Facilitating reconciliation in divided communities in Mashonaland Province, Zimbabwe

Submitted in fulfillment of the requirements of the degree of Doctor of Philosophy: Public Management (Peacebuilding), Durban University of Technology, Durban, South Africa, 2016. / Conflicts in Zimbabwe have triggered communities to be divided along political party lines. Violence has been prevalent and this has intensified economic ruin and social polarity. In high density urban areas this violence continues to divide communities. The overall aim of this research study was to facilitate reconciliation in divided communities in Mashonaland province, Zimbabwe with the Alternative for Violence Project (AVP), an international non-profit organisation that provides experiential training to individuals and organisations in nonviolence and pre-emptive conflict resolution. The objectives of the study were to explore the underlying causes of violence in Zimbabwe, its consequences and impact since 2000, and also to explain the concepts of conflict transformation, forgiveness and reconciliation as used by AVP. In addition, the study explored AVP’s outcomes in different contexts and examined its potential as an instrument for reconciliation by implementing several AVP workshops in the divided communities. Hatcliffe, a high density area outside Harare, was used as a sample population for the study which drew from Lederach’s theory of conflict transformation and from Azar‘s model of protracted social conflicts. The researcher used a qualitative approach in the field research and interviewed both the victims and perpetrators of violence as well as elected leaders in the Hatcliffe community. The main findings of the study were that reconciliation efforts are best begun with an orientation towards peace-building for community residents and local ownership of all reconciliation processes. All community members directly or indirectly involved in a conflict situation are critical to reconciliation efforts and third parties must ensure that these people are empowered to make their own decisions. The study concluded that AVP is an effective tool which can be used to change people’s perspectives about conflict and that creating safe spaces where people can articulate their issues in a relaxed atmosphere can be deeply healing. Because the findings are not disconfirmed by prior theories and research based on similar efforts, but rather add to knowledge already gained, one can assume that there also is a degree of external validity to the study. / D

Conflict and the resolution process in Zimbabwe from 2000 to 2013

A thesis submitted to the Faculty of Commerce, Law and Management, University of the Witwatersrand, in fulfillment of the requirements for the degree of Doctor of Philosophy March 2015 / The timing of conflict resolution efforts is important in identifying when an intervention is likely to succeed according to ripeness of conflicts theory (Zartman, 1985). Although the ripeness theory appears to be a great contribution to the conflict resolution doctrine, there is no scholarly consensus on its plausibility with criticisms that are centred on: a contest on the variables that should help in its identification; low predictability; lack of cross-case generalisations; and, methodological weaknesses inherited from rational and public choice theories. The study took the position that conditions creating ripeness should be expanded beyond what is currently obtaining in literature, can help in determining the formula for resolution and indicate what to do in the implementation of the agreement so reached. To interrogate the theory’s plausibility, interpretivism was used to gather evidence from the case - the conflict that prevailed in Zimbabwe from 2000 to 2013 - to extrapolate implications for the ripeness theory and suggest improvements through paradigm complementarity. Although the external dimension of the conflict in Zimbabwe remained unaffected, ripeness was found in its domestic setting deriving from the indecisive/disputed elections of 2008 and the threat of a failed economy that triggered a Southern African Development Community intervention and offered a cue to the formula for resolution - the Global Political Agreement. Shared political legitimacy in the Global Political Agreement however saw that ripeness diminishing and it had vanished by 2013, although the conflict which by 2013 was yet to realise complete resolution, was to a large extent transformed to lower levels of hostilities with dysfunctionality temporarily arrested. Ripeness proved to be a product of both perceptual and structural variables that change in intensity over time, thus affecting the implementation of agreements that arise from ripeness. The study proved that ripeness theory in its expanded form is a viable strategic tool in conflict resolution, though success as in military doctrine depends on the accurate identification of the variables creating ripeness, timely intervention and a fitting operational plan to effectively exploit the opportunities so created. / MB2016

An exploration of the effect of world politics on SADC's capacity to manage and resolve violent conflict

