An assessment of the experience of small town local economic development in the Eastern Cape Midlands

This thesis is an assessment of the experience of small town local economic development in four towns namely Graaff-Reinet, Somerset East, Aberdeen and Pearston situated in the Eastern Cape Midlands, South Africa. It aims firstly to provide a critical overview of these selected small town economies before evaluating their local responses to the changing economic climate. The study is contextualized within the framework of locality development and emphasizes the heterogeneity of small towns with regards to physical, socio-economic, demographic and historical elements. From this, the original economic reasons for existence of these small towns are ascertained and then the major changes that occurred are identified. Amongst other aspects, the changes in the agricultural sector, the demographic changes particularly with regard to the significant increase in the urban population and the fluctuations in the quantity and types of businesses have all played a part in transforming the small towns' economies. As a result of these changes and many external driving forces such as changes in the regional and national economy, there are many severe challenges facing these small towns especially regarding the high unemployment rate, the associated poverty, HIV/AIDS and the low volume or absence of private investment into these localities. The responses of these small towns to the daunting challenges that they face have been considered in terms of Local Economic Development (LED) strategies that have been implemented. The LED initiatives in each town are examined in the context of their general characteristics, objectives, achievements and challenges. Emphasis is placed on Somerset East as it is the only town in the study area that has a development agency actively promoting various forms of LED. What has ultimately been established is: in all four towns, LED is not making a significant or meaningful difference and that natural market and economic forces play an important role in shaping and dictating the local economy. Somerset East is the only town where the economy could potentially be restructured with the proposed mega market-led approach to tourism and planning in the form of the Boschberg Development node. Four sectors perceived to be required for locality development are considered in this study, namely the export sector, the human resources, the local service sector and the government agencies. It is ascertained that although these sectors need to be part of a symbiotic relationship to promote and enhance economic development, they are not present in all the towns and as a result development, at both a household and a macro town level, is further hindered. Ultimately, these small towns in the Eastern Cape Midlands defy the notion that they are dying. 'Growth' and 'decline' have been two central features throughout this thesis and one of the biggest contradictions and challenges that these small towns face is the population growth with a declining or stagnant economy that cannot accommodate the increased number of people.

An investigation into organisational leadership for the development of community arts centres

This is more so where the most significant resource in the organisation are people. This study seeks to examine the leadership and managerial style that ideally could be useful in promoting and developing sustainable businesses with the focus of the study being in community arts centres. This study may be able to contribute to identifying and/or developing future entrepreneurs who may have an interest in opening their own community arts centres and businesses. The results of successful art centres may result in a proliferation of such centres and ultimately offering alternative careers and the opportunities for growth and development for the young South African. This may result in the creation and development of a more robust creative art and drama industry. While it is acknowledged that various other resources are critical for a business to develop including finance, the focus on the management of people forms the basis of this research. The Department of Arts and Culture has identified cultural industries as one of the drivers of economic growth and job creation. Early indications are that the cultural industries are already making a significant contribution to the country’s Gross Domestic Product. The Department of Trade and Industry estimates that the craft sector alone contributes about R2-billion (about 200 million Euros) or 0.14% to South Africa’s GDP annually (Department of Arts and Culture 2013). Community art centres could be the seeds for the growth of the cultural industry. The study included 101 participants, made up of eight (8) centre managers, 69 administrative staff members and 24 centre users. The key findings in this study covered the identification of the leadership, managerial qualities and attributes needed by owners and employees to successfully run/manage a business such as community art centre; to determine whether there is leadership development taking place as a strategic intent so that the next level of managers can head up these centres as well as encouraging some staff to pursue the entrepreneurial route and finally examining human resource principle, processes and practices that are useful when leading and managing a successful community arts centres. / M

The contribution of tourism to local community development : the case of Shakaland Zulu Cultural Village

