Agriculture as a contributor to local economic development (LED) in Nkonkobe Local Municipality

Africa while being underdeveloped in terms of industry and infrastructure has much rural land and therefore has significant potential to provide global food security. This study investigates agriculture as a contributor to economic development of Nkonkobe Local Municipality, Eastern Cape, South Africa. While the potential of agriculture, in Nkonkobe Local Municipality is high, this sector has not been fully developed to the benefit of the community and the municipality at large. The results of this study have pointed out that the Eastern Cape, Nkonkobe Local Municipality in particular is where communal farming is practiced on the largest scale and where further growth can take place. This study is informed by the goals of reconstruction and development, as expressed in the Government’s Reconstruction and Development Programme (1995) tabled to meet the basic needs of the people, develop its human resources and to build the local economy. This study aims to transform Nkonkobe Local Municipality into an economically developed area of Amathole District Municipality, by improving the area’s agricultural contribution to the Local Economic Development (LED) of the area. This study supports entrepreneurship and innovation, job creation, raising the quality of basic services to the poorest citizens of Nkonkobe Local Municipality, and increasing the distribution of agricultural land to small holders. This study promotes the development of agricultural sector, which will enable it to absorb more low skilled labour which will assist in poverty alleviation, and promote LED initiatives. This study also develops and promotes the sustainable contribution of agriculture to LED programmes, and improves the participation of local communities in these programmes. The study was conducted using qualitative research methodology. The findings of the study reveal that agricultural infrastructure in support of LED in Nkonkobe Local Municipality must be established and improved. Such infrastructure should include the reticulation of services, such as irrigation schemes, big dams, farming equipment, tractors, laboratories, cold storages and communication links. These services are currently inadequate in the area, and hamper development and progress that the area clearly has great potential to add in terms of global food security and poverty alleviation.

The impact of crime in socio-economic development of Mdantsane township

This study examined the impact of crime on socio-economic development in Mdantsane Township which is an urban area under Buffalo city Municipality. The study is concerned with the growing rate of crime, which is perceived to have affected community development. A survey was conducted for this study and questionnaires were administered for data collection. The study found that Mdantsane area is fraught with problems of high unemployment, high crime levels and lack of physical infrastructure. It was shown that the levels of crime like robbery and assault cases are the order of the day. Many crimes are committed either during the day or at night. This study made several recommendations relating to what should be done to ensure that local residents, potential developers and investors feel safe in Mdantsane. Amongst other recommendations put forward are the establishment of community relations with the police, namely community policing forums (CPFs) and development community safety centres.

The researcher is disturbed by the high rising levels of poverty and unemployment in the Eastern Cape whilst there are poverty alleviation programmes that have been established since the ushering in of the Democratic Government in 1994. The sole purpose of the research is to investigate two poverty alleviation projects in the Buffalo City Metropolitan Municipality under Amatole District Municipality in the Eastern Cape. The study will focus on the following aspects: project management, capacity building, support, coaching, monitoring and evaluation, the market and the views community members have on poverty alleviation projects. The research sought to find out what challenges have been encountered by Tshabo Bakery Project and Ilitha Poultry Project which might impact negatively to the project. The researcher will use interviews, questionnaires, focus groups, direct observation and document analysis to collect information for the study. Findings and recommendations for this study will also be presented.

Commercialisation of emerging famers in the Eastern Cape province : identification of limiting factors that inhibit the progression from subsistence to commercial farming

The broad objective of the study was to investigate the limiting factors that prevent a breakthrough of emerging farmers to commercial agricultural farming industry. The research objectives were to describe the demographic characteristics such as age, education, farming skills and experience; determine the required support services needed; and inform the limiting factors that prevent breakthrough of emerging farmers to enter commercial agricultural industry. The study was conducted in King William’s Town area through structured questionnaires administered by the researcher. A sample of 50 emerging farmers was drawn in the area. The majority of households in the area depend on subsistence farming for household survival. Results indicated that emerging farmers are faced with poor physical infrastructure such as implements to better their production as well as low education levels which results as an inability to interpret market information to be used in production planning. It is also clear that the farmers face a lack of market infrastructure, poor roads, lack of market information, lack of transportation to markets and high transportation costs. The majority of the farmers were old and the youth was not engaged in agriculture. The findings showed that there is an insufficient role from government with regards to emerging farmer support and providing the required infrastructure to access markets or improving rural infrastructure. As a result the majority of the farmers are trapped in a cycle of poverty. The following policy recommendations are suggested: Financial services such as credit must be made available to emerging farmers at reasonable interest rates such as low interest rate subsidies to emerging farmers up until commercialisation. The requirements for emerging farmers to access loans, funding or credit should be restructured or adjusted to the ability of the farmer to repay the credit rather than the availability of title deeds or assets as collateral. Extension officers should regularly visit the localities were emerging farmers are farming have a better understanding of their farming areas, farming methods and improve their communication with the farmers. Lastly the land reform initiatives should be re-organised or developed if necessary to ensure efficient re-allocation of land. The policies should be developed to focus on both the individual farm plots and the collective rights.

