Les travaux présentés dans cette thèse visent à proposer des méthodes de calcul d’itinéraires adaptés aux cyclistes à l’échelle d’une agglomération. Plusieurs critères sont considérés, comme la distance, la sécurité et l’effort. La difficulté est de calculer des chemins de compromis sous une contrainte de temps de quelques secondes pour pouvoir intégrer ce calculateur à un site web. Deux approches ont été abordées pour résoudre ce problème. L’approche a posteriori dans laquelle l’ensemble des solutions de compromis est calculé et l’approche a priori dans laquelle les préférences de l’utilisateur sont prises en compte et permettent d’orienter la recherche pour privilégier les chemins les plus prometteurs. Enfin, nous proposons de modéliser le réseau routier sous la forme d’un graphe adjoint pour pouvoir prendre en compte de nouveaux critères nécessitant, par exemple, des coûts sur les enchaînements d’arcs. L’ensemble de ce travail a permis de développer le service Géovélo qui est un calculateur d’itinéraires multiobjectif adaptés au vélo. Le service est disponible sous la forme d’un site web et d’applications mobiles. / The work presented in this thesis aims at proposing methods for computing bicycle paths across a metropolitan. Several criteria such as distance, safety and effort must be considered in the path computation. The difficulty is to compute paths under a time constraint of a few seconds, in order to integrate the computation in the respond-time of a web page.Two approaches were discussed to solve this problem. The first one is an a posteriori approach where all compromise solutions are computed and the second approach is an a priori method that takes user preferences into account to guide the search by the selection of the most promising sub-paths first. Finally, we propose to model the road network as a line graph to take into account new criteria,requiring costs on arc sequences for example. All this work was necessary to develop the service Géovélo, which is a multiobjective route planner adapted to bicycle. The service is available on a website and as mobile applications.

The Constitutional Court of Turkey from State-in-Society PerspectiveTarhan Celebi, Gulce 10 April 2018 (has links)
This dissertation examines the role of the social struggles and alliances in shaping the Constitutional Court rulings that structure core political controversies in Turkey. By adopting Joel Migdal’s State-in-Society approach, the Court is conceived as an organization that exists in an environment of conflict. By following a process oriented approach, this study analyzes the ways in which the relation between the Court and other actors influence the Constitutional Court of Turkey’s motives, capacity and manner of activism mainly during the period under the 1961 Constitution. This study argues that the limits of the Court’s power and its role in structuring the core political controversies that define and divide society can be explained by looking at the alliances formed between the Court and other actors. Alliances extend the jurisdiction of the Court by opening new avenues for political intervention and creating a support network for the reasoning and the justification of its rulings. By comparing the Court’s activism under the 1961 Constitution and under the 1982 Constitution, it is demonstrated that neither the nature nor the influence of these alliances remains static. In fact, this dissertation points out that we need to make a conceptual differentiation between two forms of alliances; strategic alliances and judicial coalitions. Strategic alliances refer to implicit alliances between the Court and other actors formed around an issue, whereas judicial coalitions refer to alliances based on a common normative framework and a shared identity. Whereas the Court’s activism in the first period is best described in terms of a strategic alliance, its activism in the 1990’s and 2000’s is best described with the term judicial coalition. / 10000-01-01

OTHER JUDICIAL PERSONS AND THEIR INVOLVEMENT IN THE ACTIVITIES OF THE COURT IN CIVIL PROCEEDINGS ABSTRACT According to the § 3 Act No. 6/2002 sb. about the courts, judges, lay judges, the state administration of judges and about the changes of other acts in addition of judges, trainee judges, judge assistants, senior officers of justice, court secretaries and judicial executors are also involved in the decision-making and other court activities. The legislation about these other judicial persons is however inconsistent and could be found in several acts. The aim of this diploma thesis is to describe this fragmented legislation and to define the involvement of the other persons in the civil process. This diploma thesis is divided into three parts. The first part deals with the persons the law considered as the possible judge candidates. This includes a senior officer of justice, a judge assistant and a trainee judge. The second part deals with a court secretary and a judicial executor that are not considered as the possible judge candidates. The interpretation of each judicial person has the identical division which sequentially deals with the legislation regarding individual judicial persons, their legal status, responsibility, presumption of performance, activity in a civil process and their individual...