However, it is not always clear if tourism creates a significant contribution to local destination communities, as, in most cases, benefits from tourism emerge slowly and usually accrue to certain groups within the community. This study is driven by the researcher’s desire in determining tourism’s contribution to local community development, and to seek ways in which the local indigenous community can enhance their standard of living through tourism. Hence, increased understanding of tourism’s contribution to community development is necessary to establish strategies to ensure that employees and community receive equal benefits from tourism. Therefore, the study sought to investigate ‘the contribution of tourism to local community development, using Shakaland Zulu Cultural Village (SZCV) as a case. A qualitative and quantitative approach was employed. However, more emphasis was placed on the qualitative approach. The study sample compromised of 84 purposely selected employees of SZCV. The data collected were coded and organised according to the interview questions and were analysed and interpreted according to five analytic categories that were based on the objectives of the study. The findings of the study indicated that: SZCV contributes to local community development; and SZCV has different tourism employment categories that improve the community’s livelihoods in Eshowe, including cultural dancers, cultural chief, traditional herbalist, sangoma, arts and craft workers, chefs, receptionist, reservationist, spaza shop retailer, food and beverage manager, front office manager, maintenance manager as well as cultural manager. The study further revealed that a few respondents received training for their positions; and that the majority of employees are involved in the decision-making process within the SZCV; however, this involvement was not at a strategic level. Furthermore, the study recomended that local community development in Eshowe needs to be improved especially through the diversification of the cultural village. This is attainable by forming a partnership with other tourism business in close proximity to the SZCV that attract a high volume of tourist, to increase the possible benefits to communities that are residing along SZCV. / M

Community knowledge, cohesion and environmental sustainability : an educational case study in Clarkson

An ethnographic case study was done in the rural community of Clarkson which lies at the foot of the Tsitsikamma Mountains in the Eastern Cape, South Africa. Rural communities gathered and developed local wisdom on the natural resources around them. The study shows that in the past, life in Clarkson was characterised by such shared wisdom, an abundance of natural resources, as well as strong community cohesion. With the advent of modern lifestyles community cohesion and practices were disrupted and today, people living in Clarkson are less dependent on each other and on local resources. This study suggests that some of the past wisdom, community knowledge, practices and skills that existed for ages in Clarkson, can still be useful today in the context of environmental sustainability. The incorporation of this knowledge into the new outcomes-based education curriculum in South Africa and the local school curriculum, is explored.

This research which makes reference to Sappi South Africa is grounded in a South African context, within the forestry industry. The aims of the study are to- 1. Provide a description of corporate social investment (in a Sappi/ South African context) from a theoretical, corporate and legislative perspective which will describe current Sappi CSI activity, its implementation, measurement and the driving force behind them. 2. To articulate a sound understanding without judgement of the current status of corporate social investment based upon the application of (1) above. 3. To position Sappi’s CSI approach on a macro government/ corporate power scale which will facilitate rich understanding concerning the long term sustainability of Sappi’s CSI approach on the corporation, the forestry industry and the South African economy. 4. To distill a consensual interpretation that is more informed and sophisticated than previous constructions within Sappi Forest Products Division. The qualitative research is descriptive. A single case-study method has been adopted. Corporate Social Responsibility (CSR), as a late twentieth-century American movement, is a modern manifestation of an ancient debate amongst philosophers and theologians in many lands and cultures about the morality of commerce itself (Hood, 1996). Friedman (1962) quoted in Anshen (1980:10) argues that business should not and must not deviate from its profit orientation and that it should be concerned only with its economic performance. Friedman supported the notion ‘the business of business is business’ and adds, as quoted in Smith (1990:60), that to suggest corporations should have a social responsibility is to fail to understand the way in which the market is and must be played and asks, ‘if business does have a social responsibility other than making profits for shareholders, how are they to know what it is? Frederick et al, (1998:36) argue that Corporate Social Responsibility balances power with responsibility, responds to public needs and expectations and can contribute to correcting societal imbalances implicit in most economies. Smith (1990:89) suggests that the social control of business is achieved by either virtue of moral obligation, market forces and legislation, or, manipulation, inducement and force. Beesley and Evans (1978) quoted in Smith (1990:54) note ‘there is recognition of the growth of corporate power and the consequent perception of relative shift from government to companies as the source of social improvement and the means to promote specific items of social welfare.’ On this basis it may therefore be concluded that societal responsibilities should be shared between government and business, and in this way power balanced and a healthy pluralistic state developed. The vision of Sappi’s Corporate Social Investment program is to be instrumental in empowering and creating opportunities for both personnel and their dependent communities in order to address their self-defined needs. Sappi’s CSI activity is concentrated on education and community development, environmental preservation and conservation, social welfare and arts and culture. CSI practices are driven by morality, enlightened self-interest and by the South African Government. If the corporation had only started trading in 2005 would the CSI vision be driven by the same ‘gears’, or would the moral obligation and enlightened self-interest become less apparent? It is recommended that the Sappi CSI initiative must embrace CSI and uplift it to the next level by implementing the change management process, outsourcing at least the rural CSI initiative and expanding into a more brand orientated CSI strategy. Sappi also needs to make strategic CSI alliances with other organizations.

