Magíster en gestión cultural / Con el fin de esbozar un panorama de la situación social y de la gestión cultural en Tumaco, se seleccionaron cuatro proyectos: el Carnaval del Fuego, la Casa de la Cultura de Tumaco, la Biblioteca Pública y los proyectos de formación audiovisual Imaginando Nuestra Imagen y el Diplomado de Documental Entre Fronteras. Estos proyectos fueron tenidos en cuenta para la investigación por cuatro requisitos relevantes en este contexto: Primero, la relación que tienen con el Estado, o sea, que sus actividades se definan por la intervención del Ministerio de Cultura. Luego, que tenga un impacto en el público de Tumaco, eso significa que de alguna forma estos proyectos generen cambios de actitud en la comunidad a un largo plazo. Tercero, que haya una participación importante del actual sector cultural local, y cuarto, que aporten a la economía local, ya sea desde la formación, la generación de empleo, etc. El método de investigación usado para esta tesis, responde a una hipótesis inicial: “Después de doce años de creación del Ministerio de Cultura y a pesar de los intentos de formular las políticas culturales diferenciales basadas en la plurietnia y la multiculturalidad, el caso del Municipio de
