Problematika faktorů ovlivňující kriminalitu mládeže / Problematics of factors influencing juvenile delinquency

The degree paper deals with the issues of juvenile delinquency and the factors which have impact on the origination of the juvenile delinquency. I have chosen this topic since it is a very serious problem and this phenomenon has been proliferating significantly. The crime in general, especially the juvenile delinquency, is a serious social-pathological phenomenon. Minors who do not reach the limit of criminal liability often became the offenders. In addition, the probability of threatening a young man by social pathological phenomena and his subsequent ``criminal career{\crqq} is currently much higher than ever before. To recognize the occurrence of risk factors among the youth in time it is necessary for the families, teachers, educators and all professionals working with the juveniles to acquire sufficient knowledge, information and experience and be able to work with the factors and fight against them in time. The theoretical part deals with the definition of the term ``youth{\crqq}, the personality of a young delinquent, structure of the juvenile delinquency, analyses of the risk factors which most frequently participate in the occurrence of juvenile delinquency, and outlines the possibilities of intervention against the juvenile delinquency and various kinds of prevention. The research is focused on the occurrence of risk factors among the young respondents and on protective factors and attitudes of the respondents in respect of the juvenile delinquency and the crime at all. Structured interviews were held with the youth which are placed in the reformatory or special correctional institutions in the territory of the Regional of Plzeň. The main objective of the degree paper is to describe the factors which significantly affect the occurrence of the juvenile delinquency and to map the occurrence and impact of such factors on the juveniles placed in the correctional and reformatory social retraining institutions in the Region of Plzeň. Hypothesis No. 1 is: The youth commit property crimes at the most. Hypothesis No. 2: The youth behave improperly namely when in groups. Hypothesis No. 3: The decisive factor affecting the juvenile delinquency is the family. I think that the objectives of the degree paper were fulfilled. Hypothesis No. 1 was confirmed. The respondents mostly stated that they were adjudicated treatment in special reformatory institution due to property crimes. Hypothesis No. 2 was also confirmed. The replies of the respondents mostly contained the possibility that they committed crime within a gang. Hypothesis No. 3 was confirmed, too: Analyses of the research proves that all factors participating in the occurrence of the juvenile delinquency are penetrated with the impact of the family and family environment on the juveniles. Results of the performed research will be used for further education of the students at the University of South Bohemia in České Budějovice, as well as for the students of other auxiliary professions at other universities. The results will be further used as the source of information for parents and pedagogical professionals working with the youth and as source materials for seminars about the given topic.

Para tanto, fez-se necessário estudar as políticas de prevenção ao uso de drogas adotadas pelos dois países, bem como a legislação que permitiu à polícia militar aplicar um programa de prevenção nas escolas. As relações entre Brasil e Estados Unidos a partir de 1930 também foram pesquisadas, fazendo-se um levantamento histórico desde então, até o final do regime militar e início da redemocratização do Brasil, abordando o papel desempenhado pelas forças repressivas do Estado durante este período. A criação da Polícia Militar do Estado de São Paulo no inicio da década de 1970 também foi pesquisada, assim como as mudanças sociais que ocorreram ao longo de sua existência e que passaram a exigir alterações em seu modo de agir, requerendo a adoção do policiamento comunitário. A imagem construída pela instituição policial militar, principalmente durante o regime militar, favoreceu o seu distanciamento da comunidade e a reprovação dos seus atos pelos cidadãos, que passaram a cobrar uma polícia comprometida com a defesa da vida e da integridade, sendo o PROERD e o policiamento comunitário tentativas de resgatar o relacionamento com a sociedade, construindo uma imagem mais positiva da polícia no que se refere a uma perspectiva humanista. / Abstract: This paper seeks to verify the interests behind the implementation of the Drug Abuse Resistance Education (D.A.R.E.), a drug prevention program created in the United States in the beginning of the 1980's, by the São Paulo State Military Police starting on 1993 in Brazil under the name Programa Educacional de Resistência às Drogas e à Violência, known by the acronym PROERD. It became necessary to study the drug prevention policies adopted by both countries, as well as the law that permitted the military police to apply a prevention program in schools. The Brazilian-American relationship starting around 1930 was also researched, until the end of the military regime and the beginning of the Brazilian re-democratization process, taking under account the role of the repressive forces of the State during this period. The constitution of the São Paulo State Military Police in the beginning of the 1970's was also researched, as well as the social changes that have occurred throughout its existence and that required changes in its way of operating, bringing the need of the adoption of a different structure around community policing. The perceived image of the military police, especially during the military regime, had contributed to the separation from the community and the disapproval of their acts by the citizens, that started demanding an institution that is committed to the preservation of life and integrity, being the PROERD and the community policing attempts to re-establish a relationship with society, building a positive image of the police force in regards to a more humanistic perspective. / Mestrado / Educação, Conhecimento, Linguagem e Arte / Mestre em Educação

The thesis has a theoretic and an empiric character. The theoretical part deals with a term the addiction on drugs and characterizes its particular types and stages. It describes possible demonstrations of addictions, causes and conditions of origin of addictions and its influence on human?s development and his or her life in a social group and in his or her family. The thesis is occupied with kinds, possibilities and efficiency of chosen types of drugs prevention and school?s possibilities of diagnosing and addiction managing. The practical part considers with finding contemporary condition of drugs addictions on the second grade at primary schools in České Budějovice and with types of preventions which are used in these schools.
