Enhanced Computer Graphics for Decision Makers

Words need a context to be understood. Visual patterns also need a context to convey their meaning. When patterns represent quantities in business graphics, decision makers (DMs) depend on contrasting visual contexts to discern patterns and discover relationships. Depending on the context in which DMs see trends, differences between two trends may point to a problem, to continuity, or to an opportunity. Can enhancing the context in computer graphics help DMs visualize problems? To answer this research question, three experiments were done in the field on computer graphics. One hundred five DMs tried 17 different contexts for time-series trends displayed on a microcomputer monitor. The research objective was to find out whether changing the context in graphics affected the decision efficiency (accuracy/response time) of DMs in determining relationships among trends. Essential for measuring the effect were interactive computer programs that displayed random trends in graphics of differing contexts, collected the DMs' answers to questions about the trends, and graded 1133 graphics based on the answers, response times, and trend data. The experimental results supported the hypothesis that computers can enhance the visual context surrounding time-series trends so that DMs can better visualize problems. Results were based on comparisons of DMs' decision efficiencies between trial graphics with differing contextual enhancements and based on answers to questions about the trial graphics. The results were tested with nonparametric statistics at the 0.05 significance level. Specific findings were: (1) Computer-supplied forecasts, as an enhancement, significantly helped DMs discover differences among trends. (2) Although not statistically significant, stratified presentation of trends and fading chartjunk tended to increase DMs' efficiencies. (3) Adding two colors, as an enhancement, made no difference in efficiency over black and white. (4) Paired trends in windows did not affect efficiency significantly. (5) Sequentially traced trends and composites of enhancements did not affect efficiency significantly. (6) DMs preferred stratified trends most and had the most confidence in graphics with fading context. They least liked and had the least confidence in black-and-white graphics.

Organizational innovation in a professional school: a case study

The purpose of this research was to apply specific organization development strategies in a professional school to test the applicability of Argyris' Theory and Method Model for this setting. The research was designed to determine the effectiveness of group decision-making processes before and after intervention. In order to accomplish this, the research included two phases. The purpose of Phase One was to involve all members in the organization development program so valid information could be collected about strengths, limitations, and problems of the organization. Data for this phase were collected by individual and group interviews. These interviews, while unstructured, were designed to accomplish four objectives: (1)to provide information about perceived strengths and limitations, (2)to ascertain the direction participants wanted the organization to take, (3)to identify specific problem areas, and (4)to ascertain the perceived need for change. In addition, participants were asked to complete a questionnaire designed to elicit perceptions of emphasis given to four missions of the school and the adequacy of the support services and personnel. As a result of the data collected, a new organizational structure was developed by the participants and the researcher. Problem areas were also identified. Phase Two of the research was an experimental study of impact of three interventions on the effectiveness of a group. Effectiveness was measured by a positive change in (1)the degree of collaboration used in problem solving, (2)the effectiveness of communication, (3)role clarity, and (4)the level of trust, concern, and individuality behaviors. The two larger departments were selected for this phase, one serving as the experimental group and the other as the control group. Two data collection methods were employed, the Meetings Questionnaire and nonparticipant observation. The Meetings Questionnaire, a 36-item instrument, measures perceived collaboration, communication, and role clarity. Participants were asked to complete this questionnaire before and after intervention. Nonparticipant observation data were collected by trained observers using Argyris' system of categories. Baseline information on the percent of trust, individuality, and concern behaviors were collected for three weeks before intervention. Post-intervention data were collected for three weeks by the same observers. The organization development strategies employed in the three-week intervention period were surveyed feedback, process consultation, and coaching/modeling. In the survey feedback, data collected from both the questionnaire and the observations were reported to the experimental group during the first week at a two-hour department meeting. The observational categories were also explained and discussed. During the next two weeks, the researcher served as process consultant at the experimental group department meetings, using coaching and modeling of facilitative behaviors as a teaching method. Post-treatment data indicated no significant change in collaboration, communication, role clarity, or trust, concern, and individuality behaviors. The conclusions drawn were that the organization development strategies had little impact on improving organizational effectiveness. The fact that none of the hypotheses were supported does not mean that OD has no value for professional schools, but may be due to the inadequacy of the instruments used. It was further suggested that the time actually spent on intervention may have been too short and the intervention too mild to effect a change in the numerous dependent variables of the research.

