Involving informally housed communities in shaping local government policies aimed at poverty alleviation: a South African perspective

This thesis discusses the involvement of informally housed communities in shaping local government policies aimed at poverty alleviation. Involving the poor in the design of anti-poverty policies at local level is regarded as an invaluable opportunity that should be used by municipal governments to make poverty alleviation efforts more demand-driven and therefore more relevant to the people they are meant to benefit. The argument is that because the poor know about poverty first-hand, they would be in a position to revive local government's capacity to respond effectively to their needs. But this does not come without a price. Because of the complexity of public management, participative democracy is liable to slow down the process of governance. It may also become advantageous to the interests of some people or groups of people at the expense of others if attention is not paid to the representation and consideration of all the voices in the community–to name two drawbacks. For this reason, it is essential to the realization of an effective bottom-up approach to anti-poverty policy-making that certain conditions are in existence and practical issues of involvement are worked through. Accordingly, it is the intention of this study to focus on two particular areas (conditions and practical issues that would facilitate the process of involving informally housed communities in the design of local government policies that affect their lives), which are investigated with particular reference to the South African context. Drawing upon a series of field surveys and a broad selection of relevant works of scholars from both the international and local scene, the picture that emerges is that there needs to be a proper level of government's commitment, capacity and legally binding responsibility coupled with a healthy degree of community's motivation, ability and organizational capacity in order to involve the poor in local governance efficiently. The study has also found that there needs to be proper forms of involvement (the most relevant of which are identified as an ombudsman, public meetings and residents' committees) that are to be employed with attention to such issues as stakeholders to be engaged, degree of participation, timing of involvement and topics for which public debate may be sought. / Development Studies / D.Litt. et Phil. The contribution of urban agriculture to food security in Emfuleni Local Municipality, Gauteng Province

This study evaluated the contribution of urban agriculture (community gardens) to food security in Emfuleni Local Municipality in Gauteng province. The objectives were to determine the socio-demographic characteristics of farmers in urban community gardens; followed by determining contribution of urban community gardens to food security with specific reference to food availability, food accessibility, food utilisation and food stability; evaluating the factors that influence food utilisation of the farmers in urban community gardens and lastly conducting SWOT analysis of urban community gardens. The sample size of 254 farmers was randomly selected from 418 farmers located in 30 urban community gardens in Emfuleni Local Municipality. Furthermore, the study adopted purposive sampling for deliberately selecting one key informant from 30 urban community gardens that participated in the study. Quantitative research approach was employed using a survey design. Data was collected through face-to-face interviews using a semi-structured survey questionnaire. Quantitative data was analysed by the use of Statistical Program for Social Sciences (SPSS) Version 23.0. The analysis included both descriptive (mean, standard deviation, standard error or mean and others) and inferential statistics and table frequency. Qualitative data was analysed using code and themes; and converted into frequencies. The study revealed that there were more females (71.3%) that participated in the community gardens than males (28.7%); only 23.2% of youth (<35 years) participated in community gardens. Majority (59.4%) of respondents spoke Sesotho while majority (53.5%) were not married (single). The main source of income of most (78.7%) respondents was farming activities precisely urban community gardens. The study found that community gardens contribute to food availability with regards to providing freshly produce vegetables, high consumption of vegetables and ensured that families of the beneficiaries ate sufficient vegetables produced from the gardens. Although there is uncertainty among some of the respondents that vegetables produced were not sufficient, only few respondents were concerned. Majority (96.7%) of community gardens produced vegetables for selling and consumption. It was therefore found that, in relation to food accessibility, an average of 47% did not experience anxiety, uncertainty and had consumed sufficient quantities of vegetables from the community gardens. With regards to food utilisation, majority of the respondents were consuming vegetables as a relish whereas others consumed vegetables for various reason such salad, health reasons and others as presented in the results section. On vegetable consumption pattern, it is concluded that gender, age group, level of education, participation period in community gardens, family size, number of family member working, number of working hours in the community garden per day, number of day working in the community garden per month and annual income from community garden influenced vegetables consumption pattern of the respondents (utilisation) in the study area. Coping strategies which were mostly adopted by the respondents to ensure food stability were: reducing vegetable intake to ensure that children ate enough, purchasing of vegetables on credit, reducing vegetables in the daily meals and borrowing money to buy vegetables. Small town South Africa: the historical geography of selected Eastern Cape towns and current development initiatives within them

