No entanto, levando em consideração a baixa renda familiar, característica dessa população, acredita-se que a energia elétrica deveria ser direcionada para outro fim específico: a execução de atividades produtivas visando promover o desenvolvimento socioeconômico da comunidade. Alguns projetos de P&D têm buscado esse objetivo, como é o caso do projeto "Geração de Energia Elétrica a partir da Reforma de Etanol e Célula a Combustível no Sistema Isolado de Mato Grosso", desenvolvido pela UNICAMP, UFMT e ELETRONORTE, no qual foi realizada a instalação de um sistema de geração composto de reformador de etanol-célula a combustível na comunidade "Pico do Amor"/MT. Assim, este trabalho tem como objetivo analisar o impacto do custo dessa energia elétrica na renda familiar considerando o desenvolvimento de duas atividades produtivas selecionadas pela própria comunidade: a produção e comercialização de farinha de mandioca e rapadura. Para tanto, foi analisada a demanda de energia da comunidade; estimados o custo da energia elétrica proveniente do sistema a ser implantado e a receita com a venda da farinha de mandioca e rapadura a serem produzidas com essa eletricidade; e realizada a análise de sensibilidade do preço do etanol no custo da energia elétrica, e da farinha de mandioca e da rapadura na receita familiar. Dentre os resultados estimados verificou-se que o custo com a energia elétrica tem um impacto de 16,4% na receita bruta familiar e que a renda líquida mensal fica em torno de R$ 260,85/família, indicando que a comunidade não apenas terá condições de pagar pela energia elétrica fornecida como também irá aumentar a sua renda. Além disso, a análise comparativa do custo da eletricidade proveniente do sistema de reforma de etanol/célula a combustível e de sistemas fotovoltaicos indicou que, considerando apenas os custos de manutenção e operação, o primeiro se mostrou mais atrativo que o segundo. / Abstract: The energetical planning of isolated communities has been trying to attend only the residential electrical energy demand. However, taking into account the family financial low level, this population characteristic, it is believed that the electrical energy should be directed for other specific goals: the execution of productive activities to promote the social and economical development of these communities. Some of R&D projects have been trying to achieve this objective, like "Electrical Energy Generation From Ethanol and Fuel Cell Reformer in the Isolated System of Mato Grosso", developed by UNICAMP, UFMT and ELETRONORTE, in which was done the installation of a generation system composed of an ethanol - fuel cell reformer in "Pico do Amor" community in Mato Grosso state. This work has the objective to analyze the impact of the cost of this electrical energy in the family income considering the development of two productive activities selected by the community itself: the production and marketing of cassava flour and "rapadura", a typical brazilian candy. The community energy demand was analyzed to achieve the results; estimated the energy cost from the implemented system and the money from the selling of the cassava flour and "rapadura" produced with this electricity; the study of sensibility of the ethanol price in the electrical energy cost was done too, and the cassava flour and "rapadura" in the family funds. From the results, it was verified that the electrical energy cost has a 16,4% impact in the family gross income and a net value around R$ 260,85/family, indicating that the community will have enough funds to pay for the energy and also will rise the amount of money for each family. Besides, the comparative analyze of the cost of the electricity from the ethanol/fuel cell reformer and photovoltaic systems shows that, considering only the maintenance and operation costs, the first one should be more attractive than the second one. / Mestrado / Mestre em Planejamento de Sistemas Energéticos

Investigating intersections between the further education and training economics curriculum and growth and development frameworks – implications for teaching and learning

