Effect of State E-Verify Laws on H2A Program Utilization

The United States enjoys a per-capita gross domestic product more than five times the size of Mexico (World Bank, 2015). Yet the immigration policies of the United States fail to recognize the incentives workers in Mexico have to immigrate, legally or otherwise, into the United States. The law alone fails to control the movement of people across a 1,900-mile land border. Immigration has contributed to the economic and cultural dynamism of the United States. In the short-run, it may create economic winners and losers, leading to domestic tension. After Congress debated and then rejected President George W. Bush’s immigration overhaul in 2007, state governments started adopting laws and rules targeting illegal immigrants. Many of those laws forced employers to use the electronic E-Verify system to check whether prospective hires were eligible to work in the United States. Typically, the primary goal was to bar illegal immigrants from the workforce. Additional goals included boosting the employment prospects and earnings of legal residents, and encouraging illegal immigrants to voluntarily leave markets governed by E-Verify requirements. Politicians focused particular attention on the U.S. agricultural industry, which is not surprising since U.S. Department of Agriculture surveys show roughly half the agricultural workforce is working in the country illegally. Farmers say they hire illegal workers because they cannot find enough U.S. workers to harvest labor-intensive produce and livestock. Supporters of the E-Verify law in Georgia said one of their policy goals was to encourage farmers to secure legal, foreign laborers through the federally run H2A visa program. The H2A system allows growers facing domestic labor shortages to import foreign laborers for up to 10 months, though the program is bureaucratically cumbersome and requires that cost-sensitive growers pay above-market wages. To determine whether E-Verify laws encourage H2A use, the author reviewed every state E-Verify law affecting the agricultural industry. After aggregating H2A usage data at the state level, the author conducted a fixed-effects regression that controls for years, monthly seasonal fluctuations, state effects, H2A wage costs, and the relative strength of a state’s E-Verify law. While there is anecdotal evidence that E-Verify laws may disrupt labor markets, there is little statistical evidence that state E-Verify laws cause farmers to increasingly rely on the H2A system. Surprisingly, there is statistical evidence that the strictest E-Verify laws may reduce H2A usage.

abstract: Esta disertación analiza las maneras en que el sujeto (in)migratorio es representado en el cine español y argentino de los últimos años. El estudio investiga cómo el cine del (in)migrante ofrece convincentes narraciones (no)ficticias que son aportadas con temas de raza, género, lenguaje e identidad desde ambas perspectivas del sujeto migratorio y de aquellos ubicados dentro de las culturas "indígenas" de recepción. Al cuestionar la conceptualización de la nación-estado, este proyecto contribuye a una base teórica fundada en una ruptura de las nociones hegemónicas que han construido opiniones de diferencia y aceptación de una persona sobre otro. En términos de lenguaje, este estudio es relevante por su análisis del discurso y epítetos raciales que existen y persisten debido a parámetros y limitaciones en el lenguaje Castellano y su léxica inherente. Equipado con esto es la propuesta de que si nuestra lengua tiene un registro inadecuado para interactuar con el supuesto otro, entonces solo se puede concluir que nosotros también estamos limitados en nuestro entendimiento de otros sujetos globales. De allí, una mejora del lenguaje resultaría en una mejora de sensibilidades culturales y globales. Además, la representación del género y la raza son puntos importantes para una interpretación semiótica de estos textos y se observa las maneras en que los temas socio-lingüísticos son triangulados entre las películas, los países y las sociedades de tales producciones culturales. Por ejemplo, las mujeres están sujetas a puestos restringidos e inferiores del sector de servicio, como prostitutas y mucamas, mientras los hombres están atados a cuestionables formas de trabajo en la agricultura y servicios sociales de baja categoría. Al final de todo, un mayor empuje detrás de este género fílmico subversivo es romper con las erróneas, anticuadas y precipitadas nociones de identidades nacionales para incitar deseables sensibilidades culturales a través de la lente artística del cine. / Dissertation/Thesis / Ph.D. Spanish 2012

