Downtown revitalization: planning for St. Joseph’s future

Wigfall / Historically downtown St. Joseph was a vibrant urban center where many people came for entertainment and shopping (Bunkowski, 2010). With the rise of the automobile in the 1950’s and 60’s, the city has become largely focused around auto-oriented development. The downtown has been separated from the Missouri River with the construction of Interstate 229 and rail lines, limiting access to the riverfront. Overtime, some of the sites have become contaminated and are now designated as brownfields. Redevelopment of downtown St. Joseph can help solve these problems, and help position the city for future development. By restructuring existing buildings and planning for future infill, as well as incorporating green space into the design of the area, the downtown can once again be a vibrant, vital area of the city. The redevelopment of downtown St. Joseph will focus around creating walkable mixed-use urban fabric that attracts people to the city’s core. Downtown St. Joseph will once again become an important economic and social center for the city. New mixed use development in the downtown will provide places for new businesses and residences in the city. Enhanced connections to the surrounding areas will increase access to the downtown and parks in the area. Improvements to the downtown will make the area a vital part of St. Joseph.

Reviving London, ON: The Role of the John Labatt Centre and Covent Garden Market

Societal changes have changed the function and presence of downtowns over the years and a variety of strategies have been implemented in an effort to revitalize downtown cores. One of the most recent strategies employed has been using urban catalysts, such as stadiums and markets, to stimulate downtown revitalization. The primary purpose of this strategy is to create catalysts for further development and investment. This study examines the role the John Labatt Centre (JLC, a recent arena) and Covent Garden Market (a farmers market with a large range of permanent food retailing facilities) play in revitalizing Downtown London, Ontario. Within the last decade the City of London invested millions of dollars into rebuilding the Covent Garden Market and constructing the John Labatt Centre in the heart of London’s downtown. The purpose of this research is to determine whether these venues act as catalysts for new development, and thus assess their spin-off effects. Data was collected by reviewing planning legislation, administering a survey to local business owners and interviewing key stakeholders. Findings show that the impact of the JLC and Market is unevenly distributed. The results provide insight on differences based on business type, and geographical location. Planning implications derived from the London, Ontario case study show that continued commitment from the public and politicians is the most important factor in downtown revitalization. Implementing urban catalysts helps to anchor downtown districts, by providing a destination. However, this strategy needs to be applied in conjunction with innovative ideas, such as a Main Street program and incentive programs (façade improvements, waiving development charges on residential buildings) that instill confidence in the private sector.

Albuquerque’s Downtown 2010 Sector Development Plan - A Post-Implementation Evaluation

This thesis was a post-implementation evaluation of Albuquerque’s Downtown 2010 Sector Development Plan. The Downtown Plan, commissioned in 2000, has a preset deadline of 2010 for meeting conditions outlined within its text. Therefore, the timing of this study was optimal. A triangulated, mixed methods methodology yielded data that were evaluated through an amalgamation of conformance and performance-based evaluation approaches. Six of the twelve categories, under which the Plan’s text is organized, were chosen as the focus of this study’s evaluation efforts. The categories are as follows: 1) Transportation and Parking; 2) Land Use and Design; 3) Healthy Neighborhoods; 4) Urban Housing; 5) Urban Retailing; and 6) Parks and Open Space. The findings of this study were specified to each of the six categories with additional findings listed later on. Overall, the results for each category fell between ‘somewhat unsuccessful’ to ‘successful’ based on a success spectrum created for typifying the evaluation results. Ultimately, this study found that the Plan was responsible for some significant and positive changes that occurred in Downtown Albuquerque over the past decade. These include the development of a number of various housing options, the prevention of commercial encroachment from the Downtown onto adjacent neighborhoods, and the creation of parking, bicycle, transit, and pedestrian facilities. A lack of various retail services and the failure to remediate the Fourth Street Mall are couple of the 2010 Plan implementation failures discovered by the evaluation. Additional findings spoke to the interplay between categories such as Urban Housing and Urban Retailing, which identified the need to synchronize the functions of these two interdependent markets. Further discoveries were derived from the collected data and their subsequent analysis.

Downtown Phoenix Rising: A Case Study of Two Organizations Building Social Capital for Urban Core Revitalization

abstract: This dissertation examines the way in which social capital, or productive networks, can be used to support downtown renewal. This case study examines the way in which Phoenix Community Alliance (PCA) and Downtown Phoenix Partnership (DPP)--two, critical downtown-focused organizations ostensibly founded for civic improvement--use social capital to advance downtown urban development initiatives. This case study also explores how and the extent to which new social capital is generated by PCA and DPP through the processes of planning, designing, and implementing downtown development projects and the kinds of initiatives this social capital enables, whether and how the focus of downtown Phoenix development has shifted over time, the challenges facing contemporary downtown development and role PCA and DPP might play in addressing these issues, and recommended strategies for advancing future downtown development through social capital that evolves as downtown needs change. This dissertation contributes to the general understanding of how pivotal groups responsible for impacting downtown development and quality of life can become more effective in their roles by examining how they create networks pivotal to advancing urban downtown renewal. Research findings illuminate how community development groups can more effectively use networks to inspire downtown improvement. An analysis of the Topeka Kansas downtown district to determine a process of rejuvenation

Keller / This report is a reconnaissance analysis of the Topeka, Kansas downtown district to determine a process of rejuvenation. Many office buildings are established in or near the downtown core, and bring an estimated 30,000 employees to the area; however, after 5:00 PM much of the work force leaves the downtown making it difficult for retail and entertainment businesses to stay open. The purpose of this study is to analyze the downtown district of Topeka in terms of its strengths and weaknesses, and determine the steps that must be taken before a process of rejuvenation can occur. To accomplish this, the study examines strategic data such as a workforce profile, location information, public facilities, historical and current demographics of the city, along with specific information on the downtown area such as past and present plans for renovation. This analysis also includes current plans in the downtown and how they might impact the future physical development of the central core of downtown Topeka such as the potential realignment of Interstate 70. The key to making any downtown project a success is to acknowledge the weaknesses and threats of the area and to recast them as potential opportunities and strengths for the area. This is why the study has a building survey and a S.W.O.T. (Strengths, Weaknesses, Opportunities, and Strengths) analysis.

Downtown revitalization in Texas: the intersection of the Main Street and Historic Courthouse Preservation Programs

The two most successful preservation initiatives in Texas are the Main Street Program (TMSP) and the Historic Courthouse Preservation Program (THCPP). A downtown revitalization strategy and grant fund program respectively, the initiatives are structurally different. However, they inevitably affect the same communities. The two organizations have never combined forces to achieve their goals, but the potential to integrate efforts could lead to reviving many more Texas communities. This study investigates the question: how can the TMSP and THCPP coordinate to create stronger preservation efforts in counties across the state? The program processes were analyzed to better understand the mechanisms used to carry out each initiative at the state and local level. Then, twelve case study cities were evaluated in order to understand the interactions at the local level. Interviews with program professionals, occupancy surveys, and reinvestment statistics were used to discern these effects. Through the interventions of both programs, all twelve cities have seen a decrease in vacancy ratings and an increase in rehabilitation projects. However, no Main Street program had any input into their local courthouse restoration. Alternatively, the courthouse restoration boosts local pride and ownership in the surrounding community, but these results are just “snow ball” effects; the restoration does not consider its impact on the greater community. The investigation also shows that rural communities rely more on the courthouse square to function as a traditional county seat, while suburban communities are transitioning their courthouses into new uses. Coordinating the TMSP and THCPP initiatives and creating preservation efforts at the county level could result in the successful revitalization of more rural communities across Texas, who could not achieve it on their own. / text
