Evaluating the Effectiveness of Counter-Narrative Tactics in Preventing Radicalization

The U.S. Department of State disseminates counter-radicalization information through social media but has been unable to reach users due to an inability to create engaging posts due to a lack of understanding of the interests of the general population. The purpose of this quantitative study was to assess the utility of data analytics when administering counter-radicalization social media campaigns. The population for this study were social media posts published on the Quilliam Facebook page between 1 January 2018 and 31 December 2018. The nonexperimental quantitative descriptive research design sought to examine the correlation between the independent variables (topic of a post, use of visual aids in the post, and the geopolitical region the post addresses) and the dependent variables (resulting likes and shares). This study relied on the strategic choice theory which argues that individuals perform a cost and benefit analysis when deciding to join a terrorist organization and commit acts of terrorism. Specifically, individuals are often interested in participating in terror-ism in an effort to gain resources and feel a sense of belonging but can be dissuaded upon realization that terrorism can actually degrade their quality of life. The research found that social media can be used as a tool to increase the perceived costs of terrorism and decrease the perceived benefits of terrorism. The study concluded that posts which involved a personal story emphasizing the ramifications of terrorism and included a video resulted in the highest number of likes and shares, respectively. The findings provide a strong argument for utilizing data analytics to improve the dissemination of counter-radicalization information which could prevent individuals from joining terrorist organizations and committing acts of terrorism.

Radicalization and Safety and Security in the Balkans: An Ethnographic Study

Much of the academic discussion on the topic of radicalization and terrorism in the Balkans has been centered on the conditions and the processes by which individuals become radicalized and indoctrinated, even to a point of engaging in violence. Comparatively speaking, this ethnographic research addressed the factors that prompt Kosovo's Muslim extremists, a small number of them engaged in the conflict, to disengage from terrorist groups fighting in the Syrian and the Iraq conflict. Data were collected from 12 government officials with direct knowledge on the issue of disengagement from terrorist groups in Iraq and Syria. Cognitive dissonance theory served as the theoretical framework for this ethnographic study, while the conceptual framework was built around social, psychological, and physical factors associated with disengagement from terrorism. Interviews served as primary methods of data collection. The content analysis technique was applied to identify emergent themes. The findings highlighted the crucial role of psychological and social factors in individuals' decision to abandon terrorist organizations engaged in the Iraq and the Syrian conflict. The findings also suggested that affecting ideological values of extremists or terrorist groups may not be sufficient. Recommendations include incorporating a combination of â??softâ?? and â??hardâ?? power measures in addressing the issue of disengagement from terrorist groups. The findings generated from this study may inform the development of more efficient counter-radicalization and counterterrorism policies in Kosovo and the Balkans in general. The findings may also add value to the global literature on disengagement from terrorism.

Hodnocení efektivity protiteroristické politiky EU - pilíř prevence / Assessing the Effectiveness of the Prevent Pillar of the EU Counter-terrorism Strategy

This thesis deals with the topic of terrorism prevention and counter-radicalization in the European Union. The aim of this thesis is to assess the effectiveness of the 'prevent' pillar of The EU Counter-Terrorism Strategy. Due to the lack of agreement on why people engage in terrorism, (the process of) radicalization, and measuring and conceptualizing effectiveness, a unique research framework was designed. In the absence of a 'recipe' for effective terrorism prevention, the focus is on the EU's approach, i.e. what the EU has set out for itself in the 'prevent' pillar. This research design consists of two criteria - 'progress' and 'EU involvement.' In order to assess the effectiveness of the 'prevent' pillar, each of the pillar's seven key priorities was exposed to these criteria. The findings indicate that the 'prevent' pillar is relatively effective as the progress was made in each priority area and the EU was involved considerably. As this research does not make any causality claims, these findings do not translate into the reduction of the terrorist threat. This effectiveness might as well be a result of careful wording of the pillar's priorities and their tailoring to the EU context. The main responsibility to tackle radicalization and recruitment still remains at local and national level.

Deterring violent extremism in America by utilizing good counter-radicalization practices from abroad: a policy perspective

American government and community leaders must find an effective approach to deterring violent extremism immediately. A national and comprehensive approach to deter violent extremism in America is currently lacking. This comparative policy perspective seeks to determine whether the United Kingdom and Australia have good practices to deter violent extremism that can be useful in America. Secondly, this thesis also seeks to determine whether the United States can implement potential good practices to deter violent extremism. After a thorough review of the issue of violent extremism in America, this thesis studies similar background, research, and violent extremism issues in the United Kingdom and Australia. This thesis concludes that a variety of good practices in the United Kingdom and Australia can counter radicalize and deter violent extremists in America. The findings and recommendations from this research include challenges and a way forward to implement certain potential best practices for the United States. The arguments offer viable options and alternatives that the United States should consider when creating a national deterring-violent-extremism strategy. The thesis offers a comparison of integration of Muslims and approaches toward radical Islam in three countries: Germany, France, and Sweden. These three countries used to represent three main integration types. The thesis argue that these three types do not longer exist and tries to verify convergence hypothesis. This is done by the analysis of particular selected aspects of integration of Muslims and counter-radicalization and counter-terrorism measures related to radical Islam in every examined country. The thesis further evaluates the effectiveness of integration and counter-radicalization approaches in selected countries and indicates which country appears to be the most effective based on selected criteria. Based on the analysis of individual countries, the thesis assumes which integration and counter-radicalization approaches or their combination toward Muslims might be the most effective.
