Economic dependency and the political economy of post-neoliberalism in Argentina : the paradox between commodities and progressiveness : the case of the soy complex

This dissertation investigates the role commodity exports are playing in making the hegemonic policies of Latin America's new progressive governments viable and the repercussions these are having on economic development. At the core of the analysis there is a study of those mechanisms which are making possible Kirchenerism's policies of industrialization, social redistribution and international autonomy viable, and, how these are reliant on reinforcing the commodity exporting economy in the country. Using Argentina as a case study the dissertation argues that this post-neoliberal progressive project is embedded in an essential paradox. This hinges on the way in which a more progressive post-neoliberal organization of capitalism is entrenched in reinforcing Argentina's subordinated integration into global capitalism as a commodity provider - a process which, in turn, is strengthening the country's dependent integration into the international economy. The Argentine soy complex is taken as a case study to provide an empirical base to the argument and provides a site for testing the main hypothesis of this study. The argument revisits the Latin American tradition of dependency theory. It explores to what extent the post-neoliberal political economy in Argentina, even if progressive, is reliant on commodity exports which are strengthening a situation of dependency that is then obstructing the prospects for long term economic development. Chapter 2 explores how the Latin American tradition of dependency can provide a valuable setting to study the political economy of post-neoliberalism in the region. In chapter 3, I argue that a precise look at the current organization of how capital is realized in Argentina can show that the core of the processes of capital accumulation and social reproduction, embraced by Kirchenerism, represents a post-neoliberal rupture. Chapter 4 shows how the key hegemonic policies for Kirchenerism - of industrialization, social redistribution and international autonomy - are possible because of the recent growth of the commodity exporting economy. Chapter 5, establishes how Kirchenerism is reliant on the good performance of the soy complex in order to sustain these policies and, in chapter 6, there is an illustration of how the new situation of dependency hinders economic development prospects by using the soy complex as a case study. The major contribution this dissertation offers is an increased understanding of the political economy of these new progressive governments. In particular, the analysis shows the essential role that commodity exports have had in sustaining the key policies of these projects and also how the sustainability of a more social democratic organization of capitalism is hindering long term prospects for economic development.

No processo de filetagem da tilápia é gerada grande quantidade de subprodutos, sendo que a produção de surimi surge como alternativa de aproveitamento destes resíduos. A tecnologia do surimi permite agregar valor funcional, nutricional e comercial para elaboração de produtos reestruturados. O presente trabalho teve como objetivo contribuir com a sustentabilidade da indústria de filetagem de tilápia pela produção de um alimento para consumo humano (Hambúrguer), bem como pela utilização de resíduos do processamento (água de lavagem). Os resultados obtidos indicaram que foi possível elaborar produto reestruturado (hambúrguer), com teor de umidade desejável utilizando processamento manual para a obtenção do mesmo. A composição centesimal obtida para os hambúrgueres ficou dentro dos valores determinados para outras espécies, podendo ser considerado produtos de boa qualidade nutricional. As micrografias dos hambúrgueres apresentaram orifícios de ar característicos de produtos reestruturados, e algumas fibras musculares isoladas. O estudo comprovou que a lavagem e a adição de amido de mandioca ao músculo da tilápia transformam a proteína original em um tecido flexível e modelável, proporcionando a utilização do surimi na elaboração de diversos tipos de produtos. O resíduo do processamento (água de lavagem do surimi) possui proteínas que ao serem hidrolisadas podem ser utilizadas na alimentação. Estudos futuros são necessários para a utilização dos hidrolisados para o uso industrial / Abstract: Aquaculture has been growing worldwide, and the intensive farming of tilapia an expanding activity. In the process of filleting tilapia is generated large quantity of by-products, and the production of surimi appears as an alternative use of these residues. The technology allows surimi add value is bringing added value functional, nutritional and commercial development of restrutured products. This study aimed to contribute to the sustainability of tilapia filleting industry for the production of a foodstuff (Hamburger), and the use of processing waste (wash water). The results of this study indicated that it was possible to develop restructured products (hamburger) with desirable moisture content using manual processing to achieve the same. The chemical composition obtained for the burgers is within the range determined for other species, can be considered products of good nutritional quality. The micrographs of the burgers had air holes characteristic of restructured products, and some isolated muscle fibers. The study found that washing and addition of cassava starch to the muscle of tilapia transform the original protein in a tissue flexible, allowing the use of surimi in the preparation of different types of products. The waste processing (surimi wash water) has to be hydrolyzed proteins that can be used in foodstuffs. Further studies are needed to use hydrolysates for industrial use / Mestre

Determination of the real exchange rate in commodity exporting countries: do commodity prices matter?

We make use of monthly commodity price time series data to determine the causality relationship between exchange rates and the top three commodity exports from 5 commodity exporting countries (Brazil, Chile, Mexico, Norway and South Africa). Due to the phenomenon called “Dutch Disease” commodity exporting countries’ economies are found not to experience large economic success during periods of booming export commodity prices. Using data from the IMF IFS database, only one country out of the five included in this study shows evidence of conitegration relationship between commodity prices and exchange rates, although there is some evidence of commodity prices explaining the movement of exchange rates in all five countries. We find that commodity prices do play a role in the exchange rates movement in commodity exporting countries. / MT2017
