Denna studie syftar till att ur ett pedagogiskt perspektiv se hur svenska Polisens lärande i specifika situationer ser ut, där konflikthantering får statuera exempel. För ökad förståelse och en tydligare bild av myndigheten presenteras inledningsvis tidigare forskning inom området samt ett avsnitt som redogör för polisutbildningen i stort. De teorier som används innefattar aspekter som socialiseringsprocesser, en ledsagande diskurs samt den hermeneutiska spiralen. Studien är gjord med kvalitativ ansats där sex semistrukturerade intervjuer genomförts. Urvalet av informanter har gjorts utifrån deras befattningar inom poliskåren. Resultatet visade att polisutbildningen kan ses som problematisk på så sätt att de styrdokument utbildningen baseras på visar hur det bör vara, men inte några explicita förhållningssätt eller praktiker. Detta lämnar ett tolkningsutrymme vilket skapar diskrepans mellan teori och verklighet, praktiken. Alla studenter har olika förutsättningar och erfarenheter (social och historisk placering) och måste i det avseendet mötas på olika sätt för att tillgodogöra sig den förmedlade kunskapen på bästa sätt. De praktiska inslagen under utbildningen måste vara generaliserade och förenklade, och delarna kan då uppfattas som svåra att sättas in i en helhet utifrån den hermeneutiska spiralens princip. Polishögskolan blir då en plats där det är ”talet om” poliser och deras uppdrag som förmedlas, och studenten lär sig att agera i egenskap av polis, inte att bli polis. Där skapas en attityd till styrdokumenten och ett kollektivt sätt att förhålla sig, något som vi valt att kalla för ”hållning”. Hållningen har visat sig vara tudelad, en är polisrollen och en är kårandan. Dessa ses som två delar av samma lärandeprocess. De är inte varandras motsatser, utan är olika uttryck för lärandet och polisfunktionen. Konflikter och konflikthantering har visat sig utgöra en stor del av polisernas självbild. Utbildningen förmedlar även i detta avseende den allmänna förklaringen vilket utvecklar en reflexiv hållning till konflikter, vilken omprövas och omsätts till ny kunskap i kontakt med fältet. / This study aims to look at Swedish police officers learning in specific situations, where their handling of conflicts represents our main example. The police department and its work is based on a combination of laws and political deeds. In addition to this the individual police officer has to adapt and form an attitude towards official deeds of conduct. The study relies on six interviews with police officers whose positions varied. By using theories regarding socialisation processes, accompanying discourse and the hermeneutic spiral/circle our analysis shows that the education can be seen as problematic in regards to their focus on theoretical and non-practical education. The respondents regard policing as a vocational training, and it is therefore hard to combine the theoretical training when in practical work.

Orientaram a pesquisa os marcos teóricos conceituais do ciclo de políticas (policy cycle approach) de Ball & Bowe (1992), baseados nos estudos de Mainardes (2006), como um modelo analítico de políticas que permite o ir e vir entre as diferentes arenas que constituem as políticas em geral e a do PME em particular. Para empreender sentido aos discursos de gestores e professores, foi utilizada a teoria da Análise de Discurso da linha francesa iniciada por Michel Pechêux (1988). Foram analisados documentos do PME e realizadas entrevistas semiestruturadas com gestores e professores. Para análise das políticas educacionais, nos baseamos em Teodoro (2011), Afonso (2010, 2013), Ravitch (2011), Werle (2005, 2010, 2011), entre outros. Através dos dados produzidos nas entrevistas e do objetivo do estudo, foi possível identificar as seguintes categorias de análise: (Re)apropriação do PME na arena da prática e as ingerências nas políticas educacionais; o Programa Mais Educação: a escola dentro da escola; a aprendizagem no PME, seus conceitos e suas evidências: concretas ou abstratas?; a estrutura do PME: a responsabilidade da escola; os monitores no PME: a concretização das ideias da terceira via e os discursos do não saber. As categorias empregadas evidenciaram que a (re)apropriação do PME na arena da prática foi insipiente em função das escassas possibilidades de discussão e reelaboração da política na escola estudada. O PME é compreendido como uma outra escola dentro da mesma escola pela forma gerencialista e fragmentada na qual as atividades do Programa não são conhecidas e articuladas pelos professores. Constatou-se que o PME está alinhado aos princípios da globalização, do neoliberalismo e do novo gerencialismo, advindos da arena da influência. O PME propõe um robustecimento das funções da escola, colocando sob sua responsabilidade a garantia de direitos sociais às crianças e adolescentes. Por fim, a aprendizagem é evidenciada na voz de gestores e professores pelos resultados das avaliações em larga escala, através do IDEB. / This research aims to know and understand the Programa Mais Educação (“More Education” Program - PME) and the discourses on learning in the practical sphere from a case study with managers and teachers of the public school network in the city of São Leopoldo, state of Rio Grande do Sul, Brazil. The research was guided by the theoretical and conceptual perspectives of Ball and Bowe’s policy cycle approach (1992) and based on the works of Mainardes (2006), which provided an analytical model for studying policies that allows the coming and going among different spheres that constitute policies in general and the PME in particular. To attribute meaning to discourses by teachers and managers, the theory of Discourse Analysis, in its French formulation by Michel Pechêux, was used (1988). PME documents were analyzed and semi-structured interviews with managers and teachers were conducted. The analyses of educational policies were based on Teodoro (2011), Afonso (2010, 2013), Ravitch (2011), Werle (2005, 2010, 2011), among others. From the data produced in the interviews and the object of the study, the following analytical categories could be drawn: (Re)appropriation of the PME in the practical sphere and interferences in educational policies; the PME: a school within a school; learning in the PME, its concepts, and evidences: concrete or abstract?, the PME structure: school’s responsibility; supervisors in the PME: the third way’s ideas and the discourses of not knowing rendered concrete. The categories used evidenced that the (re)appropriation of the PME in the practical sphere was inceptive due to the few possibilities of discussion and re-elaboration of the policy within the studied school. The PME is understood as another school within the school due to the managerial and fragmented way in which the Program’s activities are not known and articulated by the teachers. The PME was seen as in line with the principles of globalization, neoliberalism, and the new managerialism, brought forth from the sphere of influence. The PME proposes strengthening the school’s functions, attributing the responsibility for social rights for children and adolescents to the school. Finally, learning is evidenced in the speech of managers and teachers from the results of large-scale evaluations through the IDEB.