The role of agriculture in the Ncora area

Despite 19 years of democracy and public action by civil society, policy makers continue to neglect the role of agriculture in improving the quality of life in rural areas such as Ncora in the Eastern Cape. The communities in the Ncora area still experience poverty despite the fact people receive state grants. Agriculture is declining in this area without basic infrastructure. The study argues that communities in the Ncora area need assistance from government in order to increase agricultural activities. These activities are an important route through which these communities can reduce poverty. The primary objective of this study was to obtain a better understanding of the role of agriculture in reducing poverty in the Ncora rural areas. The conditions necessary to sustain agriculture in the rural areas were identified. This was mainly done to help alleviate the plight of rural areas in the Ncora area and to improve the quality of life of the rural population. The study was based on three research objectives. The first objective was to investigate the constraints to agricultural production in Ncora. The second objective was to ascertain what has been done by the Eastern Cape government in increasing agricultural activities. The third objective was to investigate the contribution of agriculture in reducing poverty in Ncora. The main finding in terms of the first research objective is that constraints to agricultural production in Ncora are structural constraints. These include inadequate infrastructure such as poor roads, lack of transport and equipment, lack of farming skills, poor quality seed, no access to markets, inadequate and unaffordable services. In terms of the second research objective, the main finding is that the government has encouraged investment in infrastructure using labour-intensive methods will eliminate service backlogs in underserviced areas such as Ncora. Secondly, it has encouraged the revival of irrigation schemes such as the Ncora irrigation scheme and is investing in human capital through the empowerment of people in order to improve the quality of life of the Ncora community. Empowerment involves skills and training, education and access to basic services, expertise regarding credit, land and the growing of vegetables. The development of human capital is an important determinant of the pace of economic development. Human, social, natural, financial and physical capital are essential elements of reducing poverty. In fact, the Ncora community has lobbied Intsika Yethu Municipality for community development Community development through education and community participation in development programmes. Efforts have to be made to increase the skills that will enable them to complete development projects. These include technical skills in areas such as vegetable and crop production during the year. A key component of the success of development projects is to involve communities in the planning and decision-making processes. Community development is linked to empowerment, in other words, empowered people are able to contribute to the development of their community because they have knowledge of the economic, social and political goals of development. Therefore, empowerment enables people to participate in and have an influence on the decisions that affect their lives. The main finding in terms of the third research objective is that people in the Ncora community are using their own labour to improve food production to reduce poverty. The Ncora community has been shown when and how to make, grow and plant seeds, and look after the vegetables of their choice. The community of Ncora has learnt about cropping practices that are appropriate to their situation. The intention is to sell vegetables and crops to local communities and markets in order to generate income. The community has to do it for themselves or else they will wait forever.

Facilitating banking finance access for BBBEE firms in the Southern Cape area

Studies have shown that BBBEE parties are unsuccessful in raising banking finance due to a number of reasons. The objective of the enactment of the Broad Based Black Economic Empowerment (BBBEE) Act is primarily to promote the participation of black people in the economy. The measurement of BBBEE is determined by the codes of good practice for Qualifying Small Enterprises (QSE), which consists of seven elements namely: ownership, management control, employment equity, skills development, preferential procurement, enterprise development and socio-economic development. Enterprises with annual turnover ranging from R5 million and R35 million qualify as QSE. These elements measure the level of BBBEE status. The enactment of the National Credit Act replaced the Usury Act, 1968 and the Credit Agreements Act, 1980. The objective of the act is to promote accessibility to the credit market and to prevent the over-indebtedness of consumers. The Act is applicable to natural persons with contractual capacity and juristic persons with monetary assets or annual turnover of less than R1 million. This study aims to establish the facilitation of access to banking finance for BBBEE SME’S within the George and Mossel Bay area as these towns form part of the Garden Route Business Banking Division of Nedbank. The effect of the BBBEE and NCA on the accessing of banking finance was studied and analysed. Credit applications are subject to stringent credit scoring systems to rate applicants, monitor performance and manage accounts. The Basel rating which measures the minimum level of capital a bank should hold to protect investors determines the interest rate charged for loans. These ratings affect the accessibility of banking finance. A framework for bank and SME relationship building shows the relationships between: • The accounts manager’s role in relationship management; • Branch staff role in relationship management; • Corporate policies as part of relationship management. A survey was conducted in the form of a questionnaire in order to obtain primary information from two sample groups, banking officials and BBBEE clients to establish the relationship between the two sample groups. Quantitative techniques were used and the data obtained from the two sample groups were analysed. The study revealed that the by establishment of relationships between BBBEE clients and banking officials would facilitate access to banking.

