The socio-economic impact of urban renewal projects in South Africa townships

Urban areas have become strategic locations where many throng to for a better life. However, wealth and economic opportunities are not evenly distributed in these urban spaces. South Africa is a fairly young democracy whose urban landscape has been largely shaped by the colonial apartheid system. The apartheid system segregated and relegated the black majority to the fringes of the cities into crowded communities characterised by poor living conditions, exclusion from the mainstream economy and limited urban amenities. Townships epitomise the harsh reality of the urban poor and how underdevelopment has been perpetuated. South Africa came up with different policies to redress the historical imbalances and inform urban development strategies. Urban renewal has been implemented as a development strategy in various cities across the world in an attempt to revive and improve the social, economic and environmental state of derelict urban spaces. Townships in South Africa have been the target areas for urban renewal with 8 presidential nodes having been initially identified for such in 2001. Eventually, Helenvale was added to the mix as a prime node in 2006 and the Helenvale Urban Renewal Project (HURP) was birthed - Helenvale and HURP being the identified site and project for this research respectively. An evaluative approach was adopted in assessing the socio-economic impact of urban renewal in South Africa townships and more specifically the socio-economic impact of HURP. Helenvale, like most townships in South Africa, is characterised by a high density settlement pattern, poverty, high unemployment, high rate of violence and crime, drug trade and substance abuse as well as a high rate of school dropouts. The Helenvale Urban Renewal Project (HURP) was implemented by the Nelson Mandela Bay Municipality (NMBM) and eventually the Mandela Bay Development Agency (MBDA) with the intention to rejuvenate the community on the social, economic and environmental front. The study findings showed that Helenvale, like all urban renewal nodes in South Africa had a number of socio-economic issues which prompted HURP. These include high unemployment (was 53.5% in 2013); alarming levels of violence and crime; drug trade and substance abuse and high rate of school dropout. Between 2007 and 2014, different projects were implemented under HURP, focusing mainly on physical development and community building. Study respondents had mixed reactions and perceptions of the impact of HURP. On one hand, the project saw the community benefit from the constructed public facilities like recreational parks and resource centre as well as capacity development and created employment opportunities. On the other hand, unemployment has persisted with only a small proportion of the population benefiting from the created jobs; crime remains unabated; drug trade has persisted leaving parents fearing for their young and gang violence has rendered the provided safe public physical features ineffective and the housing challenge has also not been resolved. By and large urban renewal and in this particular study, HURP has made great strides in improving the social and economic standing of the township community despite the challenges that are still lurking. A number of recommendations were proposed for similar studies and for urban renewal initiatives in South Africa. For the latter the study recommended having a robust policy that speaks to urban renewal directly and informs such. Other propositions include allowing the community to own and be stewards of urban renewal initiatives; allocating enough resources, both human and financial; and tailoring the project to respond to the needs of a particular community and not a one size fits all approach. In terms of similar studies the study recommends using a mixed methods approach to evaluate the impact of such ventures as well as evaluating more than one urban renewal initiatives for comparison and to allow for the generalizability of the findings.

The impact of social entrepreneurs on community development in the Cape Metropolitan area (Western Cape South Africa)

Besides transforming the market, the impact of social entrepreneurship is becoming more important for the world to improve social challenges and provide social innovation solutions that are sustainable and effective. Regardless of the positive performance of activities implemented by social entrepreneurs in tackling socioeconomic issues in the Cape Metropolitan area, their impact on community development remains unknown and is negatively perceived by the communities. This study sought to develop an understanding from communities of how social entrepreneurship impacts their development and to determine its social impact. The study investigated the impact of social entrepreneurship on community development in order to improve interaction among stakeholders. The research questions were: What impact do social entrepreneurs have on communities? How can social entrepreneurship improve development in communities? What forms of support do social entrepreneurs need in order to effectively develop communities? A mixed method approach (qualitative and quantitative) was used to collect data through semi-structured questionnaire and interview to determine the needs and capture the views of stakeholders regarding the impact of social entrepreneurs on community development. Social entrepreneurship is a tool that can tackle deprived communities’ problems, especially in the Cape Metropolitan areas of Khayelitsha and Gugulethu where socioeconomic problems such as health, education, and others are increasing. Social entrepreneurs’ activities are laid to develop the community as they provide comprehensive care, support the most vulnerable communities and strive to improve the quality of health, education and unemployment. It was found that improvements through training, educating and facilitating communities’ engagement in different activities such as home-based care and developing children mentality in creating space for every person to develop their needs is what could promote and impact community development. However, it was also found that social entrepreneurs sometimes use resources or methods of monitoring that are deemed useless to attain their objectives.