Exploring the suitability of the evaluation criteria used in the MPT projects, by looking at hard and soft components of development programmes

The study explores the suitability of the evaluation criteria used in Microprojects Programme Trust (MPT), by looking at hard and soft components of the development programme. In this sense hard components of development refer to those components of projects that are tangible and can be physically observed and can bring material changes to the life of the community. Soft components of development refer to those components of projects that bring qualitative transformation to the life of the community, i.e. increased levels of awareness, human well-being and the empowerment process that addresses the community's abstract needs, these are not tangible and often cannot be physically observed. Midway through its contract periods MPT evaluate all projects. The purpose of these mid term evaluations is to make recommendations to MPT on future approaches and methodology for community development and operations. The mid-term evaluation also influences the distribution and allocation of resources and funding. It was therefore vital that the criteria used are subject to tests and critical analysis so as to assess their validity. The assessment of the mid-term evaluation criteria used in MPT projects has been to further determine the appropriateness or suitability of the evaluation criteria as an instrument to measure and guide the MPT community development approach in the Eastern Cape. The method used was to conduct focus group discussions so as to get an insight into the local community situation as well as to assess non-tangible improvements and changes that have occurred in the life of the community as a result of the project. The information generated was used to compare what the community believe they achieved with what the official mid-term evaluation reports indicate was assessed and achieved and that was contrasted with what the literature recommends should have been assessed. The study found that the mid-term evaluations conducted on MPT projects have no social context in which the evaluations themselves were conducted. The terms of reference and criteria were based on the programme design which was formulated and compiled by the European Union without the participation of the local South African community. The findings also indicated that projects become unsuccessful or partly successful if the "soft" components which have a bearing on social and economic realities are neglected. The thesis ends with recommendations on how the mid-term evaluations as well as MPT programme can be developed to be more responsive to the needs as identified by the communities themselves. It is strongly believed that this study will provide a valuable contribution towards increasing the ability of MPT programme to bring about both material and qualitative transformation to the I ives of the disadvantaged community of the Eastern Cape whilst ensuring that the mid-term evaluations are developed and shaped to become an appropriate instrument to measure and guide MPT programme approach to community development.

The 'global' and the 'local' : a comparative study of development practices in three South African municipalities

On first impression, it would seem that globalisation is producing an increasingly homogenous trans-border world, whereby, as a result of key changes including the impact of technological improvements, foreign travel, the spread of westernised cultural identities, market capitalism, and liberal democracy, the point has been reached where it is now becoming difficult to tell different localities apart. In this process, it is often forgotten what role individual places assume in the creation of this globalised world and that not all will benefit from globalisation. In many respects, locally specific activities, including urban renewal, place promotion, and infrastructural developments pursued within a selection of the planet's most strategically connected cities are now the primary catalysts of, and the influence behind, globalisation. Likewise, community-businesses, rural micro-industries, and alternative livelihoods are some of the key mechanisms that under-privileged localities in developing countries are employing to either respond to the marginalization imposed by globalisation, or to simply ensure survival. The emergence of localisation theory has therefore acknowledged and exemplified the importance of the locality in the context of the global economy as either a key node within it or a point within which people must engage in coping strategies, often as a result of the negative impacts of globalisation. In recent years, varying styles of locality-based development have become central to enhancing both the pro-growth global competitiveness of a number of South African localities, as well as for initiating pro-poor interventions in several of the country's smaller towns and rural areas. In the City of Cape Town, millions of Rands have been invested by the municipality and the private sector in urban regeneration strategies,which have led to an economic rebirth in the city centre and have generated numerous jobs in the tertiary and construction sectors that have helped to enhance the city's global stature. In Ndlambe Municipality, two community-businesses, which have received national funding and have strong municipal support, employ fifty people between them and have demonstrated the advantages of participatory action in propoor local development, within the context of the open market. In Emalahleni Municipality, attempts at locality-based development have been instigated directly by the local poor themselves and have been organised by members of the community in the face of non-existent local government support, which have resulted in the creation of several hundred income-earning opportunities for area residents. In summary, these three cases illustrate a range of approaches to locality-based development cunently undertaken in South Africa by different localities possessing widely differing resources, skills, and degrees of global connectivity in order to initiate growth and enhance standards of living. From labour reserve to investment opportunity: economic development planning in the Mbashe Local Municipal area in the Eastern Cape