Performance Measures for Managerial Decision Making: Performance Measurement Synergies in Multi-Attribute Performance Measurement Systems

This research tests for correlation between corporate performance and use of financial measures, nonfinancial measures, and number of balanced scorecard categories used. Literature notes a preference for managing by nonfinancial measures because financial measures are lagging indicators, but little empirical evidence is available on the relationship between nonfinancial measures and financial performance, and few companies are found to realize the benefits of nonfinancial measurements. The balanced scorecard has been studied to find the impact of diversity of performance measures, and anecdotal improvements have been reported, but there is a paucity of empirical evidence regarding how the use of a balanced scorecard impacts organizational performance. These issues are investigated in this research with a web based survey distributed to a sample of publicly traded companies using a systematic selection process based on randomly selected numbers generated for each 3-digit NAICS category. The dependent variable is a rank of high, medium or low performance based on 12-month rolling average stock price comparisons from January 2005 to January 2009. These averages are analyzed as a percent change for each company, with performance standardized by 3-digit NAICS category to eliminate cross industry variance in performance ranking. Kruskal-Wallis one-way ANOVA is used to test for correlation. High performers show greatest utilization of both financial and nonfinancial measures, followed by medium performers, with low performers utilizing both measures the least. Nonfinancial performance measures are more correlated to firm value than financial measures with the high performers' mean score for nonfinancial measures being higher than for financial measures. By contrast, medium and low performers exhibit the opposite: higher mean scores for financial measures than for nonfinancial measures [p ≤ 0.05 for nonfinancial measures and p ≤ 0.1 for financial measures]. Correlation is found to be borderline significant (p = 0.06) for the number of balanced scorecard categories used with high performers utilizing the highest number of categories and low performers utilizing the lowest number of categories [p = 0.009 with inclusion of two respondents reporting no usage of balanced scorecard categories].

Can higher education policy frameworks engender quality higher education in Malawian universities?

Thesis (MEd)--University of Stellenbosch, 2007. / ENGLISH ABSTRACT: Through policy document analyses and in-depth semi-structured interviews, this thesis examines the potential of higher education policy frameworks to engender quality university education in Malawian universities. Pertinent to the fast-growing higher education sector in Malawi is the connection between higher education policy frameworks and quality delivery of university education. Education policy frameworks in Malawi are mainly a response to the government’s broad policy of poverty alleviation. Thus this thesis argues that quality university education ought to contribute to poverty alleviation especially by assisting the country to achieve its Millennium Development Goals (MDGs) and to implement the initiatives of the New Economic Partnership for Africa’s Development (NEPAD). To engender quality university education that could help to alleviate poverty in Malawi, this thesis through Habermasian critical inquiry proposes that quality ought to be the corollary of defensible higher education policy frameworks, policy documents need to delineate quality parameters, access to university education needs to be increased and, inevitably, discursive or deliberative higher education policy making ought to be given primacy. / AFRIKAANSE OPSOMMING: Aan die hand van beleidsdokumentontleding en diepgaande, semigestruktureerde onderhoude, ondersoek hierdie tesis die potensiaal van hoëronderwysbeleidsraamwerke om gehalte universiteitsonderrig in Malawiese universiteite teweeg te bring. Van besondere belang vir die snelgroeiende hoëronderwyssektor in Malawi is die verband tussen hoëronderwysbeleidsraamwerke en die lewering van gehalte universiteitsonderrig. Malawiese onderwysbeleidsraamwerke is hoofsaaklik 'n reaksie op die regering se omvattende armoedeverligtingsbeleid. Daarom voer hierdie tesis aan dat gehalte universiteitsonderrig tot armoedeverligting behoort by te dra, veral deur die land te help om sy millenniumontwikkelingsdoelwitte (MOD’s) te bereik en die inisiatiewe van die Nuwe Vennootskap vir Afrika-ontwikkeling (NEPAD) in werking te stel. Local government and sustainable human development: local government as development agent in the promotion of local economic development