Towards the modeling of indigenous poultry production in the Eastern Cape Province, South Africa: characterization and extension evaluation for poverty reduction

Poverty remains a critical issue mostly in the rural South Africa. Various initiatives, policies and programs have been enacted by the government with attempting to reduce poverty at the national and provincial levels; poverty is yet to be abated. The target of the Millennium Development Goal 1 (MDG1) of halving poverty by the year 2015 notwithstanding, poverty remains a threat to quality livelihoods. Agriculture has continued to be one of the pillars of government efforts to address poverty. However, in livestock production interventions, efforts of government had largely been on cattle, sheep, goats, pigs and exotic poultry with little attention being given to indigenous poultry production (IPP). This study explores the option of using IPP to address rural poverty by capitalizing on its minimal inputs while recognizing its prevalence in a variety of households. The study addresses the characterization of the IPP from the perspectives of housing, feeding, healthcare management, breeding and marketing options.Skill competencies of the indigenous poultry farmers (IPFs) and the Agricultural Development Technicians (ADTs) were examined. This study reviewed poultry models in different parts of the world with special attention to Africa. The human resource development program of the department of rural development and agrarian reform was discussed. The study employed the use of multi-methods approach, the quantitative and qualitative research methodologies. Descriptive statistical analysis, frequent count, percentage, means, standard deviation, chisquare, and principal component analysis was used in the quantitative data analysis while the “open social system” was used for the qualitative methodology. Findings revealed that IPFs face some challenges among which are, the poor housing that exposed the birds to inclement weather, predator attacks and stock theft, high mortality of chicks after hatching and expensive feed for the flock. The IPFs showed competencies in nine skill items that included ability to identify chicken predators (x=3.92) and high yielding chickens (x=3.79); control of predators(x=3.77); methods of using ethno veterinary drugs to treat chicken diseases and pests (x=3.72), and identify signs of diseases (x=3.69), among others. However, the ADTs did not show any competency in any of the 32 skills items. The principal component analysis with Varimax rotation was performed to ascertain the dimensionality of the measures. Six factors with eigen value of >1, which accounted for 77.317% were extracted, with each factor loading ranging from 0.523 to 0.93. Factor loading after rotation that emerged on the same component was described; as brooding, shelter and care of the chicks; predators and healthcare; hygiene and litter management; feeds and feeding stuff; and record keeping and marketing. The findings on the human resource development revealed that staff meetings were the most common method of capacity development. This was followed by in-service-training, formal study, workshop, and on the job training. The farmers’ field school and study tours were sparingly used. However, respondents were in favor of on-site training, staff meetings, formal study and in-service training. The findings on the appropriate model suggest a theoretical indigenous poultry production model (IPPM) for the Eastern Cape Province (ECP). The “open social system” was used to develop a framework for an indigenous poultry cooperative society (to be known as Abafuyi Benkukhu Zemveli [ABZ]). This was meant to create a binding force for capacity development, a strong economic foundation through equity contributions, creation of marketing channels, and the development of a concept of ‘‘our own'' product in the market. Lastly, the study offers options for a training program that would accommodate the new initiatives, with a strong capacity development training approach. In this context, the study advocates for institutional support for the IPFs and the incorporation of indigenous poultry in the curriculum of the agricultural training programs at higher education institutions in South Africa.

The relationship between organisational culture and financial performance: an exploratory study in a selected financial institution in South Africa

This research investigates the relationship between organisational culture and financial performance in a selected financial services institution in South Africa. The banking sector as part of the financial services industry contributes to economic growth in the economy. The banking sector in South Africa is highly concentrated, but also highly competitive. It is important for banks to retain their competitiveness and increased global competition places further pressure on banks to perform financially in order to satisfy the demands of shareholders. The literature reviewed and previous studies both suggest that organisational culture is an important variable that influences organisational performance. For purposes of this research, organisational performance will be measured in terms of financial performance. The concepts of organisational culture and financial performance are discussed and a questionnaire based on Hall’s (1988) theory of organisational competence is used to determine the strength of the levels of the dimensions of competence as indicators of organisational culture within the selected financial institution. The financial performance of the branches within the organisation is determined by calculating certain selected financial performance ratios, namely cost-to-income ratio, cumulative leverage and contribution per employee. A correlation analysis is conducted in order to establish whether there is a statistically significant relationship between organisational culture and financial performance. A conclusion is drawn that there is a statistically significant relationship between the organisational culture and the financial performance of the branches of the selected institution and recommendations are made as to how financial performance can be improved by strengthening the dimensions of competence as indicators of organisational culture. These recommendations include specific actions that can be taken by leaders to improve commitment, collaboration and creativity.

