Para tanto, a pesquisa contextualiza os dois veículos jornalísticos nos percursos históricos do Brasil e da Capital Federal. O corpus estudado compreende: a) projetos técnicos inscritos nos editais da Lei de Incentivo à Cultura do DF (revista) e da Lei do Audiovisual (série); b) clipping de matérias veiculadas na imprensa sobre a revista e a série; c) entrevistas com profissionais do corpo técnico das duas produções; d) doze edições mensais da Traços publicadas de novembro de 2015 a outubro de 2016; e) sete episódios da primeira temporada da Distrito Cultural exibidos de novembro a dezembro de 2015. O conjunto teórico-metodológico utilizado nesta investigação é interdisciplinar e reúne elementos dos campos da comunicação, da arquitetura e urbanismo, da linguística, da psicologia, da sociologia, da história, da antropologia e da geografia. Com a aplicação da Análise do Discurso de linha francesa, evidenciaram-se as tentativas que revista e série empreendem de ressignificar Brasília ante os estereótipos de cidade fria, sem identidade, corrupta e segregadora. Ambos os jornalísticos colocam, na ordem do dia, pautas que mostram como, em pleno cinquentenário da cidade, os brasilienses estariam propondo e construindo novas práticas de experiência urbana. / This dissertation analyzes how Brasilia is represented and signified in the coverage of Traços magazine and the television series Distrito Cultural. In order to do so, this research contextualizes the two journalistic vehicles in the historical routes of Brazil and of its Federal Capital, Brasilia. The studied corpus includes: a) technical projects registered in the edicts of the Culture Incentive Law of the Federal District (Lei de Incentivo à Cultura do DF) (magazine) and the Audiovisual Law (Lei do Audiovisual) (series); b) clippings of articles published in the press concerning the magazine and the series; c) interviews with professionals from the technical staff of the two respective productions; d) twelve monthly editions of Traços magazine published between November 2015 and October 2016; e) seven episodes of the first season of the Distrito Cultural series broadcasted in the period covered by November and December 2015. The theoretical-methodological approach used in this research is interdisciplinary and assembles elements from the fields of Communication, Architecture, Urbanism, Linguistics, Psychology, Sociology, History, Anthropology and Geography. By applying the method of French discourse analysis, the attempts made by the studied magazine and television series to resignify the imagem of Brasilia as opposed to the usual stereotypes of it being a cold city, without identity, corrupt and segregating were conspicuous. Both journalistic vehicles put on the agenda subject-matters that show how, in the city’s 55th anniversary, the citizens of Brasilia are proposing and constructing new practices of urban experiences.

A partir da compreensão das expressões artísticas e culturais como fatores modificadores do tecido social e econômico de uma cidade, pretende-se analisar as possibilidades de configuração de uma rede dentro do espaço urbano, que vise a colaborar, difundir e, sobretudo, gerar ações para que o cidadão tenha maior acesso e participação nas áreas da arte e da cultura do Distrito Federal. Para isso, apresentou-se o contexto socioeconômico e tecnológico da cidade que permite dar sustento e possibilidades de desenvolvimento para a Rede e, como universo de análise, foram escolhidos os Pontos de Cultura do Programa Cultura Viva. Desta forma, por meio da Análise de Redes, foi criado um cenário possível de interação que ganhou ainda mais força quando conseguimos comprovar que o Distrito Federal conta com os recursos socioeconômicos necessários para que este modelo de rede proposto se concretize, identificando também nos Pontos de Cultura potenciais indicadores culturais do Distrito Federal. Finalmente, comprovou-se que o DF conta com uma estrutura tecnológica que permite adotar e se apropriar das Tecnologias da Informação e da Comunicação para intensificar a rede dos Pontos de Cultura e seu vínculo com a cidade. ______________________________________________________________________________ ABSTRACT / In the last three decades, guidelines for the creation of public policies encouraging the cultural development of countries were delineated. Understanding that artistic and cultural expressions are modifying factors for the social and economic fabric of a city, this study intends to analyze the possibilities of setting up a network within the urban space, aimed at collaborating, diffusing and, mainly, generating actions for citizens to have greater access and participation in the artistic and cultural areas of the Federal District. With that purpose, socioeconomic and technological context was presented in order to give sustenance and development opportunities for the Network, and the Culture Points of the Program Cultura Viva were analyzed, as chosen universe. Thus, by means of Network Analysis, a possible scenario of interaction was conceived, gaining even more strength when proved that the Federal District has the socioeconomic resources needed to develop the proposed network model, identifying also potential cultural indicators at the Culture Points of the Federal District. Finally, it was proven that DF has a technological structure that allows the adoption and appropriation of the Information and Communications Technologies to enhance the network of Culture Points and their connection with the city.

