Simulation as a Technique for Evaluating Water in Competing UsesDeTray, Dennis Norman 01 May 1967 (has links)
This thesis is a methodological study of a technique of analysis known as simulation, with special reference to developing economic- cumhydrologic models of complex real world water resource systems.
It is the eventual goal of this project to develop a complete economic and hydrologic computer model of Cache County, Utah, to further test the applicability of simulation to water resource problems. Although no modeling is carried out, Cache County is used as a foundation for judging the technique within this thesis.
Of the several approaches to simulation which were reviewed, Forrester's (1961) methods, and the use of DYNAMO as a simulation compiler were selected as being the most applicable t o the Cache County project.
Although simulation techniques and computer modeling are still in the developing s t age, they would seem to have considerable advantages, especially in tracing secondary benefits, over more conventional techniques of analysis. Certainly the potential advantages a r e great enough to make further development of this technique well justified.

Collective Utility: A Systems Approach for the Utilization of Water ResourcesDupnick, Edwin, Duckstein, Lucien 23 April 1971 (has links)
From the Proceedings of the 1971 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - April 22-23, 1971, Tempe, Arizona / In the semiarid southwestern U.S. where competition for water is fierce between competing users, no regional agency controls water allocation, and as a result, much court litigation ensues. This paper attempts to develop a model for optimal allocation of water resources and to apply the model to a specific case study. In November 1969, the largest farming interest in the Sahuarita-continental area near Tucson filed a court suit seeking first to reduce the amount of groundwater used by 4 nearby copper mines, and then to allocate the water more evenly among various interests in the area. The farming interest maintained that the mines' drawdown on the groundwater table would soon deplete the supply to the point where agriculture would become impossible. The model utilizes the concept of collective utility which postulates the existence of an economic decision maker (edp). To get around the problem of determination of net revenue functions, the theory compares the relative desirability of neighboring economic states. The edp has the power to impose groundwater-use taxes in such a way as to maximize overall growth of collective utility in the Sahuarita-continental area, taking into account the externalities of the resource consumption. The mathematical analysis is presented in detail.

From the Proceedings of the 1978 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - April 14-15, 1978, Flagstaff, Arizona / The relationships between the separate disciplines of hydrology and law are analysed in this study into how water law and its strictures may impose upon the development of urban runoff in the metropolitan Tucson area. Brief descriptions of the doctrine of appropriation, diffuse surface waters and developed waters are presented to illustrate the complexities of the problem of urban runoff development. It is suggested that planners must not only be aware of the legal issues involved but also must understand the philosophy and principles of water law.

Rising Energy Prices, Water Demand by Peri-Urban Agriculture, and Implications for Urban Water Supply: The Tucson CaseAyer, H. W., Gapp, D. W. 15 April 1978 (has links)
From the Proceedings of the 1978 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - April 14-15, 1978, Flagstaff, Arizona / The city of Tucson, Arizona, the largest city in the U.S. to meet its water needs entirely from diminishing underground sources, is presently experiencing increasing water rates and the political turmoil associated with those increases. With focus upon this increasingly serious problem, production function analysis and static linear programming are used here to estimate the impact of rising energy prices on farm profits, cropping patterns and irrigation water used in the Avra Valley, a periurban irrigated region adjacent to Tucson, in an effort to evaluate the impact of this community upon Tucson 's municipal water demand. It is concluded that as energy prices increase and land is removed from agricultural production within the Avra Valley, Tucson 's economic position will be bolstered in at least three ways: (1) there will be more water available, (2) the price which the city must pay for farmland in order to gain control of the underlying water should be diminished and the quantity of farmland for sale increased, and (3) with fewer people involved in irrigated agriculture, legal conflicts between competing users will be diminished.
