The fundamental objective of this research is to design and propose an appropriate community benefit model that can be implemented by a forestry company in the Eastern Cape of South Africa. De Beer, Rutsch and Eliffe (1998) describe community benefits as a collection of social and economic opportunities through which people are able to improve the quality of their lives or the lives of others. This study proposes a model that can be implemented in a manner that is mutually beneficial to the forestry company concerned and its community stakeholders.

The role of traditional leadership in governance and rural development: a case study of the Mpumalanga traditional authority

This study examines how well the Mgwalana Traditional Authority (MTA) is performing its role of governing and developing its area and the municipal area of Nkonkobe in the Province of the Eastern Cape. The Chief of the MTA is one of the 2400 traditional leaders in South Africa who are responsible for giving leadership and development services to approximately 16 million people living in the rural areas. This study tries to find answers to two research questions: 1) What role does the Mgwalana traditional council play in governance and development? 2) Has the South African government managed to add traditional leadership to the local government structures? The study shows that the MTA is finding it difficult to do much socio-economic development because the Nkonkobe Local Municipality considers governance and development as its own role, and the traditional leadership is supposed to join only in customary and cultural activities. The research concludes that these two bodies could move out of the cross-road if they were to follow the Traditional Leadership and Governance Framework Act, 2003 (Act 41 of 2003), and if the municipality were to work with local stakeholders, including the MTA, to achieve the goals for local government laid down in section 152 of the Constitution of the Republic of South Africa, 1996.

Evaluation of community participation in a rural development project

People have their own different understanding of the meaning of participation. Thus cannot put one meaning to participation. As a woman who grew up in the rural areas for most of my life, I have witnessed the problems in most of the rural development projects. I have first ‐ hand experience of how the unavailability of these projects has affected the rural communities at large, at the same time, I have witnessed how those who have managed to get some of these projects started have benefitted more ways than one way in these rural development projects. Some of these projects have become a success and some have failed dismally. What contributed to the success or failure of these very important projects needs to be examined. More importantly, the level of community participation needs to be evaluated. Relatively few studies have been conducted to evaluate community participation in rural development projects. Some, if not most of the remote villages in the Eastern Cape Province are still without those basic necessities the government has promised, such as the building of houses and provision of clean water. Another sad story is that not enough is done to educate and empower rural communities about their basic rights and needs. Hence, one of the focal points to the study is to scrutinize the level of participation of the community, as some may be suffering from ignorance, apathy and lack of motivation. to scrutinize their level of participation (community participation). Community participation in the decision-making process in Mnquma Local Municipality

The study investigates community participation in the decision-making processes in Mnquma Local Municipality. The issue of community participation in decision making is receiving attention in South Africa, from both government and civil society sectors. Governments in many parts of the world have begun to take a fresh look at the need for public participation in decision-making processes. The main problem to be addressed in this study is the extent to which the community can be involved in decision making processes in Mnquma Local Municipality. To address the research problem and to achieve the aims of this study, an in depth review of the literature on decision making was done. The empirical search was done by distributing self-administered questionnaires to the participants in Mnquma Local Municipality. The research findings revealed that in Mnquma Local Municipality community participation in decision-making is not effective. Consequently, the delivery of services in this municipality is poor. Another factor that inhibits community participation in the decision making processes in the municipality is that most of the municipal documents are written in English a language in which the majority of the members of the community are not competent in because they are Xhosa speaking people. Recommendations for improved satisfaction in service delivery, communication, consultation, regular meetings, and language were made with regard to community participation in decision making. If these recommendations are implemented, they will assist Mnquma Local Municipality in the area of decision making.