No intuito de mostrar cartograficamente tais iniciativas culturais, o presente trabalho estrutura-se em dois grandes blocos. O primeiro deles explicita a fundamentação teórica subjacente ao tema proposto e relata as “andanças” feitas; o segundo, a sequência das leituras dos instrumentos para a sondagem dos dados que levam à construção do Mapa Cultural. O destinatário desta pesquisa cujos resultados são apresentados em forma iconográfica, com a finalidade de não deixar um espaço sequer sem o atendimento de leitura no DF, são, principalmente, os organismos governamentais interessados em conhecer seus agentes culturais que operam para a melhoria da quantidade e da qualidade de leitura em geral e da recepção da literatura, em particular, no DF. Com tal produto, a sociedade leitora e não-leitora têm um diagnóstico das lacunas a serem preenchidas e ocupadas com novas iniciativas de incentivo ao inestimável ato de ler e de fortalecer-se cidadão. _________________________________________________________________________________ ABSTRACT / The ongoing reflection aims at visually pinpointing cultural initiatives pertaining to reading, particularly as regards the literary text, taking place in the geopolitical region of the Federal District, in an effort to show where they are to be found and how they work. With the goal of cartographically displaying such cultural initiatives, this paper is based on two large units, the first of which focusing on the theoretical foundation for the subject under consideration and all relevant moves towards that end, while the second bears on the sequence of readings of the instruments for the analysis of data conducive to the making of the Cultural Chart. This research, whose findings are shown in an iconographic manner lest every single space should be unprovided with reading opportunities, is mainly intended for government agencies interested in getting to know their cultural agents who prove active in enhancing both the quantity and quality of reading overall and, chiefly, reception in literature in the Federal District, thereby enabling the reading and nonreading public to be provided with a dignosis of the vacuum to be filled with new initiatives capable of fostering the inestimable reading practice and strengthening citizens.

Brasília é uma cidade moderna, criada sobre o signo das artes que traz em sua concepção as raízes culturais brasileiras; tradição e modernidade originando uma verdadeira narrativa do homo-brasiliensis. Por meio deste estudo procura-se identificar e evidenciar a presença de contadores de histórias e suas práticas no Distrito Federal. Nesta pesquisa couberam algumas indagações: Como se dá a atuação dos contadores de histórias no Distrito Federal? O que diferencia o contador moderno do contador tradicional? Quais as histórias ouvidas pelos narradores e em que contexto se deu esta prática? Qual a história deste território evidenciada pelos contos, mesmo antes da transferência da capital nacional? Essa narrativa, tecida sob a luz da história cultural, teve como fio condutor a metodologia da história oral e como aporte teórico a obra de Walter Benjamin, Walter Ong, Paul Ricoeur, Carlo Ginzburg, Sandra Pesavento e Câmara Cascudo, entre outros, por suas reflexões e estudos sobre tradição, modernidade, experiência, narrativa, oralidade, escritura, memória e história. As vozes dos contadores de histórias se transformam nesta pesquisa em fios, cardados1 pela memória de suas histórias de vida e descortina a existência de uma outra história para além da historiografia oficial, que insiste em mostrar uma Brasília sem História. Contar e ouvir histórias são práticas que devem ser estimuladas em nossa sociedade individualista. _______________________________________________________________________________________ ABSTRACT / Storytelling is a tradition that remains mainly through oral culture and has been re-signified by storytellers present in the capital city, the stage/scenario of this narrative. Brasília is a modern city, built under the signs of the arts, that brings in its conception much of the Brazilian cultural roots: tradition and modernity originating a true story of the homo-brasiliensis. This work piece intends to identify and evidence the presence of storytellers and their practices in the Distrito Federal area. Throughout this research some inquiries were brought about, such as: How does the storytellers act in the Distrito Federal area? What is the difference between the modern and the traditional storyteller? What were the stories heard by the narrators and in what context? What is the history about this territory evidenced by the tales, including those of the periods before the national capital was transferred to this area? The narratives created under the cultural history enlightenment was in a great sense wired by the storytelling methodology and supported by the masterpieces of Walter Benjamin, Walter Ong, Paul Ricoeur, Carlo Ginzburg, Sandra Pesavento e Câmara Cascudo, among others, and by their theoretical thoughts and studies over tradition, modernity, experience, narration, orality, writing, memory and history. In this research, the voices of the storytellers were transposed into wires roved by the memory of their own life history. It revels the existence of another history beyond the official historiography, that insists to present a Brasilia Without History. To tell and to listen to stories are practices that ought to be stimulated in our current individualist society.
