The impact of crime on the South African economic growth

Crime in South Africa has been escalating over the past few years. Crime affects all societies in South Africa. It occurs amongst the rich and the poor, in the suburbs as well as in the townships. Serious and violent crimes are reported in most of the national newspapers almost on daily basis. There is no single satisfactory answer as to the causes of crimes and its impact on the economy of South Africa. The aim of this research report is to assess the impact of crime in the South African economy. In order to formulate a conceptual and theoretical framework of the study, growth theories, namely neoclassical growth theory, Harrod-Domar growth model classical growth theory and endogenous growth theory were presented. Although all these growth theories relate to this study as crime cuts-across all sectors of the economy the endogenous growth theory was chosen as a theoretical framework on which to base this study. Endogenous growth theory deals with domestic absorption. Crime interferes with this absorption as it constitutes a cost to the economy. Firms lose profits whilst the opportunity cost of running prisons using a tax payers’ money continues to grow. This study is based on a quantitative research technique, using a vector error correction model (VECM) on a quarterly time series data over a period 2003 to 2011. The variables used to explain variations in economic growth over this period are crime, real interest rates, real exchange rates, unemployment and poverty. The findings of this study suggest that crime exerts a negative impact on economic growth in a long run in South Africa. However, this relationship is not statistically significant both in a short run and a long run. . However, no evidence of short run adjustments between crime and economic growth were found. There is a long run negative relationship between real interest rates and economic growth. This relationship is also statistically significant in a long run but not in a short run. However, the relationship between real interest rates and economic growth is positive in a short run. This can be explained by the fact that high interest rates attract foreign investments causing a rise in economic growth but in a long run high interest rates dampen domestic investments thereby aggravating the unemployment problem. Rising unemployment is likely to lead to increase levels of crime in South Africa. The results also show that unemployment has a negative relationship with economic growth both in the short run and a long run. However this relationship is not statistically significant in a short run but in a long run. Poverty has a negative relationship with economic growth in a short run but a positive relationship in a long run. However, in both instances the relationship between poverty and economic growth is not statistically significant. Real exchange rate has a positive relationship with economic growth in a long run but a negative relationship in a short run. This relationship is statistically significant in a long run but not in a short run. This means that the benefits of a weak currency in South Africa are realised in a long run. The implications of this study with regard to the variable of interest namely crime, is that crime constitutes a cost to the economy of South Africa. The econometric modelling used in this study suggests a negative relationship between crime and economic growth. This means that the problem of crime in South Africa goes beyond just simple counts on a number of offenses. Based on the findings of this study it is recommended that crime prevention is better than cure. Crime prevention should use a wide range of ideas and abilities found throughout the society. Community planning, neighbourhood action, juvenile advocacy, security planning, education and training are some of the ways in which crime actions can be mitigated in South Africa.

The impact of crime in socio-economic development of Mdantsane township

This study examined the impact of crime on socio-economic development in Mdantsane Township which is an urban area under Buffalo city Municipality. The study is concerned with the growing rate of crime, which is perceived to have affected community development. A survey was conducted for this study and questionnaires were administered for data collection. The study found that Mdantsane area is fraught with problems of high unemployment, high crime levels and lack of physical infrastructure. It was shown that the levels of crime like robbery and assault cases are the order of the day. Many crimes are committed either during the day or at night. This study made several recommendations relating to what should be done to ensure that local residents, potential developers and investors feel safe in Mdantsane. Amongst other recommendations put forward are the establishment of community relations with the police, namely community policing forums (CPFs) and development community safety centres.

