In this research study I shall examine the recently introduced Developmental Appraisal System. I shall carry out an investigation into the implementation of the Developmental System of Appraisal in a primary school in Kwa-Zulu Natal. The intention of the research is to provide a case study, which will focus on the implementation of the Developmental Appraisal System. In order to achieve this, three main issues of the system will be addressed. These are the conceptualisation of the system; the implementation process and the impact of the process. Although, the results of my research is focussed on one school the results could be illuminative. The final chapter of this study will concentrate on the findings and recommendations for the enhancement of the Developmental Appraisal System. The paper concludes that despite the many positive aspects of the process it is recommended that the whole appraisal system should be revised, revised and re-conceptualised to make it accessible to most South African schools, paying particular attention to simplifying it. / Thesis (M.Ed.)-University of Natal, 2002.

Arabic as educational Muslim content in South African context: A pedagogical survey and evaluation with special reference to Secondary Schools

Magister Educationis - MEd / The aim of this study is to investigate ·and outline the importance and significance of Arabic in the South African context. The study investigates inter alia the part played by the early Muslim settlers, political exiles and the pioneers who made possible the preservation of Islamic faith and culture. This study demonstrates that the period from 1652 to date had been a period of considerable development, expansion and _enlightenment of Arabic. The study revealed inter alia that only Indian schools under the Department of Indian Affairs (now Department of Education and Culture) offered Arabic which fully satisfied the Muslim Community's demands. 1975 marks the beginning of Arabic as a language in Indian secondary schools. The Muslim pupil is given the basic grounding in the understanding of both the Quran and the Hadith. Some suggestions regarding aspects of an effective didactic approach concludes this presentation.

Exploring the use of complexity approaches in strategic management by the KwaZulu-Natal department of education.

Finding ways to deal with complex situations has been a long issue of interest by researchers and scholars alike. Researchers and scholars have provided the strategy community with an insightful understanding of the phenomenon of complexity. The traditional understanding of complexity in strategic management, mainly coming from the design school of strategy, has given way to modern complexity perspectives. These perspectives are from Chaos Theory, Dissipative Structures and Complex Adaptive Systems (CAS). Complexity sciences seek to look at the challenges associated with knowing and understanding the unknowable by focusing on the interactions in complex systems. The properties of complex systems in turn provide lessons that can be transferred to the field of strategic management in a form of approaches to deal with complexity. The CAS metaphor will be used as a model to contrast the approaches in current use by the organisation of study in strategic management. Insights from studies on complex systems points to a need for constant exploratory studies in organisations to determine how well organisations are responding to complexity. The aim of this study is to explore approaches that inform thinking and management practices in strategic management by the KwaZulu-Natal Department of Education (department) in view of complexity - increasing difficulties to understand the world. Firstly, results of the study are intended to contribute to understanding how insights arising from the study of complex systems, in the world, are being used to rethink and design government departments – public sector organisations - systems and strategic approaches, so that they are more flexible, adaptable and able to respond efficiently and effectively to changes in larger environment. Evaluation is not unfamiliar : educators in classrooms use constant feedback from learners as the basis for self-evaluation. What may be less familiar is for groups of educators in a school to carry out a self-evaluation or experience a whole-school evaluation process, which in the latter case means more than a single educator. Whether familiar or not school evaluation has increased in importance in recent years, particularly at the level of the whole school. The introduction of WSE, notwithstanding its worthy intentions, has proved to be a contentious issue for educator unions, which expressed considerable reservation both about which led to the introduction of WSE and the underlying purposes of the process. In addition, there is no widely available, if any, assessment of the success or failure of the pilot project. Within this broad context, this small-scale research project, subject to limitations, attempts to investigate the experiences and reactions of one school in which an attempt has been made to implement the process. Based upon the responses of the participants in this research study, it became clear that there is a desire to be involved in the traditions of 'school improvement'. If one assumes that the sample group is representative of stakeholders at the pilot school, then this study believes that some important principle of WSE are implicit in the way things are now being done and thought of at the school. / Thesis (M.Ed.)-University of Natal, Durban, 2003.

