Reflecting Disaster Risk in Development Indicators

Disasters triggered by hazards, such as floods, earthquakes, droughts, and cyclones, pose significant impediments to sustainable development efforts in the most vulnerable and exposed countries. Mainstreaming disaster risk is hence seen as an important global agenda as reflected in the Sustainable Development Goals (SDGs) and the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015-2030. Yet, conventional development indicators remain largely negligent of the potential setbacks that may be posed by disaster risk. This article discusses the need to reflect disaster risk in development indicators and proposes a concept disaster risk-adjusted human development index (RHDI) as an example. Globally available national-level datasets of disaster risk to public and private assets (including health, educational facilities, and private housing) is combined with an estimate of expenditure on health, education, and capital formation to construct an RHDI. The RHDI is then analyzed across various regions and HDI groups, and contrasted with other HDI variants including inequality-adjusted HDI (IHDI) and the gender-specific female HDI (FHDI) to identify groups of countries where transformational disaster risk reduction (DRR) approaches may be necessary.

WHITE - Achieving Fair Bandwidth Allocation with Priority Dropping Based On Round Trip Times

Current congestion control approaches that attempt to provide fair bandwidth allocation among competing flows primarily consider only data rate when making decisions on which packets to drop. However, responsive flows with high round trip times (RTTs) can still receive significantly less bandwidth than responsive flows with low round trip times. This paper proposes a congestion control scheme called WHITE that addresses router unfairness in handling flows with significantly different RTTs. Using a best-case estimate of a flow's RTT provided in each packet by the flow source or by an edge router, WHITE computes a stabilized average RTT. The average RTT is then compared with the RTT of each incoming packet, dynamically adjusting the drop probability so as to protect the bandwidth of flows with high RTTs while curtailing the bandwidth of flows with low RTTs. We present simulation results and analysis that demonstrate that WHITE provides better fairness than other rate-based congestion control strategies over a wide-range of traffic conditions. The improved fairness of WHITE comes close to the fairness of Fair Queuing without requiring per flow state information at the router.

On the Automorphism Groups of Almost All Circulant Graphs and Digraphs

We attempt to determine the structure of the automorphism group of a generic circulant graph. We first show that almost all circulant graphs have automorphism groups as small as possible. Dobson has conjectured that almost all of the remaining circulant (di)graphs (those whose automorphism groups are not as small as possible) are normal circulant (di)graphs. We show this conjecture is not true in general, but is true if we consider only those circulant (di)graphs whose orders are in a “large” subset of integers. We note that all non-normal circulant (di)graphs can be classified into two natural classes (generalized wreath products, and deleted wreath type), and show that neither of these classes contains almost every non-normal circulant digraph.

Fast generation of digitally reconstructed radiographs for use in 2D-3D image registration

Gender-Responsive Disaster Risk Reduction : Challenges and Solutions in UNDRR Policymaking

This paper brings insight into the international regime on Disaster Risk Reduction and its responsiveness to gendered dimensions. More specifically, it investigates the translation from theoretical prescriptions to policy practices in the internationally operating United Nations Office for DRR (UNDRR). The aim of this paper is to study to what extent the central challenges and solutions in making DRR gender-responsive, as defined by scientific literature, are brought up in UNDRR policymaking. The extent to which they were mentioned in each unit of analysis (33 UNDRR publications) is systematically documented and all quotes are listed and used as a qualitative complementary element. Results show that there are substantially more mentions of solutions than challenges. Further, while some aspects such as women’s exclusion from decision-making and promoting their leadership receive substantial attention throughout the publications, the homogenization of women and men’s exclusion do not. In conclusion, the UNDRR has, to a varying extent, integrated the central challenges and solutions into gender-responsive DRR policymaking. In identifying these gaps, the study offers practical recommendations. It also provides a theoretical framework and a descriptive foundation of trends and patterns for future research.

Evaluating the implementation of the Hyogo framework for action in the Kabokweni location : views from the frontline perspective / Prudence P. Dlamini

