A strategic approach to enhancing sustainable practices in public building projects : a case study of Indonesian Local Authorities

In the last few decades, there has been well documented evidence that the performance of the public building projects in local authorities in Indonesia does not fully meet the expectation of the stakeholders involved and demonstrates sustainable practices. This mediocre performance impacts on the competitiveness of building industry, and therefore would require the development of a strategic approach to address these fundamental structural and cultural issues. The strategic approach, which facilitates sustainable practices, to a large extent, depends on the local priorities, goals and success criteria, which are dynamic and influenced by the expectations of various stakeholders involved in the procurement of public buildings. This research aims to develop a conceptual framework that will help local authorities to enhance sustainable practices of public building management. The empirical research work adopted case study strategy involving interviews with 24 public building practitioners and investigation of building defects on 34 projects. This research proposes LACU model, which represents a triangular relationship between contractors, local authorities and building end-users to illustrate the interactions between parties when undertaking their tasks throughout the project lifecycle. A framework of Sustainable-Dynamic Capabilities was developed and applied to enhance understanding of sustainability provisions in public building development. Based on this framework and stakeholders’ mapping illustrated by LACU model, this research has enhanced understanding on strategies of local authority to implement sustainable practices on public building projects. A template analysis through interview transcripts has been adopted to identify strategic approaches of local authority to deliver successful project by determining the roles of stakeholder at three different levels, provincial, regency or city and special authority. This research provides a novel empirically-based guidance for the local authorities to undertake sustainable public building procurement throughout project life cycle by adopting strategic approaches, such as employing innovative construction method, appropriate policy intervention by local leader, and changing business orientation.

Eco-Concrete for Hydraulic Structures with Addition of Colloidal Nano-Silica

In the construction of buildings and infrastructures, high resistance materials are used due to current design requirements, concrete being one of the main materials used in the execution of these projects whose cement content is limited to obtaining an economic concrete and of minimum retraction. This limitation requires the use of new additions such as Nano Silica (NS), which due to its nanometric structure is used as a partial replacement for cement, producing an increase in strength in concrete. The present investigation studies the partial replacement of the NS in the cement to determine its behavior in compressive strength, diametric compressive strength, water permeability coefficient. The results indicate that with an addition of 0.225% of NS the compressive strength and splitting tensile strength are increased and the water permeability coefficient decreases, all of them compared to a conventional concrete.

Civil Construction needs modernization in its management processes in order to face the technical and economic challenges imposed on them by the current political and economic context of the country. Customers require products that are quality, affordable and meet their needs. The search for more efficient methodologies to support decision making is the object of this study, so that it can overcome the lack of systematized tools and methods that aid in the decision process. The main objective of this study is to propose a support model for the decision-making to hierarchize the construction systems for Social Interest Housing (HIS). The methodological procedure used consists of interviews with those involved in the decision-making process and the bibliographical survey, through consultations with articles, periodicals, theses, dissertations and books. The research is developed in three stages: definition of the decision context, structuring of the multicriteria model and application of the model. The PROMETHEE II multicriteria method is used in decision support. The result of the application of the model depends directly on the information and preferences of the decision maker. As a conclusion of the application of the model, a hierarchy of the constructive systems considered was obtained, with the following ordering: concrete walls; Steel frame; Structural masonry and traditional masonry. A Construção Civil precisa moderniza-se em seus processos de gestão com o propósito de enfrentar os desafios técnicos e econômicos, que lhes são impostos pelo atual contexto político e econômico do país. Os clientes requerem produtos com qualidade, preços acessíveis e que satisfaçam às suas necessidades. A busca por metodologias mais eficientes para apoiar a tomada de decisão é objeto deste estudo, de modo, que venha suprir a carência de ferramentas e métodos sistematizados que auxiliem no processo de decisão. O objetivo principal deste estudo é propor um modelo de apoio à tomada de decisão para hierarquizar os sistemas construtivos destinados à Habitação de Interesse Social (HIS). O procedimento metodológico utilizado consiste na realização de entrevistas com os envolvidos no processo decisório e do levantamento bibliográfico, por meio de consultas à artigos, periódicos, teses, dissertações e livros. A pesquisa desenvolve-se em três etapas: definição do contexto de decisão, estruturação do modelo multicritério e aplicação do modelo. Utiliza-se no apoio à decisão o método multicritério PROMETHEE II. O resultado da aplicação do modelo depende de forma direta das informações e preferências do decisor. Como conclusão da aplicação do modelo, obteve-se uma hierarquização dos sistemas construtivos considerados, com a seguinte ordenação: paredes de concreto; steel frame; alvenaria estrutural e alvenaria tradicional. O modelo contribui para melhoria do processo de decisão.