Perceived deterrents to participation in compensatory education educationally disadvantaged adult South Africans

Philosophiae Doctor - PhD / South African society is regulated by inequality and discrimination based on race. Fundamental human rights and privileges have been extended only to a small sector of the population. The majority of South African citizens remain constrained within a context of imposed inferiority in every aspect of their lives. Inequality, entrenched in political and economic apartheid structures, is also reflected in educational provision for Black citizens. Decades of apartheid schooling have resulted in a large population of illiterate, low-literate and educationally disadvantaged adults. Educational, political and economic discrimination all contribute to relegate Blacks to the lowest socioeconomic strata of South African society. Since numerous Blacks, particularly Africans, are restricted from effectively learning in South African schools, there is an escalating need for compensatory adult education Segregation and unequal educational provision have always characterized education in South Africa. The system of apartheid schooling was formalized by the government in 1953 when different education systems for distinct population groups were introduced. Inequalities in the structural features of apartheid schooling were evident in the discriminatory allocation of funds for public education. In 1953 government funds allocated for the education of each White child were approximately R128 (Rands), for every Indian and Coloured child R40, and for every African child R17 (a 7:1 ratio between the 'White and the African allocations). In 1976, the year of uprising by school children in Soweto, the discrepancy in allocation of educational funds had widened to a 10:1 ratio with the White allocation rising to R724, Indian to R357, Coloured to R226, and Africans to only R71 (Horrell, 1982, p. 115). At that time White, Indian and Coloured children were provided with at least ten years of free compulsory schooling. Nonetheless, the unequal distribution of educational funds afforded White children better educational facilities and better qualified teachers than those provided for other racial groups. The deliberate system of uneven educational provision for the various population registration groups was reinforced in the early 1960's with the progressive extension of free and compulsory schooling to Coloureds and Indians. This was done through the Coloured Person's Education Act of 1963 and the Indian Education Act of 1965. Africans, who constituted the majority of the population and who could least afford to pay for education, were not granted free and compulsory education until almost 20 years later. Not unexpectedly, failure and drop out rates among Africans within this system were very high, with the majority of school goers not staying beyond primary school (seven years) (Christie, 1986). Until the 1970's approximately 70 percent of Africans attending schools were attending primary school, and less than 1 percent of Africans were in Matric, the final year of formal schooling in South Africa (Christie, 1986, p. 56).In the late 1970's the White-controlled government was forced to make changes in Black education. In 1976 Black South African school children throughout the country demonstrated to the world their intolerance of the apartheid education system by rising up in protest. Continued school unrest into the 1980's not only revealed the need for an immediate and critical assessment of South African schooling, but also demanded an examination of the whole spectrum of education in South Africa. The immediate government response to these protests took the form of violent repression, student expulsions, school closures, teacher and student arrests, and the banning of 18 Black consciousness groups. Only in 1981 did the government react to the educational crisis in a more conciliatory manner with the establishment of the De Lange Commission of Inquiry. The proposals made by the Commission challenged the fundamental structures of apartheid society. The Commission recommended a single, unitary department of education for all South Africans and a changed school structure. After dragging its feet for two years, the government officially rejected the Commission's recommendation for a unitary education system for all South Africans.

Attitudes of teachers towards a career in rural schools

This study investigated teachers' attitudes towards a career in rural schools. The aims of this study were broken into two, namely, the primary and secondary aims. The primary aim was to find out whether rural secondary school teachers hold a positive or a negative attitude towards a career in rural schools. The secondary aim was also broken into two. The first secondary aim was to find out whether rural secondary school teachers' personal characteristics such as age, sex, marital status, rank, qualification and teaching experience in rural school(s), as well as the school in which the teacher teaches, have a significant influence on their attitudes towards a career in rural schools. The second secondary aim was to determine the nature of attitudes with regard to A-B-C components of attitudes. To this end, a questionnaire was compiled and used as an attitude rating scale. The questionnaire was administered to a representative sample of one hundred and thirty four rural secondary school teachers from six schools, under Mehlwesizwe circuit in KwaZulu-Natal. Statistical analyses were conducted to fulfil the aims of the study and to test the research hypotheses stated. This study revealed that rural secondary school teachers hold a negative attitude towards a career in rural schools. It also revealed that, irrespective of teachers' personal characteristics, their attitude towards a career in rural school is the same, that is, it is negative. Therefore it was concluded that teachers' personal variables have no significant influence on their attitudes. This study also revealed that, statistically, there were significant differences in the affective and cognitive components of attitude but differences in the behavioural component were not significant. This indicated that the affective and cognitive components are more closely related to each other than they are with the behavioural component. On the basis of teachers' responses to attitude statements, the researcher offered two lines of direction as recommendation, namely, "Rethink resource allocation" and "Direction of restructuring". The former will assist in improving the conditions under which rural teachers work and the circumstances surrounding their workplace. The latter will assist in collaborating the Reconstruction and Development Programme (RDP) structures at national, regional and local level with the Department of Education and Culture, as well as with the private sector, for improving the conditions under which rural teachers work.