Although disaster risk reduction is still not considered a priority by many countries and organisations, there is significant progress made towards the reduction of disaster risk. The experience of the International Decade for Natural Disaster Reduction (IDNDR, 1990–1999) prompted a major conceptual shift from disaster response to disaster reduction underscoring the crucial role of human action (UNISDR, 2001:03). This circumstance led to the adoption of an International Strategy for Disaster Risk Reduction (ISDR) in 1999 by the participants of the IDNDR Programme Forum. The adoption gave emphasis to the importance of a global strategy that encourages and facilitates concerted action to reduce risk and vulnerability to natural and related technological and environmental hazards. This research then focuses on the disaster risk reduction phenomenon and major or international initiatives and forums aimed at improving or raising the disaster risk reduction profile. It also focuses on disaster risk management in the South African context. In recent years, disaster risk reduction has grown in importance on the international agenda. This followed the prevalence of natural hazards such as floods, drought, earthquakes, tsunamis, as well as epidemics, which have had an increasing impact on humans, due to population growth, urbanization, rising poverty and the onset of global environmental changes. Aspects of environmental change include climate change, land degradation and deforestation. Practitioners and researchers widely acknowledge that poor planning, poverty and a range of other underlying factors create conditions of vulnerability that result in insufficient capacity or measures to reduce hazards‘ potentially negative consequences (IISD/UN/ISDR, 2007:01). It is in this light that in 2005 many governments around the world committed themselves to take action to reduce disaster risk, and thereby adopted a guiding document to reduce vulnerabilities to natural hazards, called the Hyogo Framework for Action (HFA). The HFA was adopted in January 2005 at the World Conference on Disaster Reduction, in Kobe Hyogo, Japan by 168 States. The aim of the HFA is to assist the efforts of nations and communities to become more resilient to, and cope better, with the hazards that threaten their development gains with the overriding goal of achieving a substantial reduction in global disaster risk. It also emphasizes that disaster risk reduction is a central issue for development policies, in addition to being of interest to various science, humanitarian and environmental fields. To help attain the expected outcome, the HFA identified five specific priorities for action (PFAs) which are: (i) making disaster risk reduction a priority; (ii) improving risk information and early warning; (iii) building a culture of safety and resilience; (iv) reducing the risks in key sectors; and (v) strengthening preparedness for response. The Global Network of Civil Society Organisation for Disaster Risk Reduction (GNDR) which was launched in 2007 in Geneva, is a major international network of civil society organisations working to influence and implement disaster risk reduction policies and practice around the world. The major programme of the global network is to collect perspective for the local level as to how the HFA is progressing. The Views from the Frontline (VFL) is the first independent assessment project undertaken towards the implementation of the HFA at the local level and is led by the Global Network. The aim of this project is to measure the gap between policy formulation at international level with the realities of policy execution at local level and to deepen the communication and coordination between different stakeholders on disaster risk reduction by involving government organisation and communities at the local level. The VFL perspective is that nationally formulated policies are not generating widespread systematic changes in local practices. There is a concern that the current approach is top–down and engages minimally with affected communities and fails to address their needs and capacities (GNDR, 2008:01). The main objective of this research was to provide an overview of progress made in the implementation of the HFA at local level particularly in the Kabokweni Location. The approach adopted in this study is called 'the Views from the Frontline', and explores the extent of the actual progress made toward the implementation and impact of the HFA priorities at local level, namely the Kabokweni community in the Mbombela Local Municipality (MLM) situated in the Mpumalanga Province of South Africa. / Thesis (M. Ανάπτυξη τεχνικών επεξεργασίας και ευθυγράμμισης ιατρικών δεδομένων με χρήση χαρτών αυτο-οργάνωσης στην ακτινοθεραπεία

