Investigation Of Sectoral Priorities For Cleaner (sustainable) Production At Regional And National Level

One of the most important factors leading to success of a regional/national cleaner (sustainable) production strategy is sector-focused approach. Due to limited resources and other constraints, it is a necessity to make a prioritization between sectors for cleaner (sustainable) production practices. Thus, within the scope of this study, manufacturing industry sub-sectors in Izmir and in Turkey were prioritized based on various criteria. The results should assist policy makers in the preparation of related sectoral roadmaps and action plans.The prioritization of manufacturing industry sub-sector was accomplished via Multi- Criteria Decision Making (MCDM) method with the integration of recent available data and by taking feedback from the stakeholders. Investigation of the sectoral priorities was carried out both at regional (Izmir) and national (Turkey) level. The criteria used in prioritization of manufacturing industry sub-sectors in Izmir were water and energy consumption, amount of wastewater discharged, amount of solid waste and hazardous waste generated, greenhouse gas emissions, HerfindahlHirschman Index (statistical measure of market concentration), sectoral employment, number of companies, export share, added value and suitability for cleaner (sustainable) production. In the prioritization analysis of Turkey all of the aforementioned criteria for Izmir except Herfindahl-Hirschman Index, number of companies and added value were used.Based on the results of this study, the top five high priority industrial sectors for cleaner (sustainable) production practices in Izmir are basic metal industry, food products and beverages, chemicals and chemical products, other non-metallic mineral products and coke and refined petroleum. In the sectoral prioritization analysis for cleaner (sustainable) production in Turkey textile industry takes the place of coke and refined petroleum. These sectors coincide with the priority sectors identified based on different purposes by other regional and national institutions.

Décisions multicritères dans les réseaux de télécommunications autonomes / Multicriteria decision making in autonomous networks

Les réseaux de données actuels sont des entités complexes qui opèrent dans des environnements dynamiques et hétérogènes. L'architecture et les protocoles de ces réseaux doivent faire face à plusieurs défis, notamment l'adaptation dynamique et la prise de décisions autonome en présence de plusieurs critères, souvent contradictoires, tels que le délai, le taux de perte, la gigue, l'énergie, etc. Cependant, les problèmes de décision multicritère ont généralement de multiples solutions. Ces problèmes sont résolus par des méthodes qui utilisent des paramètres dont les choix ont des conséquences difficiles à prévoir. De ce fait, la plupart des méthodes de décision multicritère proposées dans la littérature supposent la présence d'un décideur qui guide le processus de décision. Enfin, le choix des paramètres suppose souvent une interactivité avec le décideur, ce qui est difficile, voire impossible, à envisager dans un contexte autonome. Dans cette thèse, nous proposons une nouvelle méthode de décision multicritère adaptée aux systèmes autonomes en général et aux réseaux autonomes en particulier. La méthode de décision multicritère de type ``poupée russe'' que nous introduisons utilise un ensemble de boîtes de qualité englobantes, définies dans l'espace des critères, afin d'estimer une large gamme de fonctions d'utilité. D'une part, la méthode proposée s'adapte au caractère dynamique des réseaux autonomes, afin de maximiser la satisfaction des utilisateurs. D'autre part, elle utilise des paramètres qui sont soit directement déduits de faits objectifs, tels que des normes ou spécifications techniques, soit obtenus à l'aide d'une expérience de type MOS (Mean Opinion Score) au moyen d'une méthode de classification automatique. Nous avons testé les performances de la méthode de la poupée russe sur un cas pratique de routage dans les réseaux ad hoc sans fil. Les expérimentations ont montré que le routage réalisé avec la méthode de la poupée russe est toujours meilleur ou similaire à celui de la méthode de la somme pondérée qui est largement utilisée. Cela est dû à la capacité d'adaptation de la décision offerte par cette nouvelle méthode de décision multicritère / Today's data networks are complex entities that operate in dynamic and heterogeneous environments. The architecture and protocols of these networks have to face several challenges such as dynamic adaptation and autonomous decision-making in the presence of several, often conflicting, criteria such as delay, loss rate, jitter, energy, etc. However, multicriteria decision making problems usually have multiple solutions. These problems are solved by methods that use parameters whose choices have consequences difficult to predict. Thus, most multicriteria decision making methods proposed in the literature assume the presence of a decision maker who guides the decision process. Finally, the choice of parameter values often involves an interaction with the decision maker, which is difficult or impossible to do in an autonomous context. In this thesis, we propose a new multicriteria decision making method suitable for autonomous systems in general and autonomous networks in particular. The Russian doll like method we propose uses a set of nested quality boxes (like Russian dolls) defined in the criteria space, in order to approximate a wide range of utility functions. First, the proposed method adapts to the dynamic nature of autonomous networks in order to maximize user satisfaction. Second, it uses parameters that are directly deduced from objective facts such as technical standards or specifications, or obtained from a MOS (Mean Opinion Score) experiment using an automatic classification method. We tested the performance of the Russian doll like method in a case of routing in wireless ad hoc networks. Experiments have shown that routing done with the Russian doll like method is always better or similar to the one done by the weighted sum method which is widely used. This is due to the adaptation ability of the decision provided by this new multicriteria decision making method