Tem como base a relação dos judeus italianos que, a partir de 1938, foram obrigados a deixar seu país após a emissão das leis raciais fascistas (1938). Com destaque, analisa a postura de Jorge Latour, diplomata brasileiro, atento aos efeitos das leis de exclusão no território italiano. Os relatórios de Latour tinham como objetivo estimular os políticos brasileiros a seguir o mesmo caminho da Itália fascista. Investiga a concessão de vistos aos judeus italianos refugiados no Brasil, assim como suas estratégias de sobrevivência e formas de adaptação à comunidade brasileira em geral. / We present the results of a research into the Italian Jewish immigration in Brazil, and particularly in São Paulo and Rio de Janeiro, in the face of the anti-Semitic policy of Getúlio Vargas´s government (1937-1945). This research is based on a list of Italian Jews who were forced to leave their country after the issuance of the fascist racial laws in 1938. It especially analyses the position of Brazilian diplomat Jorge Latour, alert to the effects of the laws of exclusion in Italian territory. Latour´s reports aimed at stimulating Brazilian politicians to follow the same path of fascist Italy. It investigates the concession of visas to Italian Jews who took refuge in Brazil, as well as the subterfuges they used to survive and their forms of adaptation to the Brazilian community in general.

Mental illness and migration stress : an analytical study of a comparative groups of German immigrants and Canadian-born patients, hospitalized at the Crease Clinic of Psychological Medicine, Essondale, British Columbia, 1953-1958

This study deals with that minority segment of the German immigration population which, as evidenced by hospitalization for mental illness, has failed to make a satisfactory adjustment in Canada. Heavy environmental demands of a new country, or personal and social inadequacies, or a combination of both factors, have been held responsible for such failures. This exploratory study seeks to throw light on either interpretation. It examines clinical information, and suggests ways of analyzing case histories so that environmental and personal factors contributing to mental illness, can be more closely investigated. For the purpose of intensive study, ten case records of German immigrants were carefully selected, and were compared with those of twenty Canadian-born patients chosen on the same basis of elimination. The material available was analyzed, and classified with a view to underlining the correlating or diverging factors in the functioning of both groups. The extracted findings led to an assessment scheme in the areas of economic and work capacities, social and personal factors, applicable to individual patients and to comparable groups. A rating scale was designed which could become a measuring tool for present or future functional capacities. In spite of the small numbers used and of the analytical limitations, this attempt resulted in some well-marked similarities and deviations. To supplement this method, two composite examples of patients, reflecting causative influences in the social diagnosis, are presented. The outstanding result of this study is the emergence of similarities rather than differences between the German and Canadian patient groups. This suggests that the impact of immigration stress cannot be solely responsible for mental illness in the German group. Migration to a completely unfamiliar country, it is assumed, renders certain dormant inadequacies, for example in social relations, more prominent than a pattern of mobility or instability in one's native country would do. However, in both groups there is also the indication of low-grade functioning in economic, social and personal areas, and evidence that personal, as well as precipitating situational forces, could be accountable for mental illness in both. This experimental study strongly suggests the need for further research in this field along the same lines. Dominion government policy on immigration and colonization

This dissertation gives a brief background of the development of Canada in the period preceding Confederation. In this is included a short account of the plans for acquiring land the acquisition of the North-West Territories. Then follows an account of the development of dominion policy regarding the disposition of the Crown lands and the attempts to attract settlers to farm those lands. The building of the first transcontinental railroad is also briefly treated. Some attention is given to the early settlements, both foreign and British, and the reasons for the failure of much of the government effort in that field. The study of the great period of development in the years following 1896, the work of Sifton in bringing about the expansion of settlement, increasing immigration, building additional railroads, stimulating the colonization companies, and the resulting increase in all branches of industry, is them made, in more detail. The decline of immigration as a result of depression and the disappearance of the free homestead is then studied, and finally the effect of World War I on immigration. The following section treats of the post-war period and its curtailed immigration and of the efforts of the governments to stimulate immigration through the British Empire Settlement Scheme, especially in the application of this scheme to Canada. This leads to a brief discussion of the gradual ending of immigration as a result of the depression of 1930 and the passing of the restrictive acts that were enacted to limit the entry of immigrants to those considered "desirable". The growth of industries besides as the basic one of agriculture is briefly studied. The Oriental section deals briefly with the coming of the Chinese, the growth of opposition to them, the struggle between Ottawa and Victoria on the subject of the control of Chinese immigration. The immigration of the Japanese is next considered, with comment on the difference of attitude on the part of the Dominion government toward the Chinese and the Japanese and the reasons for this difference.