Guarding inequality

This research report is submitted to the Faculty of Humanities, University of the Witwatersrand, Johannesburg in partial fulfilment of the degree of Masters of Arts in Social and Psychological Research, 2017 / South Africa has undergone a number of social and geographical changes since the end of apartheid. This has drastically changed urban spaces, where we have seen the proliferation of Gated Communities (GCs). These spaces have come to signify how inequality has evolved from being an issue exclusively bound to race to one that now occurs within races and between classes. Therefore, in order to better understand inequality the current study considered the individuals who occupy spaces of privilege, but are not necessarily part of those spaces – such as security guards. It attempts to provide descriptions of inequality, moving away from a traditional macroeconomic understanding. This is done through a thematic analysis of interviews conducted with security guards from GCs. The analysis outlines the descriptions given by the security guards on their experience of working at GCs. Four superordinate themes were derived: Professionalism; Education and Knowledge; Commodification of Life; and Violence. From these themes it is clear that we cannot only interpret inequality from an income perspective as there are a number of psychosocial factors that are integrated into the construct of inequality. / XL2018

The tax consequences of income and expenses arising from illegal activities

Income tax in South Africa is levied in terms of the Income Tax Act, 58 of 1962 (the South African Income Tax Act) on taxable income, which by definition, is arrived at by deducting from ''gross income" receipts and accruals that are exempt from tax as well as deductions and allowances provided for in the Act. The South African Income Tax Act provides no guidance with regard to the taxation of income and expenditure from illegal activities. In this mini thesis, case law and legislation is reviewed in an attempt to provide clarity on the tax consequences of income and expenses arising from illegal activities. An overview is provided of the taxation of income and expenditure in respect of illegal activities in the United States of America, Australia and New Zealand. Similarities are found between the American, Australian, New Zealand and South African tax regimes in relation to the taxation of income earned from illegal activities, but there appears to be more certainty in America, Australia and New Zealand with regard to the deduction of expenses arising from illegal activities. In South Africa, taxpayers earning income from ongoing illegal activities will, in principle, comply with the definition of “trade” as defined in section 1 of the South African Income Tax Act. However, this is contrary to the view of the South African Revenue Service that illegal activities do not meet the definition of “trade”, a viewpoint that may not hold if challenged in court. Recommendations are made for the amendment of the South African Income Tax Act to specifically provide for the inclusion in “gross income” of income from illegal activities and to prohibit the deduction of expenditure arising from illegal activities.

The impact of organised crime on social control by the state : a study of Manenberg in Cape Town, South Africa

Thesis (PhD)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: This study set out to research the influence of a local non-state actor on the role and authority of the state, in the domestic environment. Accordingly, the research problem focused on the impact of a domestic actor on the association between the state and the society. This study only focused on the state at the level of local government and the impact of one specific actor, organised criminal groups, on social control by the state. Thus, state-society relations were discussed in this context. In order to guide this study, the main and two supportive research questions were stated as follows: What is the impact of organised crime on the social control by the state? What are the power dynamics between local governance, criminal agents and society? Has the state become criminalised at the level of local government, as a result of the activities of organised crime, and if so, to what extent? The state thus functioned as the dependent variable and organised criminal groups as the independent variable. The theoretical foundation of this study was located in state-society relations, and specific reference was given to the work of Migdal (1988) and his analysis of state social control, pyramidal and weblike societies. Furthermore, a neo-pluralist view of the state was followed. A conceptualisation of the criminalisation of the state was provided, as the criminalisation of the state was regarded as one possible impact of organised crime on the state. In order to analyse the criminalisation of the state, a framework was constructed from four main avenues of empirical observation. In order to answer the research questions, a case study research design and a predominantly qualitative methodology was selected. As a case, the City of Cape Town was selected and Manenberg, located on the Cape Flats, as the site for the research. A case study research design created the opportunity to describe the context in detail and to connect the micro level of analysis to the macro level; thus, it provided insight on the research topic that enabled the researcher to expand/build theory. The field research process occurred over a period of three months using a triangulation of methods: Key informant interview, small group discussions and observation with three categories of respondents. These three categories included: Community members of Manenberg, organised criminal groups and agents of local government and local governance. In order to set the stage for the empirical analysis, a contextualisation of the dependent and independent variables were provided. It was stated that there is a lack of a universally agreed upon definition of organised crime, and as a result, a conceptualisation of organised crime was generated for this study. It was further argued that the majority of literature treats organised criminal groups and organised criminal gangs as two separate concepts, despite the fact that there are more similarities than differences. Thus, for the purpose of this study, a conclusion was reached that the difference is inconsequential. The development of organised crime in South Africa and an examination of the historical development of the gangs on the Cape Flats were described. With regards to the dependent variable, the context was provided for an analysis of local government in South Africa. The demographical and operational features of the municipal area of the City of Cape Town were explained, with specific reference to safety and security elements. The primary data collected was analysed according to the indicators of social control (compliance, participation and legitimacy), as identified by Migdal (1988). In addition, the framework to analyse the criminalisation of the state at the level of local government was applied on the case study. Based on the analysis, a different system, to what was described by Migdal (1988) in his narrative of a triangle of accommodation was found to be in operation in Manenberg on the Cape Flats. It was confirmed that there is the presence of a weakened state and accordingly, a weblike society, where social control is fragmented between local government and the criminal community. However, in this weblike society a system of local power dynamics exists between the criminal community, social community and local agents of governance, where dyadic collaboration occurs between all three the actors. However, despite the collaboration, the criminalisation of the state does not occur, but rather the statification of the organised criminal community, as it provides goods and service to the social community. The main findings can be summarised as: If a state lacks extensive social control and a rival authority has claimed a level of social control, this will not necessarily lead to the further weakening of the state, as a result of a system of power dynamics in place, where collaboration between the social community, the criminal community and local agents of governance occurs. This system is kept in place by: On-going efforts by the state to maintain (or regain) compliance, participation and legitimacy; corrupt agents of the state (specifically in the security sector); a level of operational ease that exists for the criminal community (and the interweaving of the criminal community in the social community) and a relatively strong society that acknowledges the benefits of criminal activities for the social community, but also recognises the authority and control of the state. / AFRIKAANSE OPSOMMING: Hierdie studie het ten doel om die uitwerking van 'n plaaslike nie-staatsrolspeler op die rol en gesag van die staat in die plaaslike omgewing te ondersoek. Examining the significance of modus operandi information in copper theft investigation