Small towns can be seen as the fundamental building blocks of tbe urban system. Through time, some of these towns have lost the primary reason for their existence. Some towns that have been declining or stagnating include old mining and industrial towns, such as Indwe in the Eastern Cape or Welkom in the Free State. Some towns have also changed the main focus of tbeir economy, for example, from that of mining to that of tourism, as in the case of Utrecht in Kwa-Zulu Natal (Nel, 2002). In light of the above, this thesis seeks to critically evaluate what has happened in selected small towns in the Eastern Cape. The research investigated a number of towns in the Eastern Cape, looking at the history and influence of colonisation, population dynamics, education levels, employment opportunities, migration and the influence of capitalism on the economic and social structure of the town, as well as tbe evolution of its economy. The research sample consisted of interviews witb local historians, community leaders, development agencies and individuals who were benefiting from tbe various development initiatives/project in the towns. These interviews, in conjunction with the literature identified, were conducted in the selected small towns, assessing whether development was succeeding and, in conclusion, identifying witb reference to the study sites, what was learnt. The research process generated a number of lessons that need to be taken into consideration when attempting social and economic upliftment in small towns. Rural households livelihoods' strategies and opportunities with regard to farming: a case of Intsika Yethu Local Municipality

South Africa and other developing countries are grappling with high levels of poverty as a result of slow to negligible rural development. Irrigation development is one essential component that can be used to address the challenges faced by smallholder farmers in rural areas. In the President‟s “State of the Nation Address” in 2011, the President of South Africa outlined measures to reduce hunger and poverty in communal areas through enhanced government‟s expenditures in rural infrastructure developments, especially for such amenities as irrigation and roads, with a view to promoting food security. The broad objective of this study is to assess livelihood strategies and opportunities with regard to farming in Qamata area of Intsika Yethu Local Municipality. The stratified random sampling method was applied in order to choose a sample of 70 household that were interviewed by means of semi-structured questionnaires. Out of these, 53 belonged to the irrigation project and 17 farmers were non-irrigation farmers. The results show that women play an active role in agriculture. The Multiple Regression model was used to assess the relative importance of different livelihood strategies adopted by both irrigation and non-irrigation farmers in improving household food security and welfare in Qamata. More specifically, the study assessed the impact of different livelihood strategies on production of butternut, goats, maize and poultry (Chicken) in Qamata. The results show increased agricultural production, crop diversification and higher incomes from irrigation farming as compared to dry land farming. Irrigation farming has enabled many households to diversify their sources of income and therefore include activities and enterprises that contribute to enhanced household welfare. The study showed that household size is crucial in crop production, followed by gender of the household head. The government and research institutes need to come up with programmes to train people on ways to produce crop and livestock products more efficiently.

Impact of human dimensions on smallholder farming in the Eastern Cape Province of South Africa

Considering the backward and forward linkages, the agro-industrial sector contributes about 12 percent of South Africa‘s GDP, and employs approximately 8.5 million people. In the Eastern Cape Province, the sector contributes about 1.9 percent of the Provincial GDP, and over 3 million people derive their livelihoods from subsistence smallholder farming. Despite its importance, agricultural productivity has stagnated for several years across the Eastern Cape rural communities. There have been several attempts by the government to improve the agricultural productivity on smallholder farms since the end of apartheid, especially through the establishment of small-scale irrigation schemes, subsidization of farm inputs, and provision of credit facilities and enacting a number of land reform policies. In spite of the government support, most rural communities like Qamata and Tyefu are still faced with high levels of poverty affecting 76 percent and 91 percent of the population, respectively. This research evaluated the current smallholders‘ production efficiency, and the link between smallholder farmers‘ human dimensions (entrepreneurial spirit and positive psychological capital, goals and social capital, and other efficiency related variables) with production efficiency and household commercialisation index/level. The study used participatory approaches for site selection, sample selection and data collection. The analysis was based on both information from informal interviews and formal primary data collection. The Data Envelopment Analysis and Stochastic Production Frontier techniques were used to determine the relative efficiencies of individual farmers and to identify the major factors that influence the efficiency of production. Overall, 158 farmers were interviewed both at Qamata and Tyefu irrigation schemes. Descriptive statistics of this study indicated that most of the farmers were men with an average age of 61 years, and mean household size of 4 persons with the household head having at least obtained some primary school education. Farming is the major source of livelihood for smallholders with an average income of R4527.49 per crop season. Smallholders use improved seeds, fertilizers and tractor for ploughing with less use of pesticides and herbicides. Although smallholder irrigators generate more gross margins from maize and cabbage enterprises, generally both categories of farmers exhibited a low average household commercialization index for maize and cabbage at 0.41 and 0.22, respectively. Both Data Envelopment Analysis and Stochastic Production Frontier results indicate that farmers are about 98 percent technically efficient in maize and cabbage enterprises, respectively. However, farmers were allocatively inefficient as they were under-utilizing seed and pesticides while over-utilizing inorganic fertilizers. Factors that are positively associated with technical efficiency in maize production included household size, farming experience, off-farm income, use of agro-chemical; gross margins and commercialisation level of maize output. Determinants of technical efficiency in cabbage enterprise included farming experience, amount of land owned, use of agro-chemicals, group membership and gross margins accrued to cabbage sales. Farmers‘ human dimensions that could be more positively and significantly associated with production, efficiency and household commercialisation level included risk taking (hope), innovativeness (confidence) and optimism for entrepreneurial/positive psychological capital. Farmers‘ goals included self-esteem and independence, and only external social capital which were identified to be more positively and significantly associated with farmers‘ production efficiency and commercialization level. The transition from homestead subsistence to commercial oriented small-scale irrigation farming is inevitable since smallholder irrigators earn more incomes from maize and cabbage and are relatively food secure. However, the key policy options that must be considered to address inefficiencies and improved commercialization level to aid the transition include: agricultural policies geared toward attracting youth in farming, improved quality of extension services, speeding up the land reform process, and formation of cooperatives and participatory policy formulation that takes full cognizance of the farmers‘ human dimensions. Since farmers‘ human dimensions as defined in the literature and this study are not things that are amenable to direct policy intervention, they can only be modified indirectly through policy actions that affect their determinants. This means that a number of the demographic and socio-economic characteristics such as age, sex and education level of household head, farming experience, size of land owned, crop incomes, source of water for irrigation and location of the irrigation scheme that govern the way people perceive reality and respond to them must be the focus of concerted policy actions over the medium to long term.