The rise of International Non-Governmental Organisations (INGOS) in the post-Cold War era in Africa exerted pressure on conflict resolution mechanisms as governments responded to perceived and real pressure from external, mainly Western countries. INGOs are well resourced and conduct ‘humanitarian’ and other work funded by donors. The issue of funding is critical to control and legitimacy. It is also tied to achievement of intended goals. The study explores the relationships and in some cases conflict between Western NGOs in Zimbabwe and the government during the period when the latter was experiencing diplomatic estrangement with Western countries. The qualitative study seeks to establish whether INGO operations were influenced by political relations. The researcher interviewed twenty experts in NGO and governmental operations using an interview guide. Data was collected and entered into Nvivo software where it was thematically analysed. The major findings of the study are that the political strand is the main relational context that determined the relationship between the government and INGOs. INGOs were viewed as active conflict drivers mostly due to the bias towards certain political parties and being conduits of Western initiatives. Local conflict resolution mechanisms were also established to be inadequate. The study recommends that the government of Zimbabwe needs to work on maladministration and resolve differences with Western countries. Local NGOs and INGOs should not meddle in politics in order to have a trustworthy relationship with government while donor funds are more appreciated when channelled through governments.

Acting out the myths : the power of narrative discourse in shaping the Zimbabwe Conflict of Matabeleland, 1980-1987.

This thesis interrogates the Matabeleland disturbances of 1980-1987 by analysing the conflict narratives promulgated by the ZANU-PF and how these narratives directly impacted the socio-political construction of violence that was enacted during that period. Of critical relevance is the interplay between the revolutionary narratives manufactured and imposed by the ZANU-PF regime and the myriad of contrasting, yet subjugated counter-narratives that were formulated as alternative resistances by the recipient communities. Through in-depth interview and document analysis methodologies, this research deconstructs the generative nature of scripted violence through the exploration of five salient themes employed by the ZANU-PF to produce its political meta-narrative: Ethnicity, Nationalism, Loyalty, Legitimacy and Unity. This study explores the power and function of narrative discourse in the formulation of ethnic identities, nation-state ordering, historical exclusion, political discipline, and social uniformity. The premise of this dissertation suggests that durable peace in Zimbabwe will only be realised to the degree that the silenced victims of the Matabeleland massacres are afforded a public voice and a sustained recognition in the historic, collective memory of that nation. / Thesis (Ph.D.)-University of KwaZulu-Natal, 2009.

Exploring transitional justice options for Zimbabwe

Gross human rights violations which date back to the pre-colonial period could have been abated in 1980 when the magnanimous policy of national reconciliation promised a new start. The watershed opportunity was, however, lost mainly because no deliberate efforts were made to account for the wrongs of the past in order to start afresh. The result was that Zimbabwe won the independence, but peace remained elusive. This is evidenced in the continued instability, insecurity and uncertainty. The non-retributive pledge had inherent weaknesses; it lacked inclusive participation, hence, no broad ownership. Simply drawing a line between the wounded past and the present, meant burying the past without the prerequisite rituals bent on ensuring non-recurrence. The futility of this blanket amnesty is evident in the sustained legacy of gross human rights abuses and impunity. Political violence has been institutionalised through politicisation of all aspects of life. This research is guided by Lederach’s reconciliation theory which uses Psalms 85:10 to emphasise the importance of commitment in converging the seemingly divergent aspects of truth, peace, justice and mercy into a ‘meeting place’ called reconciliation. Using a mixed methods approach, this research established that the invariably top-bottom approaches massage the symptoms rather than address the root causes of conflicts. The victims’ agitations for revenge and retribution prompted me to design action research processes aimed at engaging the research participants in interactive activities. The action research component aimed at sensitising participants to the merits of letting go of the burdens of the past, and to use scars as reminders of hope and not victimhood. The issues of forgiveness without apology, compensation or even remorse were contentious. However, through give-and-take concessions, the dialogue intervention yielded invaluable by-products such as maximisation of indigenous knowledge systems. Building on the participants’ input, sustainable healing and reconciliation can be achieved through deliberate truth-recovery, the right to justice, reparation, forgiveness and non-recurrence assurances. The research outcomes show that Zimbabwe urgently needs a ‘hybrid’ transitional justice framework based on inclusive participation. Inclusivity is critical because politicians are not necessarily experts in peacebuilding. The yet to be implemented National Peace and Reconciliation Commission can be used as a tool to seek public opinion on how to overcome the entrenched ‘fearology and militarism’ (Oberg 2016) ahead of the watershed 2018 general elections. Uncensored national debates can be used to gather information on the way forward. The multiple merits of Information Communication and Technology should be fully maximised in peacebuilding. / D