Poverty alleviation through empowerment and participation: the Seki Women's Foundation

As poverty alleviation projects are being established in communities in order to reduce the impact of unemployment, crime, and inequality as well as other factors propagating poverty, numerous projects fail to democratically meet the needs of the poor majority. Development initiatives brought forth by government and non-governmental organisations, which adopt a top-down approach in order to accelerate development, do not always have a positive effect on the community, especially on the poor majority, which development is meant to empower and benefit. This results in the short life span of the project and leads the community into immense poverty. Thus, the focus of this research paper was to evaluate the extent to which poverty alleviation projects such as the Seki Women’s Foundation, contribute towards the alleviation of poverty in its community, located in New Brighton, Port Elizabeth. This evaluation study focused more on aspects of development concerning community participation, empowerment through skills training and project sustainability. The objectives of the study were to investigate the values, aims and objectives of the Seki Women’s Foundation; how these values, aims and objectives were fulfilled; the challenges faced by the project towards effective community development and the determinants of the long-term sustainability of the project. The research study adopted a qualitative approach, which allowed the researcher to collect meaningful knowledge from the volunteers and stakeholders by conducting semi-structured interviews and a focus group which were guided by open-ended questions. The data was thematically analysed where important concepts were coded in order to obtain accurate information so that valid results could be reached. The main findings of the research study suggested that the contribution made by the Seki Women’s Foundation towards poverty alleviation and community development is to empower the volunteers and community through skills training in baking, gardening and sewing. The volunteers share these skills amongst community members, enabling them to be self-sufficient and implement the skills in their own surroundings. The project builds strong partnerships with the stakeholders by being accountable and transparent about the utilisation of funds through report formulation. Although the project implements some principles of community development, the full participation of volunteers in the development process remains a concern, especially in decision making. The challenges faced by the project are concerned with burglary of clothing containers, stealing of vegetation and garden tools and the community not buying the products sold by the project. The research study recommends that the volunteers reason with the community and instil trust and honesty to avoid crime. The project should instil authentic participation in all development processes and form a partnership with local shops in convincing them to sell their produce as this will allow some income to generate within the project and community.

Community participation in urban renewal projects has become important in the South African government’s efforts to address past imbalances and improving the livelihoods of socially excluded and marginalised communities. In order for the Helenvale Urban Renewal Project to be successful and bring about sustainable change, it is vital that the community be allowed and encouraged to play an active role in consultation and participation initiatives. This study outlines the importance of community participation, the types, the incentives and disincentives as well as the possible barriers to effective community participation. Findings from the analysis of the collected data indicates that a community project can only be successful if the implementing agent employs democratic principles whereby all residents are given a voice and are allowed to participate in the decision-making and implementation process. This study explores the concept of community participation in the Helenvale Urban Renewal Projects with particular reference to the role played by the Mandela Bay Development Agency in promoting community participation in the Helenvale Urban Renewal Projects (HURP), in Port Elizabeth.

Finally, it is necessary to define the version of participation that is relevant to this study. In this study participation means involving all the members of the community and all the stakeholders and structures involved. Mainly the community members regardless of age, gender, disability and education should be involved from the initial stage of the project. These also include participation in meetings, because this is precisely where their needs are going to be established. The good thing about this is that their needs would voluntarily come from them in these community meetings. This therefore would give them a sense of ownership and be proud of their own project. This is something that would contribute to the project’s sustainability. How community members are going to contribute to this project should also be addressed. In this practice communities should try to avoid the tendency of the government imposing on rural communities ideas or what they need and how to achieve it. It should be kept in mind that at the end of the day these projects would be left at these communities, with the community members to look after them. The sustainability of these projects therefore depends on the community members. Community participation plays a very big role in rural development or any form of development. One needs to involve the community members in their own development project. This involvement should begin in the early stages of the rural development project, and continue throughout the project. Government agencies or officials should not impose their ideas in rural communities. It is very important for government agencies to do needs analysis and work with the rural communities. Forced contributions should be avoided by all means even if it involves labour or finances. Rural community members should be part and parcel of the project. According to Narayan (1995), the central argument for a participatory process is that involvement in decision‐making lets people exercise choice and voice more broadly in their lives, as well as in the more immediate context of development programmes that benefit them. Empowerment is thus, about the capacity building of individuals and the organisations that support them (Narayan, 1995:10).

