Partindo-se da revisão de conceitos como: gestão participativa de recursos hídricos, bacia hidrográfica e geopolítica da água, foi feita uma análise espacial da forma de constituição do Comitê de Bacia Hidrográfica, e suas implicações para a gestão participativa e dos conflitos em torno dos usos múltiplos dos recursos hídricos. Foram analisados ainda dados qualitativos adicionais (observação não participante nas reuniões do CBHP, questionário e uma retrospectiva histórica do processo de formação do Comitê) como suporte a analise espacial. Este estudo demonstra que existe uma super-representação no CBHP dos irrigantes do trecho alto da bacia do rio Paraguaçu tendo como conseqüência a hegemonia política de uma região sobre as demais, que configura uma geometria de poder conformada pela existência de pólos concentradores de poder político, que possivelmente expresse polarização econômica. Com base nos resultados, problematiza-se os critérios de composição dos comitês de bacia hidrográfica, baseados na representação por setor de usuários, sem levar em consideração a origem geográfica e a vinculação regional ao território. _______________________________________________________________________________ ABSTRACT / This work presents an analysis of the process of constitution of the Committee of the water basin of the river Paraguaçu - CBHP, about the composition of its members, their geographic origin and the represented segment, and its influence in the effectiveness of the participatory management of the water resources of the river basin. Literature revision of the main concepts was done such as: participatory management of water resources, river basin, and geopolitics of the water. It was made a spatial analysis of the form of constitution of the Committee of Water Basin, and its implications for the participatory management and of the conflicts around the multiple uses of the water resources. It was also analyzed some qualitative data (non-participant observation in the meetings of the CBHP, questionnaire answers and a historical analysis of the process of formation of the Committee) as support to spatial analysis. This study demonstrates that there is an over-representation in the CBHP of the irrigation segment of the agriculture come from the high portion of the water basin. Thus, there is a political hegemony of a region overall, which means there is a configuration of a power geometry based on the existence of polar regions with strong political power, probably an expression of an economic polarization. Based on these results, the study questions the present criteria of composition of the committees of water basin, based on the representation for sector of users, without taking in consideration their geographic origin and the regional belonging to the territory.