[pt] Cenários de falhas em plataformas offshore constituem riscos ambientais, sociais e econômicos significativos devido à amplitude dos danos que podem ser provocados. Portanto, neste contexto, a adoção de boas práticas de gestão de manutenção é necessária, permitindo a continuidade operacional, através da integridade de ativos. No entanto, há ainda uma necessidade de estudos com uma abordagem holística para uma avaliação multinível de ativos, através de abordagens modernas que mitiguem as limitações da análise de modos e efeitos de falha (FMEA) tradicional. Desse modo, esta pesquisa propõe um framework para a análise FMEA que considera a subjetividade e as importâncias relativas dos critérios de risco, através de uma abordagem integrada que utiliza sistemas hierárquicos de inferência e modelos multicritério, como o Best-Worst Method (BWM) e o fuzzy VIsekriterijumsko KOmpromisno Rangiranje (VIKOR) para fornecer uma classificação estruturada de ativos, orientando o gestor na priorização de manutenção. Esse framework foi validado por meio de um estudo empírico em uma plataforma do tipo Floating Production Storage and Offloading (FPSO), que abordou a problemática da corrosão externa para gestão de manutenção, com base na coleta de dados triangulados. Portanto, a presente pesquisa traz contribuições teóricas ao preencher lacunas através da propositura e aplicação de metodologias integradas, e contribuições práticas ao fornecer aos gestores, responsáveis pela formulação de planos de manutenção, elementos objetivos para uma tomada de decisão mais eficaz, sob o paradigma da confiabilidade. Esse framework pode ser aplicado em outros domínios através do ajuste de critérios avaliativos. / [en] Failure scenarios in offshore platforms pose significant environmental, social, and economic risks due to the magnitude of potential damages they can cause. Therefore, in this context, the adoption of good maintenance management practices is necessary, enabling operational continuity through asset integrity. However, there is still a need for studies with a holistic approach for a multi-level assessment of assets, using modern approaches to mitigate the limitations of traditional Failure Mode and Effects Analysis (FMEA). Thus, this research proposes a framework for FMEA that considers the subjectivity and relative importance of risk criteria, through an integrated approach using hierarchical inference systems and multi-criteria models such as the Best-Worst Method (BWM) and fuzzy VIsekriterijumsko KOmpromisno Rangiranje (VIKOR) to provide a structured classification of assets, guiding managers in maintenance prioritization. This framework was validated through an empirical study on a Floating Production Storage and Offloading (FPSO) platform, addressing the issue of external corrosion for maintenance management, based on triangulated data collection. Therefore, this research brings theoretical contributions by filling gaps through the proposal and application of integrated methodologies, and practical contributions by providing managers responsible for formulating maintenance plans with objective elements for more effective decision-making under the reliability paradigm. This framework can be applied in other domains by adjusting evaluative criteria.