Thesis (MEd)--Stellenbosch University, 2012. / Includes bibliography / ENGLISH ABSTRACT: In this thesis I investigate whether the South African government’s Growth and Development Frameworks (GDFs) are aligned with the learning outcomes of the Further Education and Training (FET) Economics curriculum as presented through the National Curriculum Statement (NCS). Central to the GDFs is the cultivation of social justice, more specifically the eradication of inequalities and the establishment of employment opportunities for all the country’s citizens. Also, the government hopes to achieve social justice through the cultivation of democratic relations amongst people that will hopefully contribute towards economic development in society, more specifically local economic development (LED). Similarly, the four learning outcomes, namely macroeconomics, microeconomics, economic pursuit and contemporary economic issues, emphasise the importance of people contributing towards social justice in their communities. The learning outcomes hope to achieve this by inculcating in learners an affinity for democratic action and the acquisition of economics skills, values, knowledge and attitudes that can engender LED. Consequently, the learning outcomes can be said to be aligned with the GDFs on the basis that the common theme that seems to drive both aspects is social justice through democratic action and economic development. Finally, the alignment between the GDFs and learning outcomes has the effect that teaching and learning will and should be more deliberative, engaging and ‘free’ – a matter of people exercising their capabilities towards the attainment of human freedoms such as equality, solidarity and the exercise of their rights. / AFRIKAANSE OPSOMMING: In hierdie tesis ondersoek ek of daar ‘n verbintenis is tussen die Suid-Afrikaanse regering se Groei en Ontwikkelingsraamwerke (GOR’e) en die leeruitkomste van die Verdere Onderwys en Opleiding (VOO) Ekonomie-kurrikulum soos wat dit in die Nationale Kurrikulumverklaring (NKV) voorgestel word. Sentraal tot die GOR’e is die kultivering van sosiale geregtigheid, meer spesifiek die verwydering van ongelykhede en die skepping van werksgeleenthede vir alle landsburgers. Die regering beoog juis om sosiale geregtigheid te verwesenlik deur die kultivering van demokratiese verhoudinge tussen mense wat hopelik ‘n bydrae kan lewer tot ekonomiese onwikkeling in die samelewing, veral plaaslike ekonomiese onwikkeling (PEO). Terselfdertyd word daar deur die vier leeruitkomstes, naamlik makroekonomie, mikroekonomie, ekonomiese vooruitgang en huidige ekonomiese aangeleenthede, die belangrikheid van mense se bydraes tot sosiale geregtigheid in hulle gemeenskappe beklemtoon. Die leeruitkomstes hoop om laasgenoemde te bereik deurdat in leerders ‘n aangetrokkenheid tot demokratiese aksie en Ekonomie-vaardighede, -waardes, -kennis en -houdings gekweek word wat PEO kan bevorder. Gevolglik kan voorgehou word dat die leeruitkomste met die GOR’e vereenselwig kan word op grond van die gemeenskaplike tema van sosiale geregtigheid deur demokratiese aksie en ekonomiese ontwikkeling wat blykbaar beide aspekte dryf. Laastens, die verwantskap tussen die GOR’e en leeruitkomste het die effek dat onderrig en leer meer beraadslagend, interkatief en ‘vry’ behoort te wees – ‘n geval van mense wat hulle vaardighede uitoefen om menslike vryhede soos gelykheid, solidariteit en die uitoefening van hulle regte te bekom.

Assessment of the effectiveness of Area Development Commitees (ADCs) in Decentralization : a case of Ntchisi District in Malawi

Decentralization is an approach Malawi government is using to accelerate development. In order to achieve this, local structures like ADCs were instituted to improve community participation and enhance demand driven type of development. This study examined the effectiveness of the ADCs in decentralization. The study was conducted in TAs Chilowoko and Kalumo in Ntchisi district. Both quantitative and qualitative research methods were used. Through random sampling, 97 respondents were interviewed using a household questionnaire. Two focus group discussions and 14 key informant interviews were also done. Analysis of the quantitative data collected was done using Scientific Package for Social Scientists (SPSS) tool while the qualitative data was analyzed manually using common themes that emerged from the findings. The results show that the community members do not commonly know ADCs and that they do not have autonomy to enhance community participation in decision making. ADCs do not have the autonomy to operate as custodians of development. ADCs are also facing many challenges that include lack of operational resources, incentives, transport and political infringement. On the overall, therefore, the study recommends that there is need to create awareness on the existence of the ADCs and other local structures to the community members. An analysis of alternative objective measures of economic performance and social development.

The measurement of economic performance and social development has become increasingly important as societies have evolved and become more complex. At present nations do not only seek to improve economic performance but are also compelled to improve social development through improvements in socially and environmentally sustainable initiatives. Traditional measures such as Gross Domestic Product (GDP) which is derived from United Nations’ System of National Accounts (SNA) have been criticised given the inability to adequately account for these social and environmental aspects of social development. Given these perceived deficiencies in the conventional measures, several alternative objective measures have been proposed in an attempt to address these shortcomings. Therefore the primary aim of this study is to analyse, via a literature survey, these alternative objective measures of economic performance and social development. The alternative measures that constitute the survey are the Index of Sustainable Economic Welfare (ISEW), the Genuine Savings (GS), and the United Nations’ Human Development Index (HDI). Upon the completion of the literature survey, sustainable development theory is used to evaluate the extent to which the National Accounts and the alternative objective measures are consistent with Hicksian and Fisherian definitions of income and capital, which embody the concepts of sustainability and sustainable development. The evaluation reveals that the National Accounts neither conform to the Hicksian nor the Fisherian definitions of income, thus could not be viewed as a measure of sustainable income. It is found that the ISEW is consistent with the Fisherian definition of income and is also a partial indicator of sustainable development. The evaluation of the GS measure reveals that it is consistent with the Hicksian definition but not the Fisherian definition. In terms of overall sustainability, it is argued that GS is a partial measure of weak sustainability. The HDI is similar to the National Accounts, in that it is neither consistent with the Hicksian nor the Fisherian definitions of income and is also not a measure of sustainability. In summary, the study demonstrates that despite GDP's shortcomings as a measure of economic performance and social development, currently, there is no alternative approach which simultaneously addresses every flaw in GDP. However, all the alternatives yield a much better approximation of social development than GDP.