Evaluación estructural de edificios de uso multifamiliar diseñados con la norma sismorresistente E.030 1977 utilizando la norma E.030 2016

En la actualidad, en Lima abundan edificaciones en funcionamiento que poseen más de 25 años de antigüedad o exceden su tiempo de vida útil. En tal contexto, el comportamiento de una edificación de uso común construida en aquellos años y bajo criterios sísmicos que tenían pocos antecedentes de movimientos telúricos en comparación a los criterios contemplados en nuestra normativa actual, podría constituir un riesgo latente ante un gran sismo. El objetivo de este trabajo es realizar una evaluación estructural de 4 edificios multifamiliares diseñados con la norma E.030 de 1977 mediante los criterios dados por la Norma E.030 del 2016 a través de métodos de análisis sísmico lineal estático y dinámico modal-espectral. Lo primero que se desarrolló para la evaluación estructural fue la recopilación de información de las edificaciones con una antigüedad promedio de 25 años, para luego realizar el modelamiento estructural en el programa ETABS y, posteriormente, realizar el análisis sísmico en los 4 edificios. Seguidamente se verificó el cumplimiento de derivas, las juntas sísmicas mínimas y la resistencia de los elementos estructurales a los esfuerzos obtenidos por el software. Se verificó también la cortante de la edificación y la interacción viga – columna. Los resultados obtenidos muestran que solo un edificio del total cumple con la deriva permisible de la norma, sin embargo, en 3 de 4 edificios se vuelve considerable la presunta falla de unión viga- columna. / Today, in Lima there are buildings in operation of more than 25 years old or exceeding their useful life. In this context, the behavior of a building commonly used built in those years and under seismic criteria that had little history of quakes compared to the criteria in our current legislation, could be a latent risk to an eventual earthquake of great consideration. The aim of this work is to conduct a structural assessment 4 multifamily buildings designed with the E.030 standard 1977 using the criteria given by the Earthquake Resistant Standard E.030 2016 through static and dynamic methods of nonlinear seismic analysis modal-spectral. The first thing that was developed for the structural evaluation was the collection of information on the buildings with an average age of 25 years, to then carry out the structural modeling in the ETABS program and, subsequently, perform the seismic analysis in the 4 buildings, which have a dual structural system of reinforced concrete. Next, compliance with drifts, minimum seismic joints and the resistance of the structural elements to the efforts obtained by the software were verified. The shear of the building and the beam - column interaction were also verified. The results show that only the total building meets the allowable derived from standard E.030 2016; however, on 3 of 4 buildings becomes considerably the alleged failure of beam-column joint. / Tesis

I have chosen this topic, because I am interested in building and related issues. Another reason for the selection of the work is that the construction industry is very promising, dynamic and lucrative field. The thesis is devided into five chapters with appendix. The work begins with a historical introduction to construction law and its major developmental milestones in the Czech Republic. The sources of public constructional law are discussed in detail in the following passage of the first chapter. Basic terms of construction law, relevant to the processing of the dissertation are defined in chapter 2. The issue of public administration that is related to the construction is described in chapter 3. Realization modes are described in chapter 4. First is called "free" mode, which is used in case of less technologically challenging projects and a minimum of intervening in the public and private interests (chapter 4.1). Second is the reporting regime and institute planning information given in section 4.2. And third, I consider the most important an authorization regime.