Thesis (PhD)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: The research report investigates the theoretical foundation of the understanding of decision-makers at local government level of the term "development", with specific reference to local government as development agent and Local Economic Development. The choice of theoretical model by these decision-makers to conceptualise their understanding has historical and analytical antecedents, and secondly, the decision-maker is faced with a basic dualism in developmental thinking, ie. the emphasis on universalism (global competitiveness) on the one hand and the need for specificity (local economic development) on the other. The theoretical principles and assumptions on which the neoliberal and market-orientated approach to development is based are incorporated in the macroeconomic policy approach 'Growth, Employment and Redistribution' in South Africa. This approach has recently overshadowed the social welfarist developmental approach represented by the 'Reconstruction and Development Program' or Sustainable Human Development. The basis for specific policy formulation and intervention strategies are found in the theoretical assumptions, goals and objectives in each of these alternate approaches to development. The research design for the study is primarily qualitative. A semi-structured interview schedule is applied in directing in-depth interviews with identified central decisionmakers in metropolitan and larger "B" municipalities. The research design and process is constructed around three themes based on current and historic analysis of development thinking as a means to address poverty and inequality: theme 1 - theoretical understanding of the term development, Economic Growth in the formal sector versus Sustainable Human Development; theme 2 - the nature and relevance of participation by civil society in the Local Economic Development (LEO) process; and theme 3- Local Economic Development and the role of infrastructure investment, land use planning and zoning as intervention strategy. A benchmark position is developed on local government as development agent and LEO, using various sources, for example, interview with Director-General in the Department of Provincial and Local Government dealing with Local Economic Development, the Constitution of the Republic of South Africa and legislative acts and policy papers relevant to LED. This position is compared with the position held by local government decision-makers dealing with LED. The analysis of the information collected suggests that the theoretical perspective and policy framework on development, participation and strategies to address inequality and poverty, ie Sustainable Human Development (researchers title) held by the Department of Provincial and Local Government (DPLG) is not compatible with the definition and understanding of the majority of the decision-makers at local government level dealing directly with LED. The notion of participative development with anti-poverty strategies focussed on poor urban citizenry at the local level is not seen as the relevant theoretical or applied focus by developmental decision-makers at municipal level. In addition, limited knowledge is available to local government decision-makers on both formal and informal economic activity. In this regard, de facto leadership has already been handed over to formal-economy organisations and institutions. The idea of using land-use planning and zoning regulations to reorientate economic activity to low- and informal housing settlements and the reconstitution of low-and informal housing as sites of manufacture utilising flexible specialisation principles was positively received. However, the respondents were either not knowledgeable about these principles, for example; Globalisation of production and flexible production processes, or had not considered them in relation to their planning, land use or zoning and development functions. In the light of the above, the notion of local government as development agent with specific reference to addressing poverty and inequality utilising the Local Economic Development process as envisaged by the Department of Provincial and Local Government does not have the majority support of decision-makers at city and metro level. The majority of respondents defined the process of consultation as limited to formal economic sectors that were/could be competitive in the new global economy. The majority of decision-makers hold the view that the redefinition and location of sites of economic activity could be delegated to these formal sector organisations and institutions. Their common understanding of development and the related intervention strategies was based on formal sector growth and related job creation strategies, as well as the "trickle-down" of resources and opportunities to the informal sector. If they wish to remain relevant in this context the Department of Provincial and Local Government has to develop intervention strategies to reorientate and redefine the theoretical and applied definition of development held by the decision-makers especially with regard to Local Economic Development. If these issues are not addressed the form and shape of South Africa cities and metros will be based on the entrenchment and escalation of economic dualism and exclusion of the poor from any developmental decision-making and strategies. This has serious implications for the development of local democracies and developmental institutions based on the formulation and understanding of local conditions and circumstances of poverty and inequality and holds serious implications for social stability in the South African metros and municipalities in the future. / AFRIKAANSE OPSOMMING: Die navorsingsverslag ondersoek die teoretiese begronding van die begrip wat besluitnemers op plaaslike regeringsvlak het van die term "ontwikkeling "met spesifieke verwysing na plaaslike regering as ontwikkelingsagent en Plaaslike Ekonomiese Ontwikkeling. Die keuse van teoretiese modelle deur hierdie besluitnemers het historiese en analitiese voorlopers en tweedens, word die besluitnemer in die gesig gestaar deur 'n basiese dualisme in ontwikkelingsdenke, die klem op universalisme (globale kompeterendheid) aan die een kant en die behoefte aan spesifiekheid (plaaslike ekonomiese ontwikkeling) aan die ander kant. Die teoretiese beginsels en aannames waarop die neoliberale en markgeorienteerde benaderings tot ontwikkeling berus, word gei"nkorporeer in die makro-ekonomiese benadering "Groei, Werkverskaffing en Herverdeling" (GEAR) in Suid Afrika. Die idee van die gebruik van grondgebruik- en soneringsregulasies om ekonomiese aktiwiteite tot lae en informele behuisingsnedersetfings te herorienteer en die hersamestelling van lae en informele behuising as plekke vir vervaardiging deur gebruik te maak van buigbare spesialiseringsbeginsels is goed ontvang. Die respondente was egter nie ingelig oor hierdie beginsels, of hulle het weggelaat om hierdie beginsels in berekening te bring by hul beplanning, grondgebruik of sonering en ontwikkelingsfunksies. In die lig van bogenoemde het die idee van plaaslike regering as ontwikkelingsagent met spesifieke verwysing tot die aanspreek van armoede en ongelykheid, deur gebruik te maak van die Plaaslike Ekonomiese Ontwikkelingsproses, soos in die vooruitsig gestel deur die Departement van Provinsiale en Plaaslike Regering, nie die meerderheidsteun van besluitnemers op staats- en metrovlak nie. Oit het ernstige implikasies vir die ontwikkeling van plaaslike demokrasie en ontwikkelingsinstellings gebaseer op die formulering en begrip van plaaslike toestande en omstandighede van armoede en ongelykheid en hou ernstige implikasies in vir die sosiale stabiliteit in die Suid-Afrikaanse metros en munisipaliteite in die toekoms.
