A geografia eleitoral: padr?es de vota??o para deputados federais no Rio Grande do Sul e em Pernambuco nas elei??es de 2006 e 2010

We analyzed different methods of choice of voters, seeking to assess the existence of institutional incentives of the Brazilian electoral system of voting concentrated in certain regions of these states. We examined the votes obtained by candidates in those elections, checking the levels of concentration and dispersion of the votes and the election influence of the deputies who ran for reelection on the municipalities which they attributed to larger votes. Investigating the patterns found, they were related to different coalitions, political parties and also with the electoral success of candidates. The results showed a higher index of politicians with their base concentrated in certain regions in the state of Pernambuco and a balance between concentration and dispersion of votes for candidates in Rio Grande do Sul. In both federal units it was also verified degrees of dominance of deputies over their bases in approximately 40% of cases. Finally, it was found that, for these two states, there was no incentive to the representative concentration of a number of geographic areas over others. It was identified a representation proportional to population of the state regions, with minor variations, generating higher rates in the capital. Thus, this work is justified by the importance of the topic, lack of recent empirical work addressing comparatively two states as distinct features, and contribution to the discussion of some theoretical issues of Political Science. / Esta disserta??o aborda a Geografia do Voto e os padr?es de vota??o dos candidatos a deputado federal pelo Rio Grande do Sul e por Pernambuco nas Elei??es de 2006 e 2010. Foram analisados diferentes m?todos de escolha do eleitor, buscando aferir a exist?ncia de incentivos institucionais do sistema eleitoral brasileiro para vota??es concentradas em determinadas regi?es desses Estados. Examinaram-se os votos obtidos pelos candidatos nos referidos pleitos, verificando, os ?ndices de concentra??o e dispers?o dos sufr?gios e o grau de influ?ncia eleitoral dos deputados que concorreram ? reelei??o sobre os munic?pios que lhes atribu?ram ?s maiores vota??es. Investigando os padr?es encontrados, os mesmos foram relacionados com as diferentes coliga??es, partidos pol?ticos e, tamb?m, com o sucesso eleitoral dos candidatos. Os resultados obtidos demonstraram um maior ?ndice de pol?ticos com base concentrada em determinadas regi?es no Estado Pernambucano e um equil?brio entre concentra??o e dispers?o dos votos para os candidatos ga?chos. Em ambas as unidades federativas, ainda, puderam ser verificadas graus de domin?ncia dos deputados sobre suas bases eleitorais em, aproximadamente, 40% dos casos. Ao final, verificou-se que, para esses dois Estados, n?o houve um incentivo para a concentra??o representativa de algumas ?reas geogr?ficas em detrimento de outras. Foi identificada uma representatividade proporcional ? popula??o das regi?es estaduais, com pequenas varia??es, gerando ?ndices superiores nas capitais. Desta forma, esta disserta??o se justifica pela relev?ncia do tema, aus?ncia de trabalhos emp?ricos recentes abordando comparativamente dois Estados de caracter?sticas t?o distintas, e pela contribui??o com o debate de algumas quest?es te?ricas da Ci?ncia Pol?tica.