Nasazení Google+ pro efektivní komunikaci v profesním kolektivu / Google+ implementation in order to improve communication effectivity within workgroup

Diploma thesis is focused on electronic social networks and implementation of these networks inside a work association from information technology industry. The thesis is divided into two main parts which systematically follow each other. In theoretical part the chosen online social networks are described with highlights of possible usage in professional association. Also the usage of these networks in Czech Republic is compared and analyzed. Next in line are shown current standards in business communication and these are then softly connected to an explanation, why some kind of electronic social networks should be used in a company, regarding the law. The applying part describes the researched professional association and analyses problematic situation which is solved in this writing. Using the Multiple-criteria decision-making method an electronic social network which suits best is picked for usage in researched association and then implemented in real life. Data collected after implementation from user feedback is used to cast a résumé, whether the process went well or not, and the lasting result on communication effectivity from both management and employee views. Based on the result mentioned above, a bonus set of advices and possible innovations which the association should obey when using implemented electronic social network is included.

Hydropower Potential for Energy Recovery in Wastewater Systems. Assessment Methodology and Practical Application

Tesis por compendio / [ES] Los Objetivos de Desarrollo Sostenible (ODS) plantean un llamamiento global para conseguir la sostenibilidad en aspectos esenciales de la vida humana. El actual consumo de energía para el tratamiento de aguas residuales es muy elevado, y las previsiones apuntan a un incremento de la demanda en la próxima década. En este contexto, resulta necesario aplicar la perspectiva de sostenibilidad, para conseguir de forma simultánea todos los ODS. Un desempeño energético más sostenible de las Estaciones Depuradoras de Aguas Residuales (EDAR) implica acciones en dos líneas, reducir el consumo, y generar energías renovables in situ. Para implantar medidas a corto plazo, es necesario explorar las posibilidades que pueden ofrecer las tecnologías ya maduras, y evaluar su potencial contribución a la descarbonización del sector. La generación de electricidad mediante maquinaria hidráulica aprovechando la energía potencial de los efluentes podría ser una de ellas. El principal objetivo de esta tesis doctoral consiste en desarrollar una metodología, dirigida a los agentes de gobernanza, para evaluar el potencial de generación de energía hidráulica en EDAR, considerando las tres dimensiones de sostenibilidad. De este modo, poder ilustrar las posibilidades de aplicación de esta tecnología, actualmente poco conocida para el sector, que podría contribuir a una gestión más sostenible de las aguas residuales. Las fases desarrolladas incluyeron: 1) Contextualización: Se revisó el estado del arte sobre las necesidades energéticas y las tecnologías para la generación de energía renovable en EDAR. Paralelamente sobre el estado de la tecnología para la recuperación de energía en redes de agua existentes mediante maquinaria hidráulica. Para completar este marco, la revisión se amplió con una búsqueda exhaustiva de casos de estudio reales de aplicación en EDAR. En esta fase se identificaron 49 casos de estudio y se analizó su desempeño energético. Los resultados de esta fase en general demostraron que existe una experiencia real en la aplicación práctica de esta tecnología que no se está utilizando para el desarrollo de todo su potencial en este sector. 2) Desarrollo de la metodología: Se analizaron las metodologías existentes para evaluación del potencial de esta tecnología, y el resultado se comparó con la información obtenida en la contextualización. Como resultado, durante esta tesis se ha desarrollado una metodología con una nueva perspectiva. En primer lugar, se introduce la necesidad de considerar el nivel al que se produce la toma de decisiones, para adaptar el alcance del estudio (un grupo de EDAR). A continuación, la metodología se desarrolla en dos etapas. En la etapa 1 (evaluación técnica) el potencial de generación de energía hidráulica se estima de forma individual para cada EDAR. En la etapa 2 (evaluación global) se propone un método de decisión multicriterio (MCDA) introduciendo criterios de sostenibilidad. La alineación de la metodología con su contexto de aplicación se considera una cuestión clave, de modo que el método propuesto se basa en las directrices del instrumento de gobernanza para aguas residuales en España (Plan DSEAR). 