This study sought to examine the significance of modus operandi information in the investigation of copper theft. Data was collected by means of a literature study and individual semi-structured interviews conducted with detectives at the SAPS Philippi East, in the Nyanga policing cluster, in the Western Cape, to promote knowledge and understanding of the significance of modus operandi information in copper theft investigations. A comprehensive literature study, concerning the dynamics of modus operandi information in forensic investigation and copper theft in South Africa, was conducted. From the results of this research, it appears that participants do realize the significance of modus operandi information in the investigation of copper theft. It is, however, evident that they do not optimally utilize modus operandi information regarding copper thieves as a result of limited experience, case docket overload, and the inaccessibility of available data – all of which inhibit the establishment of modus operandi information pertaining to copper thieves. Role-players in the copper theft investigation sphere isolate themselves from each other and do not share the available modus operandi information amongst each other; these results in a non-systematic integrated approach to copper theft investigation. The study identifies the challenges and shortcomings, experienced by detectives at SAPS Philippi East, which inhibit the optimal utilization of modus operandi information in the investigation of copper theft. The study then puts forward a set of recommendations that could assist the SAPS, the relevant parastatals and other role-players in enhancing the utilization of such information. / Criminology and Security Science / M. An evaluation of the impact of the Non-ferrous Metals Crime Combating Committee on copper cable theft

Data was collected via in-depth interviews with awaiting trial detainees charged with copper cable theft at the Pollsmoor Correctional Centre in the Western Cape; members of the Mpumalanga and Gauteng Provincial Non-Ferrous Metals Crime Combating Committee; members of Business Against Crime South Africa; and investigators attached to Combined Private Investigations who investigate copper theft nationally. The in-depth interviews provided a comprehensive understanding of participant experiences relating to the impact of the Non-Ferrous Metals Crime Combating Committee on the combating of copper cable theft in South Africa. Moreover, the researcher performed a thorough literature study of the phenomenon locally and internationally. Research findings indicate shortcomings in the Non-Ferrous Metals Crime Combating Committee's effectiveness, limiting its impact on preventing copper cable theft. Based on these findings, the study recommends that the Non-Ferrous Metals Crime Combating Committee be replaced with a specialised South African Police Service Non-Ferrous Metals Theft Unit. Consequently, this study puts forward a set of recommendations proposing a systematic pro-active plan to address and minimise copper cable theft in South Africa.