Community development projects and food security: the case of Zanyokwe Irrigation Project Eastern Cape Province, South Africa

Although food insecurity is said to have decreased in South Africa in the past years particularly at the national level, however, at household level a substantial proportion of households remains at risk of food insecurity and are experiencing hunger particularly in the Eastern Cape Province were poverty is rife. Food insecurity in the Eastern Cape Province is attributed to the fact that agriculture, the mainstay of the rural economy is no longer given the value that it should carry, does not help the situation. Despite much research on food (in) security in South Africa, the link between poverty and household food security is not at all clear. This study seeks to fill this gap specifically by looking at the linkages in the main between food security and poverty especially in the community level. Amidst the various programmes and initiatives that are in place in South Africa, there is continual prevalence of food insecurity facing the majority of South African households. The major aim of this study was therefore to examine the impact of one of these programmes, the Zanyokwe irrigation scheme in enhancing food security not only for the farmers but also for the surrounding communities. This study adopted a qualitative approach to research. The study unearthed that even though Zanyokwe irrigation scheme has played an indispensable role in enhancing food security for the smallholder farmers and the community at large challenges such as market challenges, road infrastructural issues, land tenure issues, lack of proper coordination amongst the farmers as well as farmer empowerment are a major limitation to the growth of the irrigation scheme and the farmers. Thus, the study recommended that farmer support services, training, agriculture subsidies, improved infrastructure as well as addressing market related challenges will go a long way in reducing the plight of the Zanyokwe farmers as well as enhancing food security

Government-sponsored community development projects as poverty alleviation tools: evidence from Mdantsane, East London

The study investigates whether government-sponsored community development projects in the township of Mdantsane, Buffalo City Metropolitan Municipality, South Africa, have achieved the intended goal of alleviating poverty among the beneficiaries. The specific outcomes of poverty alleviation are: improved income, acquisition of new skills, reduced dependence on welfare grants. Four urban farming projects were selected, namely: Buffalo City Organic Producers, Sakhisizwe Nursery, Lusindiso Farmer’s Trading Co-operative and Mbombela Co-operative. Focus group discussions and a mini survey were conducted with project beneficiaries, while relevant government officials were interviewed. Conceptual insights were drawn from community development theory. The findings showed that the broader context within which the projects occurred was characterised by a pro-poor social policy, relative availability of resources with which to translate it into action, and a measure of entrepreneurial potential amongst community members. However, while one of the projects showed some promise (in the sense that beneficiaries acquired new skills and had a generally positive attitude despite not enjoying any improved income status), all the others appeared doomed and trapped in dynamics such as: excessive government control of the management of the initiatives, ineffective project monitoring, and the mischaracterisation of the initiatives by both the government and the beneficiaries. A distorted sense of ownership and perverse community participation seemed to prevail, which in turn robbed the initiatives of their poverty alleviation potential. The study thus concluded that specific benefactor-beneficiary dynamics are crucial for the success of a given anti-poverty intervention. A robust pro-poor social policy, availability of resources with which to translate it into action, and local entrepreneurial potential do not in themselves bring about success; they must operate in a certain way and be undergirded by certain principles for them to become a powerful mechanism for alleviating poverty. It is against this background that the researcher offers some recommendations.