An investigation of the role of community development workers: Bitou municipality

This treatise investigates the role of Community DevelopmentWorkers, with reference to the Bitou Municipality. The treatise comprises five chapters. The concept of Community Development Programme is fairly new in South Africa; therefore, further research is needed on the subject. A literature review was done to establish the concept and the background of the CDWP. A questionnaire was developed in order to obtain primary data from a selected sample group. The data obtained from the questionnaire was statistically analysed and interpreted. The core findings from the analysed questionnaire indicated the following: (a) CDWs clearly understand their role and responsibility, but there is a need for roles and functions to be clearly defined, with detailed terms of reference, to ensure a common understanding with other stakeholders, e.g. Ward Committees, Councillors, Non-governmental organisations, Communitybased organisations, and members of the community. (b) living conditions in the wards improved following the introduction of the CDWP. (c) there is a good relationship between CDWs, Ward Committees and Ward Councillors, but there is also a perception that Ward Committees and Community Development Workers constantly clash or compete in the wards in which they serve. (d) CDWs should not be affiliated to the ruling or any political party. (e) CDWs are confused regarding who is responsible for their remuneration (the Municipality or the Provincial Department of Local Government).

Improving integrated waste management with community education programmes : the case of New Brighton in the Nelson Mandela Bay Municipality

Municipal solid waste management is gradually becoming a major challenge that is confronting governments in all spheres. This can be attributed to urbanisation and startling population escalation. Each and every member in a community is a contributor to this dilemma and a generator of waste. The essence of this study is to investigate whether the utilisation of education programmes can assist to improve how communities handle and dispose their household waste and its contribution to the effectiveness of the integrated solid waste management system for the New Brighton Township in the Nelson Mandela Bay Municipality. A theoretical framework is developed using the systems theory in trying to address the challenge. The study used the qualitative research method. Data were gathered using questionnaires and face-to face interviews. The empirical survey was employed for the purposes of the study and the interpretation of the research findings were analysed and described. As a metropolitan municipality, it is envisaged that this research will assist the NMBM, to identify how to manage solid waste efficiently and effectively and thus enhancing service delivery that will ensure communities of their well-being and dignity. Various recommendations are presented, based on the findings of the study. It is hoped that these recommendations If are adopted, the NMBM will be able to deal more effectively and efficiently with the challenges that the NMBM is faced with in dealing with waste management issues thereby enabling the NMBM to deliver the most basic need to the communities of the New Brighton Townships.

Assessment of local economic development in the O.R. Tambo District Municipality: agriculture and food production

Local economic development (LED) is a government policy tool that seeks to build the economic capacity of a local area to improve its economic future and the quality of life for all. Partnerships between the public sector and the private sector are considered to be an important foundation for successful LED planning and implementation. The aim of the study was to assess whether the LED interventions, with specific emphasis on agriculture and food production programmes, are improving the livelihoods of the poor communities within the OR Tambo District Municipality. The researcher used the qualitative and quantitative research methods to collect the data through interviews and questionnaires respectively. Probability and non-probability sampling techniques were employed to identify the research sample from the target population. The researcher sampled the OR Tambo District Municipality as well as all the local municipalities therein. The target population consisted of LED directors, LED and IDP managers as well as LED councillors as respondents. Furthermore, the researcher also sampled other stakeholders that are crucial in LED, namely the Department of Economic Development and Environmental Affairs, the Department of Rural Development and Agrarian Reform and Transformation, the Eastern Cape Department of Local Government and Traditional Affairs, the Department of Social Development and Special Programmes as well as the Ntinga OR Tambo Development Agency. Budgetary constraints and agricultural infrastructure backlogs were identified as the main challenges facing the district. These challenges hinder the effectiveness of implementing sound LED programmes. Consequently, LED benefits are minimal. It is recommended that the municipality develop strategies for income generation to boost its financial viability in order to strengthen its financial capacity, embark on vigorous infrastructure rollout which will have a positive economic impact and open employment opportunities for the local communities. This can be achieved by the strengthening of partnerships and the attraction of private investors in order for the municipality to implement the LED programmes effectively and change the lives of the people in the local area.