A regulationist approach to South Africa and a critique of inflation targeting

Since the 1970s, the international economic system has become prone to the volatility and undue effects associated with booms and busts. This forty year period spanning the present has exhibited restrained growth and repressive economic development. Critical changes to the system are presented by the transition from "Fordism" to the post 1970s neoliberal regime and the globalization of world markets. Underpinning this transformation is an ideological shift towards free market capitalism and the adoption of "reduced form" market models. These "reduced form" models appear to hinder economic sustainability as their grounding in economics fails to account for real economic activity. This thesis aims to provide a more holistic perception of sustainability, one that provides a sound basis on which to develop sustainable economic policy. The Regulationist Approach presents the requisite understanding of economic sustainability required within this research. The inclusion of economic, historical and socio-political fields of research proposes a wider understanding of the political economy and sustainability. The application of the Regulation Approach to the South African economy illustrates many problem areas that require attention. The examination found that firstly, aggregate demand in the South African economy was unsustainable due to the debt driven nature of demand under the asset price bubble of the mid to late 2000s. Secondly, aggregate supply also proved unsustainable as government is failing to provide any substantive growth within important sectors of the economy such as education and the provision of general services. Furthermore, the adoption of inflation targeting in South Africa poses a barrier to sustained economic growth as it focuses singularly on price inflation. The "reduced form" model of inflation targeting fails to account for market failures and a number of vital indicators of sustainability most notably, debt levels and asset prices. The inclusion of these indicators, and financial stability more generally, are found to provide a more holistic and sustainable approach to macroeconomic policymaking.

Inflation threshold and nonlinearity: implications for inflation targeting in South Africa

Following many other central banks around the world, the South African Reserve Bank has adopted inflation targeting as its monetary policy framework. The aim of this is to achieve low levels of inflation in order to attain price stability thereby promoting growth. In South Africa, the chosen band to target is 3%–6%. This has been criticised by many trade unions who are calling for the abandonment of inflation targeting. Despite targeting 3%–6%, it is not known whether this is the optimal inflation range for South Africa. Therefore, the aim of this study is to determine the inflation threshold level for South Africa using quarterly data for the period 1983 to 2010. The first section determines whether or not there is a long-run relationship between inflation and growth using the Johansen cointegration method. Exogeneity tests determine the causality between these variables. Vector error correction models are estimated if cointegration is found. The second part determines the threshold level of inflation using the method of conditional least squares. The inflation level that maximises the R-squared value and minimises the residual sum of squares gives an indication of the threshold level. The third part of the study determines whether or not inflation volatility has a significant impact on growth. The first part established that there is long-run comovement between inflation and growth.The causality is bidirectional with both variables being endogenous.Findings regarding the threshold level show that the current inflation targeting band of 3%–6% may be extended up to 9.5%. In addition, the range of inflation from 5.5% to 6.5% promotes economic growth in South Africa. Finally, the evidence suggests that inflation volatility does not have a significant impact on economic growth and the focus of policy should be directed towards the level of inflation as has been the case.

Factors influencing operational performance for SMMEs in the textile and clothing manufacturing sector in the eThekwini district

Submitted in fulfillment of the requirements for the Degree of Master of Management Sciences: Business Administration, Durban University of Technology, Durban, South Africa, 2016. / Small, medium and micro enterprises (SMMEs) play a pivotal role in the economy of a country through job creation, development and dealing with the issue of unemployment, all of which affect the government and its citizens. Therefore, it is important that SMMEs operate efficiently and run their businesses effectively in order to grow within their respective sectors. The low rate of success amongst SMMEs in South Africa (SA) over the years indicates that there are factors hindering the efforts of the country’s SMMEs from operating efficiently (Turton and Herrington 2012: 48). One of the factors is poor operational performance which is frequently quoted as a leading cause of failure amongst SMMEs within the manufacturing sector (Urban and Naidoo 2012: 146). Furthermore, the Economic Development and Growth in eThekwini (EDGE) (2013: 37-38) reveals that SMMEs within the textile and clothing manufacturing sector in the eThekwini district generally do not innovate and suffer from a lack of access to financial services. The study population was 94 small and micro enterprises (SMEs) in the textile and clothing manufacturing sector in the eThekwini district. The researcher could not find a data on medium enterprises as prospective participants in the study and obtained only 80 SMEs. A quantitative approach was used in the context of a census study. The study was descriptive and conclusive in nature. The results of the study indicate that SMEs apply innovative processes in their businesses and work at a favourable physical environment within eThekwini district. However, SMEs do not have sufficient access to government financial incentive schemes (GFIS) which could be a factor inhibiting their growth and development. Furthermore, despite the fact that many of the SMEs in the study agreed that assistance from government schemes can enhance their operational performance, almost half of them were not aware of relevant schemes. Therefore, it is important that the government, that is, the Department of Trade and Industry (dti) and Small Enterprise Development Agency (seda) and other relevant government agencies, reach out to as many of these SMEs as possible. This is an opportunity for the SA government to improve their efforts to create more jobs for SA citizens. / M