Planning for economic development at the local level has become increasingly important in many countries of the world. South Africa is no exception and has had the local focus entrenched through constitutional provisions for developmental local government. This developmental approach has been intimately linked to, and influenced by, the broader legislative, policy and planning context within which the development challenges of post-Apartheid South Africa have been addressed. It has also been implemented in a context of far-reaching transformation of public institutions aimed, in the final analysis, at the effective functioning of three spheres of government. In this thesis, the Mbashe Local Municipal area is used as a case study for an examination of the linkages between economic development planning at the local, provincial and national levels. It is not a case study in the sense that an in-depth analysis of practice is undertaken; it is used rather as a lens through which the economic development planning activities of the three spheres of government are viewed. Its value as a lens lies in its location in the former Transkei, which is characterised by high levels of unemployment and poverty and low levels of service infrastructure, and in its status as one of the newly demarcated local municipalities in South Africa. Mbashe is a pilot site of the Promotion of Rural Livelihoods Programme, which has been linked to the Eastern Cape Province's Integrated Sustainable Rural Development Programme. It also includes one of the nodes of the Wild Coast Spatial Development Initiative, which has, since 1998, been promoted as a vehicle for economic development in the former Transkei. Research comprised extensive documentary research, individual interviews with key role players in the Mbashe Local Municipality, the Promotion of Rural Livelihoods Programme and the Wild Coast Spatial Development Initiative, and a group interview with members of the Local Economic Development Sub-Committee of the Mbashe Local Municipal Council. An attempt was made to understand the complex layers of policy and planning frameworks that guide planning at the national and provincial levels and within which local level economic development is situated, and to explore the responses that have been forged by agents within the Mbashe area. Key in this endeavour has been the initiatives developed under the guidance of the Mbashe Local Economic Development Sub-Committee. It is argued that the severe resource constraints faced within Mbashe, combined with limited knowledge of and participation in larger planning and resource mobilisation frameworks, lock Local Economic Development within the top-down and investmentled approaches, rather than the more integrated approach that is promoted in terms of legislation and that is required if poverty is to be addressed successfully. The limitations on state fiscal expenditure and the market-led approach to service provision and economic development, implemented in terms of South Africa's macroeconomic framework, combined with limited synchronisation of planning cycles in which integrated development planning at the local level is privileged, leave little scope for endogenous economic development at local level. There is scope for creative engagement with the interlocking local, provincial, national and continental economies by actively shifting resources in support of integrated, endogenous approaches. Such approaches could serve as counter-narratives to the dominance of neoliberalism and allow for the establishment of local economic development practice that addresses the needs of the poor and that builds integrated local economies under the control of democratic institutions. It is only with such a shifting of approach that economic development within Mbashe will shift the structural conditions that lock it into economic dependence and poverty.

A sociological analysis of Southern African AIDS Trust's capacity-development model in responding to HIV and AIDS

The issues of capacity and capacity development in the response to HIV and AIDS is a topic of intense academic interest and is on the agenda of development practitioners, particularly as these issues are linked to community HIV and AIDS competence and sustainability of civil society organisations and community capacity. The capacity development model of the Southern African AIDS Trust is one of the more illuminating examples of capacity development of civil society organisations for the enhancement of community HIV and AIDS competence in southern Africa. The thesis examines the conceptualisation and implementation of the Southern African AIDS Trust's capacity development model in order to identify and understand the multi-dimensional factors that influence the success and sustainability of HIV and AIDS responses. It argues that, even though the conceptualisation, formulation and implementation of the model were appropriate and yielded acceptable benefits to communities in relation to HIV and AIDS, the sustainability of the model depended fundamentally on the availability of requisite resources. The dependence on external resources, the availability of which is in large part beyond the control of the Southern African AIDS Trust and its community-based beneficiaries, undercuts the sustainability of the model and the programmes delivered through it. Community capacities and community-based HIV and AIDS responses are sustainable only to the extent that communities have sufficient resources to build capacities and develop responses, or can leverage and negotiate external inputs. The degeneration of capacity in intermediary organisations (such as Southern African AIDS Trust) that support community competence undermines models that at first sight seem suitable for effective capacity enhancement with regard to HIV and AIDS programmes. In this regard, the thesis also focuses on the organisational crisis within Southern African AIDS Trust and the ramifications this had for community HIV and AIDS competence.

Poverty is one of the issues that affects the development in our country. the strategies that are used differ from one to person to another. development is said to be measured through a lot of things but mostly through economic growth which influenced by poverty. the purpose of this study was to investigate the effectiveness of the strategies being used to alleviate poverty in the Motherwell township, in Port Elizabeth. The study focused mainly on Vukuzenzele gardening project, where a sample of 15 participants were purposovely selected to be part of the study. Furthermore, the aim of the study was to contribute towards community development by investigating the social issues that directly influence poverty eradication.