The application of integrated environmental management to improve storm water quality and reduce marine pollution at Jeffreys Bay (South Africa)

It is projected that by 2025 three-quarters of the world’s population will live in the coastal zone. This is an alarming statistic, with a consequently significant impact on small coastal towns and the adjacent marine environments. Developing communities within the coastal zone of South Africa have proved to be a significant pollution source of storm water. Studies have shown that storm water that is deposited in the ocean will be trapped in the near shore marine environment causing poor seawater quality over a large distance. Furthermore, this can pose a significant threat to the health of recreational users and important marine ecosystems. In Jeffreys Bay storm water quality is thought to pose a threat to the maintenance of the international Blue Flag status for its beach. The aim of the current project was to investigate the main sources of storm water and subsequent marine pollution at Jeffreys Bay and to develop an appropriate management strategy using the integrated environmental management framework. In order to achieve this objective, it was also necessary to determine the current quality of water at various points within the catchment and near shore marine environment. Even though the storm water was found to be severely contaminated no evidence existed for a negative impact on the marine environment. None the less, a precautionary approach was adopted and a risk assessment employed in order to consider potential impacts on the marine and aquatic environment, human health and socio-economic welfare within the town. Significant sources of storm water contamination included grey water, domestic solid waste disposal and informal ablution. These significant aspects were investigated further and it was found that solid waste management in the catchment was poor with significant quantities of waste, primarily (76%) from domestic sources, being disposed of illegally. A study of sanitation management showed inadequacies where up to 58% of the residents from the informal settlements disposed of their grey water into open spaces. The ratio of residents to toilets in these areas was 28:1, therefore supporting the outcome of the risk assessment. Due to the fact that all the significant aspects were related to anthropogenic waste, an integrated waste management plan (IWMP) was developed that would not only facilitate the reduction of pollution of storm water, but would also allow for sustainable community-based development.

A framework to optimise public participation for effective municipal service delivery

The purpose of this study was to identify the relevant factors to develop a framework for optimising public participation to improve service delivery in a metropolitan municipality in South Africa. This approach was undertaken with a view to identify the gaps created through the expectations generated among citizens by the national government and the weaknesses in the capacity of the local government to deliver through its supply chain processes, and hence develop strategies to close the existing gaps as much as possible. There were four samples in the study namely: citizens, managers, businesses and ward committee members (WCM). The data that were collected for citizens were conducted at each Customer Care Centres (CCC). For the other three sets of respondents, it was conducted through email. The research approach was quantitative. Factor analysis was applied in this research study in order to identify significant factors that drive public participation in service delivery by local government. Findings of this study showed that there are two major perceptions of the respondents perceived to affect the optimisation of effective service delivery: 1) the facilitating factor and 2) the impeding factor. This was assisted by Structural Equation Modelling (SEM) where a model was designed which resulted in the development of the public participation framework for effective municipal service delivery. These findings will inform the management of local governments to prioritise inclusion of all citizens by optimising their participation for effective service delivery. Areas where participation in local government was lacking were identified and this study presents well-informed strategies for local governments and for their possible implementation. / Business Management / D.B.L.

A micro level model for assessing community development towards improved wellbeing

Developments since the 20th century indicate that the wellbeing of communities makes for healthy national welfare in strong countries. Community wellbeing is thus a priority for policy makers and service providers. Conceptualization of a meaningful, holistic multidimensional measurement of community wellbeing at micro (community) level has been lacking. Such a concept and its measurement are essential when addressing social exclusion and development issues in the enhancement of community wellbeing is to produce worthwhile results. There is growing recognition that earlier understanding of community wellbeing failed to address development needs and processes at community level. Outsider stakeholder driven top-down one-dimensional community wellbeing (‘silo’) measurements did not address human development needs at community level. Meaningful measurement requires integrated frameworks addressing multidimensional issues conceptualizing wellbeing measurement at community level. Such measurement needs to be combined with the integrated inclusion of social capital influence through ‘insider-outsider’ partnerships. The research study purpose was to develop a community driven holistic, integrative wellbeing assessment model. This model could assist ‘insiders’ (community members) and ‘outsiders’ (policy makers, service providers and community development practitioners) in developing and implementing community driven initiatives towards improved wellbeing. The two main research questions were: 1) which macro level wellbeing assessment factors to consider in an aligned micro level wellbeing assessment? and 2) what is the associative relationship between wellbeing and social capital? Two descriptive sample surveys were conducted utilizing a structured questionnaire. Primary data findings contributed to finalization of a community level wellbeing assessment model. This model would enable estimation of the potential (push and pull) factors that influence the targeted success of suggested community development processes. The assessment model is community driven and owned, with spider and quadrant diagram graph tools indicating first the status of community wellbeing and social capital, then the associative relationships of wellbeing and social capital in ‘insider-outsider’ initiatives for wellbeing enhancement. / Development Studies / D.
