study is also conducted against the background of scholarly interest to understand the relationship between CSOs and the Zimbabwean government, during the period that marked the introduction of the inclusive government 2009-2012. The study will also look at the key competencies of CSOs, which are complimentary to the process of conflict transformation and further outline the need for active participation from CSOs and other stakeholders to the process. In addition, it is worth noting that while CSOs make numerous attempts to vigorously participate in conflict transformation, factors such as restrictive government policies, lack of funding and government interference continually undermines their contribution. Autonomous and sustainable operations of CSOs in such limiting environments is virtually impossible hence, there is need for drastic measures to be employed in order to address this contradiction. / Thesis (M.Com.)-University of KwaZulu-Natal, Durban, 2013.

Developing peacebuilding skills among civil society organisations in Zimbabwe

Successful peacebuilding pivots on the development of a set of skills to attend to the challenges presented by the conflict. The study was inspired by an observation that the emergence of CSOs working on peacebuilding in Zimbabwe was happening in a context where there was no proper training and organisational capacity development. Using an action-research design, and a case study of two CSOs operating in Bindura and Mazowe Districts in Mashonaland Central Province in Zimbabwe, the study involved a sample group of fifty-seven participants, and included a core Action Research Team (ART) of twelve participants to initiate the process of capacity development related to peacebuilding in Zimbabwe. Interviews, Focus Group Discussions, Document studies were used in a triangulation approach to enhance validity and reliability of the process. The preliminary assessment revealed that the peacebuilding environment in the two districts is highly polarised. There is a combination of both direct and indirect violence in the area. The state as well as traditional institutions are active perpetrators of both direct and indirect violence in the two district. The use of Local Peace Committees and the workshop method has not reaped the desired outcomes owing to the polarization. After a preliminary assessment of the peacebuilding environment in the area as well as a critique of the peacebuilding models being used by the two organisations, we then set out on a process of identifying strengths and weaknesses in both the programming as well as the delivery of the projects in the communities. A series of focus group discussions and organisational document analysis of the two organisations, we eventually agreed on the development of a training module for the Action Research Team. Five thematic issues were identified as forming the basis of the intervention programme. The five thematic issues were on the conceptual issues of conflict, violence and peace in a local context, conflict analysis skills, conflict sensitive programming, culture, conflict and change and lastly basic counselling skills for peacebuilders. A three-day training workshop was then held in order to develop capacity relating to the thematic issues. The short term evaluation of the intervention showed that the training was successful as the participants had already started implementing some of the new knowledge and skills. / D

Peace education in Zimbabwean pre-service teacher education : a critical reflection

This study was designed to bring to the fore the reasons for introducing peace education in pre-service teacher education in Zimbabwean teachers colleges in order to establish the foundations for positive peace in Zimbabwe. The focus of the study was on the preparation of Zimbabwean pre-service teachers in peace education as an effective approach for building durable peace in Zimbabwe. The main research question that guided this study was: Why and how should peace education be introduced at pre-service teacher education colleges in Zimbabwe? The overall aim of the research is to develop an appropriate peace education programme for Zimbabwean teachers’ colleges which will be employed as a strategy for constructing positive peace in Zimbabwe. A phenomenological methodology blending Edmund Husserl’s descriptive phenomenology and Martin Heidegger’s interpretive phenomenology was used to elicit participants’ views on the challenges and possibilities of introducing peace education at pre-service teacher education colleges in Zimbabwe. Data for the study were gathered using semi-structured interviews, focus group interviews and documentary analysis. Key themes emerging from the data analysis were that (a) there is an absence of positive peace in contemporary Zimbabwe (b) Zimbabwean teachers’ colleges are not offering courses in peace education (c) peace education would benefit Zimbabwe as a country, (d) peace education is implementable at pre-service teacher education colleges in Zimbabwe, (e) there is need to develop an appropriate peace education curriculum that reflects the needs of Zimbabwean citizens and (f) college principals, lecturers, student teachers, policymakers and programme-makers have important roles to play in peace education initiatives. Through this study, the researcher established that peace education is a plausible and sustainable mechanism for building positive peace which has remained obscure in Zimbabwe despite thirty-four years of hard won independence. This shows the necessity for introducing peace education in Zimbabwean teachers colleges as a strategy for positive peace building. It is therefore, recommended that teachers’ colleges in Zimbabwe should introduce peace education in their pre-service programmes in order to build prospective teachers’ capacities to establish an infrastructure for positive peace in their future classrooms, the immediate communities and Zimbabwean society as a whole. / Philosophy of Education / D. Peace education in Zimbabwean pre-service teacher education : a critical reflection

This study was designed to bring to the fore the reasons for introducing peace education in pre-service teacher education in Zimbabwean teachers colleges in order to establish the foundations for positive peace in Zimbabwe. The focus of the study was on the preparation of Zimbabwean pre-service teachers in peace education as an effective approach for building durable peace in Zimbabwe. The main research question that guided this study was: Why and how should peace education be introduced at pre-service teacher education colleges in Zimbabwe? The overall aim of the research is to develop an appropriate peace education programme for Zimbabwean teachers’ colleges which will be employed as a strategy for constructing positive peace in Zimbabwe. A phenomenological methodology blending Edmund Husserl’s descriptive phenomenology and Martin Heidegger’s interpretive phenomenology was used to elicit participants’ views on the challenges and possibilities of introducing peace education at pre-service teacher education colleges in Zimbabwe. Data for the study were gathered using semi-structured interviews, focus group interviews and documentary analysis. The search for peace, reconciliation and unity in Zimbabwe : from the 1978 internal settlement to the 2008 global political agreement

This study is a critical examination of the complex search for peace, reconciliation and unity in Zimbabwe between the years 1978 and 2008, with a view to identify factors that have been blocking sustainable peace, national unity, reconciliation and development. It is a qualitative study which draws data from document analysis and oral interviews. The specific focus of the study is an analysis of the four peace agreements signed in this period namely; the 1978 Internal Settlement, the 1979 Lancaster House Agreement, the 1987 Unity Accord and the 2008 Global Political Agreement. Its central thesis is that coloniality in its multifaceted invisible forms is largely responsible for conflicts that have engulfed Zimbabwe and for compromising the chances of success of the four peace agreements. Coloniality has produced a ‘postcolonial’ leadership that has continued to practice politics in a violent, repressive, corrupt and unaccountable manner because of interpellation by the very immanent logic of colonialism that reproduces such inimical practices as racism, tribalism, regionalism and patriarchy. Theoretically, the study deploys de-colonial epistemic perspective in its endeavour to unmask and explain challenges to peace, unity, reconciliation and development in Zimbabwe. Finally, the thesis makes a strong case for pursuit of decoloniality as the panacea to conflicts and as an approach to conflict resolution and peace building that privileges decolonization and deimperialization so that Zimbabwe’s development goals could be achieved. / Development Studies / D.