The role of local economic development strategies for the informal sector in Buffalo City

The informal economic sector is a very important part of the economy for any developing country; it is a growing employment sector for the less skilled people living in both rural and urban areas. Organizing the informal sector and reorganizing its role as a profitable activity may contribute to local economic development. This can also build the capacity of the informal workers to meet their basic needs by increasing their incomes and strengthening their legal status. Municipal support for the informal business sector may play an important role in achieving these objectives. The problem statement of this research report highlights the problems of poverty and unemployment in the Buffalo City Metropolitan Municipality in the Eastern Cape Province of South Africa, which has resulted in the growth of informal business sector. In order to improve economic development, local authorities are expected to give support to any sector that provides employment and incomes for the poor, including the informal sector. The overall aim and objectives of the research were to investigate the role of Local Economic Development strategies in the informal sector in Buffalo City Metropolitan Municipality. To discover whether there is any support programme employed by Buffalo City Metropolitan Municipality Local Economic Development Unit to boost the informal sector economy. To, assess the impact of the informal sector, in generating income for the unemployed. To identify Local Economic strategies employed in the area to develop the local economy. An overview of the literature on the informal sector provided a basis for the research into the problems facing street traders in Mdantsane, a large township adjacent to East London in the Buffalo City Metropolitan Municipality. Both qualitative and quantitative research methods have been used in the study. The use of data collection tools such as interviews, questionnaires and observation helped to solicit the required information. An analysis of the findings confirmed that the informal sector plays an important role in in generating an income for the unemployed particularly for unemployed women. It appears that the informal traders have some basic requirements that would make a difference to their survival and working conditions, but that minimal support is received from the municipality. These findings recommend that in the absence of formal job opportunities in Buffalo City, the Municipality should develop strategies to support the informal sector participants to survive and thrive in difficult economic times.

The impact of the Mdantsane urban renewal programme on socio-economic development

Urban Renewal which originates in the concept of Local Economic Development (LED) has in recent years gained much global acceptance as a strategy to improve certain areas that are poorly developed in order to improve the quality of lives of the local residents. South Africa have adopted the Urban Renewal approach and ever since, a number of national centres have been targeted for urban renewal activities. The Buffalo City Municipality (BCMM) implemented the Mdanstane Urban Renewal Programme (MURP) which is essentially the case study of this research. Despite the government instituting the Integrated Development Planning (IDP), Buffalo City still remains one of South Africa’s poorest metropolitan areas, with a relatively high unemployment and crime rate compared to other metropolitan cities in the country (Buffalo City Metropolitan Municipality,2012). The study, therefore, sought to empirically analyse the effectiveness of the URP as an initiative of Integrated Development Planning (IDP) particularly on how it has addressed socio-economic pathologies such as poverty and inequality rampant in the area of study. The Mdantsane Urban Renewal Programme was used to monitor and evaluate the impact it had on the communities and the municipality. The study used a mixed methods or triangulation approach as both qualitative and quantitative techniques were used in determining the effect of the MURP on local development as well as in exploring the different perceptions and challenges facing the programme. The data that was gathered was analysed both quantitatively using frequency tables and graphs, and qualitatively based on the key themes that emerged. The research established that whilst the MURP has scored some gains in refurbishing the area of study, there are still various challenges inherent in the MURP such as its non-inclusiveness, lack of transparency, accountability and the lack of real benefits accruing in the local communities. Thus, this research recognised a need for a more inclusive and pro-poor urban development framework that promotes local citizen participation, accountability, sustainability and equity in resource distribution and allocation, in order to improve the livehoods of the local people in Mdantsane.
