Cross-border Cooperation in Czech-German Non-profit Organizations

This thesis examines Czech-German cross-border cooperation within intercultural communication, identifies problems and develops possible solutions. The thesis is divided into a practical and a theoretical part. The theoretical part first describes the Czech-German cross-border cooperation and then intercultural communication, followed by a discussion of the context and the research methods. In the practical part, the author first performs a sequential analysis of data collected via interviews conducted with people working in the Tandem organization. The results of the analysis are interpreted, problems within the cooperation of Tandem are identified, and possible solutions developed. A glossary divided into two parts, recapitulating the definitions of relevant terms from the first two theoretical chapters of this thesis, is listed at the end of this work. A French résumé summarizing all the important points and conclusions is enclosed with the thesis. The aim of this thesis is to answer the following research question: "Linguistic and intercultural challenges of Czech-German non-profit cross-border cooperation: The case of the Tandem organization."

The euroregion was founded on the basiss of trilateral agreement of The Czech Republic, Austria and The Free State of Bavaria in 1993. The main aim of my work is to elaborate on the development of cross-border cooperation focusing on Euroregion Šumava, and also provide evaluation of the cooperation between the Euroregion and the Administration of the Šumava National Park and Reserve.

Cross-border cooperation is an important instrument of European integration. The thesis deals with cross-border cooperation within euroregions, more precisely in the oldest Czech Euroregion Nisa. The objective of this thesis is to find asymmetries in the cooperation of the Czech part with the German and Polis hone, and how these asymmetries are reflected in realized projects. The thesis comes to a conclusion that the three parts of Euroregion Nisa are different when it comes to economic potential, and that the projects almost do not deal with the most pressing problems. Another conclusion is the existence of an asymmetry in cooperation, i.e. absence of common trilateral projects.

The diploma thesis describes cross border cooperation. For better understanding, Euroregion Těšínské Slezsko is used as an example. The aim of diploma thesis is describe the importance of cross border cooperation and how the borders regions try to eliminate negatives like unemployment, bad infrastructure, distance from the capitol of the country, and emigration to other regions. Euroregion is the contract which helped czech and polish sites cooperate more easily. Czechs and Poles cooperate especially in project selection and realisation. The Euroregion has a lot of positives, but I found one area where the euroregion could improve. There isn't enough cooperation between czech and polish schools.

The submitting final thesis deals with the Regional and Structural Policy and focuses on the third objective "European Territorial Cooperation". This is the objective with the lowest financial allocation and very often it stays out of the main interest. According to this, the thesis try to clear up the programmes, it also introduces concrete projects. The largest attention in the thesis is payed to cross-border cooperation, esp. to cross-border programmes in the South-Bohemian Region (Austria and Germany). In this part, there are also evaluated previous achievements and outlined prospective ways of cooperation with german-speaking neighbours.

This thesis examines the influence of the cross-border cooperation on the inhabitant's regional identity in Euroregion Šumava. Although this form of cooperation in the countries of Western Europe's long tradition in the Czech Republic formed and the first Euro-regions until the early 90 years. Such example is the Euroregion Šumava. To what extent are the residents of this Euroregion informed of its activities? It is already possible to speak of so called Euro-regional cross-border identity of the population? If so, it is possible to find the Euroregion its spatial differentiation? There are also present on the territory of Euroregion some barriers, which have a negative impact on the greater integrity? These and other questions seeking answers submitted work. To this end, it was realized the questionnaire, the main results are discussed and compared with the conclusions of other specialized publications. The thesis deals with the historical development of cross-border cooperation in the Euroregion Šumava which is the Czech part of the Czech-German and the Czech-Austrian border defined as Euroregion Šumava/ Bayerischer Wald - Unterer Inn/ Mühlviertel. The main objective is to find out how joint cross- border cooperation has changed from the initial idea of joint cross-border cooperation through the establishment of the Euroregion Šumava to the present. Another objective is to identify regional differences in the development of cross-border cooperation from the perspective of three model areas that have different scale levels. The overall aim is to identify changes in the evolution of cross-border cooperation and an attempt to explain the causes of possible variabilities. The thesis is based on quantitative research in the form of cross-border analysis of completed projects and qualitative research based on structured interviews with selected respondents. A prerequisite of this thesis is both the shift from cross-border cooperation "bottom up" to "top down" and the subsequent interconnection of both forms. It is further assumed considerable regional differentiation. Both assumptions were confirmed through mutual reporting periods as well as comparison of model municipalities. The diploma thesis in its theoretical part describes importance and requirements of the cross-border cooperation, history and facts about Euroregion Nisa, Next part briefly describes programs supporting cross-border cooperation, that where in Czech Republic implemented before was Czech Republic accepted as a member of the European Union and after that from the perspective of the Euroregion Nisa. Practical part analysis and compares structures of applicants and their projects within the Small Projects Fund between program Interreg IIIA Czech Republic -- Saxony and program Cíl 3/Ziel 3 Czech Republic -- Saxony from the perspective of the Euroregion Nisa. Next part here contains evaluation of those two programs by applicants and their opinions were obtained by prepared questionnaire. The main goal of the thesis is thus to analyze Euroregion Nisa and its cooperation with Saxony, find out whether submitting of an application and project implementation within the time has simplified or vice versa and suggest own recommendations for the future of this kind of cooperation.

This paper begins with looking into the history of cross-border cooperation. It also includes a preview of the development of cross-border cooperation in Europe and a promotion of cross-border cooperation in the European Union. Subsequently, there is a view of cross-border cooperation in the Czech Republic in the paper. The paper itself is focused on a comparison of cross-border operational cooperation programs, The Czech Republic -- The Republic of Poland and The Czech Republic -- The Free State of Saxony, in terms of administrative and content parameters. Administrative and content parameters are compared in the new programming period, i.e. the programming period 2007 -- 2013. This paper aims to describe the set of administrative and content parameters in both programs and identify the cross-border cooperation operational program with better defined parameters.
