Laboratory adjustment to the new regulation on classification, labeling and packaging of substances and mixtures.

The United Nations has, during many years, developed a model for a globally harmonized system for classification and labeling of chemicals, with the aim of it becoming a global standard. This system is implemented in the European Union through the CLP-regulation and is now working parallel to the existing directives until 1st of June 2015, when all the new classifications of substances and mixtures must be completed. The aim of this project was to adjust the laboratory to the new legislation, through inventory of stored chemicals, update the list of chemicals and perform self-classifications of mixtures. The work included handling of about 650 different chemicals with varying hazard classifications and search for information in corporate websites and chemical databases. This resulted in a new and complete list of chemicals stored and used in the laboratory and, in addition, an example of how to make a self classification of a mixture. Through this work using web based search for chemical classification according to the CLP-regulation, many difficulties were encountered and one of the conclusions is that due to the many noticed uncertainties and inconsistencies in self classification of mixtures the aim of keeping the globally harmonized system harmonized will be nearly impossible to fulfill.

APLIKACE ENERGETICKÉ POLITIKY EU V ČESKÉ REPUBLICE – FVE / Application of energetic policy of EU in Czech republic - Photovoltaic plants

Support for photovoltaic plants that originated before 2014, as well as support for renewable energy in general, artificially increases the price of energy and this measure has secondary effects in the form of rising prices of farmland and thus food. The regulation also creates distortions, for example on coal markets, which reduces the demand for this commodity. This thesis deals with the introduction of regulation and analysis of the motivation for the introduction of quotas in the energy policy of the European Union. Subsequent analysis evaluates the intended and unintended effects of regulation, which are not visible at first sight on this issue. The European Commission has so far not planned reassessment of policy support for renewable energy sources.

Cats’ nine lives : European Union legislation on the trade of endangered animals and its effects on animal welfare

The issues raised in this thesis concern the adverse effects of EU's wildlife trade regulations, mainly the unequal treatment of captive and wild-born endangered animals. The nature of these regulations is analyzed from an animal law perspective. The purpose of the analysis is to determine whether the regulations are anthropocentric and, if so, what issues arise from it. Previous research has studied the legal personhood of animals in relation to animal welfare. This thesis continues that discussion by examining legal animal rights as a potential solution to the issues of wildlife trade. The analysis is pragmatic and employs a non-formalistic view of law. Consequentially, it uses a doctrinal and legal philosophical approach, meaning that sources outside of law are integral to the discussion. The results of the analysis show that EU’s wildlife trade regulations are anthropocentric and that this has led to severe issues regarding the welfare of endangered animals. In addition, the practical enforcement of the regulations has proven defective. Legal rights for animals seem to provide a viable solution to these issues, yet their practical implementation is complicated. The reasons for this are primarily financial and opinion-based. Therefore, a step-by-step approach, starting with limited fundamental rights and resulting in full legal personhood for animals, is recommended for this approach to be successful.

Vliv pracovních režimů řidičů v silniční nákladní dopravě na bezpečnost dopravy / Impact of Drivers' Working Regimes in Freight Road Transport on Transport Safety

Working arrangements are restrictive limits for drivers important for both motor carriers and drivers. Have a major impact on the logistical arrangements of manufacturing companies that transport their goods by road. Failure to comply with these limits, is recently one of the major problems in road transport and leads to unfair competition between road hauliers. Carrier's failure to obtain such social legislation crucial competitive advantage. Recently the problem devoted much time from the perspective of politicians. States, violations of social legislation by the carrier and the driver severely punished and often the articles we read on the operating modes of drivers and their associated hazards of freight transport, road safety hazard, danger for drivers of cars. For 10 years devoted to the issue and participate in the creation of training materials on the subject of Logistics and. In my work I wanted to examine the issue of working arrangements drivers from professional point of view - how the limits are set and working arrangements whether they comply with road safety. Next, consider the statistics of accidents in the CR in relation to drivers' working arrangements and to propose changes that would contribute to the improvement of social legislation in relation to road safety.

in English The introduction of this thesis explains the basic concepts of the legislative regulation of weapons and ammunition in the Czech Republic and their use in specific cases. This part also briefly presents the legal history of selected institutes of weapons legislation in the Czech Republic with EU law, in particular conditions and possession of weapons, business in the field of weapons and categorization of weapons. The next part analyzes Act No. 288/1995 Coll. again focusing on selected institutes important in the context of the implementation of EU law. The following are comparisons of Council Directive 91/477 / EEC in its original version with Act No. 119/2002 Coll. in the original wording and Council Directive 91/477 / EEC as amended by Directive 2008/51 / EC of the European Parliament and of the Council with Act No. 119/2002 Coll. as amended by Act No. 222/2017 Coll., with an overlap into certain legal regulations. The thesis also describes and analyzes the reasons for the adoption of Directive (EU) 2017/853 of the European Parliament and of the Council, the process of its adoption and the Czech Republic's lawsuit for its invalidity and describes the subsequent proceedings in front of the EU Court of Justice. Diploma thesis is focused on summary of EU security requirements. Especially it is about EU regulations, security programs and international conventions. These regulations are applicated on Airport České Budějovice, which is now in the process of modernization and expansion. From this view is thesis concentrated on airport area segregation, their border, security check planing, capacity of each part of airport and comparison of appropriate security devices. It deals about possibility of deviation from common security rules and accept alternative security rules. There is a small mention about kinds of airport threats and theirs consequences.
