<p>Abstract</p><p>The aim of this thesis is to examine Interreg as an instrument for regional policy in the European Union. Interreg is an initiative designed to strengthen economic and social cohesion throughout the European Union by fostering balanced development through cross-border, transnational and interregional cooperation. But how does it work in practise? Three main questions are asked to answer this:</p><p>How well does the implementation in the programmes work?</p><p>How does the programme management look and how well does it work?</p><p>What degree of efficiency does Interreg show in financial and physical effectiveness?</p><p>With evaluation and implementation as theories the questions are answered together with a qualitative method. The conclusions that can be drawn is that Interreg strengthen European unions economic and social cohesion in form of integration and regional development that in many ways make it easier to travel and trade over the borders. One other conclusion is that the identification between the member states grows and the borders will more and more erase. Interreg does not lead to a more balanced development in European Union because of the programmes regional structure. Some obstacles do remain and the problem with finding common structures for cooperation between states must develop for further progress.</p>

The final thesis focuses on the transformation of the financing of the European Union structural policy between two programming periods 2007-2013 and 2014-2020. The first part presents the theoretical basis of analysed subject, and shows the development of the concept of economic and social cohesion, together with the experts' proposals to reform its financing. The second part contains the characteristics of problems and challenges of the European integration. The third part then in their context and based on the comparison of the multiannual financial framework 2007-2013 and 2014-2020 identifies and assesses the major changes regarding the European Union structural policy. Even if the interests and priorities of the Czech Republic are not always in line with the changes, the Czech Republic must respect them and implement them not only in their programming documents. Whether the changes are suitable for the Czech Republic, is reviewed in the last part of the thesis.

The aim of the diploma thesis is to analyse European policy of economic and social cohesion in the southern states of the European Union. The import of regional policy consists in the strengthening of cohesion through the diminution of existing differences in socioeconomic level between EU member states and theirs regions. Significantly high budget item assigned to the regional policy on the European level affirms its importance. States of the southern Europe (Portugal, Spain, Italy and Greece) gained long-standing experience in the implementation of the cohesion policy, therefore they are suitable for the evaluation of the effectiveness. The thesis seeks to deliver potential recommendations for the effectiveness improvement on the national as well as on the European level.

In conclusion is summarized current information about the form of future cohesion policy after 2013.

This diploma thesis is focused on the European Policy for economic and social cohesion, its goals and financial instruments. Four Structural Funds allow the European Union (EU) to grant financial assistance to resolve structural economic and social problems in the member states of the EU. The thesis concentrates on one of the Structural funds, namely the European Social Fund (ESF), the main financial instrument allowing the Union to realise the strategic objectives of its employment policy. The Human Resources and Emplyment Operational programme, the Prague -- Adaptability Operational Programme and the Education for Competitiveness Operational Programme are the Czech Operational programmes financed by the ESF. The last one is then closely described and attention is aimed mainly at the Priority Area 2.3 -- Developing human potential in research and development. The practical part of the work deals with the characteristics of the project cycle from the point of view of the Ministry of Education and with the analysis of projects applied in the Priority Area mentioned above.
