E. valdžia - kaip socialinio marketingo priemonė / Electronic Governance as an Instrument of Social Marketing

The point of this paper was to develop the peculiarity of possibilities in e. government as the ways and means of social marketing, which are determinated by cultural, social, political Lithuanian context. The purpose of the research was to make a summing- up of consumption of E.government instrumentality in the implementation of social ideas on Lithuanian local government level. The object of research the impact of E.government tools impact on social marketing process. During the working process there were made some investigation of theoretical material (documents, articles and others) and analysis (content analysis) of Lithuania’s municipalities websites from a social marketing viewpoint. The paper underlined the position of social ideas as new forms of influence in a process of governance, the characteristic of framework of information society, which supposes the change of the government process toward the building up social capital, the expansion of participatory democracy and e. government. The main direction of research was to explore an influence of e. government on social marketing; to find out if and how e. government can be used as a means of implementing social ideas and how e. government tools are used for social marketing in “closely” to citizen/consumer located websites of municipalities. Elektroninio parašo reguliavimas Lietuvoje / E-signature regulation in lithuania

Šiame darbe analizuojamas elektroninio parašo reguliavimas ir įgyvendinimas Lietuvoje 2000-2005 m. Darbe remtasi Informacinės visuomenės plėtros komiteto prie LR Vyriausybės ir Statistikos departamento prie LR Vyriausybės pateikta statistine medžiaga, Lietuvos Respublikos Seimo išleistais įstatymais ir Lietuvos Respublikos Vyriausybės priimtais nutarimais. Darbe teigiama, kad kvalifikuotas elektroninis parašas Lietuvoje elektroniniams duomenims turi tokią pat teisinę galią kaip ir parašas rašytiniuose dokumentuose. Kvalifikuotas elektroninis parašas bus diegiamas ir naudojamas valstybės institucijoms teikiant viešąsias elektronines paslaugas fiziniams ir juridiniams asmenims „vieno langelio“ principu. / In this work regulation and implementation of electronic signature is analysed from 2000 to 2005. The information in this work is based on statistics data of Information Society Development Committee and Statistics department under Government of Lithuania Republic, laws issued by Seimas of Lithuania Republic and decisions made by Government of Lithuania Republic. It is affirmed, that qualified electronic signature has the same legal force to electronic data as signature on written documents. Qualified electronic signature will be introduced and implemented in public institutions providing electronic services to legal and physical entities by “one window” principle.

Inovacijos yra svarbus šalies, regiono, organizacijos plėtros ir konkurencingumo didinimo veiksnys šiuolaikinėje ekonomikoje. E.valdžios inovacijos iš vienos pusės yra viešojo sektoriaus tobulinimo ir plėtros variklis, iš kitos – procesas, reikalaujantis aukšto lygio kompetencijos, investicijų ir politinės valios. Šiai problemai atskleisti buvo atlikta literatūros, teisinių dokumentų, vykdomų projektų analizė bei kokybinė ekspertų apklausa. Išanalizavus e.valdžios ir inovacijų sampratas, inovatyvų procesą viešajame sektoriuje konstruojančius veiksnius, e.valdžios inovacijų praktines kryptis ir strateginius ES ir Lietuvos prioritetus inovacijų e.valdžioje politikoje, interpretuotas e.valdžios inovacijų apibrėžimas, nustatytos vystymosi tendencijos ir strategijos, skatinančios e.valdžios inovacijų plėtrą. / Innovations are important for country, region and organization competitiveness growth in nowadays economic. E-gov innovations on one hand are a driver of public sector improvement and development, in other hand it is a process, which expect high competence, investments and political power. In order to disclose the topic of the paper, the analysis of literary sources, legal documents, projects under implementation was carried out and qualitative questionnaire of experts was done. Having analysed the concepts of e-gov and innovation, factors constructing innovative process in public sector, trends of e-gov innovations in practice and priorities of EU and Lithuania’s strategy and policy, the definition of e-gov innovation was interpreted, the trends for development and the strategies for e-gov innovation promotion were identified.
