The study explored the condition of local governance by examining the status of the facets that underpin local governance namely participation, transparency and accountability, gender equity and efficiency. It highlighted dilemmas associated with implementing decentralisation in areas where there are no functioning local institutions and where tendencies of centralisation still loom large.

The impact of decentralisation on participatory development in the Nsanje district of Malawi

This research investigated the impact of decentralisation on participatory development in the Nsanje District of Malawi from 2009 to 2014. Existing challenges in realising effective participation were identified by acquiring information from documents at three spheres of government, namely local, district and national. The literature explains decentralisation and local government; the theories of state-local relations; the nature, types and determinants of participation; the legislative framework of local government; and decentralisation reforms being implemented in Malawi. A descriptive approach was used in the study, with the emphasis on collecting data from primary sources such as minutes, reports, newspapers, and secondary sources such as the District Council and local government department records, books, academic journals, completed and unpublished post-graduate research theses, and legislation. From the acquired information, a number of recommendations are made to deal with various challenges faced to achieve effective participatory development in the District.

An assessment of the implementation of the national decentralisation policy in Zomba District Council in Malawi: (2009-2010)

This study was aimed at assessing the implementation status of the National Decentralisation Policy in Zomba District Council in Malawi given the current situation where the council is operating without ward councilors. It also undertook an exploration of factors affecting the implementation of the National Decentralisation Policy in Zomba District Council and made recommendations which can positively contribute to the effective implementation of the National Decentralisation Policy in Zomba District Council. Using both qualitative and quantitative research design, data for the study was collected using interviews, questionnaires and document analysis. The study found that the implementation of the National Decentralisation Policy in Zomba District Council during the period under study was unsatisfactory. The major challenges to the implementation of the National Decentralisation Policy in Zomba District Council were largely linked to the absence of councilors in the current council setup, violation of legal instruments governing the implementation of the National Decentralisation Policy by the incumbent leadership, lack of political will among the ruling elite to see full implementation of the National Decentralisation Policy, poor performance of structures operating in place of ward and council committees and inadequate finances at the disposal of Zomba District Council. The study concluded that Zomba District Council needed ward councilors to fully implement the National Decentralisation Policy. However the study also observed that it would be impossible to attain the objectives of the decentralization policy if there was no political will on the part of the incumbent leadership to see the National Decentralisation Policy implemented in full at Zomba District Council.

A critical analysis of decentralisation as a means of enhancing rural development in Malawi : a case study of Salima District Council

This study sought to find out the extent to which decentralisation has brought about development in the rural areas in Malawi, specifically focusing on Salima District Council. It sought the views from the local communities themselves and government officials at district level on decentralisation in relation to rural development. Although the study used both qualitative and quantitative approaches, it was predominantly qualitative. As such, it used mixed methods of data collection, which included in-depth interviews, direct observations, questionnaires, focus group discussions (FGDs) and documentary search. Qualitative data was developed into themes and concepts and was subsequently interpreted in a trustworthy manner so as to reflect the true meaning of the data. In other words, explanations were attached to each theme or concept in an attempt to give the meaning of the data. The study found out that decentralisation is effective in terms of rural development such that local people are able to demand for services of their choice from local governments but the main challenge or constraint is availability of financial resources to cater for all the demanded public services. Other major barriers to rural development include capacity deficiencies at district and grassroots level and tensions among key stakeholders competing to maximize their role in local governments. Basing on these findings, and financial resources being the major barrier to rural development, the study recommends that Government should make sure that enough financial resources are released and channelled to district councils to cater for the needs of the communities. The study also recommends that councils should strive to generate more local revenues to cope up with the demand from the communities. And finally, the study recommends that Government should recognize local governments as entities on which is bestowed a huge responsibility of improving socio-economic conditions of the rural areas where 87 percent of the population lives, therefore provision of resources and enabling legislation to enhance rural development should be the primary focus. Of course, these recommendations should be understood within the context of the studied district. Otherwise there is potential for different and expanded recommendations if one replicated the study to cover the entire country.

An assessment of local participation within the decentralised framework: a case of Lilongwe District Council

The research analyses local participation as it is implemented within the Lilongwe District Council. The study explores decentralisation in the council by examining important facets that contribute to good local governance with a special interest in local participation. The study finds that while local participation is a recognized feature in the decentralisation policy, lack of proper involvement and integration has limited the efficacy of local participation. The neglect of government in conducting local government elections to have ward councillors in place is brought to the fore as a major setback to the implementation of decentralisation reforms. The study therefore notes that decentralisation must not be seen as just a policy goal, with the aim of shifting development to the communities, but as a policy instrument which aims to improve local democracy, efficiency and effectiveness in the provision of social services. In order to achieve this, the study proposes five key recommendations and a proposed model for the attainment of good governance in the Council.

Assessment of the effectiveness of Area Development Commitees (ADCs) in Decentralization : a case of Ntchisi District in Malawi

Decentralization is an approach Malawi government is using to accelerate development. In order to achieve this, local structures like ADCs were instituted to improve community participation and enhance demand driven type of development. This study examined the effectiveness of the ADCs in decentralization. The study was conducted in TAs Chilowoko and Kalumo in Ntchisi district. Both quantitative and qualitative research methods were used. Through random sampling, 97 respondents were interviewed using a household questionnaire. Two focus group discussions and 14 key informant interviews were also done. Analysis of the quantitative data collected was done using Scientific Package for Social Scientists (SPSS) tool while the qualitative data was analyzed manually using common themes that emerged from the findings. The results show that the community members do not commonly know ADCs and that they do not have autonomy to enhance community participation in decision making. ADCs do not have the autonomy to operate as custodians of development. ADCs are also facing many challenges that include lack of operational resources, incentives, transport and political infringement. On the overall, therefore, the study recommends that there is need to create awareness on the existence of the ADCs and other local structures to the community members. Secondly, there is need to review the National Decentralization Policy, Local Government Act and the Guidebook on decentralization in Malawi / Development Studies / M. A. (Development Studies)

The development role of traditional authorities in view of the decentralization in Malawi

Chiefs in Malawi have traditionally been part of the government machinery since colonial days and continue to play a crucial role in development administration even more so in decentralized structures. They are able upon to mobilize communities in rural areas to initiate and implement community development projects with minimal supervision. Malawi Social Action Fund 1 (MASAF 1) project management approach, which centered on community ownership of projects and registered enormous successes, is a case in proof of this. However, distribution of power and roles between chiefs and local government authorities in view of decentralization demand more research and policy debate if chiefs are to be effectively utilized and for the decentralization process to work effectively. Whilst the local authorities derive their power from the control of 5% of revenue collected in the districts, which they are allocated, chiefs derive theirs from the legitimacy they have over their subjects for being in constant touch with the community. / Development Studies / M.A. Social Science (Development Studies)