Text in Afrikaans / This study aims to analyze the conflict resolution process in Zimbabwe after the Lancaster House Agreement and the subsequent elections from March 4, 1980 up until 2002. The objective is to determine what effect this process has had on all the people in Zimbabwe, both nationally and locally. It also endeavours to evaluate their attempts to transform from a violent culture of guerilla warfare, to an all-inclusive sustainable peaceful environment and culture. The reason for this specific time period of the study lies in the fact that the peace building process of the Zimbabwean conflict resolution process was supposed to be introduced during this time. This is the era during which the root of historic conflict, according to the peace building theory, has had to be transformed. It also implies the start of the implementation of the radical land reform process. From this perspective the following 5 key questions form the raison d‟être of the study and will be analyzed in the different chapters: 1. The requirements for sustainable peace, according to the conflict resolution and peace building theory, as developed by Galtung, Mitchell, Lederach, Burton and Anstey. 2. The characteristics of the historical conflict structure to be transformed during the post-1980 period. 3. An evaluation of the development of an all inclusive, multi-faceted and integrated program for the transformation of the historical conflict structure. 4. An evaluation of the international managers‟ contributions for laying the foundation for the integration of peace-making and the subsequent phases of the peace building process. It also questions the degree of reconciliation and peace building. 5. The lessons learnt from the Zimbabwean experience and its implications for conflict resolutions and peace implementation processes in Southern African societies. Included in this question is to seek clarification and to develop proposals about the roles and contributions of internal and external role players on all levels of society in such processes. Hence the conclusive finding that conflict resolution and peace building is an integrated multi-dimensional process. This conclusion is confirmed in the Zimbabwean situation. Conflict involves the entanglement of needs, unappeased perceptions and codes of conduct during the period of negotiations. In Zimbabwe the escalation and de-escalation of these influences are clearly observed. The evaluation and manipulation of the history of Zimababwe, of which the manipulation is still continuing, is harming the process of reconciliation and peace building. The absence of an inclusive raison d‟être for all parties involved (regarding differences and diversities on ethnical, social, economical and other levels) implies a strong escalating and de-escalating factor in the irreconcilability in Zimbabwe. The initiation of an integrated and multi-dimensional process, mechanism and framework of reconciliation and peace is strongly advised. This process, mechanism and framework has to have an integrated structure starting at international level (United Nations Peace Building Commission) decentralizing into regional, national, provincial and local government structures. The process and mechanism must be part of the establishment of conflict resolution and peace building as an generic management style and approach aimed at the political and governing processes of societies in transformation. This is especially important for the current Zimbabwean situation. / Die oogmerk van die studie is „n ontleding van die konflikresolusie-proses in Zimbabwe sedert die Lancaster House-ooreenkoms en die daaropvolgende verkiesings van 4 Maart 1980 tot en met die jaar 2002. Die doelstelling is om te bepaal in watter mate en op welke wyse, daar op alle vlakke van die gemeenskap nasionaal en op plaaslike vlak, gepoog is om die geweldskultuur, wat kenmerkend van die guerrilla-oorlog was, te transformeer tot „n volhoubare inklusiewe vredesomgewing en -kultuur. „n Primêre motivering vir die keuse van die bepaalde navorsingstydperk is dat dit veronderstel is om die vredebou-periode van die Zimbabwiese konflikresolusie-proses in te lui. Non-governmental organisations' role in conflict transformation : the case of Zimbabwe since the inception of the Government of National Unity, 2009-2012.

Zimbabwe as a country has successively been faced with a number of challenges that others argue to be a result of either poor governance or colonial imbalances. However, despite the contestation with regards to the cause of the crisis situation, several armed struggles continued to wreck the economy. This continuous collapse of the economy resulted in the ruling government slowly becoming unpopular to the people, thus it paved way to the formation of the Movement for Democratic Change (MDC); an opposition political party to the dominant Zimbabwe African National Union –Patriotic Front (ZANU-PF). The formation of the opposition party then triggered tensions, which later saw the March 2008 elections’ tension calling for a power-sharing agreement. Therefore, it is against this background that the research critically examines the role played by Civil Society Organisations (CSOs) in conflict transformation since the formation of the unity government. In addition, the study is also conducted against the background of scholarly interest to understand the relationship between CSOs and the Zimbabwean government, during the period that marked the introduction of the inclusive government 2009-2012. The study will also look at the key competencies of CSOs, which are complimentary to the process of conflict transformation and further outline the need for active participation from CSOs and other stakeholders to the process. In addition, it is worth noting that while CSOs make numerous attempts to vigorously participate in conflict transformation, factors such as restrictive government policies, lack of funding and government interference continually undermines their contribution. Autonomous and sustainable operations of CSOs in such limiting environments is virtually impossible hence, there is need for drastic measures to be employed in order to address this contradiction. / Thesis (M.Com.)-University of KwaZulu-Natal, Durban, 2013.

