La meta, en este caso, es convertir la región en una ciudad inteligente, que busca mejorar el bienestar y la calidad de vida de los ciudadanos, lo cual pasa por analizar la situación de las instituciones, la sociedad, la economía, el medio ambiente, la infraestructura y la tecnología; esta última sería un aspecto que integraría a todos los grupos de interés, como el Gobierno, el sector privado y la sociedad civil. En ese sentido, se encontró que existe una oportunidad para convertir la región en un centro estratégico de interconexión del Perú, con servicios portuarios, aéreos y logísticos competitivos, así como servicios turísticos, soportados con una infraestructura social y productiva en alianza con Lima Metropolitana, con tecnología de última generación para generar información para todos sus pobladores. Sin embargo, la transformación de la Provincia Constitucional del Callao requiere de estrategias que atiendan factores clave, como el fortalecimiento de la seguridad ciudadana, la formalización de empresas, así como la ampliación del puerto del Callao y del aeropuerto, sumado al desarrollo de vías de acceso que faciliten el comercio y los servicios logísticos, y de infraestructura necesaria y servicios adecuados para atender a los turistas extranjeros. Asimismo, se encontró que se debe reforzar el acceso a las nuevas tecnologías que permitan la interconexión y el manejo de la información en beneficio del gobierno regional y la comunidad en general, todo lo cual se deberá desarrollar en un marco de sostenibilidad y cuidado del medio ambiente / The Strategic Plan applied to the Callao Region was developed through D’Alessio’s (2015) sequential model, with a vision for the future for the year 2026. The goal, in this case, is to turn the region into a smart city, which seeks improving the welfare and quality of life of citizens, which involves analyzing the situation of institutions, society, economy, environment, infrastructure and technology; the latter would be an aspect that would integrate all the stakeholders, such as the government, the private sector and civil society. In that sense, it was found that there is an opportunity to turn the region into a strategic interconnection center of Peru, with competitive port, air and logistics services, as well as tourism services supported by a social and productive infrastructure in alliance with Lima Metropolitana, with the last generation in technology to generate information for all the inhabitants. However, the transformation of the Callao Region requires strategies that address key factors, such as the strengthening of citizen security, the formalization of companies, as well as the expansion of the Callao port and the airport, together with the development of access routes, facilitating trade and logistics services, and the necessary infrastructure and adequate services to receive foreign tourists. La región Callao posee una ubicación privilegiada y estratégica dentro del Perú y en la costa del Pacífico Sur, y es por ello que su puerto marítimo posee el potencial para guiar el crecimiento económico de la región. Adicionalmente, tiene al principal aeropuerto internacional del país, lo cual favorece el comercio exterior y el tránsito de turistas, representando una gran oportunidad para impulsar el crecimiento y desarrollo de la región. Los sectores servicios, comercio y manufactura tienen un desarrollo por encima del promedio en el país; sin embargo, hay mucho que mejorar para alcanzar estándares mundiales que les permitan ser competitivos de manera global y para que puedan, mediante sus industrias, lograr mejores márgenes de rentabilidad. Por lo tanto, las autoridades regionales tienen la gran oportunidad de aprovechar este potencial e implementar estrategias efectivas que mejoren los niveles de productividad, salud, educación, seguridad y empleo en la región. El presente trabajo tiene como objetivo el planeamiento estratégico de la Región Callao para impulsar su desarrollo económico y social, utilizando las ventajas competitivas que posee la región, con una visión a futuro para el año 2027. Para el desarrollo del plan se identificaron los factores determinantes de éxito, como el gran posicionamiento en el sector pesquero, productos con potencial exportador, grandes atractivos turísticos y ubicación geográfica estratégica para el comercio exterior, factores que permitirán llevar a la región a la situación futura deseada, ya que actualmente estas ventajas competitivas no son aprovechados en su totalidad debido a la falta de dirección estratégica en la región que han permitido que la harina de pescado deje de ser el producto estrella de la región, así como también el aceite vegetal de pescado. Mediante el análisis de las fuerzas nacionales e internacionales identificadas se destacan las fuentes cambiantes de crecimiento del mercado, el incremento de la competencia, el factor político, la inversión pública y privada, el rápido crecimiento del mercado y los tratados de libre comercio. Para ellos se proponen aplicar estrategias como: (a) desarrollo de mercado y producto, (b) penetración de mercado, (c) reconversión tecnológica para reducir costos de producción, (d) Inclusión de otras especies marinas para continuar con la producción de harina de pescado en tiempos de veda de la anchoveta, las cuales contribuirán a posicionar a región Callao como referente dentro del ámbito internacional para el año 2027. / This paper has as objective the strategic planning of the Callao Region to promote its economic and social development, using the competitive advantages that the region possesses, with a vision for the future by the year 2027. For the development of the plan the determining factors were identified of success, such as the great positioning in the fishing sector, products with export potential, great tourist attractions and strategic geographic location for foreign trade, factors that will allow the region to reach the desired future situation, since these competitive advantages are currently not fully exploited due to the lack of strategic direction in the region that have allowed fish flour to stop being the star product of the region, as well as fish oil. The analysis of the national and international forces identified highlights the changing sources of market growth, the increase in competition, the political factor, public and private investment, the rapid growth of the market and free trade treatments. La Macro Región V constituida por Lima Metropolitana, el Callao y Lima Provincias se encuentra ubicado en la costa oeste del Perú y posee una ubicación estratégica para acceder a los mercados internacionales mediante los principales puertos y aeropuerto del país, además de su diversa producción agrícola y minera cuenta además con un sector turístico. La Macro Región V tiene establecido un presupuesto participativo para Callao y para Lima que se viene utilizando anualmente y como se observó en el estudio, este presupuesto no se llega a utilizar en su totalidad lo que nos muestra un desaprovechamiento de los mismos, la propuesta es mejorar las condiciones de los principales sectores económicos que pueden impulsar la generación de producción y empleo en diferentes áreas de la región aprovechando estos recursos no utilizados. Se desarrolló un programa de objetivos de corto y largo plazo en un marco de plan estratégico para los sectores Agrícola, Pesquero, Minero y Turístico con los cuales se promoverá mayor generación de empleo directos e indirectos. En el sector pesquero se impulsará la producción de enlatados y conservas de mayor valor agregado, en el sector agrícola se impulsara la producción de productos a través de la implementación de nuevas tecnologías de captación de agua, se impulsará la inversión privada en el sector minero para incrementar la producción de zinc y plomo aumentando la exportación de minerales, en el sector turístico se impulsará el turismo gastronómico. Se buscará la reducción de la delincuencia con la construcción de comisarías y colocación de mayor número de personal policial en toda la región.
