Fostering Citizen Participation Though Innovative Mechanisms in Governance, Policy, And Decision Making Process: Comparing Washington D.C. and Seoul

abstract: This research examines the use of innovative mechanisms for encouragement of citizen participation in the governance, policy, and decision making processes using case studies of Washington, DC, the United States and Seoul, South Korea for comparison. The research illustrates ways of encouraging development of citizen participation using innovative mechanisms through comparative study. This research used a comparative case study of the two cities which focuses on how the two governments apply ICTs and foster citizen participation, what similarities and differences there are between the two city governments' performance and practices, and what may cause these similarities and differences. For the research, websites and citizen participation practices of Washington, DC and Seoul using innovative technologies - Citizen Summit and Seoul Oasis - are reviewed and compared using the categories of general capacity, actor, legal aspect, management, and evaluation. As capitals of the United States and South Korea, Washington, DC and Seoul lead the encouragement of citizen participation, and the two cities' specific practices are recognized as exemplary. The findings describe encouragement of citizen participation using innovative technologies in governance, policy, and decision making processes of Washington, DC and Seoul as well as similarities and differences. Both cities commonly use Government 2.0. Through Government 2.0, citizens can participate and influence the results and effects of policy. Also, governments secure transparency, legitimacy, and efficiency through direct communication with citizens. The study illustrates how citizen participation using innovative technologies can support civic engagement in local government. Strong leadership of the mayor is a common driving force of the two cities in initiating and implementing the Citizen Summit and Seoul Oasis. Different contexts of the two cities influence ways to initiate and utilize innovative technologies. Washington, DC implemented a practice combining public meeting and small group discussion using innovative technologies. On the other hand, Seoul initiated a new citizen participation practice based on the Internet. A qualidade dos produtos e sua apresentação ao consumidor são as características mais marcantes nessa mudança. Hortaliças minimamente processadas são aquelas que foram fisicamente alteradas, mas que permanecem no estado fresco. As sucessivas manipulações na produção aumentam as possibilidades de contaminação microbiológica desses produtos. O objetivo deste trabalho foi avaliar a contaminação microbiológica por Salmonella sp. e coliformes a 45°C em dois elos da cadeia produtiva de couve minimamente processada para identificação do ponto crítico de contaminação. Foram coletadas amostras de couve na Agroindústria Machadinho, Brazlândia-DF, em todas as etapas do processo produtivo dentro da agroindústria, além de amostras coletadas em supermercados de Brasília-DF. Foi detectada contaminação por coliformes a 45°C apenas em amostras adquiridas nos supermercados. Verificou-se a necessidade de uma maior integração entre Agroindústria e supermercados, bem como a necessidade de treinamento de gerentes e manipuladores, e a aquisição de equipamentos objetivando a manutenção da qualidade ao longo da cadeia. _____________________________________________________________________________ ABSTRACT / The trade of vegetable crops has changed substantially in the last years. Quality and presentation of the products are the μost iμportant facts in this change. Miniμally processed vegetables are those that have been physically changed but have kept their fresh condition. The successive μanipulation increases the chance of μicrobiological contaμination of the products. The aiμ of this research was to evaluate the μicrobiological contaμination by Salμonella sp. and fecal coliforμes at 45°C in two segμents of the μiniμally processed Chinese kale to identify critical points. Saμples of μiniμally processed Chinese kale were colected froμ Agroindústria Machadinho, Brazlândia−DF, and froμ superμarkets in Brasilia DF. It was detected contaμination by fecal coliforμes at 45ºC in the saμples froμ the superμarkets. It was observed the need of a higher integration between the agroindustry and the superμarkets. It is also necessary training of μanagers and staff, as well as the acquisition of equipμents aiμing quality μaintenance in this supply chain.

No. of bitstreams: 1 2012_tese_lsoliveira.pdf: 1435577 bytes, checksum: d1f804398b412db4fe03d1eb38262281 (MD5) Previous issue date: 2012 / Fruit ripening is a complex developmental process involving changes in biochemical, physiological and sensorial characteristics as well as in the oxidative metabolism which result in their quality attributes and antioxidant properties This research described the major changes in the antioxidant systems during development of two tropical fruit species Acerola (Malpighia emarginata D.C) and sapodilla (Manilkara zapota L.) fruits were analyzed at different maturity stages for quality parameters post-harvest antioxidant compounds total antioxidant activity (TAA) antioxidant enzymes activity and cell membrane integrity Ripening process promoted improvements in post-harvest quality of tropical fruits studied In acerola the total vitamin C and total soluble phenols (TSP) content reduced during development which resulted in decline of total antioxidant activity (TAA) In spite of the decline in TSP the yellow flavonoid and total anthocyanins content showed an evident increase at ripening which may be associated to fruit coloring and antioxidant nutrition properties While in sapodilla antioxidant compounds contents reduced significantly during the fruit development which contributed to decreased of TAA that resulting mainly from the decline of phenolics contents such as TSP and yellow flavonoids because sapodilla is not a good vitamin C source The activities of oxygen-scavenging enzymes superoxide dismutase (SOD) catalase (CAT) and ascorbate peroxidise (APX) decreased with tropical fruits ripening which contributed to an increased oxidative stress as evidenced by lipid peroxidation therefore necessary to make easy many changes related to aging The development of tropical fruits studied was accompanied by progressive increase in oxidative and peroxidative stress which can contributed to the fruit postharvest quality and nutritional antioxidant potential. / O amadurecimento de frutos é um processo complexo do desenvolvimento envolvendo inúmeras mudanças nas características bioquímicas, fisiológicas e sensoriais bem como no metabolismo oxidativo determinando seus atributos de qualidade e propriedade antioxidante Desta forma esse trabalho objetivou analisar as principais mudanças no sistema antioxidante durante o desenvolvimento de frutos de duas espécies tropicais Os frutos de aceroleira (Malpighia emarginata D.C) clones II 47/1 BRS 235 BRS 236 BRS 237 e BRS 238 e de sapotizeiro (Manilkara zapota L.) clones BRS 227 e BRS 228, foram analisados em diferentes estádios do desenvolvimento quanto às variáveis de qualidade pós-colheita compostos antioxidantes atividade antioxidante total (AAT) atividade das enzimas antioxidante e grau de peroxidação de lipídeos. Durante o processo de desenvolvimento das acerolas o conteúdo de vitamina C e de polifenóis solúveis totais (PST) diminuiu resultando em um declínio da atividade antioxidante dos frutos Apesar da redução dos PST o conteúdo de flavonóides amarelos e antocianinas totais mostraram um aumento evidente com o amadurecimento o que pode estar associado à mudança de cor e propriedades antioxidantes nutricionais da acerola Enquanto no sapoti o conteúdo dos compostos antioxidantes diminuiu significativamente ao longo do desenvolvimento contribuindo para uma redução da AAT resultante principalmente do declínio do conteúdo dos fenólicos flavonóides amarelos e polifenóis totais pois o sapoti não é considerado uma boa fonte de vitamina C A atividade das enzimas antioxidantes dismutase do superóxido (SOD) catalase (CAT) e peroxidase do ascorbato (APX) diminuiu ao longo do amadurecimento dos frutos tropicais estudados o que contribuiu para um aumento do estresse oxidativo evidenciado pelo aumento da peroxidação de lipídeos sendo, portanto necessário para facilitar muitas das mudanças relacionadas com a maturação O amadurecimento das espécies tropicais estudadas foi acompanhado por um aumento do estresse oxidativo e peroxidativo o qual pode contribuir para as alterações observadas na qualidade pós-colheita dos frutos e para um declínio em seu potencial antioxidante.