Developing peacebuilding skills among civil society organisations in Zimbabwe

Successful peacebuilding pivots on the development of a set of skills to attend to the challenges presented by the conflict. The study was inspired by an observation that the emergence of CSOs working on peacebuilding in Zimbabwe was happening in a context where there was no proper training and organisational capacity development. Using an action-research design, and a case study of two CSOs operating in Bindura and Mazowe Districts in Mashonaland Central Province in Zimbabwe, the study involved a sample group of fifty-seven participants, and included a core Action Research Team (ART) of twelve participants to initiate the process of capacity development related to peacebuilding in Zimbabwe. Interviews, Focus Group Discussions, Document studies were used in a triangulation approach to enhance validity and reliability of the process. The preliminary assessment revealed that the peacebuilding environment in the two districts is highly polarised. There is a combination of both direct and indirect violence in the area. The state as well as traditional institutions are active perpetrators of both direct and indirect violence in the two district. The use of Local Peace Committees and the workshop method has not reaped the desired outcomes owing to the polarization. After a preliminary assessment of the peacebuilding environment in the area as well as a critique of the peacebuilding models being used by the two organisations, we then set out on a process of identifying strengths and weaknesses in both the programming as well as the delivery of the projects in the communities. A series of focus group discussions and organisational document analysis of the two organisations, we eventually agreed on the development of a training module for the Action Research Team. Five thematic issues were identified as forming the basis of the intervention programme. The five thematic issues were on the conceptual issues of conflict, violence and peace in a local context, conflict analysis skills, conflict sensitive programming, culture, conflict and change and lastly basic counselling skills for peacebuilders. A three-day training workshop was then held in order to develop capacity relating to the thematic issues. The short term evaluation of the intervention showed that the training was successful as the participants had already started implementing some of the new knowledge and skills. / D

A critical analysis of President Thabo Mbeki's approach to resolving the 2008 disputed election results in Zimbabwe

Evaluating the effectiveness of Thabo Mbeki’s political mediation in the Zimbabwean conflict of 2008, following a disputed election outcome, is the principal objective of this study. The Ripeness Theory of mediation and conflict resolution that was proposed by William Zartman and developed by other scholars is deployed as the theoretical framework of the study. The principal measure of the effectiveness of mediation lies in its success in resolving conflict in a sustainable manner. There is consensus in conflict resolution scholarship that the post-cold war era has witnessed a marked shift of conflicts from the inter-state scene to the intra-state domain, such as the one in Zimbabwe, 2008. This shift has brought with it increasing attention to issues of human security, human rights and democratisation in mediation and conflict resolution. As a result, a compelling need for the effective resolution of such conflicts, and guarantee of the enforcement of human rights, security and promotion of democratisation as part of mediation, has arisen. There is also a general acceptance, amongst scholars, that the success of mediation goes beyond the signing of mediated agreements as often case conflict has re-ignited after the signing of peace agreements. For that reason, the argument that mediation is counter-productive as it often puts a lid on the can of conflict without resolving the underlying conflict issues has achieved currency. There is therefore a general convergence of views in mediation literature that addressing the structural causes of disputes guarantees the sustainable resolution of conflict. It is in the context of these developments and views in international relations and politics that this study evaluates, using the Ripeness Theory, its limits noted, the effectiveness of Thabo Mbeki’s mediation in Zimbabwe, and the argument is advanced that often case mediated agreements are not effective mechanisms for the sustainable resolution of conflict and the achievement of democratisation and durable peace. Civil society groups need to be involved to expand the scope of negotiations and limit effects of mediator partiality. / Political Sciences / M.A. (International Politics)
