Globální finanční a ekonomická krize / Global and financial economic crisis

The thesis analyzes and describes recent global financial and economic crisis, some current economic problems and historical roots of the crisis. First passages of the work characterizes theoretical terms and historic economical crises, recessions and important economical events. Next part of the thesis is focused on events of the recent financial and economic crisis. The work contains description of the problems with financial innovations, rating agency, banks, modern capitalism and prevention of the crisis. The text also presents some new economical legal rules in USA and EU related to financial and economical crisis. Last chapter of the work is focused on the crisis of the European currency EURO and Greek economic situation.

Fiscal policy coordination in times of economic and financial crises

This thesis examines fiscal policy coordination in the EU during the Great Recession (2008-2010). For the first time since the Maastricht Treaty heralded the coordination of macroeconomic policies among EU Member States, public finances were collectively focused on stimulus policies. In sharp contrast to the preceding decade of consolidation and constraint, fiscal policy coordination during the Great Recession presents a novelty: a study in fiscal expansion. Drawing on Mancur Olson’s Logic of Collective Action, this thesis uses a mixed-methods approach that combines the insights from over 40 in-depth interviews and econometric analyses. The central argument of this thesis is that the fiscal crisis responses of EU Member States were not coordinated. Yet despite this lack of coordination, free-riding was kept at bay. First, the overarching consensus on the need for counter-cyclical fiscal policies prevented growth free-riding (i.e. a situation of limited domestic stimulus and free-riding on other countries’ expansive fiscal policies). Second, discipline imposed by financial market participants contributed to policy-makers’ awareness of their limited room for fiscal manoeuvre, which meant that stability free-riding (i.e. stimulus policies that exceeded a country’s fiscal space) did not occur. The first finding suggests the importance of shared policy ideas in achieving collective action; the second points to the role of financial markets in constraining public finances. Ultimately both, shared policy ideas and market discipline, can function as a substitute for strong institutional commitment to shape group oriented behaviour.

The thesis deals with the economic crisis and financial crisis of 2007 -- 2010. There is described the development of the economic situation during the economic crisis and the impact on individual sectors. The main attention is paid to the IT industry and specifically the market with business information systems. As a specific example demonstrating the impact of current crisis is selected company SAP, which operates in the field of business information systems nearly 40 years and is a world leader in business information systems. Various situations were analyzed during several economic recessions and compared with the current economic situation. Aim is to analyze the current situation, the impact on specific sectors, especially in the IT industry and producers of business information systems. You can find here the analysis of effect on SAP and what is its response to the crisis. There are most common anti-crisis measures taken and their impact on business and also recommendation that companies should watch out in times of economic crisis.

Yes / The global economy has experienced considerable turbulence since 2007. The financial crisis has been viewed as the trigger for a prolonged period of economic decline. This decline remains an issue for all member states of the European Union, the eurozone and beyond. We argue genesis of this crisis lies in the integration negotiations of 1991, ratified in 1992. These produced a flawed economic model within the eurozone. Given the seeds of decay were planted at origin; we argue the solution can be found through a reconstructed eurozone via looser integration, where countries less equipped to deal with the realities of closer integration will be economically independent.

Direito antitruste e crise-perspectivas para a realidade brasileira / Antitrust law and crisis: perspectives for Brazil

O problema que o presente estudo visa a esmiuçar é se a aplicação das normas de defesa da concorrência deve ou não ser flexibilizada em tempos de crises econômicas e financeiras. Mais especificamente, propõe-se a investigar se, durante crises, as autoridades concorrenciais devem ou não adotar uma abordagem mais leniente com relação aos princípios tradicionais e fundamentais do antitruste, (i) aprovando concentrações excessivas a partir de uma aplicação leniente da Failing Firm Defense, e/ou (ii) permitindo a coordenação de agentes econômicos mediante a formação de acordos colusivos sob os argumentos dos cartéis de crise. O Capítulo 1 apresenta uma breve descrição acerca da evolução do Direito Concorrencial nos Estados Unidos, União Europeia e Brasil, de forma a se verificar que a política antitruste é influenciada pelas condições econômicas vigentes em cada país. Ademais, tal discussão serve para contextualizar a análise conduzida ao longo do trabalho. Posteriormente, fez-se imprescindível entender o que são as crises econômicas e financeiras, buscando-se definições doutrinárias e mostrar que tais fenômenos ocorrem frequentemente no capitalismo. Finaliza-se tal capítulo com uma sucinta análise de duas das principais crises da história do capitalismo moderno, é saber, a Crise de 1929 e a recente crise do sub-prime. Já o Capítulo 3 trata efetivamente da relação entre o Direito Concorrencial e as crises econômicas e financeiras, tendo-se analisado a suspensão do antitruste nos Estados Unidos após a Crise de 1929, e investigado, por meio da análise de doutrina, legislação e jurisprudência estrangeiras, a necessidade ou não de se suavizar a aplicação das normas de defesa da concorrência em tempos de crise econômica, tanto no que diz respeito ao controle de estruturas, como ao controle de condutas. O Capítulo 4 destina-se a tratar da realidade brasileira, verificando, diante dos resultados encontrados ao longo do estudo, bem como das particularidades do ordenamento jurídico pátrio e da jurisprudência dos órgãos de defesa da concorrência, em que medida os resultados encontrados se aplicam no Brasil. Por fim, apresentam-se as conclusões. / The purpose of this dissertation is to assess whether antitrust enforcement should be mitigated in times of economic and financial crisis. Specifically, it is investigated if, during crisis, competition authorities should adopt a more lenient approach regarding the traditional and fundamental principles of Antitrust Law by (i) approving problematic mergers by softening the Failing Firm Defense criteria, and/or (ii) allowing competitors to coordinate their activities through collusive agreements under the arguments of crisis cartels. Chapter 1 provides a brief description about the development of Competition Law in the United States, European Union and Brazil. The purpose of such analysis is to verify that antitrust policy is influenced by the economic conditions in force in each country. Besides, the discussion is useful to contextualize further analysis carried out throughout the dissertation. After that, it was indispensable to understand what are economic and financial crisis and to show that such situations occur frequently in a capitalist economy. This chapter is concluded with a brief analysis of two of the main crisis in the history of modern capitalism: the Crash of 1929 and the recent subprime crisis. Chapter 3 address the relationship between Antitrust Law and economic and financial crisis. Firstly, the American experience of suspending Competition Law after the 1929 Crash was analyzed. Additionally, the dissertation reviewed theoretical arguments and foreign laws and case law in order to assess whether antitrust (merger control and fight against anticompetitive practices) should be mitigated in times of economic and financial crisis. Chapter 4 deals with the Brazilian reality, assessing if the results found throughout the dissertation are applicable, considering the peculiarities of the national legislation and the case law of the Brazilian antitrust authorities. At the end, the conclusions are presented.