Σκοπός της παρούσας διδακτορικής διατριβής είναι η ανάπτυξη αλγορίθμων επεξεργασίας ιατρικής εικόνας για την ενσωμάτωση τους σε ιατρικές εφαρμογές ακτινοθεραπευτικού ενδιαφέροντος. Οι αλγόριθμοι αυτοί στηρίζονται στην αρχή λειτουργίας των χαρτών αυτο-οργάνωσης Kohonen και αξιοποιούν την πληροφορία που περιέχεται σε περιοχές των εικόνων γύρω από σημεία ενδιαφέροντος, ώστε να εντοπίσουν αυτόματα, με ακρίβεια και αξιοπιστία, αντιστοιχίες μεταξύ των εικόνων. Πιο συγκεκριμένα, ένας επαναληπτικός αλγόριθμος προτείνεται για την αυτόματη εύρεση αντίστοιχων σημείων σε ιατρικές εικόνες δύο διαστάσεων. Ο προτεινόμενος αλγόριθμος προϋποθέτει την εύρεση σημείων ενδιαφέροντος μόνο στη μια από τις δύο εικόνες και εντοπίζει τα αντίστοιχα σημεία στη δεύτερη εικόνα μέσα από μια επαναληπτική διαδικασία, η οποία προσομοιάζει τη φάση εκπαίδευσης του νευρωνικού δικτύου. Με βάση τα ζεύγη των αντίστοιχων σημείων, υπολογίζονται στη συνέχεια οι παράμετροι ενός μετασχηματισμού, κατάλληλου για να περιγράψει τη σχέση μεταξύ των δεδομένων εικόνων. Ο αλγόριθμος ευθυγράμμισης εφαρμόζεται σε δεδομένες εικόνες ηλεκτρονικής πυλαίας απεικόνισης (Electronic Portal Images), που λαμβάνονται πριν από κάθε συνεδρία της ακτινοθεραπείας, για τον υπολογισμό του σφάλματος τοποθέτησης του ασθενούς. Το ζήτημα της επαλήθευσης της θέσης του ασθενούς στην ακτινοθεραπεία αντιμετωπίζεται επίσης με τη βοήθεια μιας αυτόματης μεθόδου εύρεσης αντίστοιχων σημείων σε τρισδιάστατα δεδομένα, η οποία εφαρμόζεται για την ευθυγράμμιση της αξονικής τομογραφίας του σχεδιασμού της ακτινοθεραπείας και μιας αξονικής τομογραφίας επαλήθευσης, που λαμβάνεται πριν την πρώτη συνεδρία της ακτινοθεραπείας. Ο προτεινόμενος αλγόριθμος εντοπίζει αντίστοιχα σημεία ενδιαφέροντος στις δεδομένες τομογραφικές εικόνες και υπολογίζει τις παραμέτρους ενός μη γραμμικού μετασχηματισμού ευθυγράμμισης. Μετά την ευθυγράμμιση των δύο τομογραφιών, υπολογίζεται η μετατόπιση του ισοκέντρου στην τομογραφία επαλήθευσης σε σχέση με τη θέση του ισοκέντρου που προβλέπεται στην αρχική τομογραφία του σχεδιασμού. Με την ενσωμάτωση αυτής της μεθόδου ευθυγράμμισης στη διαδικασία της ακτινοθεραπείας, ικανοποιούνται δύο ανάγκες της κλινικής πρακτικής. Αφενός, η μετατόπιση του ισοκέντρου, όπως υπολογίζεται από την προτεινόμενη μέθοδο, παρέχει μια αξιόπιστη ένδειξη για τη μετατόπιση του ασθενούς που απαιτείται πριν τη χορήγηση της ακτινοβολίας. Αφετέρου, επιχειρείται η καλύτερη αξιοποίηση των πόρων του τμήματος της ακτινοθεραπείας με τη διαδικασία της εύρεσης του ισοκέντρου της ακτινοθεραπείας να λαμβάνει χώρα στην αίθουσα του αξονικού τομογράφου και να μειώνεται συνεπώς ο χρόνος που απαιτείται για την προετοιμασία του ασθενούς στον γραμμικό επιταχυντή κατά την πρώτη συνεδρία της ακτινοθεραπείας. / Aim of the present thesis is the development of image processing algorithms for radiotherapy applications. These algorithms are based on the principles of Kohonen Self Organizing Maps and exploit the information contained in image regions around distinctive points of interest, in order to determine image correspondences in an automatic, accurate and robust way. In particular, an iterative algorithm is proposed for automatic detection of point correspondences in two-dimensional medical images. The proposed algorithm requires the extraction of interest points only in one image and detects the homologous points in the second image through an iterative procedure, respective to the training phase of a neural network. Subsequently, the parameters of an appropriate registration transformation are computed to describe the mapping between the two images. The computation is based on the detected point correspondence. The proposed registration algorithm is applied to Electronic Portal Images, acquired prior to the radiotherapy treatment delivery, in order to estimate the setup error of the patient. The issue of patient position verification in radiotherapy is also addressed in the present thesis by developing an algorithm for automatic detection of point correspondences in three-dimensional medical data. The algorithm is used to register the CT data of radiotherapy planning to an additional verification CT, acquired prior to the first treatment fraction. The proposed algorithm detects corresponding points in the two CT images and computes the parameters of a non-rigid registration transformation. After the registration of the two CT images, the isocenter displacement of the verification CT is calculated with respect to the ideal isocenter position, defined in the planning CT. By integrating the proposed registration procedure in the clinical practice, two needs are met. Firstly, the isocenter displacement, calculated by the proposed method, provides a reliable indication of the patient shift, needed before the treatment delivery, for optimization of the dose delivery. Secondly, an improvement of the radiotherapy department efficiency is attempted by performing the procedure of isocenter marking in the CT scanner room and, consequently, reducing the time expenditure of the patient in the LINAC during the first radiotherapy fraction.

O estudo enfatiza o impacto da adoção de modelos de tráfegos reais tais como HTTP, FTP e WAP e de diferentes escalonadores. Através de simulação são analisados: o atraso médio dos pacotes, a vazão e percentual de perda de cada tipo de tráfego em função da carga de tráfego. É adotado neste estudo o escalonamento FIFO, com prioridade, WFQ e DRR. Os resultados mostram que o sistema 1xEV-DO padronizado permite transmissões de dados a altas taxas de bits. É mostrado, também, que a introdução de outros escalonadores podem melhorar ainda mais o desempenho do sistema / Abstract: The forward link performance study of the 1xEV- DO system is presented in this work. The study emphasizes the impact of the adoption of the real traf c mode1s such as HTTP, FTP and WAP and several different schedulers. The average packet delay, the throughput and each traf c loss percentage are analyzed through simulation in function of traf c load. It is adopted in this study schedulers FIFO, with priority, WFQ and DRR. The results show that standardized 1xEV-DO system allows data transmission at high bits rates.