They are able upon to mobilize communities in rural areas to initiate and implement community development projects with minimal supervision. Malawi Social Action Fund 1 (MASAF 1) project management approach, which centered on community ownership of projects and registered enormous successes, is a case in proof of this. However, distribution of power and roles between chiefs and local government authorities in view of decentralization demand more research and policy debate if chiefs are to be effectively utilized and for the decentralization process to work effectively. Diretrizes para a sustentabilidade de uma minirrede de sistemas solares fotovoltaicos em uma região isolada da Colômbia

CAPES / Este trabalho apresenta o desenvolvimento de um estudo técnico social para definir as diretrizes que garantam a sustentabilidade de uma minirrede baseada em sistemas solares fotovoltaicos, localizados nas Zonas Não Interconectadas (ZNI) da Colômbia. A literatura da pesquisa está baseada na importância da energia elétrica e das construções sustentáveis para o homem e nos princípios de energia solar e de minirredes baseadas em sistemas solares fotovoltaicos. Após este levantamento, aplicou-se o método de pesquisa documental para contextualizar o leitor com os aspectos mais importantes sobre a Colômbia e sua realidade hoje. A partir destes aspectos foi possível concentrar a pesquisa em uma região, selecionada a partir de critérios de recurso solar disponível, economia, segurança, saúde e educação. Uma vez escolhida a região, foi feita uma pesquisa de campo em que foram entrevistados os agentes que podem influenciar no funcionamento de uma minirrede. Também foram observados os aspectos técnicos relacionados com as construções e a eficiência energética desta região, constatando que a mesma já contou, em alguma ocasião, com sistemas solares fotovoltaicos, mas estes foram vendidos pela própria comunidade por não encontrarem utilidade nenhuma neles. A partir das respostas encontradas nas entrevistas foi feita uma proposta de gestão da minirrede baseada em sistemas solares fotovoltaicos. Concluiu-se que é primordial que os agentes técnicos e administrativos do sistema como um todo tenham contato contínuo com o usuário para entender as suas necessidades e conseguir satisfazê-las com a instalação da minirrede. Também se observou que é importante criar no usuário um sentido de posse pela minirrede, identificando os benefícios educativos, de saúde e econômicos que esta nova tecnologia traz para ele. Este estudo abre as portas para novas pesquisas de avaliação e descrição das diretrizes propostas. / This research presents the development of a social-technical study to define guidelines to ensure the sustainability of a mini-grid based on solar photovoltaic systems located in Non Interconnected Areas (NIA) of Colombia. The literature of this research is based on the importance of energy and sustainable buildings to people, the principles of solar PV, and mini-grid based on solar photovoltaic systems. After this firt part, was applied the method of documentary research to contextualize the reader with the main relevant aspects of Colombia related to the research. From these aspects, it was possible to focus the research to a region, which was chosen by criterias such as: solar resource, economy, security, health and education. When the area was chosen, it was made a field survey. In this survey the agents that influence the operation of a mini network were interviwed. Also, it was observed the technical aspects of buildings, and the energy efficiency in this region. As a result it was observed that in the past there were PV solar systems, but these were sold by the community because they did not find them useful. From the interview answers, it was made a proposal about the management of the mini-grid based on solar photovoltaic systems. In conclusion, it is essential that the technical and administrative agents that make part of this system have continuous contact with the user to understand their needs and satisfy them with the installation of mini-grid. It is also important to create a sense of belonging from the user to the mini-grid, identifying the benefits, educational, health and economic that this new technology brings to him. This study opens the door to new research about evaluations and descriptions about the proposed guidelines.
