No. of bitstreams: 1 DissECP.pdf: 3787979 bytes, checksum: 4e25a9726dca7295cb4e05f7478bcf9e (MD5) Previous issue date: 2015-08-17 / Não recebi financiamento / The purpose of this work is to check if and how the strategic planning of information technology occurs in organizations of the Federal Public Administration (FPA) from the case study of the elaboration, implementation and control of the Director of Information Technology Plan (DITP) in the Federal Institute of Education, Science and Technology of Sao Paulo. The mandatoriness of preparing this strategic plan comes from the planning needs in public authority in the Federal Constitution of 1988 and also from the prerogatives of the Reform of the Public Management of 1995, which introduced the New Public Management (NPM) character of management from the results in the FPA. The methodology consisted of a case study with members of the Information Technology Committee from the Federal Institute of Education, Science and Technology of São Paulo, whose members are Coordinators of Information Technology (CIT) of all campuses of the organization. This committee is responsible for IT policies and preparing the DITP. The data collection procedure as well as the bibliographic and documentary research were the field research, by carrying out in-depth interview with the Chair of the IT Committee and the questionnaire application with the CIT. The main focus of this research is to verify the perception of the CIT campuses in the studied institution because they are responsible for disseminating the goals prescribed in this planning and for the checking if the goals are being fulfilled in the units in which they work as IT professionals. The main results found that many of the interviewed people are not aware of the DITP and the strategic issue that is linked to this document and that they make it just an operational document reduced to a mere instrument for the legal and bureaucratic compliance with the acquisition of goods and IT services. / O objetivo deste trabalho é verificar se e como ocorre o planejamento estratégico de tecnologia da informação nas organizações da Administração Pública Federal (APF), a partir do estudo de caso da elaboração, implementação e controle do Plano Diretor de Tecnologia da Informação (PDTI) no Instituto Federal de Instituto Federal de Educação, Ciência e Tecnologia de São Paulo (IFSP). A obrigatoriedade da elaboração deste plano estratégico é oriunda das necessidades de planejamento nos órgão públicos previstos na Constituição Federal de 1988 e das prerrogativas da Reforma da Gestão Pública de 1995, que introduziu o caráter gerencialista da administração por resultados na APF. A metodologia consistiu em um estudo de caso com os membros do Comitê de Tecnologia da Informação do Instituto Federal de Educação, Ciência e Tecnologia de São Paulo (IFSP), cujos membros são os Coordenadores de Tecnologia da Informação (CTI) de todos os campi da organização. Este comitê é responsável pelas políticas de TI e pela elaboração do PDTI. O procedimento de coleta de dados, além de pesquisa bibliográfica e documental, foi a pesquisa de campo, com a realização de entrevista em profundidade com a presidência do Comitê de TI e aplicação de questionário junto aos CTIs. A pesquisa tem como principal foco a verificação da percepção dos CTIs dos campi da instituição estudada, pois estes são os responsáveis por difundirem as metas prescritas neste planejamento e acompanhamento do cumprimento das mesmas nas unidades na qual atuam como profissionais da área de TI. Os principais resultados constataram que muitos dos entrevistados desconhecem o PDTI e desconhecem também a questão estratégica que está vinculada a este documento, tornando o documento operacional e reduzindo-o a um simples instrumento para o cumprimento legal e burocrático da aquisição de bens e serviços de TI.