Bulharsko a Rumunsko: ekonomický dopad vstupu do EU a vliv světové finanční krize / Bulgaria and Romania: Economic Assessment of the EU Accession and Impact of the Global Financial Crisis

Bulgaria and Romania joined the European Union on January 1, 2007 and are so far the last countries to do so. Before this important step, both countries had undergone a long way of economic transformation from planned to free market economy. The transformation began in the early 1990s but so far it has not been finished. Compared to the other Central and Eastern European countries, Bulgaria and Romania still belong to the least developed ones, which is probably the most important reason why these countries did not join the EU in May 2004 together with other Central and Eastern European countries, but almost three years later, in January 2007. The thesis, however, focuses mainly on what happened after January 2007 and aims at analyzing the first years of Bulgaria and Romania in the enlarged European Union and discuss also possible effects of the upcoming economic and financial crisis on both countries. The subject matter of the thesis is divided into three main chapters, accompanied by introduction and summary of main conclusions. First part (Chapter 2) focuses in detail on the process of economic transformation in both countries, on the summarization of the pre-accession period and on the challenges both countries were facing at that time. Main focus here is on the home economy, foreign economic relations and home affairs including current political situation. Analysis of pre-accession negotiations with the EU focuses both on general issues and also on detailed monitoring of the whole process by the European Commission. Second part (Chapter 3) analyzes in detail the first years of Bulgaria and Romania in the EU. The chapter opens with analysis of nominal convergence and fulfillment of Maastricht criteria and continues with real and structural convergence, analysis of external balances and integration of product and financial markets. Labor mobility, structural aid, development of business environment and main challenges for both economies are discussed as well. Third part (Chapter 4) focuses on the latest development and shows the effects of the current economic and financial crisis on Bulgarian and Romanian economies. The chapter discusses development of short term economic indicators and tries to assess the actual impact of the crisis and macroeconomic development in 2009 and 2010. This is, however, extremely difficult due to persisting uncertainty and absence of robust economic predictions. The analysis thus suffers from unavailability of relevant and up-to-date information and economic data.

The aim of diploma thesis is the analysis of economic cycle in the car sector in the Czech Republic and the government's approach on this issue. I desribe the global economic and financial crisis in the years 2007 - 2010, which had impact on automotive industry, For comparison, I add approach by government abroad and development of automotive industry, mainly in Germany and the Slovak Republic. The first part consists of theoretical approaches of important economists of the economic cycle, the company in recession and the different approaches to structural policy. Individual approaches are different and unfortunately there is no uniform approach to effective solution of the crisis. The analytical part deals with the beginning of economic and financial crisis along with the impact on the production and sale of three automotive producers in the Czech Republic - Škoda auto a.s., TPCA, Hyundai Motor Czech s.r.o. This impact is compared with the consequences of the crisis at car manufacturers in Germany and the Slovak Republic. Finally comes the assessment of mainly interventionist approaches by governments in the Czech Republic and abroad. Through the efforts to alleviate the ongoing recession in the sector was being set up so-called scrap subsidy that had an impact on the industry in the Czech Republic, even though in our country was his introduction denied.

This thesis studies the identification and analysis of the impact of the latest economic crisis of 2008 on selected countries of the world with the purpose of identifying the relevance of channels through which the financial and economic crisis has spread to these countries. The thesis focuses on two regions of the world: Africa and Latin America. In both of these regions two countries are chosen to be analyzed more closely. These are Nigeria and Malawi for Africa, Brazil for South America and Belize for Central America. The possible channels of transmission of the crisis were identified to be private capital flows, international trade and commodity prices, remittances and international aid. In the analysis of the chosen countries, it was identified that the most important channels were international trade, commodity prices and capital flows. On the other hand the least impactful channels were remittances and international aid. These were rather stable during the crisis and in the case of aid even played a countercyclical role.