Poverty alleviation through employment creation in Matatiele, Eastern Cape Province

This paper will be looking at unemployment in South Africa, since this is a serious matter. A number of policies in South Africa have been formulated to address the issue of unemployment since the transition from apartheid to democracy. The paper will attempt to define unemployment and the different types of unemployment. Even though policies have been designed, this does not necessarily mean that unemployment has, therefore, been reduced. In my research I will be concentrating on unemployment. I would be touching on ways that could be used to improve unemployment, in order to alleviate poverty. We are faced with challenges in our country and in the small town where we live: Matatiele. South Africa is faced with challenges, which will be addressed in the study, as it will be looking at the economy since the apartheid era ended, and the commencement of democracy under the African National Congress (ANC) government. The study will tackle the theories that were used in unemployment and the policies that were introduced, in order to improve unemployment. The study will be mentioning the different solutions that could be adopted, in order to improve unemployment and to alleviate poverty. It is not only the responsibility of the government, but through agricultural training and increased access to farming – especially in the area of Matatiele– government needs to subsidise these people, in order to produce people with skills. Unemployment would then decrease. Tourism is a prominent job-creator, because of the many opportunities it creates for semi-skilled labour, and because Matatiele people are friendly and hospitable. This could be accomplished through better education, investment to create more job opportunities, and fostering economic growth in the country (Emeka Okafor). The policy implications are that government should diminish labour-market segmentation, and the obstacles to entering the productive informal sector may be relevant. However, it should also look to other developing countries with high levels of unemployment. How have they coped with these problems.

The potential short and long term benefits of major infrastructure projects to the South African economy

(Engineering Management) / As a result of its direct relations with the different sectors of the economy, the construction industry is used as a tool by governments around the world for economic recovery. The South African government has taken such a stance following the 2008/2009 global financial crisis, by proposing the government‘s infrastructure spending and expansion programme for economic growth and development. The South African economy took a stalling from 4.1% in 2007 to 2.3% in 2008 and then turning negative in 2009. This research paper seeks to gather insight of the relationship between construction output and economic growth, as well as the potential long and short term benefits of major infrastructure projects to the South African economy. South Africa; as a developing country and with its construction industry currently in the upward trend, there are lessons that can be learnt from the developed countries. To this end, trends in construction output and GDP have been scrutinised to examine any pattern of development relating the construction industry and its relationship with the economy as a whole. The examination spanned over 32 countries grouped according to their respective development status. With South Africa‘s significant increase in the annual change in construction output between 2004 and 2008, amid developments of the FIFA world cup, confirmed the relation between construction investment and economic growth. The contribution of the construction industry to GDP for developed countries all follow the same trend of having high contributions in the beginning of development declining as less and less new infrastructure is required by the country. The contribution of construction averaged at 6 per cent for the entire duration of analysis between 1970 and 2011. Compared to international standards, South Africa‘s contribution of construction to GDP is determined to be very low at 3 per cent for the duration 1963 and 2011. Further, the construction industry has displayed characteristics of instability for South Africa when compared to developed countries over the same period.

M.Com. (Business Management) / South-Africa's market share in gold produced dropped from 80 percent in 1980 to about 34 percent currently. This is due to entrance of cheaper producers of gold on the world market. The USA is our main competitor with a market share of about 17 percent. The difference is that South-Africa's remaining reserves is deep below surface and the USA are using open pit techniques to mine cheaply. In order for South-Africa to stay competitive and win back the lost market share it will be necessary to utilise the current available ore resources to it's full potential. This will also create new jobs in a South-Africa that needs it desperately. The calculation of the pay limit is investigated and found to be adequate. The different types of pay limits and their usage was explained. It was found that the current method, of using the pay limit directly as a cutoff limit, was incorrect. The use of a proposed pay limit was suggested. The definition of the proposed pay limit is slightly different than the current pay limit changed in order to clarify the correct use of the pay limit. The inadequacies of the pay limit was recognised and explained. A new term in gold mining was formulated namely the optimal limit. The purpose of this cutoff limit is to determine the cutoff value at which the resultant grade will be such that the mine's profit will be maximised over the long term. The combined usage of the proposed pay limit and the optimal limit in order to manage the ore resource, was described. This method of ore resource management is easily understandable, easy to use and addresses the inadequacies of the current pay limit successfully.