3) Aplicación práctica: Esta fase completa el estudio con la aplicación a un grupo de 186 EDAR de la Comunidad Valenciana (España), con la misma modalidad de financiación. Se estimó una generación de electricidad de 340,472 kWh/año, aunque como hallazgo se observó la posibilidad de que dicho potencial sea mayor. En la etapa 2 se mostró que, cuando los resultados de la etapa 1 se ponen en el contexto de sostenibilidad, se obtiene una nueva perspectiva. Esta investigación demuestra que, en el marco de los ODS, la recuperación de energía hidráulica del agua residual podría ser una opción más en la descarbonización de este sector. Prenent com a base esta proposta, agents de governança per a la gestió d'aigües residuals en un altre context podrien desenvolupar metodologies similars adaptades al seu propi entorn. / [EN] The Sustainable Development Goals establish a universal agenda to call for action and achieve sustainability in essential aspects of human life. Nowadays the energy demand for wastewater treatment is very high and it is expected to increase in the next decade. Therefore, the performance of this industry will have an effect on SDG 6, but also on SDG 7 and 13. In this context, it is necessary to apply the sustainability approach to wastewater systems to simultaneously achieve all these goals. More sustainable energy performance of wastewater treatment plants (WWTPs) implies two parallel steps: a reduction of energy consumption and the implementation of renewable energy technologies. To take action in the short term, existing mature technologies should be explored to evaluate their potential contribution to the decarbonization roadmaps in the wastewater industry. Hydropower might be one of these technologies. The main objective of this thesis is to develop a methodology, addressed to wastewater governance stakeholders, to assess the potential of hydropower application to WWTPs, regarding all three dimensions of sustainability. According to this, the final aim of this study is to illustrate the practical possibilities, usually unknown, that hydropower could offer to the wastewater sector in the pathway towards more sustainable systems. To achieve that aim, the steps in this research included: 1) Contextualization: The review of the state of the art was conducted in two lines. Firstly, about the energy needs for wastewater treatment and technologies for renewable energy generation. Secondly, about hydropower for energy recovery from existing networks. To complete the framework, this stage was extended with an exhaustive search and analysis of real case studies of hydropower applications to WWTPs. In this stage, 49 case studies were identified, and their energy data were extracted to obtain energy self-sufficiency indicators and analyze their renewable energy profiles. Furthermore, the technical data of their hydropower systems were examined. The overall results of this stage showed that there is an existing experience that is not being used to explore hydropower as an option for energy recovery in the wastewater sector. 2) Methodology development: In a preliminary step, existing methodologies for hydropower potential assessment were analyzed and compared with the framework obtained from the contextualization. As a result, a methodology with a broader approach was developed. First, it introduces the consideration of the decision-making level to select the scope of the study (a group of WWTPs). Then, the proposed methodology consists of two steps. In step 1 (technical assessment of hydropower potential) individual power output is estimated for each site. This step was validated with the data obtained during the contextualization. In step 2 (global assessment), after analyzing existing guidelines, a multi-criteria decision analysis (MCDA) method with sustainability criteria is defined. As the alignment with the context is a key issue introduced in this proposal, this method is based on the guidelines in the wastewater governance instrument in Spain (PDSEAR). 3) Practical application: This stage completes the research with the application of the proposed methodology to a case study, a group of 186 WWTPs in the region of Valencia (Spain), selected according to their management model. The generation was estimated at 340,472 kWh/year, but it was found that the potential could be higher. The results also showed that the perspective may be different, if the outcomes from step 1, are put into context in step 2, with the application of the MCDA method. This research demonstrates that, in a sustainability framework, hydropower might be an interesting option to consider for the decarbonization of wastewater systems.
