In a global context the traditional democratic process is facing new challenges. Scholars are talking about a transition from government to governance, where local and regional networks as well as international collaboration are an important part in how regional policy is produced and implemented. In this paper the processes in regional projects funded by the European Union are considered, and related to the traditional democratic process. The study has been fulfilled through informant interviews with representatives from four EU-projects. The interviews are supplemented by a qualitative text analysis of current statutes. Results show that the processes can be quite flexible but always has to be carefully formulated and motivated in the application for funds. However, the flexibility seems to be limited by the public ethics formulated in the traditional democratic process.

Work is focused on analyzing exigence of municipalities in the elaboration of projects financed by EU funds and to identify problems in small villages to the processing of such projects. The first step will analyze and assess the system of drawing EU funds in the Czech Republic, then make a direct processing of cost-benefit analysis of the selected project. In the third step I use a questionnaire, in which will be identified the problems which face the municipalities and how they solve these problems.

In many situations after a big catastrophe such as the one in Fukushima, the disaster area is highly dangerous for humans to enter. It is in such environments that a semi-autonomous robot could limit the risks to humans by exploring and mapping the area on its own. This thesis intends to design and implement a software based SLAM system which has potential to run in real-time using a Kinect 2 sensor as input. The focus of the thesis has been to create a system which allows for efficient storage and representation of the map, in order to be able to explore large environments. This is done by separating the map in different abstraction levels corresponding to local maps connected by a global map. During the implementation, this structure has been kept in mind in order to allow modularity. This makes it possible for each sub-component in the system to be exchanged if needed. The thesis is broad in the sense that it uses techniques from distinct areas to solve the sub-problems that exist. Some examples being, object detection and classification, point-cloud registration and efficient 3D-based occupancy trees. / I många situationer efter en stor katastrof, såsom den i Fukushima, är området ytterst farligt för människor att vistas. Det är i sådana miljöer som semi-autonomarobotar kan begränsa risken för människor genom att utforska och kartlägga området på egen hand. Det här exjobbet fokuserar på att designa och implementera ett mjukvarubaserat SLAM system med real-tids potential användandes en Kinect 2 sensor. Exjobbet har fokuserat på att skapa ett system som tillåter effektiv lagring och representering av kartan för att tillåta utforskning utav stora områden. Det görs genom att separera kartan i olika abstraktionsnivåer, vilka korresponderar mot lokala kartor sammankopplade med en global karta. Strukturen av system har tagit hänsyn till under utvecklingen för att tillåta modularitet. Vilket gör det möjligt att byta ut komponenter i systemet. Det här exjobbet är brett i det avseende att det använder tekniker från flera olika områden för att lösa de sub-problem som finns. Några exempel är objektdetektion och klassificering, punkt-molnsregistrering och effektiva 3D-baserade okupationsträd. / Después de grandes catástrofes, cómo la reciente en Fukushima, está demasiado peligroso para permitir humanes a entrar. En estás situaciones estaría más preferible entrar con un robot semi-automático que puede explorar, crear un mapa de la ambiente y encontrar los riesgos que hay. Está obra intente de diseñar e implementar un sistema SLAM, con la potencial de crear está mapa en tiempo real, utilizando una camera Kinect 2. En el centro de la tesis está el diseño de una mapa que será eficiente alojar y manejar, para ser utilizado explorando áreas grandes. Se logra esto por la manera de la separación del mapa en distintas niveles de abstracción qué corresponde a mapas métricos locales y una mapa topológica que conecta estas. La estructura del sistema ha sido considerado para permitir utilizar varios tipos de sensores, además que permitir cambiar ciertas partes de la sistema. Esté tesis cobra distintas áreas cómo lo de detección de objetos, estimación de la posición del sistema, registrar nubes de puntos y alojamiento de 3D-mapas.

This master’s thesis deals with project management from the perspective of financing from EU funds. In the first part there is described the theoretical background of project management and its specifics for projects financed from EU funds. In the second part there is elaborated a proposal of the project in a way that is in compliance with requirements for grant application from the EU fund.

The Master's thesis focuses on European Union funds mainly on fund which is a part of the Operational Programme Business and Innovation. It deals with the options of projects financing and grant application processes. Funding of the projects using grants from the EU is analyzed and evaluated in the specific case.

This master's thesis deals with the problems of project management in the field of investment projects of recovering machine technology and their financing opportunities. The aim is to create a feasibility study of investment project of a new, modern technology based on a cooling of a bakery products and to assess its feasibility and effectivness. The rusult of this thesis will be a recommendation for the company, whether to implement the project or not.

The master´s thesis focuses on the investment project design using project management tools. Specifically, it describes the project design to build a 3D classroom in the Technical school Sokolská, which will be financed from EU structural funds. The first part deals with theoretical solutions which are then applied in practice in the actual design of the project.

In this thesis, titled Project management and implementation of its methods in the realization of selected operational programs, focuses on South Bohemian region, evaluated its potential funding priorities that need to be addressed and to which can be obtained financial support for the programming period 2007-2013. Also focus on private and public entities of South Bohemian region, on areas in which most financial benefit from EU funds are used and the problems associated with them. The theoretical section defines the regional policy of the European Union, the basic meaning and the main purpose of the economic and social cohesion. Also focuses on regional policy in the Czech Republic itself, the operational programs for the programming period 2007-2013 for the Czech Republic and the issue of project management. The aim of this study is to evaluate the implementation process of selected operational programs and using project management methods to develop a proposal for the management company for their solution. The evaluation shows that the South region in its founding document Regional Development Programme has defined those priorities which reflect the intentions of the European Communities, which can be documented by the fact that in these areas is to aid in the European Union intended. So there is enough space on which to set strategic goals and measures to meet the region. Likewise, the results of the survey show a large activity in drawing financial resources from the EU. Also show some problems and obstacles associated with requests for financial support from EU funds. Overcoming these problems and obstacles could open the possibility of utilization of resources and finances small businesses and entities for which it was still unrealistic.

This Master´s Thesis is aimed at grants from European Union. It propose to use the grant from the European Structural Funds to develop turism in Bruntal city and surroundings which is situated in Moravan - Silesian region. Utilization of these resources should further lead to an unemployment reduction and life status increase of town dwellers.

The thesis is focused on the possibility of financing projects from EU financial resources. The thesis is divided into two parts. Theoretical part contains terms related to the European Union, EU funds and the basics of project management. The practical part is focused on the feasibility study of a specific project funded by the JESSICA program, which belongs to the State Housing Development Fund and using financial resources from European Structural Funds.
